committee
of
the
whole
we're
gonna
take
a
few
minutes
to
celebrate
some
of
our
city
employees,
who
are
being
honored
today
for
our
star
awards.
The
star
awards
are
a
part
of
the
service
public
service
recognition
week
and
we
were
recognizing
employees
in
four
categories.

Yeah
through
the
enterprise,
employee
recognition
program
or
star
special
thanks
and
recognition
awards,
the
city
of
Minneapolis
will
acknowledge
the
excellence
and
extraordinary
efforts
made
by
employees
across
the
organization.
Many
studies
on
the
workplace
show
that
being
recognized
for
achievements,
knowing
that
one's
contributions
make
a
difference
and
having
the
opportunity
for
growth
and
professional
development
have
had
considerable
impact
on
employee
engagement,
satisfaction
and
commitment
through
the
Star
Wars
program,
the
city
will
support
growing,
a
culture
of
appreciation
by
recognizing
city
employees
for
their
achievements
and
contributions.

I
just
really
wanted
to
quick
just
to
set
that
tone
for
folks
to
be
able
to
know,
there's
recognition
at
the
enterprise
and
department
level,
recognition
of
the
city
level
and
so
I'll
go
ahead
and
get
us
started
today.
So
our
first
first
award
is
the
City
Star,
which
is
awarded
to
an
employee
who
makes
a
significant
impact
to
the
city
I'm
going
to
be
calling
up.

All

super
excited

present
this
commendation
to
you.
That's
2018,
superstar
award,
and
this
is
for
your
role
as
a
communications
leader
and
coordinator
for
Super
Bowl
50,
to
where
you
work
diligently
to
ensure
a
seamless
communications
plan
was
brought
together,
that
a
compass
encompassed
all
public
safety
and
axillary
users
and
made
optimal
use
of
the
available
radio
and
ancillary
resources
to
successfully
manage
the
event
without
incident.

had
so
much
concern
that
our
community
response
be
sensitive
to
all
the
communities
in
the
minneapolis
and
welcoming
and
the
amount
of
communication,
among
so
many
different
agencies
and
individuals
and
partners
that
that
required
is
astronomical.
And
so
thank
you
so
much
for
helping
keep
our
community
safe
and
supported
through
all
of
that
and
for
all
of
your
work
every
day
as
well.

significant
impact

This
year

recognizing

councilmember
Schrader
to
help
with
this
as

So
if
I

please
have
so
I
know
Trevor's,

I'm
going
to
be
naming
this

then
we
also

we

jazz
up

it
is
my
honor
to
present
jazz
with
the
superstar
award
for
his
work
on
a
team
that
identified
the
alternative
plan
that
led
to
the
implementation
of
the
Wayne
finding
signage
project
that
the
Minneapolis
Convention
Center.
The
digital
portion
of
the
wayfinding
signage
project
would
have
cost
the
city
well
over
three
million
dollars,
as
originally
designed
and
jazz,
worked
collaboratively
with
other
staff
to
implement
the
wayfinding
signage
project
and
saved
over
two
million
dollars,
jazz
performed
as
with
distinction
and
deserve
our
special
thanks
and
recognition
for
this.

like

take
a

to

Trevor
who's,
not

His
certificate
of
recognition
also

similarly

his

wanted

a

command
structure
managed
a
very
difficult
and
complex
process
of
identifying
communications,
strengths
and
opportunities,
Metro
wide,
creating
the
concept
of
operations
and
other
communications
plans
and
coordinating
the
training
and
deployment
of
a
wide
variety
of
Public
Safety
resources
and
Janelle.
Harris's
communications
planning
resulted
in
a
smooth
and
reliable
flow
of
emergency
and
non-emergency
communications.
Supporting
large
events
made
Minneapolis
a
safe
place
to
enjoy
recreation
and
the
many
amenities
the
city
has
to
offer
and
whereas
Janelle
Harris
performs
with
distinction
and
deserves
special
thanks
and
recognition
for
her
public
service.

infectious

mood
and
the
overwhelming
stressful

one
she's
eager
to
learn,
exudes
professionalism,
helps
others
and
takes
on
any
project
or
challenge,
and
whereas
Amy
sizer
goes
the
extra
step
for
those
who
call
911
for
help.
She
has
many
attaboys
posted
on
the
bulletin
board,
documenting
her
above
and
beyond
attitude
in
assisting
callers.

