Council

seeking
freedom
from
conflict
and
oppression,
and
we
support
your
efforts
to
fight
for
your
freedom.

We're
going

go
ahead
and
read
the
resolution
that
is
declaring
Tibet
day
in
the
city
of
Minneapolis
today
and
then
after
I'm
done
reading
the
resolution
community
members
are
invited
to
speak
and
explain
a
little
bit
more
about
this
day
and
the
importance
can
you
hear
me?

Whereas
the
ongoing
abuse
of
human
rights
in
Tibet
must
be
of
concern
for
all
freedom-loving
people.
We
call
in
China
to
enter
into
substantive
dialogues
with
His
Holiness
the
Dalai
Lama,
and
to
find
a
negotiated
solution
to
protect
the
fundamental
rights
of
all
Tibetans
and
whereas
His
Holiness.
The
Dalai
Lama
is
a
greatly
honored
spiritual
figure,
revered
and
treasured
and
loved
throughout
the
world
for
his
powerful
teachings
on
non-violence,
tolerance
and
forgiveness.

and
the
council
hereby
urge
the
government
of
China
to
respect
the
Tibetan
people's
right
to
self-determination,
to
safeguard
their
human
rights
in
their
pristine
environment
and
to
immediately
resume
dialogues
with
His
Holiness,

Dalai
Lama
and
the
central
Tibetan
administration,
in
recognition
of
2018
being
declared
the
year
of
gratitude
by
Tibetans
in
Minnesota.

Recognition

this
resolution

day
for
people
of
Tibet

tremendous
joy
and
blow
to
the
face
of
Chinese

Thank

for
giving
this
opportunity

speak
on
behalf
of
our
community.
I
would
like
to
give
a
brief
history
and
background
on
our
organization.

What
we
currently
do
and
what
we
hope
to
achieve
in
future.
Tibet
American
Foundation
of
Minnesota
is
registered
nonprofit
organization
and
was
founded
in
first
founded
in
92
to
aid
in
the
resettlement
of
Tibetan
immigrants
to
the
state
of
Minnesota,
the
Congress
under
the
Immigration
Act
of
nineteen
1000
immigrant
visas
to
Tibetans
living
in
India
in
Nepal.

Since
the
first
arrival
of
Japan's
92
here
in
Minnesota,
Tibetans
have
worked
hard
against
all
odds,
to
build
a
thriving
and
exemplary
community
that
plays
strong
emphasis
on
self-reliance
and
education,
definite
if
an
American
foundation
is
committed
to
preserving
and
promoting
the
rich
Tibetan
culture
and
spiritual
heritage,
which
is
crucial
for
America
as
great
nation
of
many
cultures
and
people
from
different
backgrounds.
In
order
to
hold
our
commitment,
we
provide
different
programs
at
our
Center,
including
Tibetan
language,
school,
traditional
music,
dance
and
sports
youth
development
programs,
spiritual
services,
social
services,
student
mentorship,
scholarship,
health,
education.

We
have
traditional
music
and
dance
students.
We
usually
have
them
perform
at
such
events,
and
they
couldn't
be
here
today
because
of
regular
classes
and
our
social
services
program.
We
only
not
only
provide
services
to
our
community.
We
also
provide
meal
services
of
homeless,
shelters
sponsorship
for
destitute
and
children
with
disability
in
India
and
Nepal.

We
are
loving
and
compassionate
people
as
known
in
many
work
areas
and
communities.
Many
of
our
Tibetan
community
work
in
five
different
hospitals
here
in
Twin,
Cities,
abbot,
HCMC,
children's
Fairview
and
U
of
M,
this
job
area,
especially
interest
or
community,
with
our
value
of
helping
and
caring
for
others,
as
guided
by
our
spiritual
leader,
His
Holiness,
the
Dalai
Lama,
under
the
vision
and
leadership
of
His
Holiness,
the
Dalai
Lama,
there
has
been
many
compassionate
work
carried
out
in
much
in
this
much-needed
time.

