Description
Minneapolis Board of Estimate and Taxation Meeting
B
B
A
A
D
C
A
3
is
responsibility
to
board
under
the
state
statutes
it
has
to
do
with
the
Teachers
Retirement
Association.
It's
adoption
of
the
2019
levy
for
2
million
300,000.
It
is
part
of
the
consolidation
where
the
Minneapolis
teachers
was
folded
into
the
State
Teachers
Retirement
Fund
and
it
was
conditioned
on
directed
by
the
arm.
State
Board
on
suggestive
resolution
is
on
the
backside
of
the
agenda.
A
It
was
part
of
the
legislation
that
enabled
Minneapolis
teachers
to
fold
into
the
state
plan.
There
was
a
free
period
of
time
technically
back
in
the
50s,
with
Minneapolis
teachers,
and
the
school
system
was
part
of
the
city
governmental
structure
and
they
actually
had
to
see
them.
The
board
of
estimate
at
that
one
point
in
time
did.
B
C
A
B
C
Just
have
a
brief
statement
that
I
want
to
make.
Our
role
is
only
twofold.
On
the
board
of
estimate
taxation
one
is
to
set
the
maximum
property
tax
levy
for
the
city
portion
of
property
taxes.
The
other
part
is
to
do
the
capital
bonding.
Both
are
very
important.
There's
been
lots
of
good
discussion
tonight.
C
That
was
that
was
offered,
and
so
there
the
council
doesn't
have
to
spend
the
full
amount,
but
they
decided
they
wanted
to,
and
that's
their
prerogative.
But
I
need
to
express
my
real
concern
that
by
continuing
to
build
year
after
year
we
are
putting
a
lot
of
people,
I'll
be
ok,
I
can
you
know
I
can
pay
that
extra,
but
we're
putting
a
lot
of
people
at
threat
and
I'm
a
little
concerned
about
that
and
and
I
I
wish
it
was
a
little
bit
lower.
C
It
isn't
I
I
understand
that
we
don't
have
the
power
to
set
that,
but
I
felt
it
should
be
lower
and
that's
why
I
did
not
vote
in
favor
of
it.
I
think
there's
very
good
justification
for
increasing
it.
That
amount,
but
I
felt
that
was
just
a
little
bit
too
much
and
I
had
to
say
that
publicly
I
wasn't
gonna
say
it
during
our
public
meeting
when
the
before
the
council
cuz,
they
didn't
think
I'm,
an
elected
official
I.
Don't
do
that,
but
I
want
to
do
that
here
and
and
I
respect.
C
D
Thank
you,
madam
chair
I,
wanted
to
briefly
express
my
thanks
to
the
rest
of
the
the
board
members
part
four
commissioners
and
council
members
board
of
estimate
and
Taxation,
and
certainly
staff,
and
even
you
jet.
We
really
appreciate
your
work.
Adopting
a
budget
is
not
easy.
It's
a
complex
and
large
doctor
and
I
appreciate
off.
Thank
you.
I.
B
Guess
I
just
wanted
to
follow
up
on
mr.
wheelers
comment
so
that
I
am
also
concerned
about
the
trajectory
of
Taxation
in
the
city.
Many
residents
are
facing
a
10
percent
or
more
increase
this
year
and
we're
in
a
good
economic
time
when
we
look
at
the
five-year
plan,
we're
looking
at
with
compounding
double-digit
increases
in
some
of
those
years
and
we
are
much
higher
than
inflation.
B
We
just
do
issue
present
and
we
cannot
continue
that
if
we
want
an
affordable,
City
and
I'm
really
concerned
about
affordability
in
the
city
and
people
that
have
been
fighting
for
that
and
part
of
affordability
is
how
much
we're
gonna
take
from
people,
because
when
we
take
the
money
out
of
their
pocket,
they
can't
take
their
kids
out
meals.
They
can't
have
a
vacation.
B
This
is
real
life
for
real
people,
especially
as
we
have
more
elderly
people
and
people
who
are
living
in
a
fixed
income,
and
so
we
really
need
to
figure
out
how
to
correct
this,
rather
than
continually
finding
wonderful
new
things
to
spend
money
on
and
taking
more
money,
so
people
can't
do
those
things
in
their
lives.
So
with
that
any
other
business
here,
the
business,
the
motion
to
adjourn
so.