Her
calm
demeanor
on
the
phone
also
translates
to
exceptional
abilities,
while
dispatching
firefighters
and
police
officers
she's
consistently
able
to
manage
high
stress
calls
with
professionalism
and
compassion
and
whereas
Amy
sizer
has
represented
911
outside
of
her
department
as
well.
She
runs
the
mounted
patrol
charity
where
she
plans
and
raises
funds
to
help
implement
the
hard
work
of
the
police
departments
mounted
patrol
unit
and
she
assists
the
Police
Department's
canine
unit
with
their
fundraising.

Amy
is
quick
to
volunteer
her
off
time
to
help
host
during
Police
week
by
tending
open
houses
and
whereas
Amy
sizer
performs
with
distinction
and
deserves
a
special
thanks
and
recognition
for
her
public
service.
Now,
therefore,

mayor
and
city
council
do
hereby

the

commendation

together

sincere
appreciation
and

staffers

firsthand,

hard
city
staffers

lot

staffers

are
underappreciated

of
the
energy
and
an
emotional
labor
that
goes

work

we

work,
the
city
of
Minneapolis
human
resources,
department
and
I
would
like
to
thank
all
of
you
for
taking
the
time
to
honor.
Employees
today
is
very
important
that
are,
if
you've
already
mentioned
it's
very
important
for
employee
engagement,
morale,
etc.
Star
Wars
program
was
actually
built
out
of
the
in
response
to
a
previous
employee
engagement
survey,
as
you'll
see
also
note
that
some
of
you've
probably
seen
a
similar
presentation
before,
but
for
the
newer
councilmembers.

Why
is
employee
recognition?
Important
employee
recognition
identified
was
identified
as
a
key
opportunity
in
multiple
employee
engagement
surveys
in
2013
we
actually
did
a
survey
just
on
employee
recognition
trying
to
identify
what
would
work
within
the
city
within
within
the
various
state
laws
that
we
work
in
and
to
see
you.
We
could
actually
do
that
serving
excuse.

Mm
survey
found
that
more
than
90%
of
city
employees
wandered
work
to
be
recognized
and
valued.
More
than
half
felt
their
contributions
at
the
time
were
not
being
recognized
in
a
meaningful
way.
The
2014
employee
engagement
survey
identified
employee
recognition
as
a
key
component,
a
priority
item
for
the
city
to
increase
employee
engagement.
Thus
the
star
awards
program
was
born.

We
saw
increases
on
a
couple
of
survey
items
that
are
worth
noting.
These
were
identified
as
statistically
significant
increases.
We
saw
a
6.1
percent
increase
on
the
survey
item.
I
receive
appropriate
recognition
when
I
do
a
good
job.
Another
item
said
a
7.8
percent
increase
on
the
survey
item.
I
feel
valued
as
a
city
employee
in
the
recognition
rewards
and
recognition
category
itself.
We
saw
a
fourteen
point.
Four
percent
increase
in
how
employees
responded
to
that
particular
category.
This
feedback
was
received
from
a
total
of
2,500
employees.

is
the
star
program?
Star
stands
for
special
thanks
and
recognition.
Approve
nominees
receive
a
custom-designed
recognition
coin
and
certificate.
The
program
is
designed
to
provide
enterprise
recognition,
option
options.
The
program
was
not
designed
to
replace
departmental
efforts.
Some
of
our
departments,
such
as
police
and
fire,
have
very
robust
employee
recognition,
programs,
a.

Work
categories
as
you've
just
learned:
we
have
the
city
star,
which
is
awarded
to
an
employee
who
makes
significant
impact.
In
this
case,
we
had
Sarah
O'shea
Jackson
from
9/11.
The
co-star
is
awarded
to
a
team
who
makes
Nick
a
significant
impact
of
the
city,
as
we
saw
a
rubber
Tubber,
Z
and
Paul
jazz
Thompson
were
recognized
for
their
efforts
in
the
signage
project
at
the
Convention
Center,
which
resulted
in
saving
the
city
over
two
million
dollars.