In
year,
2016,
there
has
been
a
conference
of
us
mayors,
a
summit
of
200
mayors
dedicated
to
build
more
compassion
communities.
His
Holiness
met
with
me,
Rochester
Minnesota
and
other
two
mayor's
to
discuss
a
practical
human
value
based
curriculum
for
American
schools
in
2011
Louisville
Kentucky
adopted
a
name
city
of
compassion
and
Anne
ham,
California
declared
itself
a
city
of
kindness.
Both
these
cities
have
been
leading
apparel
movement
and
promoting
human
kindness
and
compassion
as
cause
championed
by
His
Holiness.

Our
community
here
in
Minneapolis,
look
forward
to
building
such
community
here
and
would
like
to
request
your
support
and
assistance
in
such
efforts
in
the
future
once
again,

on
behalf

meanness

immense

Tibet
was
illegally
occupied
by
China
in
1959,
the
invasion
directly
resulted
in
1.2
million
Tibetans
dead
over
6,000
ancient
Tibetan
monasteries
destroyed
countless
political
prisoners,
cultural
and
religious
genocide,
forced
abortion,
sterilization
rape,
torture,
population
transfer,
extra
duty,
judicial
killing,
environment,
little
exploitation.
The
list
goes
on,
which
literally
makes
Tibet
once
the
most
peaceful
country
in
the
world
hell
on
earth.

Ten
years
ago
in
2008
there
was
another
uprising
all
across
Tibet
and
that
was
again
brutally
suppressed
by
China,
with
many
dying
and
many
injured.
The
world
just
kept
watching
every
day.
Tibetans
from
all
walk
of
life
continue
to
challenge
the
Chinese
rule
inside
Tibet,
with
the
same
vigor
resilience
and
fortitude.
The
Tibetan
resistent
continues
to
be
stronger
than
ever,
and
it
will
definitely
last
longer
than
the
CCP
government
His
Holiness.
The
Dalai
Lama
always
says
find
hope
in
the
darkest
days
and
focus
in
the
brightest
for
59
years.

Resolutions
like
this
will
continue
to
help
shine
the
light
to
the
Tibetan
people's
freedom
and
build
hope
for
a
brighter
and
a
better
future
for
Tibet.
Your
support
to
this
resolution
will
further
encourage
a
peaceful
and
nonviolent
movement
while
opposing
all
forms
of
suppression
of
human
rights,
freedom
and
democracy.
This
resolution
will
be
a
challenge
to
the
conscience
of
this
world.

wanted
to
say
a
couple
of
things.
We
know
that
the
presidents
of
the
United
States
is
trying
to
eliminate
the
visas
that
so
many
de
Metin
people
have
used
to
reunite
your
families
here
in
our
community,
and
our
city
is
opposed
to
those
actions.

We
are
doing
everything
that
we
can
to
support
and
continue
to
support
an
immigrant
and
refugee
communities
in
the
city,
we're
adding
staff
and
legal
resources,
and
we
want
to
work
together
with
you
to
build
on
those
challenges.
Our
opposition
to
those
challenges
from
the
federal
level
and,
as
we
finish
here,
I'll
just
wait.
As
we
make
sure
every
council
member
is
honored
with
a
scarf.

Think
a
number
of
other
council
members
coming
to
announce
an
important
new
initiative
in
our
city
and
we'd
love
for
anyone

join
us

come
up
for
this
resolution,
which
is
announcing
an
important
new
initiative
to
support
folks
living
with
hiv/aids
and
to
help
stop
the
spread.

Normally
when
I
talk
about
this
issue,
I
start
to
cry,
and
so
I'm
gonna
try
not
to
do
that,
because
it
seems
to
be
a
pattern
with
me
getting
passing
resolutions
and
sobbing
during
them.
So
I'm
gonna
try
not
to
do
that
today.
I
come
to
this
issue
from
a
very
personal
place,
which
is
why
I
stepped
forward
to
lead
the
city's
effort
to
sign
on
to
the
declaration
of
fast-track
cities
to
end
the
AIDS
epidemic
by
2030.

