proposed

overlook

Greenway

as
there
would

uptown
fixtures
on
the
building

clearly

the
promenade
to
be
well
lit
at
night
and
make
it
make
it
safe.
We've,
probably
interested
also
in
having
up
there's
no
gate.
We've
agreed
to
not
have
any
gate
so

this
is.

maintains
a
public
access
at
all
times.
You
might
be
interested,
it's
actually
wide
enough
to
drive
down.
We
don't
want
anyone
driving
on
this,
then
we
would
do
something
of
a
removable,
bollard
or
something
in
the
middle,
but
just
as
loot.
No
one
would
try
to
drive
down
this
at
some
point.

been
brought

also

brought
up
that
it
would
be
nice
to
have
some
kind
of
a
pedestrian
connection
across
both
grand
and
pleasant
on
the
other
side,
rather
because
there'll
be
a
lot
of
pedestrian
connection

wolves,
especially
going
between
our
east
side
of
the
building
over
to
Carmel
Plaza.

contractor

submit
a
complete
photometric
as
part

folks
will
review
so.

pedestrian

that's

that

condition

make
sure

fulfilled,

there's

landscaping

promenade
most
other
promenades
up
and
down
the
Greenway
have
some
level
of
landscaping.

use
it.

as
the
rest
of
this
area

project

turned

we
all

this
area
is
really
quite
dark
right
now,
with
the
addition
of
the
promenade
and
the
building
mounted
lighting

drastically

blocks
here
in
Whittier
and
I'm
looking
forward
to
having
this
approach
get
on
the
ground.

north

site,
there
is
a
64
unit,
building
the
station
38
apartments,
here's
a
general
site
layout,
so
the
phase
1
would
include
the
small
triangular
building
just
next
to
the
LRT
station.
It
would
also
include
now
a
five-story
mixed-use
building
here,
some
renderings.
You
can
see
that
so
both
of
these
buildings
are
located
to
the
north
of
the
30
of
38th
Street
East,
whereas
the
second
phase
would
be
a
smaller
mixed-use
building
to
the
south
of
this
of
38th
Street.

Writing
there
would
be
three
bus
bays
as
well:
a
public
plaza
between
the
smaller
triangular
building
in
38th
Street,
significant
streetscape
improvements
and
bus
circulation,
so
30th
Avenue
South
would
be
extended
to
wraparound
through
the
middle
of
the
site
and
then
on
to
29th
Street.
The
buses
would
enter
onto
30th
from
38th
Street
and
then
exit
onto
29th
of
the
West.

The
applications
that
are
acquired
are
a
conditional
use
permit
to
allow
the
Planned
Unit
development,
a
variance
to
reduce
the
minimum
window
requirements
on
both
of
the
buildings
which
we
can
get
into
in
a
little
bit.
The
site
plan
review
for
both
new
buildings
and
a
vacation
of
the
existing
residential
alley
that
runs
north-south
in
the
site,
so
I'll
start
with
the
East
building
the
triangular
building.
This
is
modified
from
what
was
previously
recommended,
so
there
used
to
be
two
stories
plus
a
mezzanine
for
a
total
of
three
stories.

This
is
just
it's
two
storeys
in
height,
the
material
palette
has
changed
as
well.
The
footprint
has
changed
a
little
bit.
The
the
plaza
now
reflects
the
conditions
of
approval
that
were
approved
by
the
condition:
the
City
Planning
Commission
last
year,
the
first
and
second
levels,
our
commercial
/
office,
based
on
the
plan
submitted
by
the
applicant,
oh
and
I,
should
mention
that
there's
also
now
a
a
an
entrance
on
the
north
side
of
the
site,
so
that
would
better
capture
traffic.
Coming
from
the
light
rail
station.

