meeting
of
our
housing
policy
and
Development
Committee
and
I'm
the
chair,
the
committee
kam
Gordon
and
I'm
joined
today
by
council
members
Ellison,
who
is
vice
chair
of
the
committee,
don't
remember:
Reich
councilmember,
Goodman,
councilmember,
bender,
council
member
streeter.
We
have
two
items
on
our
agenda
today.

There's
one
that's
listed
on
your
agenda
as
consent
and
it
but
I'm
going
to
pull
that
off
for
discussion,
because
we
have
a
modification
to
the
agreement,
and
so
we
actually
will
have
two
discussion
items
and
I
think
we'll
go
ahead
and
start.
Then,
with
item
number
one,
which
is
the
modification
to
some
previous
council
action
having
to
do
with
contract
terms
for
our
Ella
Mae
loan
for
administrative
software
services
and
I'm,
not
sure
if
Aaron
wants
to
come
up
and
present
to
this
welcome.

Maybe
you
could
just
give
us
a
little
bit
of
a
recap
of
the
action
and
then
the
modification
that
you're
proposing
and
I'll
just
mention
to
my
colleagues
on
the
committee.
I
think
you
have
an
email
actually
with
the

new
terms,

you
can
probably
read
the
agreement
that
we're
going
to
be
talking

we're
ready
to
move
on
to
our
second
item,
and
this
is
a
approval
of
an
award
of
affordable
housing,
trust
funds
for
new
vision,
housing
project
and
we're
so
excited
about
this
at
agenda.
Setting
that
we
thought
we'd
get
a
little
staff
report
about
it
in
an
update.
Apparently
this
is
a
project.
That's
been
I'm
stuck
for
a
while
and
we're
excited
to
see
it
moving
forward.

Located
at
20,
101,
Fifth,
Avenue,
south
and
Minneapolis,
this
is
a
20
unit
project,
clustered
in
four
parts
and
a
new
four
unit
apartment
on
Fifth
Avenue.
Each
tenant
will
have
their
own
lease
and
on
their
own
and
lease
their
own
room,
each
part
will
have
a
living
room,
dining
room
kitchen
and
two
baths,
and
there
are
five
SRO
rooms.
The
first
floor
will
be
accessible,
most
of
the
residents
are
chemically
addicted
and
many
of
them
are
homeless,
some
mentally
disabled
and
have
been
caught.
Many
have
been
part
of
the
criminal
justice
system.

Historically,
the
tenants
are
Native
American
and
will
be
living
a
sober
community
environment
holding
and
the
uniqueness
of
this
project
they're
holding
each
other
accountable
for
their
actions.
Many
of
the
residents
have
come
from
similar
programs
in
the
past
and
have
been
in
treatment
facilities.
A
lot
of
them
have
come
from
correctional
facilities.
A
lot
of
the
ten
of
the
units
are
gr,
H,
which
is
group
residue,
see
housing
which
is
state-funded,
but
County
administered.
Nine
of
the
units
will
be
for
tenants
who
work
and
are
on
some
form
of
disability.

We're
bringing
this
back
today,
because
we've
had
some
changes
in
the
in
the
description
of
the
project,
which
meant
that
we
had
to
include
an
additional
funding
for
the
construction
of
the
project,
an
additional
story
and
setbacks
which
caused
us
to
need
additional
funding.
So
far,
we
had
two
hundred
and
forty-one
thousand
nine
hundred
approved
for
the
project,
but
we
needed
this
additional
funding,
so
we're
back
to
get
this
funding
and
it
does
not
exceed.
What's
the
program
requirement
amount
for
this
project,
the
total
development
cost
is
two
point.

Four
five
million
we've
received
all
the
funding
and
the
state
has
thrown
an
additional
amount
and
also
the
matter.
What
end
drive
is
also
pronounced,
that
right
I
added
an
additional
funding
for
the
project,
so
we
have
a
closing
date
set
for
February
21st
and
we
are
sticking
to
that
date,
and
this
is
a
great
project
and
we
think
this
funding
is
nothing
but
a
a
resourceful
resource
for
such
a
program
are
there
any
questions.

One
point:
we
only
allow
X
amount
of
dollars
under
our
calculation
for
a
program,
but
it's
it's
based
on
a
certain
amount
of
25,000
per
affordable
unit
or
cannot
exceed
15%
of
the
total
development
cost.
That's
stymied
us
from
putting
any
more
money
into
the
project,
but
when
there
was
an
additional
construction
cost,
it
changed
the
calculations
to
the
extent
we
could
add
additional
monies
and
did
not
hurt
what
the
when
requirements
were.

that
we
want
to
be
putting
our
money
towards
in
terms
of
difficult
to
find
housing
or
individuals
who
are
having
a
challenging
time
finding
housing.
So
I
will