Now,
therefore,
be
it
resolved
that
the
mayor
and
the
city
council
do
hereby
proudly
sign
on
to
the
fast-track
cities
declaration
to
end
AIDS,
the
AIDS
epidemic,
knowing
that
we
can
stop
all
new
AIDS
infections
and
avert
AIDS
related
deaths
by
acknowledging
that
every
person
in
our
city
must
have
access
to
life-saving
HIV
prevention,
treatment
care
and
support,
services
and
I
want
to
note
that
there
will
be
a
formal
signing
of
the
declaration
by
Mayor
Frye
at
10:30
in
his
office
this
morning.

I
grew
up
in
the
heart
of
the
AIDS
epidemic
and
now
you're
gonna
make
me
cry
and
who
would
have
imagined
that
30
years
later,
we
would
be
having
to
sign
a
resolution
to
end
this
epidemic.
But
we
are
that's
the
reality
of
this
epidemic.
It's
time
to
end
it.

We
have
the
tools,
we
have
the
resources,
but
unfortunately
we
have
significant
barriers
to
care
stigma
in
the
community
that
prevents
people
from
getting
tested
from
gaining
access
to
health
care
from
finding
housing
and
a
mirror
made
of
other
issues,
and
I
am
just
so
thrilled.
That's
that
the
city
of
Minneapolis
is
joining
the
work
that
Hennepin
County
has
already
done
positively
Hennepin
as
well
as
now.
The
creation
of
a
statewide
plan
to
end
this
epidemic
and
I
truly
believe
we
can
end
the
epidemic.

I
believe
it
from
my
heart
and
I
am
thrilled
that
the
city
is
joining
this
effort
in
a
meaningful
way.
I
forgot
to
introduce
myself
I'm
Chuck,
Peterson,
executive
director
of
Clair
housing
and-
and
my
final
word
is
I-
just
want
to
thank
mayor
Frey
and
the
council
for
your
commitment
to
affordable
housing.
We
know
that
there's
about
1,500
people
living
with
HIV
who
are
homeless
in
unstable
housing
and
that's
just
another
barrier
to
getting
access
to
care.
So
thank
you
so
much
for
your
support.

Unfortunately,
we
have
seen
this
trend
flatline
for
the
last
15
years
and
we
continue
to
see
the
same
new
infections
and
the
number
of
folks
live
with.
Hiv
in
Minnesota
continues
to
grow
and,
in
addition
to
this,
the
face
of
HIV
is
changing.
It
is
becoming
more
and
more
representative
of
disproportionate
communities,
and
communities
of
color
are
bearing
a
greater
and
greater
share
of
this
disease,
but
it
doesn't
have
to
be
this
way.
We
have
the
knowledge
and
the
tools
to
change
the
course
of
this
epidemic.

think
a
lot
of
us
City
Council
members
where
children
or
babies
are
not
even
born
yet
in
the
height
of
the
disease
and
the
intense
stigma
and
discrimination
that
you
all
led
through

fought

grown
up
in
a
time
when
I
hope
the
stigma
is
less,
but
it
is
important
and
a
good
reminder
to
all
of
us
that
we
have
to
continue
our
commitment
to
lead
and
fighting
this
disease.

to
meet
everybody
right

figure
out

to
make
it
work
and

she's
done
an
exceptionally
good

figuring
out
all
of
the
different
players

been
incredibly
responsive
to
individual
constituents.

really
believe
that
people
who
work
in
public
works
think
of
her
as
a
very
progressive
and
forward-thinking
leader
and
I

really
excited

able
to
have
the
mayor
reappoint

only
because
she's
done
a
good

faith
that
she'll

This
is
my
first
time
being
involved
with
the
reappointment
process
or
the
appointment
process
as
a
council,
member
and
I
have
to
say
that,
as
an
observer,
that
I
feel
like
I've,
been
witnessing
some
concerning
inconsistencies
in
how
we
are
approaching
the
reappointments
of
some
of
the
development.
Had
the
excuse
me,
department,
heads
and
no
I'm,
not
talking
about
two
versus
three
votes.
I,
believe
that
it's
important
for
us
to
hold
all
of
our
department
heads
to
the
same
level
of
examination
and
scrutiny.

