consent
agenda,
which
are
the
regular
business
and
gambling
licenses
business
license
operating
conditions,
amended
business
license
operating
conditions,
a
reinstatement
of
a
rental
dwelling
license
the
grant
applications
to
deed
for
Public,
Safety,
Career
Pathways
and
setting
the
public
hearing
for
the
27th
of
March.

don't

a
lot

the
area,

It

Krause
Anderson
development
black,

we're

excited

part

the
finnegans
house.
It's
a
little
bit
of
a
willy
wonka
factory
in
there.
So
we
have
a
production
brewery,
a
tap
room
and
event
spaces
in
the
building
and
the
top
floor
will
be
a
social
business
incubator
to
help
grow
and
launch
social
businesses.

we're
excited
to
open
this
facility.

What
you
have
before
you
today
is
a
staff
recommends
me
a
staff
recommendation
to
approve
modifications
to
redevelopment
terms
with
United
properties,
for
construction
of
a
30-plus
story,
mixed-use
tower
at
33rd,
Street
south,
which
is
commonly
referred
to
as
the
Nicollet
Hotel
block.
This
project
is
expected
to
include
RBC
as
the
anchor
tenant
and
the
new
Four
Seasons
Hotel,
which
would
be
the
first
five-star
hotel
in
Minneapolis.
The
project
estimated
total
development
costs
is
330
million
dollars.

The
modifications
that
staff
are
proposing
relates
to
to
minimum
improvements
and
the
project
timeframe
that
were
included
in
the
2016
term
sheet
approved
by
City
Council
I
should
emphasize
that
there
is
no
public
subsidy
in
this
project.
It's
a
land
sale
to
United
properties
for
ten
point
four
million
dollars.
The
developer
is
intending
to
close
on
the
land
by
the
end
of
this
year
and
the
development
is
slated
to
open
in
2021.

By
way
of
background,
the
Nicollet
Hotel
block
is
a
nearly
two
acre
parcel
city-owned
located
at
the
corner
of
Hennepin
and
Washington
avenues.
The
city
issued
a
request
for
development
proposals
for
the
site
in
2014
in
2015,
the
city
awarded
exclusive
negotiating
rights
to
United
properties
in
2016,
the
City
Council
approved
redevelopment
terms
and
authorized
the
land
sale
for
UPS
Gateway
project,
a
mixed-use
tower
of
at
least
30
storeys,
with
a
hotel
residential
commercial
and
our
office
uses.

The
City
Council
later
authorized
an
option
agreement
with:
u
P
to
extend
its
development
rights
through
the
end
of
2017.
In
total,
at
U,
P
has
paid
$300,000
in
option
fees
to
the
city.
The
2016
turn
sheet
includes
a
set
of
original
minimum
improvements
for
the
project.
Subsequently,
a
consensus,
preliminary
design
team
made
up
of
city
staff
council
members
and
the
developers
team
came
up
with
a
set
of
additional
minimum
improvements
for
the
project.
These
are
described
fully
in
the
report.

Yupi
has
incorporated
all
of
the
original
and
additional
minimum
improvements
into
its
new
design,
with
the
exception
of
two
number
one
aspire
at
the
top
of
the
building
and
number
two
a
facade
that
includes
a
mullion
pattern,
reflecting
the
topography
of
the
Mississippi
River.
The
new
building
design,
in
contrast
to
the
previous
design,
has
an
architectural
significance
style
with
a
mainly
glass
facade
and
it's
instep,
rooftop
terraces,
that
no
longer
warrants
these
additional
aesthetic
enhancements.
The
spire
or
the
volume
pattern
facade.