The
North
Star
was
awarded
to
Janelle
Harris
and
911
for
outstanding
leadership,
and
the
shining
star
was
awarded
to
Amy
sizer
for
the
positive
influence
she
brings
not
only
to
9-1-1
but
also
to
the
city.
Through
her
volunteer
experiences,
we
also
have
a
service
star,
which
really
was
not
part
of
today's
program,
but
also
throughout
the
year.
Employees
who
reached
fifteen
twenty-five
or
thirty
years
of
service
are
also
given
a
recognition
coin.

Winner
Star
Wars,
provided
we
do
this
on
a
quarterly
basis,
with
four
deadlines
throughout
the
year
and
then
annually
we
have
today's
event
as
part
of
the
public
service
recognition
week
from
approximately
12:00
to
12:30.
Today
we
had
a
huge
event
down
in
the
Rotunda
where
about
200
people
participated
in
a
recognition
event
that
included
myself
recognizing
people
there,
chief
HR
officer,
patience,
Ferguson
mayor,
jacob,
frye
and
also
our
city
coordinator,
Neriah,.

So
these
are
what
this
is
a
slide
show
is
what
the
nominees
actually
receive
left
to
right.
We
have
the
co-star,
the
city
star,
the
North
Star,
the
shining
star
on
the
back
of
those
particular
coins.
We
have
the
city's
official
seal
and
then
we
have
the
other
coins
there,
the
15,
the
25
and
the
30.
The
15
has
a
picture
of
the
stone
arch
bridge.
The
25
has
a
picture
of
the
City
Hall,
and
the
30
year
has
a
father
of
one
picture
of
the
Father
with
water
statue.

Recognition
results
during
year
for
the
program
183
employees
were
approved
for
star
awards.
There
were
8
City
stars,
152,
co-stars,
6,
North,
Stars,
17
shining
stars
and
then
a
breakdown
by
Department,
of
where
those
particular
employees
worked
was
listed
to
the
right.
This
is
an
increase
of
about
12%
over
2016
17.
When
160
56
employees
were
honored
the
first
year
of
the
program
we
had
34
people,
34
people
honored
the
second
year
73,
so
the
program
continues
to
grow
and
then,
in
terms
of
service
stars,
there
were
2
lwed.

There
were
222
people
recognized
last
year,
95
with
15
years
of
service
667
with
25
years
of
service
and
60
with
30
years
of
service.
This
is
quite
this
is
quite
significant.
In
2014
we
had
318
2015,
we
had
322
and
in
2016
we
had
378
this
year,
we're
only
projecting
189
coins.
Part
of
the
reason
for
that
is
in
the
early
2000s.
We
had
the
LGA
cuts
and
we
weren't
doing
a
lot
of
hiring
15
years
ago.
So
that's
why
we're
seeing
a
decline
in
the
numbers?

Our
next
steps
in
terms
of
moving
forward
is,
we
will
evaluate
our
year
for
the
program
continue
to
encourage
city
leaders
to
promote
the
program
in
their
respective
departments
and
our
upcoming
deadline
of
nominations
for
the
year
five
for
the
year,
five
of
the
program
will
be
accepted
until
February
8
28th
of
2019,
so
we
won't
be
back.
We
plan
on
being
back
here
in
about
a
year
to
do
do
another
one
of
these
great
presentations.

Importantly,
this
time

conversation

2018
strategic
planning
and
how
that
aligns
to
both
the
racial
equity
work
and
the
budget
schedule
and
all
of
those
things.
So
if
you
haven't
yet

really
strongly
suggest
you

our
previous

The
three
items
before
you
on
Friday
are
all
IT
contract.

housing
policy
and
Development
Committee
is
going
to
be
bringing
forward
three
items
for
consideration
on
Friday.
The
first
is
approval
of
our
2018
consolidated
plan
action
plan.
That
would
also
include
submitting
the
plan
to
the
US
Department
of
Housing
and
Urban
Development.
This
is
actually
the
plan.
They
suffice
us
for
grant
applications
for
some
significant
grants,
including
our
HUD
Community
Development,
Block,
Grant,
our
home
investment
partnership,
our
emergency
solutions
grant
and
our
HOPWA
or
housing
opportunities
for
persons
with
AIDS
entitlement
program.

did
have
a
good
discussion
at
at
the
committee.
We
actually
discussed
I
think
item
three,
probably
the
longest
I'm
I
think
there
also
might
be
some
consul
members
who
are
considering
potentially
bringing
in
some
amendments
or
staff
directions.

checks.
The
second

accepting
a
grant
from
the
Minnesota
Department
of
Health
for
home
visiting
services.

third
is
a
data
use
agreement
with
Hennepin
County
for
health
data.