It
feels
necessary
for
me
to
say
that
we
shouldn't
I'm,
not
saying
we
should
go
easier
on
men
or
that
our
men
leaders
are
not
excellent,
but
it's
worth
noting
that
we
had
not
had
one
male
leader
be
in
the
newspaper.
We
have
not
had
one
male
leader
who
has
had
people
come
to
a
public
hearing
and
speak
out
against
their
appointment,
but
the
women
appointments
have
been
considered
that
have
been
considered.
Thus
far,
some
of
them
have
been
met
with
much
higher
scrutiny
and
additional
obstacles
to
the
process.

believe
that
we
have
had
significant
public
input
on
the
reappointment
city
attorney,
Suzanne
Siegel
and
in
which
I
plan
to
vote
permanently
in
that
on
that
motion
as
well.
I
believe
that
Susan
Siegel
is
the
right
person
to
lead
our
City
Attorney's
Office
at
this
particular
time.

I'd
like
to
speak
briefly
in
support
of
Susan
Siegel's
appointment
being
the
Minneapolis
City
Attorney
is
a
really
tough
job.
One
of
the
toughest
in
this
entire
building.
The
City
Attorney's
Office
has
an
obligation
to
enforce
and
defend
policies
made
by
the
City
Council
and
there's
a
pretty
basic
bargain
between
the
City
Attorney's
Office
and
us
as
elected
officials.
We
fight
for
progress
and
then
she
defends
it
and
throughout
the
positions,
history
controversy
has
been
a
near-constant
and
that
can
be
challenging
and
Susan.
Siegel
has
consistently
embraced
that
challenge.
P
The
Seagull
has
handled
through
her
responsibilities
with
grace
and
poise
and
has
also
leveraged
her
office
to
champion
progressive
values.
When
we
passed
Minneapolis
first
in
the
state
minimum
wage
and
paid
sick
leave
policies,
there
was
a
good
deal
of
uncertainty
around
whether
those
ordinances
would
survive
the
inevitable
court
battles
and
when
opponents
mounted
their
challenges,
they
brought
real
foul
firepower.
They
retained
a
220
attorney
law
firm
to
take
down
those
ordinances.
So
what
did
miss
eagle?
Do
she
did
what
she's
done
throughout
her
career?
She
rolled
up
her
sleeves
and
she
got
to
work.
P
She
and
her
team
put
in
time
over
weekends
and
holidays
to
late
leave
the
city
to
a
decisive
court
victory
for
our
working
emmalin's.
Arguably,
the
most
important
progressive
policy
that
we
passed
in
the
history
of
Minnesota
was
defended
by
Miss
Siegel
and
guess
what
we
won.
We
now
have
a
minimum
wage,
ordinance
and
mints
in
Minneapolis
because
of
miss
Siegel's
excellent
work,
rank-choice
voting,
something
that
doesn't
get
a
lot
of
attention.
These
days
was
not
exactly
a
done
deal
when
it
came
before
the
council
when
we
wanted
to
implement
for
our
cv.
P
It
was
a
major
precedent
at
the
time
and
miss
Siegel
personally
briefed
and
argued
the
case
before
the
state,
Supreme
Court
and
on
an
expedited
basis.
She
won
that
case
and
made
sure
that
we
were
ready
to
use
our
CV
in
2009
criminal
justice
beyond
her
work
with
elected
officials,
miss
eagle
and
her
team
have
led
on
important
initiatives
too.
She
is
one
of
the
strongest
voices
for
criminal
justice
reform,
not
just
in
the
city
but
in
the
entire
state.
P
Miss
eagle
has
led
the
charge
on
bail
reform,
working
with
county
and
public
defender's
office
to
implement
a
program
that
lets
people
who
are
not
high
risk
to
be
released
from
jail
without
any
bill,
and
when
many
of
our
residents
were
facing
jail
time
and
hefty
bail.
Fines
for
missing
court
dates
that
they
weren't,
given
proper
notice
of
miss
Siegel
pushed
through
reform
that
moved
away
from
jail
and
bail
model
and
towards
no
bail
required
warrants.
Instead
of
arresting
nonviolent
offenders,
this
program
provides
them
with
a
new
court
date.

