I'm
gonna
call
this
meeting
to
order.
This
is
the
regularly
scheduled
meeting
of
the
executive
committee.
The
date
is
Tuesday
February
20th.
My
name
is
Jacob
fry
I'm,
the
chair
of
this
committee
with
me
on
the
Dyess
I'm
joined
by
council
members,
Gordon,
bender
and
johnson.
Let
the
record
reflect
that
we
have
a
quorum.
We
have
three
items
on
the
agenda
for
today
and
there
are
all
appointments
for
different
directors
of
departments.
A
The
first
is
the
reappointment
of
the
Director
of
Public
Works
and
the
reappointment
of
Robin
Hutchinson
into
the
appointed
position
of
Director
of
Public
Works
for
a
two-year
term,
beginning
on
January,
2nd
2018,
and
this
will
be
referring
the
appointment
to
the
City
Council
for
a
setting
of
a
public
hearing
and
so
I'll
go
ahead
and
move
this
item.
Does
anyone
have
any
any
comments
for
the
appointment
of
Director
of
Public
Works
council
president

You

chair
I
just
wanted
to
note
that
ever
since
director
Hutchinson
joined
our
city
moving
here
from
Salt
Lake,
City
she's
really
been
managing
through
a
huge
time
of
transition
in
the
department
and
I
just
wanted
to
note
that
we
had
adopted
a
Complete
Streets
policy
and
given
a
lot
of
policy
direction
to
the
department,
she's
been
managing
a
new
division
of
Transportation
planning
and,
of
course,
helping
program.
The
20
million
dollar
annual
parks
and
streets.

The
streets
portion
this
20
year
funding
package,
which
is
no
small
feat
to
add
that
to
our
existing
capital
program.
And
those
are
just
a
few
of
the
things
that
the
director
has
been
managing.
She
jumped
right
in
I
know:
she's
been
super
supportive
of
our
amazing
staff.
I
think
we
have
actually
one
of
the
best
teams
of
winning
leaders
in
transportation
and
public
works
in
the
country
and
I'm
really
proud
of
that.

I
always
note
that
I'm
sitting
at
meetings
about
transportation,
often
and
we'll
all
be
at
the
table
with
count
MnDOT
and
there's
all
these
men
and
they're
fine
they're
great.
But
we
have
these
amazing
women
who
are
leading
our
department,
and
it's
just
really
exciting,
so
I
just
couldn't
help,
but
note
that.

echo,

sentiment
I
was
just
so
impressed
with
director
Hutchinson
and
her
work,
and
her
team
as
well
just
has
really
assembled
a
great
team
around
her
as
a
huge
department
and
a
lot
of
work,
and
so
many
different
priorities
to
take
care
of,
but
has
but
done
just
a
fantastic
job
at
it
and
has
been
really
accessible
and
accountable
and
responsive
and
look
forward
to
continue
working
together
on
the
many
different
issues
that
face
our
city.

of

City
Assessor,
considering
the
nomination
to
reappoint
Patrick
Todd
to
the
appointed
position
of
City
Assessor
for
a
two-year
term,
beginning
on
January,
2nd
2018
on
referring
the
appointment
to
the
City
Council
for
a
setting
of
a
public
hearing,
and
so
I
will
go
ahead
and
move
the
reappointment
of
Patrick
Todd's
the
appointed
position
of
City
Assessor
for
a
two-year
term,
beginning
January,
2nd
2018.
Any
any
comments
on
this
particular
appointment.

Todd
is
doing
a
remarkable
job
and
appreciate
all
the
service
you
provide
to
constituents
I
think
it's
an
office
that
plays
such
a
critical
role,
but
it's
one
that
can
oftentimes
with
all
the
hustle
and
bustle
of
other
things,
not
jump
to
the
forefront
of
our
minds
and
I.
Don't
think
that
that's
in
any
way
a
reflection
of
all
the
important
work
that
the
department
does,
if
anything,
I
think
that's
a
reflection
of
the
fact
that
it's
run
so
smoothly
and
efficiently
that
it's
not
one
of
those
departments.

