C
A
lot
of
concerns
I
have
with
the
whole
plan
it
it's.
It's
meant
to
create
more
housing
for
folks
we're
always
having
this
discussion
about
fordable
housing.
We
really
need
to
have
a
discussion
about
low-income
housing
because,
what's
affordable
is
kind
of
you
know.
It's
relative.
We
have
a
lot
of
conversations
up
here
about
the
environment
and
I'm,
trying
to
figure
out
how
we
reconcile
previous
conversations
with
this
conversation
and
how
much
we
are
on
the
side
of
developers.
Wait.
Are
we
gonna?
Let
developers
I
feel
like
this
plan?
C
Is
a
plan
for
developers
it's
a
way
for
the
developers
that
you
know
to
get
a
bunch
of
money
and
not
really
do
anything,
a
lot
of
the
laws
that
govern
rental
properties
and
stuff?
That's
our
state
stuff!
That's
enough!
A
lot
of
us!
We
don't
you,
don't
really
have
direct
control
over
we
can.
We
can
do
try
to
move
that
stuff
in
other
ways,
but
I'm
having
a
I'm
having
a
hard
time.
It
says
it
seems
palpable.
C
C
Folks
that
look
like
me
and
I'm
wondering
where
those
people
are
coming
from
I'm
wondering
if
they're
coming
from
our
city
or
they're,
coming
from
different
cities
and
and
I
want
to
make
sure
if
we're
having
projects
like
this
I
want
to
dedicate
that
to
the
folks
who
are
having
a
hard
time
right
now,
finding
the
place
of
litter,
finding
a
job
or
whatever.
That's
how
you
redevelop
Minneapolis.
C
So
that's
I,
just
I
guess
I
just
wanted
to
I
wanted
to
know
how
many
minority
projects
how
many
minority
construction
workers
are
working
on
these
projects
that
are
about
to
happen.
D
B
Right,
thank
you.
Thank
You,
Commissioner,
French
I
have
a
a
couple
of
comments
and
suggestions
well,
overall,
thank
you
for
the
hard
work
that
was
put
into
this
and
I
know
that
the
we
are
on
a
timetable
to
respond
to
and
and
we
want,
I
have
our
voice
heard
and
I
think
that
this
is
a
very
good
effort
in
that
direction.
I
do.
B
I-I-I
think
in
in
large
part,
I
think
the
Minneapolis
does
have
to
grow
and
I
think
the
entire
board
sees
that
and
some
of
the
numbers
that
you're
saying
like
the
increase
uses
around
the
lakes
like
that
is
largely
I.
Think
that's
a
good
thing
and
I
don't
want
to
be
the
person
that
tell
I
don't
want
to
be
the
person
that
tells
a
newcomer
to
Minneapolis
that
hey
this
park
is
for
everybody
else.
B
That's
already
here
so
are
our
parks
are
for
everyone,
and
so
I
think
we
have
to
be
really
thoughtful
and
you
know,
as
more
people
do
come
to
Minneapolis.
How
do
we
make
sure
that
make
sure
these
spaces
are
inviting?
We
do
also
have
some
environmental
obligations
too
and
I
think
the
I
I
do
actually
think
the
when
I,
when
I
read
the
comments
around
the
the
the
verbage
around
the
shoreland
overlay.
B
If,
if
I
read
a
if
I
read
a
slightly
different
introductory
paragraph
I,
think
those
three
than
goals
that
we
had
I
think
I
would
have
nodded.
My
head,
along
with
I,
was
like
oh
yep,
the
like
we
it's.
What
Commissioner
party
said.
We
are
trying
to.
We
are
trying
to
preserve
the
stature,
all
amenity
for
folks,
the
and
I
do
want
the
park
board
involved
on
the
front
end
on
on
any
decisions
that
impact
our
Park
land,
as
opposed
to
on
the
back
end,
which
we
have
been
a
lot
of
times.
B
The
also
I
mean
I
think
that
there's
just
a
some
value
statement:
alignment
around
that
paragraph,
that
that
leads
into
that.