The
elevations
show
that
the
proposed
materials
are
brick
CMU
and
bent
plate
steel.
The
West
elevation
faces
the
new
public
street
30th
Avenue
South
and
in
the
pedestrian
oriented
overlay
district.
Any
windows
that
aren't
at
least
aren't
within
two
feet
above
the
adjacent
grade
are
not
counted
towards
the
minimum
window
requirement,
which
is
40%
between
two
and
10
feet
on
the
ground
floor
for
non-residential
uses.

So
based
on
that
measurement,
the
applicant
is
proposing
a
total
of
five
percent
between
two
and
ten
feet
above
the
adjacent
grade,
which
is
less
than
the
40%
required
staff
does
not
find
a
practical
difficulty
in
complying
with
this.
For
this
variance,
the
City
Planning
Commission
previously
overturned
the
staff
recommendation
to
deny
and
the
City
Planning
Commission
approved
the
variance
based
on
the
applicant
statement
that
the
the
ground-floor
use
would
be
a
restaurant
tenant.

You
can
see
on
the
floor
plan
where
the
four
commercial
uses
are,
and
also
you
can
see
how
the
at
grade
parking
stalls
are
accessed.
Some
of
the
parking
cells
would
be
exposed
as
viewed
from
above
so
there's
a
courtyard
area
that
partially
covers
the
parking
stalls,
but
there
are
some
that
would
still
be
visible.
There
would
be
landscaping
within
the
courtyard
area
and
tree
coverage
a.

Staff
does
find
that
there's
a
practical
difficulty
in
this
case,
because
the
site
is
surrounded
by
public
streets
on
all
four
sides.
Staff
is
recommending
approval
of
the
variance
with
the
recommended
condition
that
all
of
the
openings
that
are
proposed
are
that
we
screened
with
a
decorative
mesh
metal
panel.

Here's
a
signage
plan
submitted
by
the
applicant
at
this
time,
staff
doesn't
have
enough
information
to
to
do
a
full
sign
analysis
for
all
of
the
all
of
the
signs
that
are
initially
proposed
by
the
applicant.
But
we
do
have
enough
information
about
the
dynamic
sign
that
is
proposed
and
there
is
the
sign
alternative
proposed
through
the
conditional
use
permit.
So
that
sign
is
a
dynamic
sign.

The
the
building
placement
in
the
PIO.
So
the
maximum
distance
from
the
property
line
is
8
feet,
whereas
there
some
portions
of
each
building
that
exceed
8
feet
from
the
property
line
and
then
the
on-premise
science
regulations
that
I
just
mentioned
staff
is
recommending
awarding
29
amenity
points
based
on
the
applicants
submit
all.

For
site
plan
review,
as
I
mentioned,
exterior
materials
are
exceeding
three
per
elevation
on
the
West
building.
Also
along
the
North
elevation
of
the
West
building
the
ground
floor,
active
functions
requirement
is
not
met.
38%
of
that
elevation
is
considered
an
active
function
where
70%
is
the
minimum
requirement
and
then
for
the
East.
Smaller
building
alternative
compliance
is
requested
for
natural
observation,
as
the
east
side
of
that
building
is
substantially
inactive,
there's
a
mural
and
stairways.
So
there's
not
a
lot
of
activity.
That's
going
to
be
facing
the
LRT
station
on
that
side.

wanted
to
mention
that
there's
a
memo
in
your
packet
tonight
that
just
corrects
a
few
square
footage
summaries
for
the
site
plan
review,
but
also
eliminates
one
of
the
bicycle
parking
conditions.
That
was
a
mistake
to
that
was
that
it
was
included,
so
the
bicycle
parking
condition
that
I
just
summarized
is
the
correct
one,
and
with
that
I
am
happy
to
answer
any
questions.

what
type

tenant
it

recommending

We
don't
find
that
there's
a
practical
difficulty.

a

good
question,
so
the

you
see
highlighted
in
green
in
this
plan,
those
would
be
on
private
property,
but
also
there
would
be
three.
It
looks
like
there
are
maybe
six
total
trees
that
are
in
the
public
right-of-way
that
are
adjacent
to
the
plaza
that
those
would
be
included
in
the
overall
totals.

wanted

very
briefly
speak
to
how
excited
we
are
to
be
helping
fulfill
part
of
the
comprehensive
plan
and
do
a
transit
oriented
development
here
at
this
highly-visible
30th
Street
Station.
This
project
wouldn't
be
able
to
come
together
if
it
wasn't
for
the
cooperation
of
the
Metro
Transit,
the
city
of
Minneapolis,
the
applicant
Public
Works
a
lot
of
people
working
together
to
make
this
really
a
pedestrian-friendly
asset
to
this
community.