The
third
is
the
reappointment
of
our
city
attorney,
which
is
a
reappointment
of
Susan
Segal
to
the
appointed
position
of
city
attorney
for
a
two-year
term,
beginning
January,
2nd
2018
and
we'll
be
referring
this
appointment
to
the
City
Council
for
the
setting
of
a
public
hearing.
There
will
be
a
public
hearing
on
this
item
as
well
as
the
other
two
to
be
set
by
the
council,
so
there
will
be
an
opportunity
to
provide
input
there,
so
I
will
go
ahead
and
I'll
move
this
appointment.

discussion
on
this
item
council
president

Thank

mr.

so
we
have
gotten
a
number
of
communications.
I.
Imagine
my
colleagues
might
mention
this
as
well
about
the
reappointment
of
Susan
Segal
to
the
position
of
City
Attorney.
From
my
perspective
on
this
I
think
people
are
raising
important
issues
in
their
communications
that
absolutely
deserve
in
response
from
all
of
us
as
policymakers.

We
only
have
three
council
members
who
are
returning
with
more
than
one
term,
and
so
my
experience
in
working
with
Ms
Siegel
is
that
she
has
done
an
enormous
body
of
work,
much
of
which
is
sort
of
under
the
radar.
If
you
even
just
look
at
criminal
justice
reform,
I
think
there
are
a
lot
of
things
that
she
and
her
office
have
led
on
that.
Maybe
the
public
we
need
to
do
about
our
job
of
communicating
and
I'm.
Also
going
to
note
that
there
will
be
a
public
hearing.

Two
folks
will
have
plenty
of
time
to
continue
to
contact
us
to
ask
their
questions
and
note
specifics
from
the
past
and
some
of
the
communications
I've
seen
things
that
may
deserve
a
policy
response
from
the
city
council
or
the
mayor's
office
or
our
departments
around,
for
example,
how
we
deal
with
folks
who've
been
arrested
during
protests,
but
again
all
of
that
I
think
is
really
a
policy
question
for
those
of
us
who
are
in
elected
office.
So
I
will
be
supporting
this
motion
today,
mr.

Thank
You
councilmember
I'll
briefly
note
a
couple
points
here:
I
am
very
much
in
support
of
Susan,
Siegel's,
reappointment
and
I
do
think.
She's
done
some
extraordinary
work
over
the
last
several
years,
whether
it
be
pre-charge
diversion
which
we've
led
the
state
on,
or
sex
trafficking
or
figuring
out,
First,
Amendment
rights
and
and
doing
so
with
a
knife
or
the
ability
to
protest.
These
are
things
that
we
have
done
in
our
city
and
I'll
say
that
the
City
Attorney's
job
is
a
very
difficult
one
and
is
often
one
that
is
misunderstood.

The
city
attorney
is
a
representative
of
the
is
a
representative
of
the
decisions
that
we
ultimately
make
on
the
council
and
through
the
mayor's
office,
and
the
city
attorney
is
charged
with
defending
the
city
and
so
and
I
do
believe
that
Susan
Siegel
has
done
so
seating
Li.
Well,
we've
we
passed
a
groundbreaking
first
in
the
state,
earned
sick
and
safe
time
ordinance,
which
had
never
been
done
before.
There
was
quite
a
bit
of
talk
about
preemption
and
by
the
way
it
was
defended
sex
successfully.
A
We
passed
a
first
in
the
state
first
in
history,
minimum
wage
ordinance
and,
as
you
know,
there
was
a
lot
of
talk
about
the
legality
of
it.
Susan
Siegel
once
again
defended
it
successfully.
So
if
these
are
policies
that
you
like
to
push
for,
if
these
are
policies
that
combined
with
a
forward-thinking
vision
that
we
want
to
protect,
then
I
think
we
also
need
to
give
credit
where
it's
due
and
those
policies
have
been
successfully
defended.

I'm
happy
to
move
this
item
forward,
any
further
discussion,
all
those
in
favor

opposed

and
that
item
passes
so
I
took
note
for
the
record
that
council
member
Johnson,
as
well
as
council
member
Gordon,
abstain,

I
believe
that
is
all
we
have
on
the
agenda.