Four
is
a
cost-sharing
agreement
for
the
expansion
of
green
initiatives,
cost
share
program
and
agreement,
template
modifications
and
number
five
is
a
technical
amendment
to
a
previously
passed
item
and
number
six.

the
2018
urban
scholars?
Funding
from
other
programs
accept
accepting
eighty
eight
thousand
dollars
from
partner
organizations.

just
comment
briefly
on
item
number,
seven,
which
is
the
strategic
partnerships
position.
Thank
you
ma'am.
Yes,
we
all
campaigned
on
affordable
housing.
Everyone
on
this
council
believes
that
the
tackling
our
affordable
housing
crisis
is
a
top
priority.
We
must
act.
Nobody
on
this
council
believes
that
Minneapolis
can
or
should
try
to
go
it
alone.
This
is
a
regional
issue,
so
we
need
regional
cooperation
right.

I'm,
convinced
that
we
need
someone
spearheading
that
effort
right
now
to
go
out
there
and
actually
build
those
coalition's
externally
and
leverage
other
jurisdictions
and
their
resources.
So
this
position
would
ultimately
provide
that
bridge.
Andrea
Brennan
is
our
housing
director.
She
sets
policy
in
cooperation
with
our
elected
officials.
All
of
you.
This
new
position
does
not
infringe
on
that
in
any
way,
it
is
not
a
policy
position.
What
it
would
help
is
to
provide
the
funding
needed
to
fund
the
policies
that
the
City
Council
passes.

Without
the
funding,
the
policies
that
we
pass
a
lot
of
times
don't
mean
a
lot.
I
want
us
to
actually
walk
the
walk
to
go
out.
There
find
regional
partners
not
just
not
just
talk
about
and
that's
what
this
position
is
about
or
what
it
should
be
about,
and
then
there's
the
issue
of
where
the
position
should
be
located.

As
the
mayor,
it
is
my
responsibility
to
ensure
that
we
have
the
funding
to
implement
the
policies
that
you,
the
City
Council
set
and
I
want
to
be
supportive
as
possible
in
that
role
right
now.
The
truth
is
that
we
do
not
have
sustainable
and
long-term
source
for
affordable
housing.
We
don't
so.
This
position
has
two
responsibilities:
to
raise:
that
funding
to
raise
that
funding
and
two
to
build
that
coalition.
Those
responsibilities
are
linked
and
that
Coalition
should
be
putting
up
the
funding.
This
is
a
campaign
for
affordable
housing.

Thank

I
just
wanted
to
share
some
of
my
I
guess:
support
for
the
concept
but
concerned
with
the
way
that
it's
being
implemented,
I,
don't
understand
why
we
couldn't
have
a
position
in
the
city
coordinators
office
still
and
the
council
could
easily
direct
them
to
fill
that
position
and
have
that
position
dedicated,
maybe
perhaps
or
in
governmental
relations.
If
this
is
what
we're
trying
to
do
is
core
made
other
cities
and
counties
to
work
together
to
bring
in
more
resources
for
housing,
but
work
to
do
that.

If
that's
what
we
wanted
to
do
and
then
we'd
have
an
opportunity
to
go
through
a
hiring
process,
find
the
best
person
throughout
the
country
or
the
world,
and
then
we'd
all
be
engaged
through
the
coordinators
office
in
directing
that
work,
leading
Network
hearing
about
that
work,
I
I
prefer
it.
If,
when
we
add
positions
to
the
to
the
mayor's
office,
that
we
don't
take
positions
from
other
departments
that
we've
already
approved
and
signed
off
on
on
the
budget
that
we
approved
last
last
fall.
I'll
admit.

I
was
frustrated
that
the
coordinator
hadn't
filled
this
position
sooner
frankly.
She
used
to
hold
this
position.
Actually
he
was
a
great
asset.
He
ended
it.
He
was
for
a
while
the
city's
representative
on
a
board
that
I
cared
about
a
lot
and
he
brought
a
lot
of
resources
as
the
University
District
Alliance.
He
served
on
that
as
as
an
appointee,
so
I
I
missed
it.