That
leads
into
that
I
think
Commissioner
Cole
Gale
had
mentioned
that.
Just
make
sure
that
that
the
that
the
values
that
that
this
organization
has
fought
for
over
the
years
and
a
lot
of
folks
have
worked
for
are
actually
reflected
in
those
comments
of
the
city.
B
The
I
I
would
actually
say
largely
speaking.
I
would
like
to
see
us
take
a
step
further
with
with
density
and
I
know.
Commissioner
Meyer
wanted
to
just
omit
the
part
that
says
we'll
be
silent
on
density
but
I
think
as
we
talked
about
or
more
people
coming
into
the
city
as
more
people
using
our
parks,
it's
more
funding
for
our
parks,
the
it's
an
increased
tax
base.
That
then
goes
to
support
us.
I
think
that
Minneapolis
does
better
when
there
are
more
people
in
the
city
and
I.
B
Think
some
folks
have
said
that
we
do.
The
city
does
have
a
capacity
to
grow
without
a
lot
of
changes
right
now,
but
I
think
again
that
value
said
I.
Don't
think
that
there's
anybody
that
wants
to
tell
anyone
that
Minneapolis
is
not
for
them.
So
so
I
would
like
to
see
some
language
that
we're
encouraging
we're
encouraging
our
city
as
a
destination
for
people
to
come
and
live
and
start
their
lives.
B
D
President
Bell
that's
correct
for
agency
feedback,
it's
certainly
possible
to
revisit
this
item
at
the
first
September
meeting
and
still
meet
that
deadline.
Okay,.
B
I'm,
so
just
keep
in
mind
that
we'd
like
if
we
don't
get
something-
and
we
don't
hear
anything
so
we'll
so
our
first
meeting
in
September
and
then
we
might
have
what
I
think
we'll
have
one
other
cycle
after
that,
but
we
just
need
to
it
sounds
like
there's
a
lot
of
different
opinions.
We
just
need
to
get
it
done
too.
So
so,
as
long
as
you
have
that
direction,
I
think
I
move
to
table
and
to
bring
back
under
an
unfinished
business
and
September
would
be
in
order
it's
so
it's
then
seconded
is
there.
C
E
I
can
just
since
I
made
the
motion
I.
My
thought
is
that
we've
had
a
little
bit
of
discussion
here,
there's
clearly
some
thought
about
clarifying
some
language,
at
least
around
the
land
use
and
built
form
section.
Other
folks
have
had
some
some
comments,
and
you
know
this
was
the
first
time
that
we've
been
able
to
discuss
the
letter.
E
F
B
My
revisions,
my
hope,
would
be
that
we
do
not
do
this
again
I
took
ago.
First,
that
I
think
that
staff
has
heard
these
comments
and
that
every
Commissioner
has
had
the
opportunity
to
review
the
six
page
letter.
Any
Commissioner
is
welcome
to
work
with
mr.
Robertson
in
the
in
the
interim,
but
also
know
that
he's
preparing
a
document
that
for
the
entire
board
to
support
us
so
you're
certainly
welcome
to
work
with
him,
and
it
looks
like
you
want
to.
It
looks
like
you
want
to
add
something:
Adam
go
ahead:
Thank.
D
You
president,
nothing
most
of
the
things
that
have
been
discussed,
I'm
sort
of
seeing
head
nods
and
I
understand
that
there's
a
direction
and
those
are
easy
changes
to
make
I
do
still
don't
feel
that
I
understand
where
there's
consensus
around
our
statements
about
about
density
and
specific
and
some
of
the
specific
policies.
If
we,
if
we
support
the
city's
specific
policies
about
density,
that's
sort
of
one
side
of
the
coin,
we
could
remain.
B
B
Maybe
I'm
not
maybe
I'm
not
right
with
that,
but
commissioner
Forney,
followed
by
commissioner,
oh
I'm,.
H
B
J
J
E
B
D
H
H
Well,
then
it
will
have
anything
by
the
15th
I'm,
not
sure,
but
I
really
want
to
make
sure
that
we
do
have
the
input
from
the
community
and
that
they
do
feel
that
we
are
being
transparent
and
we're
welcoming
their
comments
on
this
particular.
