From YouTube: October 3, 2018 Committee of the Whole
Description
Minneapolis Committee of the Whole Meeting
A
A
Councilmember
Cano
and
councilmember
Cunningham.
Let
the
record
reflect
that
we
do
have
a
quorum
for
this
committee
and
first,
we
will
I
should
say
the
only
business
we
have
before
us
today
is
the
receipt
of
reports
from
the
standing
committees
on
matters
to
be
considered
by
the
full
council
at
our
regular
meeting.
This
coming,
Friday
and
I
do
want
to
acknowledge
that
council
member
Reich
is
present
as
well,
and
we
have
just
been
joined
by.
A
B
You,
madam
chair,
in
our
Budget
Committee
this
week
we
received
and
filed
Department
presentations
from
C
ped,
Community
Planning
and
economic
development,
the
MCC
the
convention
center
in
downtown
assets,
reg
Services
and
the
mayor's
office.
I
do
want
to
point
up
the
only
thing
we
are
moving
forward
for
approval,
although
it
I'm
not
sure
they
go
to
full
council.
Quite
frankly,
is
their
directive
from
councilmember
Schrader
about
a
report
back
to
the
Housing
Committee
on
October
24th,
as
detailed
here
in
your
binders
so
happy
to
answer.
Any
questions
are.
A
C
Thank
you
very
much.
The
housing
policy
development
committees
didn't
be
bringing
forward
four
items.
The
first
is
a
land
sale
at
41,
11,
Colfax,
Avenue.
North
second,
is
a
revised
bond
issuance
for
Riverside
homes
and
the
Cedar
Riverside
area.
The
third
is
a
modification
to
the
redevelopment
contract
with
American
Indian
Community,
Development
Corporation
and
the
fourth
is
approving
additional,
affordable
housing
trust
fund
loan.
An
additional
loan
of
sakuni
to
$50,000
for
the
West
Broadway
West,
building,
affordable
housing
project
Baptist
and
for
questions
are.
A
D
You,
madam
vice
president,
the
public
health,
environment,
civil
rights
and
engagement
committee
will
be
bringing
forth
five
items
for
consideration
at
Friday's
council
meeting.
The
first
is
accepting
a
grant
from
Minneapolis
Public
Schools
in
the
amount
of
fifteen
hundred
dollars
for
the
urban
Scholars
Program.
The
second
is
authorizing
an
agreements.
It
authorized
any
agreement
with
the
CDC
to
host
to
staff
from
the
Public
Health
Associates
Program
in
the
Minneapolis
Health
Department.
Those
two
fellows
I,
just
want
to
add,
will
be
focusing
on
healthy
living
and
the
school-based
clinics
for
the
next
two
years.
A
E
So
this
is
a
collaborative
tea
strategies,
funding
program
which
was
given
to
the
Coalition
comprised
of
Southside
harm-reduction
natives
against
heroin
and
then
there's
I
think
a
couple
of
other
consultants
on
board.
The
fiscal
agent
is
called
indigenous
roots
and
they
are
actually
the
fiscal
agent
for
three
other
grants
and
the
collaborative
safety
strategies
cycle
and
I.
Think
that's
just
the
capacity
thing
there's
just
like
a
lot
of
grassroots
groups
that
applied
and
needed
a
fiscal
agent
that
could
move
quickly
on
this
and
and
they
were
able
to
do
that.
E
But
I,
don't
know
the
detail
of
how
many
hours
and
and
how
many
staff
members
from
each
organization
are
invoicing
times
on
that,
but
I'm
sure
we
could
get
some
of
the
details
from
Cheyenne
and
NCR,
but
I
know.
Currently
there
has
been
no
time
billed
for
work
done
at
the
encampment,
because
the
grant
was
not
made
to
do
that,
and
so
this
amendment
opens
it
up
so
future
work
that
happens.
Future
outreach,
work
that
happens
at
the
encampment
can
be
part
of
the
billing
cycle.
A
E
My
understanding
that
are
the
fiscal
agent.
There
was
a
recent
conversation
that
I
was
a
part
of
with
a
group
of
them
that
discussed
what
kind
of
support
they
could
bring
to
the
it
to
the
camp
and
I
think
that
that
conversation
still
happening
amongst
themselves
as
organizers
and
outreach
workers
and
cultural
workers,
but
I'm,
not
in
the
day-to-day
details
of
like
that.
A
Thank
you,
I
do
want
to
acknowledge
that
we
have
been
joined
by
councilmember,
Fletcher
and
Kirk.
Do
you
have
a
question
or
comment?
No,
thank
you.
So
thank
you
for
that
report.
Are
there
any
other
questions
or
the
peace
committee
chair?
No,
the
next
committee
will
go
back
then
to
the
housing
policy
and
Development
Committee,
and
we
have
been
joined
by
councilmember
Ellison
and
I
apologize,
not
the
Housing
and
Development
Committee,
but
the
economic
development
and
regulatory
Services
Committee,
and
the
vice
chair
is
constant.
Member
Ellison
report.