When
that
position
wasn't
built
and
so
I
share
that
frustration,
but
I
would
like
to
see
it
filled
and
I
would
like
to
see
the
position
stay
there
and
if
we
decide
we
want
somebody
to
be
a
housing
fund
funding
resource
person
to
seek
funds
outside
of
city
government.
We
could
do
that
too,
and
it
also
does
occur
to
me
that
there
are
some
positions
in
the
mayor's
office,
so
somebody
could
have
already
had
this
role
in
there.

So
oh
I'll
think
about
think
about
it
further,
but
I
just
have
concerns
and
I
want
to
share
them
now
and
I.
Don't
think
this
is
the
the
right
way
to
go
about
doing
this.

echo
councilmember
Gordon's
concerns
about
this
position
being
in
the
mayor's
office.
That's
really
where
my
question
is,
is
why
the
mayor's
office
I
hear
the
wanting
to
be
able
to
have
a
more
hands-on
direct
connection,
but
this
position
already
exists,
so
I
think
that
we're
not
necessarily
debating
whether
or
not
this
is
a
good
position
to
exist.
It'll
already
exist
and
it
lives
in
the
coordinators
office,
so
it
just.
A
It
goes
back
to
why
the
mayor's
office,
the
also
it's
been
pretty
I,
think
clear
that
there's
a
person
in
mind
for
this
position.
So
if
the
job
already
exists,
it's
already
in
a
coordinators
office
and
there's
a
person
in
mind
for
it,
I
don't
understand
why
we
have
to
move
it
to
the
mayor's
office.
I
am
also
concerned
by
the
lack
of
structure
around
this
position
in
a
job
description.
I,
don't
see
how
this
is
currently
a
value-add.

Yes,
there
was
again
the
miss
missing.
The
the
position
was
open
for
a
long
period
of
time.
If
this
is
a
priority,
I'm
not
sure
why
we're
not
being
more
intentional
about
recruiting
somebody
for
the
position
in
the
coordinators
office
and
again,
there's
some
concern
about
the
fact
that
this
position
is
basically
earmarked
for
someone
already
and
I.
Think
that
the
biggest
thing,
though,
that
that
I
really
haven't
have
a
challenge
around,
is
that
we're
going
to
be
bringing
in
like
most
likely
a
person
who
is
going
to
be
fairly.

was
gonna,
be
new
to
the
city
and
be
gonna,
be
paying
I'm
being
paid
a
higher
salary
than
our
currencies,
see
pet
staff,
including
Andrea,
and
our
see
ped
staff
that
focused
on
housing
are
disproportionately
women
and
people
of
color,
and
so
I
am
concerned
about
employee
morale
around
bringing
in
a
new
person
who's
new
in
this
it
within
the
city,
paid
it
a
much
higher
salary.
So
those
were
some
of
my
concerns
that
I
wanted
to
share
today
about
this
particular
position,
and

to
address
this
issue
right
now.
My
concern
with
the
position
is
just
how
it
would
interact
with
everything
else.
That's
called
the
other
moving
parts
that
are
going
on
the
interaction
with
the
governor's
task
force.

you
know
when
we
first
started
talking
about
this
role.
My
understanding
was
that
the
idea
was
to
shift
the
focus
of
the
chief
resilience
officer
to
housing
and
that
there
was
a
particular
person
in
mind
for
that
position,
a
role
that
was
meeting
with
the
funder
of
that
position.
You
know
and
then,
when
I
called
the
funder,
they
said
they
really
work
with
mayors,
and
so
they
weren't
really
interested
in
working
with
the
City
Council.

Even
though
our
system
of
government
puts
a
lot
of
the
onus
of
managing
departments
and
authoring
policy
change
in
the
council
that
that
program
was
really
focused
on
mayor's
and
so
I
was
open
to
the
idea
that
we
would
consider
moving
a
position
that
was
related
to
working
with
mayor's
across
the
country
into
the
mayor's
office.
I
mean
this
is
a
really
different
question
and
I.
You
know:
I
watched
the
late
part
of
the
Ways
and
Means
Committee
meeting.
It
wasn't
posted
until
today,
so
I
didn't
get
a
chance
to
finish
watching
where
I
know.

