which
is
a
quorum
of
our
committee.
Councillor
Meccano
is
sick.
Today,
we'll
start
with
the
consent
agenda,
which
is
three
items
including
the
regular
liquor,
liquor,
business
and
gambling
licenses.
The
annual
MacPhail
sent
a
report
and
issue
to
be
referred
to
staff.

item

anyone
would
like
to

on
the
consent

business
licensing
department.
Today
we
have
an
application
by
the
new
Bohemia
Wurst
and
beer
house
they're
an
existing
restaurant
located
at
233
East
Hennepin
Avenue,
and
they
currently
operate
with
an
on
sale.
Wine
and
strong
beer
license.
Class
E
and
a
sidewalk
cafe
license.
They
would
are
requesting
to
upgrade
that
from
on
sell
wine
and
beer
to
full
strong
liquor.
The
same
class
of
entertainment,
Class,
E
and
their
sidewalk
cafe
the
Class
E
license
is
not
an
entertainment
license.

The
new
Bohemia
worst
in
beer
house
has
been
at
this
location
operating
with
the
wine
in
beer
license
since
2012,
without
violations
their
complaints.
To
note
this
upgrade
does
require
us
to
hold
a
public
hearing
and
that's
what
we're
doing.
Today.
We
notified
all
residents
and
property
owners
within
600
feet
of
this
premises.
Today's
public
hearing,
we
also
notified
the
Nicollet
Island
East
Bank
Neighborhood
Association
in
the
historic
northeast
Association.

we
opened

2012
at
Northeast
were
expanding
our
menu
based
on
request
from
our
customers
and
to
compete
in
the
Northeast
marketplace.
We
do
have

store

Lake
Street,
and
then
we
have
five
other
New
Bohemians
and
we're
expanding
nationally
great.

we
have
an
application
for
a
new
restaurant
known
as
sushi
train
to
be
located
at
1200
Nicollet
Mall.
They
are
seeking
an
on
sale,
liquor
license
with
Sunday
sales
with
Class
E.
The
Class
E
again
allows
no
live
entertainment.
This
is
located
in
the
lowering
Park
neighborhood
in
the
seventh
Ward.
This
is
a
retail
space
on
the
street
level
of
a
residential
condo.

Building
the
this
retail
space
has
previously
been
operated
as
doll
pharmacy
for
many
years
and
most
recently,
the
French
corner
Bistro
and
bakery
I'm
the
applicant
sushi
Tango
Incorporated
is
a
Minnesota
corporation.
They
meet
all
minimum
requirements,
including
criminal
and
financial
background
checks.
The
premises
will
occupy
3,700
square
feet
and
the
ground
floor.
They
have
seating
at
counter
bar
and
fixed
and
unfixed
floor
seating
for
90
persons,
see
they
have
a
small
outdoor
space
on
the
outdoor
on
a
private
property.
Patio
for
20
chairs
at
8
tables.

Sushi
train
will
be
a
moderately
priced
restaurant,
offering
Japanese
sushi
featuring
a
modern
style,
conveyor
belt
system.
I
know
the
applicants
are
here
today
and
they
may
go
into
more
detail
on
how
that
conveyor
belt
system
will
work.
A
public
hearing
is
required
for
this
application.
The
previous
restaurant
had
a
wine
and
beer
license.
This
is
the
full
liquor
application,
so
we
do
need
a
today's
public
hearing.
We
notified
all
residents
and
property
owners
within
400
feet
of
today's
public
hearing.
We
also
notified
the
citizens
for
Loring
Park
community
in
the
Loring
Park
Business
Association.