In
this
neighborhood,
the
lander
group
recently
moved
their
offices
just
last
week
into
the
Standish
derrickson
neighborhood,
so
it's
it's
definitely
a
neighborhood
that
they
support
and
feel
strong
about
and
we're
very
excited.
In
addition
to
be
doing
the
building
and
the
development
here,
the
recreation
of
public,
plaza
and
art
to
be
working
with
the
neighborhood
organization
on
an
exciting
mural
project.
We
are
currently
working
on
a
community
design.

First,
while
we

enough
amenity
points,

staff
has
approved,
I'd
like
to
bring
your
attention

shared
biking,
points
that
were
denied,
we've
been
working
with
nice
ride
and
the
technology
on
the
docked
shared
bike
partners
going
to
be
changing
in
three
years
and
we
strongly
encourage
use
of
bikes
in
a
various
ways.
The
the
requirement
for
the
project
is
72
residential
and
20
commercial
park.

for

provide

we

the

the
variance

windows
on

west
side
of
the
East
Building,

staff
pointed
out
in
this
question,
we're
trying
to
be
consistent
with
the
prior
approval.
We
have
that
more
than
40%
of

window
area
issue
is
the
sill
height.
We
are
proposing
the
30-inch
sill.
The
condition.
Last
time
was
noted
that
it
would
be
a
restaurant
and
staff
correctly
indicated
that
we
cannot
commit
to
it
being
a
restaurant.
We
can
commit.
We
hope
it's
a
restaurant,
but
it's
general
commercial.

there's
a
signed
tenant
in
that
space,
it
would
be
could
be
general
office,
it
could
be
some
range
or
commercial
space.

just
say
we
hope
it's

we
can't
commit
that
at
this
time
there

condition

the
report
related
to
the
north
side
of
the
West
building
that
we
agree
with,
but

clarify

the

related
to
the
site
plan
review
and
the
various
entrances
around
the
site.
As
was
pointed
out,
the
circulation,
the
north
side
of
the
site,
will
will
be
maintained
so
that
from
29th
to

light
rail
station
that
primary
circulation
will
continue.
The
primary
circulation
to
the
station
continues
in
terms
of
the
cross
paths
across
38
that
we
are
adding
the
control
intersections
to
encourage
that
pedestrian
crosswalk.
But
across
the
bike
road
bike,
new
road,
there
are
three
pedestrian
crosswalks
that
are
provided.

We're
trying
to
keep
the
circulation
around
the
large
building
at
the
perimeter.
The
surface
parking,
that's
in
the
middle
of
the
building,
is
for
visitor
parking
to
residences
and
the
commercial
space
around
there.
It's
not
for
use
by
transit
users.
It
might
be,
but
it's
primarily
for
commercial,
the
residential
access
from
that
for
guests.

Where
are
people
coming
from
the
west
side
can
go
through
the
parking
and
cut
through
so
we're
trying
to
encourage
access
primarily
to
the
alley
to
that
new
alley?
Landscape
dolly
but
not
puncture,
and
have
uncontrolled
access

many
points
into
that
garage.
So
we
would
encourage
accepting
the
circulation
into
the
garage
for
pedestrian
access
as
submitted
next
up.

