this
meeting
to
order.
This
is
the
regularly
scheduled
executive
committee
committee
meeting.
The
date
is
August
13th.
My
name
is
Jacob
fry
I'm.
The
chair
of
this
committee
and
I
am
joined
with
me
on
the
diocese
by
council
members,
Gordon,
bender
and
johnson.
Let
the
record
reflect
that
we
do
have
a
quorum.
We
have
four
items
that
around
the
agenda
today
and
then
we've
got
a
potential
closed
session.

Human
Resources,
Department
and
I'm
here
to
talk
about
those
city's
paid
parental
leave
policy.
It's
currently
the
city's
policy
to
provide
eligible
employees
with
up
to
three
weeks
of
paid
parental
leave.
The
current
policy
allows
for
the
use
of
the
paid
leave
to
be
taken
within
twelve
months
of
the
birth
or
adoption
of
the
child.
With
this
proposal,
we
would
like
to
propose
extending
the
time
that
parents
can
take
paid
parental
leave
to
within
six
months
of
the
event.

supportive
sending
this

think
we
could
extend
it
further.
I
was
a
little
bit
curious
about
the
domestic
partner
feature.
I
know
that
previously
we
had
some
heterosexual
couples
who
chose
to
just
register
as
domestic
partners
because
they
thought
that
would
give
them
some
protections
within
the
city.
Are
people
still
registering?
Do
we
have
a
list
of
who's
registered
as
domestic
partners
and,
what's
going
to
happen
to
them,.

aware.
I
can
follow
up
on
that,
but
in
my
tenure
here
I
don't
believe
we
have
any
that
have
even
applied
for
this
type
of
leave.
So
it's
basically
not
in
an
issue
here
at
the
city
and
this
as
I
mentioned.
This
language
would
be
consistent
with
our
other
benefits
eligibility.

some,
if
nobody's
doing
it
anymore,
maybe
we
need
to
look
at
the
ordinance
itself
well,
but
if
some
people
are
maybe
we
need
to
understand
why
and
what
good
it's
doing,
but
I'll
certainly
support
this.
But
thanks

that

and
that
you
dig
around
and
find
out,
we
do
have
a
list
and
there
are
some,
especially
if
they're
city
employees
who
are
registered.

interesting
to
know
that

moving

research

jurisdictions

policies

some
initial
conversations
and
we're
planning
to
come
forward
later.

fall
looking

leave
policies

general
and
potentially
working
on
some
recommendations
around
that.
So
we
can
certainly
work
out
fine,
as
well
with
additional
information.

think
as
we
think
about
being
a
competitive
employer
in
the
workplace.
The
benefits
that
we're
able
to
provide
to
our
employees
are
really
important
part
of
that

particularly

place

supports
families

all
stages
of
their.

birth
and
and
throughout
the
lifespan
of
a
family.
So
I
think
that
that
is

really
in
line
with
where
the
direction
we've
been
going

different
family
configurations

don't
include
marriage
as
a
as
a
part
of
the
hair
family
structure,
because
we
know

different
family
types
to
exist,

so
how
can
we,
as
an
employer,
really
think
about
supporting
those
families

well?

compensation
and
classification

We're
here
to
ask
that
you
please
consider
approving
two
new
appointed
positions
in
the
city
coordinators,
department,
director
strategic
initiatives
and
director
strategic
management
reporting
directly
to
the
city
coordinator.
The
proposed
positions
will
be
the
deputies
to
the
department
head.

director
strategic
initiatives
will
be
responsible
for
oversight
of
citywide
strategic
initiatives,
including
environmental
justice,
sustainability
work,
racial
equity
initiatives,
place-based
strategies,
arts
and
cultural
strategies
and
other
complex
cross
departmental
projects.
The
second
position
director
strategic
management
will
be
responsible
for
strategic
management
activities
for
the
office.
The
position
will
oversee
the
management,
administrative
and
operational
aspects
of
the
city
coordinators
office,
including
office
budget,
business
planning,
team
development
and
workplace
culture.
It
will
lead
the
teams
responsible
for
enterprise
and
department,
strategic
planning,
analysis,
reporting,
innovation,
continuous
improvement
and
other
citywide
functions.