That
notice
was
mailed
on
January
19th.
The
public
hearing
notice
indicated
that
the
applicants
originally
had
sought
hours
of
operation
from
11:00
a.m.
to
midnight.
During
the
week
and
11:00
a.m.
to
2:00
a.m.
on
Friday
and
Saturday.
The
notification
was
sent
out.
We
received
seven
responses
to
in
support
and
five
were
opposed,
predominantly
the
opposition
related
to
having
2
a.m.
hours
on
the
weekends.

the
notice
was
mailed,
we
met
with
the
the
applicants
and
they
have
revised
their
application
to
in
in
lieu
of
the
neighborhood
concerns
to
reduce
the
hours
to
the
following.
They
seek
now
now
their
interior
of
the
restaurant
opened
from
Sunday
to
Thursday,
from
11
a.m.
to
11
p.m.
and
Friday
and
Saturday
will
be
open
from
11
a.m.
to
midnight,
and
outdoor
patio
will
be
open
from
11
a.m.
to
10
p.m.
seven
days
a
week
other
than
the
operation.

six,
which
is
a
brief
presentation
on
the
great
streets,
facade
improvement,
grant
program.

Good
afternoon,
madam
chair
and
committee
members,
my
name
is
Judy
Moses
I'm,
with
CE
ped
business
development.
You
have
before
you
today
a
request
for
authorization
to
execute
agreements
for
the
great
streets,
facade
improvement,
matching
grant
program
with
three
I
mean
with
seven
community-based
organizations
that
will
administer
it
in
desert,
ink
designated
business
districts.

The
City
Council
established
the
great
streets
program
in
2007
to
cultivate
and
sustain
vibrant
neighborhood
commercial
districts.
The
great
streets
program
has
three
parts.
The
first
one
is
a
real
estate
development
gap
financing
program.
The
second
is
the
business
district
support
program
that
provides
community
organizations
with
funding
for
area
wide
marketing
and
recruitment
efforts,
and
the
third
is
the
facade
of
improvement
matching
grant.
The
facade
grants
are
the
subject
of
this
report.

The
facade
program
improves
the
appearance
and
curb
appeal
of
individual
buildings
and
commercial
districts,
making
them
more
inviting
places
to
walk
and
shop
as
a
matching
grant.
The
program
provides
an
incentive
for
businesses
and
property
owners
to
improve
their
buildings
and
storefronts
the
types
of
improvements
funded
range
from
painting,
signage,
awnings,
murals
and
up
to
full
scale
projects
that
would
include
tuck,
pointing
new
windows
and
doors
administrators
and
businesses
find
that
both
small
and
large
building
renovation
projects
can
impact
the
look
and
feel
of
commercial
areas
in
2017.

The
program
provided
over
two
hundred
and
seventy
seven
thousand
dollars.
Two
hundred
and
fifteen
projects
that
leveraged
over
a
million
dollars
in
private
matching
funds.
During
the
program's
ten-year
history,
we've
assisted
eight
hundred
and
twenty
projects
worth
more
than
eight
million
dollars
in
total
property
investment.
For
this
round
see
ped
issued
an
RFP
in
October
of
last
year,
we
received
seven
Souls
from
organizations
the
organisation's
who
administer
the
grants,
are
responsible
for
the
marketing
assisting
business
owners
with
the
application
process,
keeping
records
and
tracking
each
award.

They
also
review
the
applications
for
eligibility
and
provide
the
city
with
required
documentation.
The
organization's
can
charge
up
to
15%
for
admin
fees
they
stops
award.
The
agreements
are
for
3
years
in
order
to
give
the
organization's
time
to
market
complete
and
document.
The
work
staff
recommends
funding
all
7
organizations
at
the
level
requested
in
their
proposal
for
a
total
of
300
$40,000.

seven
new
awards
would
join
nine
existing
agreements
from
prior
years,
which
cover
other
portions
of
the
city.
Some
of
the
other
organizations
with
existing
agreements
are
the
Harrison
Neighborhood
Association
Loring,
Business
Association,
the
Lowry
corridor,
Business
Association
and
the
West
Broadway
coalition.
In
addition,
see
pet
staff
will
continue
to
serve
the
supports
and
intervene
areas
that
aren't
currently
being
administered
through
community
partners.

at
this
time
I'd

we
ever
have
done
an
analysis
of
over
the
eight
years
where
the
funding
has
gone
and
where
it
hasn't
gone
and
and
I
know,
we
have
other
programs
as
well,
but

Think
of
it.
It
stood
out
when
all
the
other
groups
this
round
were
in
South
Minneapolis
and
started.
Wondering
I
wonder
how,
if
we're
looking
at
this
from
an
equity
lens
about
where
it
goes
and
are
there
corridors
that
we're
neglecting?