The
density
question,
I,
think,
is
very
important,
and
so
we
are
having
one
meeting
in
between,
and
so
the
question
I
have
I
guess
is:
is
there
any
possibility
of
postponing
I?
Guess
the
delivery
to
the
city?
I
know
what
is
it?
The
twentieth?
Twenty
second,
twenty?
Second,
okay.
D
President
boom
Commissioner,
for
neither
the
city,
still
have
actually
already
asked
me
to
submit
staff
comments
if
I
possibly
could
and
I've
deferred
that,
because
I
didn't
want
to
submit
staff
comments,
that
might
have
been
out
of
line
with
the
board's
direction.
I
think
they're
eager
to
get
comments
and
I.
Don't
I
know
that
they
are
under
a
state
statutory
deadline
to
complete
their
comprehensive
plans.
So
I
can
only
assume
that
these
deadlines
are
designed
to
keep
them
on
track.
Thank.
H
H
A
A
Yes,
it
increases
our
tax
base,
but
also
it
really
significantly
increases
the
wear
and
tear
on
an
already
overtaxed
system,
so
I
I
get
that
we're
gonna
grow
and
we're
gonna
grow,
no
matter
what,
but
at
the
same
time,
I
as
a
decision-making
board
about
parks,
I,
don't
really
know
that
I
want
us
weighing
in
one
way
or
the
other,
around
density
and
the
role
that
it's
playing
in
the
city.
So
that's
my
preference
thank.
B
A
B
Thank
you.
There
there's
a
motion
on
the
table
to
postpone
seeing
no
to
a
date.
Sort
of
September
5th
was
what
commissioner
Cole
Gill
moved
a
whole
in
favor,
please
signify
by
saying
aye
all
those
opposed
abstentions.
The
motion
carries
moving
on
to
petitions
and
communication
I
think
that's
last
item
on
our
agenda.
I'm,
going
to
start
with
Commissioner
V
Java
C.
K
You
to
visit
the
trailhead,
it
is
super
awesome.
I
took
a
walk
down
there.
It's
a
great
space
I,
encourage
everyone
to
go
down
and
visit
if
they
can.
I
was
a
little
sad
that
the
restaurant
wasn't
open
yet
because
it
was
dinner
time,
but
I
hear
it's
gonna
be
happening
soon.
The
bike
shop
looks
awesome.
The
staff
is
awesome.
The
space
to
just
relax
and
enjoy
the
Northside
is
pretty
awesome
too.
So
I
encourage
you
all
to
get
over
there
and
check
it
out,
and
so
it's
a
very
crowded
place.
K
K
This
is
a
big
part
of
my
work
as
a
commissioner
I'm,
really
looking
forward
so
selecting
a
new
superintendent
and
I
think
we
all
play
a
part
in
who
shows
up
here
as
the
next
superintendent
and
it'd
be
good.
If
we
all
you
know,
got
some
people
out
to
those
sessions,
I
met
with
her
I
think,
yesterday
or
day
before,
and
she
said,
the
sessions
are
slow,
there's
not
a
lot
of
people
there
and
before
she
added
on
additional
I
want
to
say
17
sessions.
K
We
were
just
getting
a
lot
of
feedback
about
community
wanting
involvement
in
who
the
next
superintendent
next
superintendent
was
gonna,
be
and
I
know.
She
has
one
way
of
reaching
out,
but
I
think
it'd
be
good
for
us
to
reach
outside
networks,
just
in
case
she's
missing
somebody
or
people
don't
have
access
to
the
same
things
that
they're
putting
out
so
again.
I
would
encourage
all
the
commissioners
to
reach
out
to
networks
to
have
people
engaged
in
the
community
listening
sessions
or
community
input
sessions,
and
also
with
the
application
process
for
the
next
park.
Superintendent.
F
Meyer,
so
the
east
of
the
river
master
plan
I,
was
originally
scheduled
to
have
its
comments
closed
on
July
29th.