As
I
mentioned,
the
new
building
design
includes
a
major
office
component
RBC,
a
hotel
component,
the
Four
Seasons,
as
well
as
residential
condominiums
and
ground-floor
retail.
The
hotel
would
have
approximately
275
rooms,
a
ground-floor
restaurant
bar
lounge,
fitness
center
pool
and
spa
meeting
rooms
an
event
space,
including
10,000
square
foot
conference
center
in
ballroom.
With
respect
to
the
office
component,
RBC
expects
to
occupy
about
350,000
square
feet
on
up
to
14
floors.
Yukie
continues
to
work
with
RBC
toward
finalizing
a
lease
agreement
on
or
before
March
19th
of
this
year.

city
will
execute
a
redevelopment
contract
with
u

by
March
31st
contingent
upon
the
developer,
providing
evidence
that
the
lease
with
RBC
has
been
executed.
The
project
also
includes
a
few
other
components:
500
underground,
a
540
underground
parking
stalls,
a
public
plaza,
a
Skyway
connection
to
the
library
in
reserved
space
for
a
potential
future
streetcar
line
and
station
on
the
site,
all
of
which
is
stipulated,
and
the
original
council
approved
term-sheet
and
described
more
fully
in
the
report.

updated
time
frame
for
for
performance
which
were
for
which
we
are
also
seeking
council
approval
today,
is
that
the
developer
will
have
a
deadline
to
submit
land
use
applications
to
the
city
by
August
31st
of
this
year,
although
Yuki
expects
to
submit
them
earlier
than
that
with
an
anticipated
closing
by
the
end
of
2018,
the
land
sale
payment
will
be
made
at
that
time
to
the
city.
There
is
also
an
option
for
the
an
alternate
closing
date,
which
would
require
an
additional
deposit
by
the
developer.

terms
just

couple
of
comments,
so
this
has
been
something
that's
been
on
my
plate.
For
19
years
it
took
approximately
six
years
to
clear
the
land
for
redevelopment.

After
an
agreement,
we
had
with
the
FTA
that
it
be
only
used
for
redevelopment
purposes
and
it
was
actually
congressman
Sabo,
which
tells
you
how
long
ago
it
was
who
had
to
work
with
us
and
past,
didn't
complete
the
work
and
passed
it
on
to
congressman
Allison,
who
needed
to
help
us
clear
the
land.
So
we
could
actually
do
a
redevelopment
agreement
on
this
site
seeking
the
first
redevelopment,
I
believe
mr.
A
Lutz
in
2011
or
12,
where
there
were
no
bidders,
and
we
sat
on
the
land
for
three
more
years
and
then
did
another
request
for
proposals
in
2014
which
has
brought
us
to
this
point.
So,
although
there
aren't
a
lot
of
questions,
it's
probably
because
for
some
of
us
there's
fatigue
and
others,
there
is
excitement.

measured
given
everything
else,
that's
going
on
in
the
city
but
I
think
it's
great
that
we're
moving
forward
and
that
we're
able
to
have
a
very
large
economic
development
impact
here
with
a
lot
of
construction
jobs
as
well
as
a
lot
of
jobs.
Dhanraj
are
taking
300
and
RBC
day
and
taking
three
hundred
fifty
thousand
square
feet
is
like
building
another
Class
A
office
building
in
downtown.
So
that's
the
impact
of
it,
and
we
shouldn't
underestimate
that
impact
in
terms
of
construction
and
employee
in
the
city.

provide
consulting
services
to
Minneapolis
entrepreneurs
and
small
businesses.
In
this
context,
technical
assistance
services
provided
instance,
plan
writing
own
packaging,
navigating
regulations
and
licensing
those
state
leads
and
purchasing
marketing
and
others.

a
year
we
launched
an
RFP
to
fund
feet
up
activities,
and
this
year
the
developer
funding
was
500,000
to
fund
for
business
categories,
dozen
feasibility,
new
business,
business
retention
and
business
expansions.
We
received
15
applications
for
a
total
of
nine
hundred
and
eighty
eight
thousand
and
we're
recommending
14
of
them
for
five
hundred
and
twelve
thousand
twelve
of
them
are
current
service
providers
and
fill
them
are
new
to
beat
up.

upon
approval
of
these
recommendations
will
have
to
any
one
service
providers
and
selecting
the
service
providers
is,
is
a
very
important
here
this
program
and
you
can
see
the
list
of
them
on
the
right
we
chosen
based
on
their
technical
capacity,

geographical
location,
cultural
competency
and
business
tools.
For
example,
you
know
Minneapolis,
we
have
neon
and
West
Broadway
business
association.
We
have
in
sewer,
reassigning
your
neighborhood.
We
have
Lake
Street
Council
with
cultural
competency.
For
example,
we
have
in
economic
development
centers
serving
Latinos
for
African
immigrants.