would
be

the
issue

the
elevations

the
buildings

suggestion

reduce

material
palette

Large-Scale
development
with
Whole
Foods
that
has
consistent
material
elevations
in
massing
for
an
entire
block,
we're
trying
to
not
do
it
that
way,
we're
trying
to
break
it
into
smaller,
discrete
building
and
building
forms
with
intentionally
different
materials,
each
reflecting
orientation
to
the
street
each
of
respecting
scale
and
developing
a
tad
pedestrian
level.
So
we
would
encourage,
while
we
can
further
develop
elevations
and
refined
elevations.

think

intent
of
the
material
masam
is
consider
appropriate
as
submitted
finally
on
item

the
tree
species
we
had
worked
with

forest
or
in
the
selection
of
the
tree
species
and
Craig
pink
love

So
we
think
that
that
species
has
submitted
both

form

durability
for
urban
environment
is
appropriate
and
submitted.

are
the
conditions
for
which
we
would
request
your
consideration.

uphill
gradient
as

go
north
on
29th,
so
that
the
road
that's
on
the
north
side
of
the
building
is
roughly
2
feet
above

parking
level.
So
if
you
take
the
parking
level
in
the
commercial
space

level
throughout
the
throughout
the
site,
the
grade
is
slightly
higher
on
that
North
Road.

there

a
tight
corner
that

it's
a
regular
sidewalk
on

north
side
on
the
south
side

new

regular

getting
rebuilt

there,
the
sign
package
I
submitted
proposed
four
foot
by
four
foot
signs
that
could
be
located
at
those
doors.

staff
report
when
it
says
that
that
can't
be
done,
we
are
suggesting
that
we
are
asking
you
to
not
make
that
denial
at
this
point
and
say
that
as
a
part
of
the
overall
development
of
the
sign
package
that
that
could

considered

part
of
that
application
for
the
final
site
plan.
So
in
the
package
that
have
submitted
there
are
drawings
for
the
signs
proposed
signs
of
all
buildings,
and
we
we
agree
that
we
have
to
come
back
with
the
development
for
those
signs.

very
supportive
of
the
project
in
general,
but
I
had
a
question
regarding

buses
and
the
way
that
I
look
at
the
design
right
now.
Yes,
the
buses
will
be
turning
on
29th
and
I'm,
just
generally
concerned
with
the
increased
pollution
generated
by
diesel
buses
coming
to
turnaround
on
29th
Avenue
and
also
even
when
I
look
at
the
rendering
in
the
map
here
how
they
possibly
will
be
able
to
turn.

fact
that
instead
of
the
streets
you'll
have
cars
parked,
one
of
them
will
be
reserved
from
where
I
understand
for
the
residents
so
where
the
houses
are
and
then
the
other
side
will
be
for
anybody
for
those

shopping,

anyway,
in
general,
I
guess
that
my
main
concern
is
really
around
the
buses
and
the
pollution
generated
by
the
bus
is
unless
the
electric
bus
is
a
it.

standing

bus

happen
on

so

activity

the
buses
more
similar

they
do
at
the
bus
turn
around

buses
will
happen
on
30th.
The
new
29th
Avenue
is
being
improved
for
the
weight
of
the
buses
and
a
signal

added
to
help
control
for
appropriate
timing
and
traffic
and
pedestrian
movement
through
the
site,
but
there
won't
be
stopping
and
standing
of
the
buses
on
29th.

these
plans
have
been
developed
with
Metro
transit
to
make
sure
that's
all
turning
radiuses
all
loading
requirements,
all
lighting
requirements
meet
their
design
standards,
so
they
have
reviewed
and
approved
these
drawings
before
they
could
come
to
you
and
they
had
to
submit
a
letter.

believe
with
our
land
use
application
saying
that
they
have
reviewed
the
plans.

will
be
essentially
two
lanes
moving
south
and
one
lane
moving
north.
There
will
not
be
parking
on
29th
Avenue.

are
working
with
one
resident
who
currently
has
a
signed,
handicap
accessible
parking
space

front

their
home,
and
we
are
working
with
them
and
Public
Works
to
make
sure
that
we
find
an
adequate
location
to
meet
their
needs
for
that
space.