We
had
over
500
comments,
which
I
understand
is
the
most
of
any
of
the
areas
that
have
been
planned
so
far.
So
we
had
a
lot
of
input.
These
letters
really
care
about
their
parks,
but
there
were
two
flaws
in
the
timeline
of
the
East
River
master
plan
with
that
comment
period
being
in
July.
F
The
first
problem
is
that
almost
none
of
the
neighborhood
organizations
meet
in
July
and
the
second
problem
was
that
most
of
the
students
in
the
university
area
were
gone
for
it.
So
unless
staff,
if
there
was
any
way
that
we
could
extend
that
period
and
the
concern
about
that,
was
that
it
would
be
more
expensive
to
have
the
consultant
for
longer.
F
E
Just
want
to
say
thank
you
to
staff
recently.
I've
had
a
variety
of
high-level
concerns,
and
this
has
been
really
fantastic
for
a
lot
of
folks
to
get
back
to
me
so
quickly
on
issues
as
varied
as
scooters
to
geese
to
everything
in
between,
and
it's
just
been
great
to
work
with
with
everybody
here
and
communicating
to
so
many
concerned.
Citizens
and
and
and
working
together
on
a
lot
of
issues
as
the
summer
continues
to
heat
up.
So
thanks
a
lot
Thank.
C
Kickball
games
that
go
on
every
Sunday
was
an
awesome
event.
We
have
folks
from
the
from
the
city
that
came
out
and
gave
you
had
a
little
peace
rally
a
little
bit
before.
I
really
want
to
encourage
folks.
If
you
got
if
you
got
some
time
or
Sunday
afternoon,
to
come
on
bond
or
Commons
and
check
out
kickball
a
kickball
game
I
if
you've
ever
liked,
watch
town,
violence,
small
town,
Minnesota,
that's
kind
of
that's
kind
of
how
this
kickball
game
is
people
get
really
excited
and
got
their
own
teams
and
uniforms
and
I.
C
H
You
I
saw
al
flowers
in
the
entryway
when
I
came
in
and
he
handed
me
a
flyer.
Unfortunately
I'm
not
able
to
go
but
I
told
him.
I
would
announce
it
in
collaboration
with
the
Juneteenth
freedom
committee,
there's
going
to
be
a
community
healing
and
reconciliation
gathering
gathering
led
by
our
black
churches
to
reclaim
unity
with
the
community.
This
is
going
to
be
on
Sunday
August
19th
from
2
to
6
at
North,
High,
School,
1801,
Fremont,
Avenue,
North,
big
letters
around
it
saying
we
care
compassion,
faith,
love,
solidary
peace
and
unity.
L
Field
just
for
clarification,
just
because
it's
not
yeah,
it's
ok.
Few
things,
I'm
I
was
excited.
I
was
golfing
on
the
periphery
at
theater,
worth
the
other
day
and
I
seen
a
trailer
up
on
the
hill
and
I
was
like
what
is
that
doing
in
a
trailer
up
there,
but
it's
the
boats,
so
I
was
really
cool
yeah.
L
Opportunity
to
go
biking
on
the
trailhead
for
the
first
time
and
john-boy.
What
is
a
skinny
guy
cuz?
He
bikes
a
lot
and
my
legs
were
on
fire
and
my
son
was
behind
me
trying
to
run
me
over.
It
was
great
and
I
just
want
to
echo
the
words
the
mr.
Vito
get
out
enjoy
that
it
is
such
a
great
space
and
infrastructure
and
programs
Northside.
It's
it's
a
vital
to
our
success,
so
it
was
really
awesome
to
be
out
there.
L
Again,
we
have
a
polygon,
many
folks
to
come
out
to
North
Commons
Park
I
do
want
to
spend
a
special
thank
you.
It
was
really
important.
This
past
Sunday
because
of
the
murder
of
Nate
Hampton
young
man
in
our
community
and
a
very
beloved
community
member
simontann,
have
showed
up,
which
was
awesome,
assistant,
superintendent,
Cox
was
there
and
helped
put
the
song
at
the
soma
bill,
and
it's
important
to
me
because
the
community
is
asking
questions.