There
was
a
lot
of
questions
and
discussion,
but
I'm
not
completely
clear
on
on
the.
How
this
position
will
serve
as
a
kind
of
convener
of
regional
partnerships?
I
had
heard
the
position
described
at
the
committee
as
somebody
who's
going
to
be
working
on
raising
money
for
affordable
housing
in
reaching
out.
So
some
of
the
partners
that
we
work
with
on
affordable
housing,
I'm,
not
sure
how
much
they
have
been
engaged
and
so
I
have
some
concerns
about.

we
of
course,
have
our
internal
governmental
relations
staff,
so
it
kind
of
comes
back
to
how
does
this
person
interact
with
all
the
different
staff
in
the
city
that
are
already
working
on
housing
policy
and
lots
of
different
areas
of

city?

added
a
staff
person
in
the
housing
division
to
focus
on
housing,
stability
and
I
understand
that
our
housing
director
is
also
hiring
another
housing
policy
staff
person.
So
that's
in
addition
to
our
existing
staff
in
the
housing
department,
so
I,
of
course,

Think
all
of
us
are
supportive
of
the
focus
on
housing
and
having
the
correct
staff
capacity
to
take
that
on.
In
my
mind,
those
positions
in
the
housing
division
of
the
cpad
department
were
aimed
at
that
and
then
finally,
you
know
I
was
on
the
council
last
term
when
we
increased
the
number
of
full-time
employees
in
the
mayor's
office
from
11
to
13
and
at
the
time
the
mayor
at
the
time
had
higher
added
two
FTEs
to
focus
on
specific
initiatives
that
were
policy
priorities
of
the
last
administration.

So
my
underlying
question
will
be
why
couldn't
this
mayor's
administration
so
repurpose
those
positions
to
focus
on
this
administration's
priorities?
My
hope
would
be
that
we're
not
going
to
add
new
staff
every
time
we
have
a
new
mayor
because
again
with
13
staff
in
the
mayor's
office,
that's
a
pretty
well
staffed
office.
Considering
again
that
the
council
is
really
the
body
that
meets
bi-weekly
to
oversee
that
the
departments
that
authors
all
of
the
policy
ordinances
muddling
along
with
our
think
staff
levels
as
well.
So
those
are
my
questions
and
concerns.

color

city

decades

two
cents
on
this
topic
is
that
you
know
this
is
a
new
administration.
This
is
a
new
leadership.

Where
were
you

affordable
housing
is
needed,
Nina
the
most
and
can
yield
the
most
amount
of
units
per
our
dollars,
and
in
acknowledging
that
the
city
is
now
a
part
of
that
housing,
justice
group
with
policy
link
and
we're
digging
deep
on
how
to
organize
a
national
network
of
cities.
To
advocate
at
the
federal
level
to
ensure
that
the
work
that
we
do
as
cities
here
can
be
replicated
and
supported
at
a
larger
scale
and
seeing
the
investments
that
the
mayor
is
willing
to
put
into
this
particular
topic.

We
have
really
big
shoes
to
fill.
We
have
a
lot
of
work
to
get
done
in
the
next
year
and
I
would
welcome
and
invite
everybody
to
be
a
part
of
shaping
those
conversations
in
guiding
Network
and
reaching
out
to
the
mayor's
office
and
reaching
out
to
whoever
the
staff
member
is
going
to
be
to
ensure
that
we're
connecting
all
of
these
discussions
and
that
all
of
us
collectively
decide
to
work
together
instead
of
one
another.

we've
been
doing
in
the
last
four
years
to
really
figure
out
how
we're
going
to
ensure
that
the
legacy
this
city
leaves
behind.
Through
our
work
is
something
positive
and
constructive
and
meaningful
for

residents

that's

one
big
takeaway
for
me
in

shifting
dynamics
and
the
council
this
year
and

I
do
have

lot
of
really
big
expectations
for
the
work
that
will
come
from

this
particular
investment
and
I'm
glad
we're
doing
it

willing
to
give
it
a
chance
and
guess

half

now

power

change

can

council

big
challenge

something
that
we
can
deliver

our
city
in

very
big

innovation

the

attempt

step
forward

like

lack

engagement

this

route

us

create?

source
of

think
there's
been

lack
of
scrutiny.

something
that
I

position

only
kind

heard
about
word

mouth
and
then
all
of
a
sudden
we're

having
to
make
a
decision

it,

so

think
that
I
would
need
to
be
put
into
a
position

have
a
conversation
with
the
mayor
with
your
office,
so
that
I
could
give
us

deeper
level
of
scrutiny

I've
been
able

better
understanding

that

alternate
path

communications
with
the
city

potential

whatever
reason

wants
to
get
around
city
staff.