Even
in
my
ward
I
mean
I'll
have
Como
Avenue,
it
has
no
business
association.
It
has
no
nothing
that
could
ever
help
do
these
grant
applications
and
help
those
businesses,
it's
just
a
small
little
area
and
so
on
at
some
point
in
the
future.
It
might
be
nice
to
get
kind
of.
Let's
do
an
assessment
and
take
a
look
at
how
it's
been
working,
where
the
money's
been
going
and
look
for
gaps
or
whatever
mm-hmm.

prior
to
March
of
last
year,
there
were
probably
more
areas
that
didn't
have
an
organization
assisting
businesses
in
that
area.
So
that's
why
the
city
staff
is
now
at
least
offering
some
support.
So
if
there's
areas
that
are
categorized
as
intervene
or
support,
which
would
be
on
this
type
of
map
in
red
or
yellow,
if
they're,
not
you.

Thank

right
now
like
in
North
Minneapolis,
where
there's
red
and
yellow
there
is
not
an
organization
that
has
applied
to
service
those
areas
so
see,
pet
staff
would
be
taking
in
applications.
If
there
was
a
business
that
was
looking
to
do
facade
improvements,
it
is
correct.
You
know,
areas
by
Dinkytown
are
categorized
in
the
monitor
area,
which
are
the
strongest
economic
areas.
So
we
do
have
a
limited
amount
of
funding,
so
we
are
prioritizing
the
ones
that
are
in
the
intervene
or
support
excellent.

the
portion
that's
being
serviced
by
the
organization's.
They
do
outreach
as
far
as
advertising
a
lot
of
them
do
Jordan
some
of
them
do
door-to-door
I'll
reach.
Some
of
them
talk
about
it
at
their
business.
Association
meetings
have
it
on
their
website,
so
it
varies
from
organization
to
organization.

Then
my
last
question
is
in
areas
of
the
city
that
have
been
I,
guess
historically,
sort
of
marginalized
economically.
Would
there
be
any
room,
I
know
it's
a
matching
grant,
but
would
there
be
any
room
to
have
this
sort
of
like
dollar
for
dollar,
or
would
there
be
a
way
for
us
to
match
it
not
like
dollar-for-dollar,
but
for
us
to
put
more
money
into
those
areas,
I
suppose
at.

it
is
dollar
for
dollar.
If
business
is
in
the
intervene
area,
they
can
receive
up
to
seventy
five
hundred
dollars
in
the
grants.
If
they're
in
the
support
area,
it's
a
dollar
for
dollar
up
to
five
thousand
is
the
maximum.
If
business
is
in
the
monitor,
it's
a
two
to
one
match,
so
they
have
to
put
two
dollars
in
for
each
dollar
of
grant
funds
and
the
maximum
is
five
thousand
dollars
there
as
well.

to
ask
a
follow-up
question
on
that
about
what
is
the
determination
for
the
red,
yellow
and
green,
because
I
know
that
in
my
ward
there
isn't
a
lot
there
isn't
commercial
corridor
or
there's
just
little
commercial
nodes,
and
so
it's
all
yellow.
But
there
is
a
desperate
need
for
support
in
in
in
particularly
at
North
Minneapolis
with
that.
So
what
is
what
are
the
criteria
in
order
to
be
able
to
determine
that?
Well,.

to
reclassify
so
everyone
can
take
a
look
at
it.
In
fact,
many
council
members
had
opinions
myself
included
about
changes
in
categorizations
and
staff
changed
them
all
all
of
the
ones
that
there
were
concerns
about
from
council
members
were
updated
to
include
those
council
members
concerns
either
to
put
them
on
or
take
them
off,
and
there
were
some
where
we
said.