Why
are
our
politicians
all
supporting
us?
Why
are
they
not
here?
Why
they're,
not
speaking
to
us?
L
Why
are
they
not
across
the
street
talking
to
the
kids
and
the
families
that
are
struggling
so
I
think
the
part
board
management,
setup
and
Commission
up
front
once
again
set
up
and
and
the
north
side
is
really
wrapping
their
hands
around
cleanest
air,
france?
Oh
thanks,
thanks
again
for
showing
up
and
once
again
come
out
and
enjoy
and
watch
folks
play
kickball,
it's
a
great
time.
L
They're
grilling
with
their
families,
there's
kids
out
there
they're
playing
tests,
they're
playing
checkers,
so
there's
so
much
going
on
other
than
just
that
book
come
out
support
the
north
side
and
and
have
a
good
time
over
at
north
comments,
Park
on
Sunday,
starting
at
I.
Believe
one
o'clock
is
when
they
start
I
think
Thank.
B
Thank
you,
I
will
just
I'll
be
very
briefly
I'll,
be
very
brief
and
just
say
that
I
want
to
thank
chair
longer
econo
for
inviting
the
Minneapolis
Park
Board
to
address
its
Committee
on
Public
Safety
and
thanks
to
superintendent,
Merrill
and
chief
Ohio
for
giving
the
city
an
update
on
the
work
that
we
do
together
and
the
work
that
we're
looking
to
do
better
together.
So
thank
you
for
thank
you
for
taking
your
time
to
keep
the
city
updated
on
the
important
work
that
we
are
doing.
B
Thank
You
Commissioner
Cole
Gil
for
setting
up
a
meeting
with
President
bender
to
talk
about
the
needs
that
the
Minneapolis
Park
Board
has
moving
into
into
29
2019.
So
with
that
I
will
recess
the
regular
meeting
of
the
of
August
1st
and
move
into
committees
and
I
believe
it
is
chair,
chair,
French,.
B
C
C
C
All
in
favor
say
aye
aye
aye
all
opposed.
Thank
you.
I
want
to
approve
the
minutes
from
Wednesday
July,
25th
2018,
so
moved
all
in
favor,
say
aye
all
opposed.
Thank
you
action
item.
The
Barrett
adopts
a
resolution,
2018
242
caption
as
follows.
Resolution
2018
242
resolution
approves
a
joint
powers
agreement
between
the
Minneapolis
Public
Schools
and
the
Minneapolis
Park
Recreation
Board
for
a
12
acre
area
within
Cedar
Lake
Park
to
be
designated
as
a
school
forest
in
the
Minnesota
school
forest
program.
So
I
think
we're
gonna
bring
some
awesome
staff.
Okay,
I'm.
M
M
M
So
I'm
here
to
just
give
you
a
quick
rundown
of
what
a
school
forest
is
and
the
proposal
ahead
of
us
and
so
see
your
Lake
Park
school
forest
will,
if
you
approve
it
school
force,
is
a
program,
that's
actually
run
by
the
Minnesota
DNR.
It's
been
around
since
1950.
Unbelievably,
they
range
in
size
from
a
few
acres
to
300
acres
and
even
though
it
says
forests,
it
can
include
a
wetland.
M
So
this
will
be
the
first
one
force
designation
for
a
school
forest
in
Minneapolis
parks,
so
Kenwood
elementary
school
is,
of
course
within
walking.
Distance
of
Cedar
Lake
and
Cedar.
Lake
itself
has
a
very
robust
volunteer
program
with
the
Cedar
Lake
Park
Association
there's
the
ones
who
have
been
around
for
forever,
that
created
the
Cedar
Lake
Trail
and
have
been
working
with
us.
M
The
fifth-grade
students,
in
particular
are
the
ones
that
are
targeting
an
event
like
every
classroom
for
fifth
grade
has
been
going
to
the
lake
for
years
and
years
and
doing
hikes
they
do
litter,
pickup
and
they've
really
gotten
to
know
the
site.