that
you
please
adopt
the
findings
that
both
of
the
proposed
positions
meet
the
criteria
in
section
2,

the
Minneapolis
Code
of
Ordinances
City
Council,
to
establish
a
point
of
positions.
We

you,
please
approve
the
appointed
positions
of
director
strategic
management
and
director
of
strategic
initiatives,
both
of
which
are
evaluated
at
665
total
points
and
allocated
to
grade
14.
We
ask
that
you,
please
approve
the
salary
schedule
for
the
proposed
positions
which
have
a
salary
range
of
120
3288
dollars
to
146,000
$149.

adopted
compensation
plan
for
appointed
officials
effective
today,
August
13th,
we

that
you,
please
refer
this
matter
to
the
City
Council
for
consideration.

der
Meyde
city
coordinator,

expand
on
the
role
of
the
positions
and
answer
any
questions
you
may
have.

so
happy

these
physicians
and
and
I,
ask
that

approve
them
moving
forward.
As
many
of
you
know,
my
former
role
as
deputy
encompassed
most
of
what
these
two
positions
are
intended
to
do
and
when
I
took
the
role
of
city
coordinator,
I,
really
because
I
had
lived,
experience
thought
hard
around
what
we
wanted
to
do
in
our
office
and
really
wanted
to
divide
these
work.
It
should
be
very
similar.

And
then
separately,
there
is
a
series
of
what
I
call
our
really
those
initiatives
that
drive
the
values
of
our
work:
our
arts,
resilient
sustainability.
We
now
have
human
trafficking,
the
small
business
team,
and
to
move
that
forward
where
previously
it
was
mostly
one
person
moving
all
that
work
forward.
We
are
now
splitting
that
position
into
two.

a
comment
on
it.
You
know
I've
been
very
impressed
with
your
work,
both
from
when
you
started
at
regulatory
services
and
as
the
deputy
coordinator
now
is
the
coordinator
and
I'm
happy
to
support
your
vision
of
this
work
and
excited
to
see
the
results
that
I'll
bring
to
the
city
and
I
expect.
There
will
be
good
things
because
that's
what
you've
been
doing
and
I
appreciate
all
the
hard
work.

Have
been
chair

council
committee
members,
there
comes
from
the
record
and
they're
having
some
unfilled
positions
and
some
salary
savings,
but
we
are
also
right
sizing
some
of
the
positions,
so
the
deputy
position
will
is
graded
at
a
different
grade
than
the
than
the
former
deputy
position.
The
manager
position
will
come
up
slightly
and
so
in
the
balance
we
have
worked
through
finance
to
make
sure
that
those
align
and.

Right
council
vice
president
Jenkins,
the
innovation
team,
was,
as
many
of
you
know,
a
three-year
effort,
and
that
has
been
a
that.
Obviously,
through
funding
in
coordination
with
Bloomberg,
it
was
intended
to
be
a
resource
for
cities
to
be
able
to
be
innovative
without
the
fear
of
failure
with
a
budget
concern
with
a
budget
attached
that
they
are
able
to
really
look
at
root.
Cause
analysis
move
forward.
Do
some
facilitation.
They
are
able
to
do
some
continuous
improvement
efforts.

The
skill
set
is
very
similar
to
some
of
the
skill
set
that
other
staff
have
developed
throughout
the
coordinators
office.
The
strategic
planning
and
analysis
team
also
uses
data
to
drive
their
work
similar
to
the
innovation
team,
and
it
seemed
to
right
that
we
could
have
efficiencies
having
those
teams
do
more
cross
function,
work
with
each
other,
they're
already
doing
that.
So
in
perhaps
the
supplier
diversity
work.
There
is
somebody
from
the
innovation
team
and
somebody
from
the
results,
management
team
or
the
planning
and
analysis
team
moving
forward.

They
are
the
folks
that
really
got
us
on
the
spend
diversity
dashboard.
They
are
currently
working
together
to
do
a
variety
of
projects,
whether
it's
involved,
some
of
the
some
of
the
spend
Aversa
t
efforts
or
some
of
the
efforts
that
we're
doing
with
strategic
planning,
so
they're
already
pretty
aligned.
This
is
now
brings
it
into
one
team
and
allows
us
as
an
office
to
take
intake,
so
a
department
comes
to
us
and
says
I
need
visualization
or
I
need
to
figure
out
what
the
root
cause
of
this
issue
is.

We've
had
one
person
is
internal
to
our
office,
but
the
other
person
is
actually
in
civil
rights
and
it
could
have
been
just

position
description

written

we
had
planned

executive
committee
previously
so
I
believe
that's
the,
but
people
are
not
in
those
positions
and
would
not
be
effective
until
this
position
were
created.