a
regional
partnership
ultimately

this
happen,
and

we're
actually

generate

funds

bridge
that
gap

constitutes

market
rate

affordable

from
somewhere
and
so
the
it's
going
to
be
a
pretty
significant
task

that's
the
test
that
we
would
be
charging
this
particular
individual
with

correct
another
piece.

allow

to
direct
the
priority
of
the
city
through
this
state
of
the
city
address
through
the
budget.
The
mayor
is
the
cheerleader
of
the
city
as
well.

this
makes
sense
if
the
top
priority
that
we
are
all
facing,
especially
my
world
and
the
communities
that
I
represent,
is
lack
of
affordable
housing
and
that
they're
being
priced
out
of
the
city
that
this
sense
to
me.
It
gives
me
that
the
mayor
is
intent.
He's
serious.
The
mayor's
office
is
serious
about
affordable
housing,
tacking,
the
affordable
housing
crisis
that
we
have.
You
know
from
his
first
speech
to
the
policies
that
he
ran
on
to
what
we
ran
on.

Now
I
think
there
has
been
some
clarity
from
the
chief
of
staff
of
the
mayor
and
the
mayor
himself
here
that
this
is
not
gonna
affect
the
policy
decisions
that
see
that
makes
nor
infringe
on
the
work
of
the
housing
director
of
the
city,
but
will
highlight
the
importance
of
affordable
housing,
affordability
and
making
sure
that
we
all
the
policies
that
we
set
on
this
Dyess
is
reflected
in
terms
of
the
overall
picture
of
the
city.
I
think
that's
a
very
important.

We
know
message
to
me
and
that's
why
I'm
very
unsupportive
of
this,
this
move
and
and
I
think
housing
homelessness,
lack
of
affordable
housing
cannot
wait,
and
this
is
a
position
that
hasn't
been
filled.
So
I
think
it
would
be.
You
know
we
would
have
to
pay
a
price
for
this,
that
that
we
talk
all
the
time
about
housing
and
the
issue
of
housing.

debating
on

position
that
might
help,

ability

evaluate
this

year

two

time
to
say:
yes,
it
didn't
work,

we're

given
the
opportunity

think

that

itself

answer

constituents

promises
over

over

that

don't
really
think
it's
that
big
of
a
deal
at
this
point
a
couple
months
into
a
new
term
where
there

list
of
three
priorities,
I've
heard
so
many
times,
I
could
repeat
them:
economic
inclusion
and
a
for
three
things.

mayor
talks
about
everywhere.
He
is

I
kind
of
see
our
work
in
two
groupings.
You
have
the
everyday
work
of
the
housing
staff
led
by
the
incomparable,
Andrea
Brennan,
who
is
working
on
not
only
moving
all
of
the
balls
forward
on
all
of
the
programs
and
policies
and
initiatives
that
we're
currently
working
on.

That
means
there
needs
to
be
somebody
who's
thinking
about
it
from
the
very
big
picture
from
if
you
come
into
my
office
and
look
at
the
whiteboard
that
I
have
of
priorities
from
the
last
term.
One
of
the
things
I
have
on

list.
In
fact,
I
think
the
only
one
that
hasn't
been
done
is
how
to
fully
fund
the
Affordable
Housing
Trust
Fund.
So
it's
something
that's
been
hanging
out
there,
since
it's
been
put
into
effect
that
we've
never
had
a
good,
stable
source.

we
have
more
ideas
coming
from
other
cities,
other
regions
in
the
state
about
how
to
do
that.
But
somebody
really
needs
to
kind
of
think
about
the
big
picture,
and
somebody
needs
to
think
about
the
day-to-day,

it

me
as
though
this
is
an
opportunity.
I'm,
not
exactly
sure
how
the
mayor
has
talked
about
how
this
would
interact
with
the
housing
division.
But
it
seems
to
me
as
though
that
would
be
a
good
division
of
work.

we
determine
that
we
want
to
do
this.

a
conversation
where
almost
every
single
person
on
the
council
is
commenting
on
whether
or
not
the
mayor
should
have
one
more
staff
person
amongst
an
enterprise
of
thousands

staff,
people
with
a
fairly
significant
budget

we
think
that
we
should
increase
the
amount
of
money
in
our
office
budgets
as
an
example
which
I
think
we
should
do,
that
would
probably
have
to
go
through
the
mayor's
office
and
the
makers,
budget
and
I
would
hope
that
he
wouldn't
hold
over
our
heads.