have
African
economic
empowerment,
center
Africa
economic
development
solutions,
we
have
BG,
we
serving
American
Indians
and
we
have
bunker
labs,
their
been
veteran
owned
businesses,
but
also
we
are
aware
of
those
businesses
that
are
expanding,
so
media
and
NDC
have
tools
for
those
businesses
that
are
ready
for
second
stage.
I
know
this
slide
is
really
hard
to
read,
but
I
want
to
show
you
one
sample
of
the
reports
we
asked.

is
an
outcome-based
program,
so
it
means
that
they
do
the
work
and
they
used
to
meet
these
type
of
reports.

we
approve
it,
we
pay
them
and
I
want
to
share
three
of
those
reports
will
receive
out
of
the

So
this
is
one
get
it
in
Norman,
yeah
police,
it's
a
childcare
center
and
they
were
doing
a
very
basic
childcare
center,
and
now
they
are
the
Timberwolves
official
nanny
when
they
play
in
Minnesota.

is
another
one
that
is
a
little
bit
more
popular,
salty
tart.
They
have
multiple
locations
and
they
receive
technical
assistance
to
expand
their
operations
to
for
manufacturing.
They
went
for
four
hundred
square
feet
to
two
to
four
four
thousand
square
feet.
They
also
received
two
percent
loan
from
business
development.
So,
finally,
we
have
our
open.
Flavors
I
chose
this
one,
because
this
shows
a
full
spectrum
of
technical
assistance
that
a
business
can
receive.

year
we
got
together
with
businesses,
city
staff
and
partners,
and
we
put
together
in
a
strategic
plan
for
2018
to
2021,
and
it's
meant
to
fulfill
some
gaps
that
we
identified,
and
these
are
the
five
goals
that
we
chose
in
this
draft
and
the
first
one
is
to
keep
continuing
using
beat
up
as
a
tool
for
economic
development
to
close
equity
gaps.
Second,
we
want
to
increase
the
number
of
businesses
that
we
are
serving
from
1%
to
3%.
There
are
44
thousand
businesses
in
Minneapolis
and
we
want
to
increase
the
capacity.

very
frequent:
we
have
a
lot
of
organizations
that
we
want
to
develop
and
we
have
limited
funding
and
we
will
like
I
would
like
to
give
100,000
to
each
of
them,
but
we
have
to
balance
between
those
three
variables
that
we
have
the
four
levels
that
I
mentioned,
which
is
the
technical
skills,
geographical
location
and
cultural
competency
and
the
type
of
businesses.
So
that's
a
way
for
us
to
balance.
Also,
there's
some
science
behind
us
how
many
hours
each
business
it
takes
to
launch
a
business.

the

formula
change
because
I
looked
at
the

RFP
and
saw

different

that
change
at

based
on
the
disparity
study
that
was
recently
done?

really
showed

there

some
pretty
significant
gaps,
particularly
with
black
business
owners,
and
so
I
just
wanted
to
know
if
that
was
going
to
influence
at
all
the
resources
moving
forward.

there

many
variables
in
play.
One
of
them
is
the
entry
and
exit
rate.
So
right
now
we
have
a
deficit
in
Minnesota,
so
there
that
means
that
the
2.5%
of
businesses
are
leaving
the
1.8
re
entry,
so
we
have
to
invest
in
small
businesses.
New
businesses,
just
in
general,
deliverable
dimension,
is,
is
groups
that
are
have
less
ownership.
So
we
did
a
recent
study
and
actually
Latinos
are.
The
group
study
is
that
the
biggest
gap
you
know
in
business
ownership
is
a
10-point
one.