They
love
it
and
one
of
the
students
at
the
time.
This
has
been
a
long
process
to
get
here.
M
He
really
loved
the
park
had
researched
things
within
the
DNR
found
out
about
the
program
and
started
a
school
forest
committee,
which
is
the
first
step
and
his
name
is
Avinash
Patel
and
he's
actually
graduating
from
high
school.
Actually
I
think
he
did
this
spring,
but
he's
the
one
who
really
started
it
and
had
to
round
up
the
adults
in
order
to
create
the
committee
and
contact
the
park
board
and
everything
else.
So
Kenwood
elementary
has
been
using
the
area
for
a
really
long
time.
They've
been
working
in
partnership
with
Keith,
pressing
who's.
M
They
do
an
annual
thing
with
Orioles
and
I'll,
try
and
remember
to
send
an
announcement
out
next
year,
so
you
can
go
out
there
and
see
there,
but
they
actually
during
spring
migration,
put
out
oranges
and
everything
like
that,
and
you
can
actually
just
come
and
sit
and
watch
Orioles
come
through
they've,
actually
kind
of
altered
their
migration
route.
It
feels
like
because
there's
so
many
every
year,
they
remember
and
come
back.
M
Some
of
the
other
activities
that
they've
been
doing
is
I,
know
that
looks
dangerous,
but
that's
actually
slingshots
that
have
seed
bombs
in
them
and
so
they're,
actually
shooting
native
plant
seeds
into
the
Prairie
to
increase
the
diversity
of
the
plants
in
that
site.
They
do
plantings
and
other
things
and
they're
all
activities
that
have
been
identified
in
our
volunteers,
stewardship
agreement
with
Cedar
Lake
Park
associations.
M
So
they
kind
of
keep
an
eye
on
everything
to
make
sure
they're,
not
adding
anything
funky
and
then
the
benefits
of
the
school
forest
designation
is
really
for
the
school
itself
and
again,
a
school
is
the
driver
for
this.
They
get
DNR
staff
support,
they
get
access
to
free
materials,
curriculum
workshops,
trainings
on
how
to
really
utilize
a
school
forest
outdoor
classroom
and
integrated
into
all
components
of
your
curriculum
from
art,
science,
math
music,
all
of
it
and
use
the
space
for
that,
and
it
is
within
walking
distance.
M
M
Students
and
teachers-
this
is
the
area
that
would
be
identified
as
the
school
force
area.
It's
about
12
acres.
It
does
have
some
wetland
in
it,
but
it
provides
a
really
nice
space
for
the
outdoor
classroom
and
kids
would
continue
to
learn
there,
but
also
help,
but
just
like
we're
calling
a
basic
maintenance
in
that
joint
powers
agreement,
but
that's
more
like
litter,
pickup
or
plantings.
So.
M
E
M
That
is
just
those
aren't.
We
actually
almost
two
parcels,
so
sometimes
they
set
up
the
feeders
there,
because
it's
easier
to
get
to
that
particular
location.
So
so
the
joint
powers
agreement
is
something
that
is
required
by
the
DNR.
That's
why
we're
not
doing
a
Memorandum
of
Understanding
or
a
permit
or
something
like
that?
That's
just
their
standard,
and
so
we're
sticking
to
that.
The
JPA
was
written
with
by
park
board
staff
and
minneapolis
public
schools.
M
Both
legal
councils
have
reviewed
it
and
okayed
it,
and
then
next
steps
would
be
for
once
you
approve
it,
then
in
September
it
would
go
to
public
schools
for
their
approval
and
then
officially
that
space
would
be
enrolled
in
the
school
forest
program
and
teachers
could
start
to
access
the
resources
of
the
DNR.
So
quick
as
I
can
make
that.
Do
you
have
any
questions
about
it?
Oh.
C
A
You
chair,
French
I
just
want
to
say
thank
you
for
working
on
this
I
know
it's
been
a
long
process.
These
forest
schools
are
very
exciting.
I
got
the
opportunity
to
tour
one
in
a
st.