another

there

be
some
give-and-take
at

beginning

administration,

topic

kind

come
down
on

transparency
and
the
opportunity

people
to
be
able
to
talk

inner

sense.

component

it

structure
of
that
office

all

positions

capacity
in

would
make
the
most
logical
sense

two
positions

was

capacity

built

leaders

believe
that
there's
still
space
within
the
current
capacity
to

readjusted,

able

address
these
concerns

concerns

at
the
zoning
a
planning
committee
meeting,
my
colleagues
found
themselves
on
the
diets
without
having
heard
from
me
about
some
context
around
the
appeal
and
around
the
work
that
my
office
is
done
with
the
neighborhood
association.
So
I
want
to
provide
a
little
bit
of
that
context,
because
I'm
hoping
that
we
can
clean
up
a
little
bit
of
what
happened.
I
think
people
follow
their
instincts
and
I
appreciate
that
and
I
think
it
wasn't
quite
the
right
outcome,
so
I'm
hoping
that
we
can
fix
it
on
Friday.

So
what
I'm,
hoping
for,
and
just
just
by
way
of
story,
the
st.
Anthony
East
neighborhood
has
done
a
really
terrific
job
without
reach
to
their
community
and
one
of
the
things
that
they've
done
is
out
reached
to
renters
in
their
community
and
they
identified.
The
single
biggest
challenge
facing
renters
is
housing
options
and
they
gave
us
that
report
a
couple
of
months
ago
and
I
think
it
was
a
really
really
good
example
of
a
neighborhood
association
doing
great
outreach
at
the
same
time,
they've
had
this
development
come
through
and
I
want
to
just
flag.

The
reason
both
that
I
think
the
Neighborhood
Association
was
feeling
frustrated
with
this
development
and
the
that
I
wasn't
able
to
come
through
and
talk
to.
My
colleagues
in
advance
was
that
there
was
pretty
poor
communication
with
this
particular
developer
and
so
getting
some
of
the
information
that
we
needed
to
know
whether
they
would
feel
comfortable
with
it
and
whether
I
would
feel
comfortable
advocating,
for
it
was
a
little
bit
hard
to
come
by
and
so
I
wasn't
able
to
get
to
everybody
before
this
committee.

Having
seen
their
presentation
and
having
seen
their
modifications
that
they've
made
in
response
to
community
feedback.
I
want
to
sort
of
signal
to
the
developer
that
I
think.
Frankly,
they
wouldn't
have
had
an
appeal
had
they
communicated
better
about
the
modifications
that
they
made
in
response
to
community
feedback,
so
that
people
understood
what
had
been
done
and
just
to
name
a
few
of
those
things
they
have
committed
to
affordable
units
in
the
building.

So
in
terms
of
the
size
and
the
scale
of
the
building
in
relationship
to
the
rest
of
the
neighborhood,
it
is
a
little
bigger
and
denser
than
what's
currently
there.
But
it's
it's
it.
It
does
not
seem
like
it's
going
to
be
a
significant
shock
and
so
I
think
it's
important
that
we
support
this
project
and
I
would
say
that
without
the
variances
that
are
being
passed
on
without.

Without
an
opinion,
it
will
be
a
less
appealing
project
I
think
it's
actually
very
important
that
we
get
all
the
variances
approved,
because
with
that,
what
that
losing
the
setback
does
is
it's
going
to
push
the
building
backwards
closer
to
the
single-family
homes
that
are
worried
about
it?
And
it's
going
to
make
the
the
new
mass
of
the
building
more
of
a
problem
for
the
homeowners
nearby,
so
very
important
that
I,
you
know,
I
think
this
project
is
moving
forward.
It
should
move
forward.

I,
think
the
adaptations
that
the
developers
made
will
make
some
people
happy
have
made.
Some
people
happy
will
not
make
everybody
happy.
That's
always
the
you
know
the
case
and
some
of
these
things
but
I'm
going
to
ask
on
Friday
that
we
moved
to
deny
the
appeal
on
all
four
of
the
variances
and
allow
the
developer
to
move
forward
with
their
proposal.