second
one
is
african-american,
which
is
five
point
one
and
the
third
one
is
African
immigrants
and
we
we
are
aware
of
that.
We
know
that
we
have
to
work
with
partners
and
we're
finding
ways
to
string
those
organizations
and
that's
reflected
in
the
way
we're
distributing
the
funding.
The
other
piece
that
we're
exploring
is
through
meet
the
Professional
Series,
how
we
can
create
solutions
that
are
lighter,
then
we
can
implement
quicker
and
that
actually
help
businesses
in
short
turn.
So
we
are
we're
in

mode
and
we're
fully
aware
of
that.

capacity
level

supports
funding
this
into

a
huge
success
story
for
small
businesses
in
the
city

that's
why
we
put
it
on
the
agenda
for
discussion,
so
everyone
could
see
that
we
do
extensive
small
business
work
and
that
we
have
really
highly
qualified
staff
who
focus
on
this
kind
of
work.

gaps

reason
we're

saying
this
specific
ethnic
group

because
that

where
is

biggest

focus

effort

these
short-term
solutions
they

put
in
is
to
build
capacity
in
the
service
providers
are
working
with
Latinos,
so
we
are
launching
the
beta
plus
training.

are
doing
one
that
is
for
for
optimizing
food
businesses
and
we're
doing
the
the
orientation
as
well.
So
that's
that's
part
of
it
and
we're
also
looking
for
other
options,
we're
very
open
to
you
address
that
gap.

recommendation
to

as

hear

business
owners
who
are
seeking
support
from
those
organizations

expressing
concerns
that
that
those
organizations

not
serving
them,
that
they're
not
actually
helping
them

need
to
come
to
me
actually
to
get
their
issue
resolved
because
whatever
whatever
issues
happening
on
the
ground
is
not
being
resolved,

mean.

there
kind

can
we
do
about
that

time
to
time

we
we
talk
with
the
entrepreneur

we
talk

the
organization

to
see
what's
going

beauty
of

outcome
base
program
is
that
if
you
don't

work

that
does
the
leverage
that
we
that
we
have
and
unfortunately
a
lot
of
the
leverage

have
it's
limited
to

that.

we

can
push,
we
can
get
together
and
we
can
put
strategies
together,
but
the
part

leverage
we
have
is
the
financial
one.

service

allocations
as

This
item
is
about
Opportunity
Zones,
which
is
a
new
federal
program
with
the
goal
of
spurring
investment
in
low
communities
around
the
country.
The
opportunity
opportunity
zone
program
was
established
by
the
tax
law
that
Congress
passed
late
last
year.
This
program
works
by
providing
a
federal
tax
incentive
to
investors
to
reinvest
their
unrealized
capital
gains
into
new
opportunity
funds.

The
state
of
Minnesota
has
established
a
process
to
receive
input
from
local
communities
on
which
census
tracts
should
be
included
in
the
program.
The
state's
initial
deadline
for
this
info
input
was
last
Thursday.
However,
yesterday
morning
the
state
received
an
extension
from
the
US
federal,
Treasury,
Department,
and
so
now
local
can
use
have
a
little
bit
more
time
to
submit
their
recommendations
to
the
state,
and
thus
we
have
a
little
more
time
to
for
City
Council
review
of
those
recommendations.

And
so
that's
why
we're
here
before
you
today,
the
state
has
asked
local
communities
to
rank
their
lowest
income
census,
tracts
into
three
equal
tiers,
1st,
2nd
and
3rd.
Note
that
the
city
has
60
of
these
lowest
income
census
tracts
that
meets
that
meet.
This
definition
further
note
that
the
state
of
Minnesota
in
total
had
can
designate
128
census,
tracts
out
of
509
eligible,
stable
census,
tracts
statewide,
and
that
includes
7
tracks
that
can
be
contiguous
to
those
low
income
census
tracts.

So
in
consultation
with
many
of
you
and
your
colleagues,
staff
are
recommending
the
ranking
of
census
tracts
as
depicted
in
this
map.
Number
ones,
are
the
highest
priority
census
tracts
the
criteria
that
saft
used
to
formulate.
This
map
include
supportive
land-use
policy,
for
example,
a
location
in
a
designated
great
streets
for
corridor
or
an
industrial
employment,
district
location
in
a
designated
promise
zone
or
Greek.
