economic
development
and
regulatory
Services
Committee
for
today,
which
is
August
7th,
which
also
happens
to
be
national
night
out
so
happy
national
night
out
to
everybody.
We
have
a
fairly
lengthy
consent
agenda
and
I
want
to
make
some
changes
to
the
consent
agenda.
Unless
there
are
any
objections,
I
am
going
to
move
the
consent
agenda
with
the
changes
that
we
would
delete.
Item
number
9
and
we
will
also
be
deleting
item
number
5,
section
5
that
will
be
returned
to
staff.

is
being
deleted,
an
item
five

I
guess:
I'd
call
it
would
be

to

with
that.
The
items
on
the
consent
agenda
include
the
liquor
license,
and
business
and
gambling
license
approvals,
as
well
as
a
city
budget
amendment
for
our
pathways,
employment
and
training
services
program
and
our
2018
pathways
grant
agreements.

one
is
Nighthawks
LLC
doing
business
as
Nighthawks.
It's
located
at
37,
53,
Nicollet,
Avenue
south
in
Minneapolis,
they're,
requesting
an
on
sale
liquor
license
with
sunday
sale,
Class
E,
it's
an
upgrade
from
their
current
license
that
they
hold,
which
is
a
wine
and
strong
beer
license.
This
business
is
allowed
to
pursue
this
application,
because
they've
received
an
exemption
from
the
seven-acre
requirement.
That's
in
our
city
charter
through
a
2018
Minnesota
state's
a
legislative
action,
so
the
public
hearing
is
required
for
the
upgrade
of
this
business.

If
this
business
has
been
operating
for
three
years
as
a
restaurant,
the
only
thing
that
will
be
changing
about
this
business
is
that
it
will
then
now
serve
full
alcohol
with
its
full-service
restaurant
public.
Hearing
notices
were
sent
to
property
owners
and
residents
within
600
feet
of
the
business.
We've
received
four
responses,
all
of
them
in
favor
and
lead
licensed
inspector
Julie
Casey
has
reviewed
the
application
with
the
police
licensing
and
is
making
a
recommendation
that
it
meets
minimum
standards
and
would
like
to
approve
this
at
this
time
are.

operating

I
know.
We
you
guys
have
a
lot
to
do
here.
So
I'll
keep
my
comments
brief,
but
first
of
all,
I
just
want
to
thank
you
for
helping
us
get
here
to
this
point
and
it's
something.

We've
been
working
on
really
hard
for
for
a
while,
now
and
I
think
you
know,
Linda
did
a
great
job
of
describing
kind
of
our
path
to
getting
here.
It's
been
long
and
arduous,
so
we're
really
excited,
hopefully
to
get
over
the
hump.
Finally,
we
open
Nighthawks
about
three
years
ago,
really
proud
of
what
we've
done
for
the
corner
of
30th
to
Nicollet,
and
just
it's
been
exciting
to
to
see
that
corner
change.
It
evolved
as
we've
been
there
and
even
a
little
bit
before
that.

that

know
you
have
to
go
after
and

this
is
one
of
those
things
we
just
you

we
intend
we've
always
been
really
proud
of
our
food
program
and
then
we'll
continue
to
be,
but
we
think
that
this

help

enhance
our
restaurant
and

make
it.

people

continue

want

come

check
out,
and
so
that's

one

thing:
you

path
that
we

take

know
it

difficult
expensive,

so
we
do
absolutely
support
the
city
charter.
Amendment
just

we
won't
need
it.
Others
do

we'll

other
restaurants
in
similar
nodes
as
ours
deserve
to
have
that
same
licensing.

we
support
that.

that

know

Nighthawks
journey
is
one
that
we
really
hope
that
no
other
businesses
outside
of
downtown
have
to
take
and

think
you

charter
amendment

positive
step
in
that
direction.

commend
the
business
owners
at
the
node
for
really
turning
around
an
intersection
and
and
bringing
a
lot
of
positive
energy

community

requested

permanent
expansion

premises
to
expand
into
a
sidewalk
cafe
and
into
a
vacant
interior
space.
The
public
hearing
requirement
is
only
for
the
sidewalk
cafe
space,
so
I
will
focus
on
my
in
report
on
that.
This
public
hearing
is
designed
to
address
the
one
table
and
four
seats
that
this
business
would
like
to
have
on
in
front
of
the
business.

try
our
best

tell

part

their
business,
that
most
people
do
want
a
sidewalk
cafe

lots
of
reasons,
and
we
hear
back

them
a
couple
of
years
later
and
they
ask
for
it.

healthy

look

other

this

It
is
currently
a
grocery
store
that
is
going
to
be
expanding
an
aspect
of
their
business
to
allow
for
an
on
sale
wine,
strong
beer
license
with
Class
E
and
a
sidewalk
cafe,
they're,
basically,
a
small
business
owner
that
is
expanding
its
current
grocery
store
to
allow
for
that
restaurant
space.

The
new
business
expansion
requires

hearing

owners

This
business
also
is
pursuing

license
the
benefit
of
receiving
an