Miss
Siegel's
initiative
had
had
such
a
high
success
rate
that
the
courts
have
brought
this
model
to
the
surrounding
suburbs.
It's
working
an
honor,
miss
Siegel's
leadership.
The
City
Attorney's
Office
has
developed
creative
ways
to
expand
opportunities
and
access
to
the
version
programs
that
focus
on
rehabilitation
and
trauma-informed
alternatives
to
criminal
prosecution.
She
has
also
pioneered
preventive
methods
of
reducing
recidivism
by
partnering
with
homeless
outreach
providers
and
social
service
providers
focused
on
mental
health,
illness
and
addiction
without
her
award-winning
leadership
and
creative
thinking.

The
progress
that
Minneapolis
has
made
on
criminal
justice
reform
would
simply
not
have
happened
so
now.
I've
covered
just
a
few
highlights
from
miss
Siegel's
career,
which
stands
as
a
model
in
public
service.
She's
worked
tirelessly
to
make
progress
in
Minneapolis
possible
and
to
defend
the
progress
when
it's
come
under
attack.
Neither
Minneapolis
is
legal
system
nor
its
city.
Attorney's
office
are
perfect,
but
both
are
better
because
of
miss
Siegel's
work.
Her
body
of
work
speaks
for
itself
and
to
those
that
are
challenging
her
appointment.

one
simple:
ask
I:
ask
ask
that
you
do
your
homework.
They
understand
the
facts
and
you
base
your
argument
on
those
facts
not
just
feelings.
Last
week,
Jolene
Jones
from
the
president,
the
president
of
little
earth
of
United
tribes,
spoke
before
this.
The
previous
committee
in
support
of
miss
eagels,
our
appointment.
She
said
that
her
community
had
never
been
engaged
by
the
City
Attorney's
Office.
Never,
and
that's
because
Minneapolis
has
never
before
had
an
attorney
like
Susan
Segal.

She
should
be
reappointed
not
just
because
her
record
makes
so
plain
that
she
deserves
the
opportunity
to
serve,
but
because
Minneapolis
deserves
someone
more,
that's
gonna
do
more
than
just
spout
off
the
rhetoric.
We
need
someone.
That's
gonna
defend
the
progressive
wins
she's
done
that
every
step
of
the
way
and
as
a
councilmember
Gordon's
a
motion
I
while
I'm,
certainly
not
a
voting
member
of
this
body.

at

perverse
about

advice
we

public
hearings

she
can
be
criticized
for
any
of
those
opinions.

worked
with
Susan
Segal
as
our
city
attorney
for
four
years

first
term

office

this

role

found
her
to
be
welcoming
of
any
kind
of
legal
challenge
that
we
bring
to
her
and
I.
Think,
especially
in
this
shift
that
we're
seeing
in
our
city,
we
were
seeing
a
political
shift
over
the
last
couple
of
terms.

watched,
Ms
Siegel
remind
us
again
and
again
that
her
job
is
to
give
us
legal
advice,
and
it
is
our
job
as
policymakers
to
give
her
policy
direction,
and
the
mayor
summarized
well
so
many
of
her
accomplishments
in
her
tenure.

would
also
ask
that
folks,
who
are
here
to
express
concern
about
things
that
have
happened
in
the
past.

if
you
oppose
this
reappointment
keep
an
open
mind
to
the
future,
because
the
things
that
I
have
been
discussing
with
our
City
Attorney's
Office
are
important
changes
that
I
think
will
affect
people's
lives
in
the
same
way
that
her
work
to
support
rank-choice
voting
and
safe
and
sick
time
and
our
minimum
wage
have.
So
we
will
continue
to
discuss
this
appointment.

just
want
also
add
my
apology
to
our
city
attorney
for
the
error
that
occurred
at
our
executive
committee
meeting.

has
meant
that
she
has
had
this
extended
time
period
of
public
scrutiny
to
her
work.

know
that
she

transparency
and

has
not
complained
about
the
process,
but

to
heart
and

agree

observations
that
it
is
really
important
that
all
of
us
demonstrate
our
support

women
leaders

leaders
of
color

enterprise

ensure
that
everyone

treated
fairly
with
that
any
further
discussion

need
the
specific

of
those

the