Paul
Park
as
part
a
greater
and
greener,
and
some
of
the
curriculum
that
they
use
to
teach
us
as
part
of
that
presentation.
A
I
just
got
to
use
this
weekend
with
my
nephews
to
teach
them
about
trees
and
I
would
love
to
see
us
explore
ways
to
utilize
these
spaces
in
a
similar
fashion,
particularly
for
families
that
aren't
in
the
Minneapolis
Public
Schools
that
might
do
home
schooling
or
the
be
educated
outside
of
the
traditional
education
system,
so
that
they
can
have
access
to
this
sort
of
environmental
educational
opportunity
as
well,
but
very
excited
to
see
that
we're
gonna
have
one
in
the
parks
and
that
that'll
be
so
so
well
loved
by
a
lot
of
kids.
Thank
you.
C
M
Know
they
don't
go
to
kiss
your
french
anyone's
welcome
to
do
it.
It's
really
just
a
designation
that
so,
if
another
school
wanted
to
do
it
I
think
they
could
talk
to
the
program
coordinator
and
see
if
they
would
be
willing
to
share
the
resources
that
are
available
to
it,
that
it
doesn't
actually
put
a
fence
up
or
anything
like
that
any
school
could
come
in.
C
C
A
At
a
clarifying
question,
so
my
understanding
of
these
is
that
the
materials
are
provided
to
the
school
in
the
joint
powers
agreement.
So
if
a
different
school
wanted
access
to
that
same
curriculum,
they
need
to
reach
out
to
that
school
and
have
them
share
that
information
so
that
they'd
have
access
to
the
same
materials
to
educate
their
kids.
Is
that
accurate.
M
Confirm
usage,
my
if
they're,
making
it
very
custom
to
that
site,
I
would
say
yes,
but
I.
Think
a
lot
of
it
is
a
general,
so
like
project
learning
tree
is
a
predetermined
curriculum
that
you
can
use
in
any
forest
so,
and
that
is
something
you
can
actually
get
online
to.
But
by
being
part
of
the
program,
the
DNR
will
alert
those
teachers
to
these
free
workshops
and
conferences.
M
They
have
access
to
DNR
staff
to
help
them
write,
grants
that
might
do
you
know
work
with
us,
then
to
get
additional
I,
don't
benches
or
something
on-site
that
would,
you
know,
benefit
the
park,
but
I
do
think
like
Karen
who
oversees
the
program.
Would
you
know
if
another
school
really
wanted
to
I'm
sure
she'd
be
willing
to
share,
which
is
that
kind
of
person?
Okay,
thank
you.
Thank.
H
You
hoorah
I
guess,
that's
all
I
can
say
and
also
to
think
and
I'm
sorry
didn't
catch
his
name,
the
young
man
Avinash
Patel.
Thank
you.
He
needs
you
know
huge
applause
and
I
understand
that
unfortunately,
or
fortunately,
whatever
he's
graduated
and
he
won't
be
able
to
utilize
it,
but
we
appreciate
his
legacy.
So
thank
you.
N
A
C
E
E
C
F
E
G
Jericho
Gulen
and
comers
I'll
run
through
this
really
briefly
and,
and
importantly,
I'll-
provide
a
little
bit
of
history
here
too,
because
it
predates
I
think
just
about
everybody
here.
The
park
board
was
a
part
of
the
metallic
community
works
partnership
until
2008,
and
it
was
seen
at
that
time
as
a
key
connector
for
the
Grand
Rounds,
and
there
were
actually
two
Park
Board
Commissioners
who
participated
as
formal
representatives
to
the
partnership.
The
partnership
of
the
board
continued
without
the
park
board
after
2008.
G
G
Partnership
voted
to
extend
the
invitation
for
the
Park
Board
to
essentially
rejoin,
and
it
was
recognizing
that
at
the
at
the
current
time,
with
the
Midtown
Greenway
constructed
they're,
actually
entering
a
phase
where
they're,
focusing
more
directly
on
enhancing
connections
to
neighborhoods
and
planning
staff,
has
actually
been
working
closely
with
the
partnership
to
develop,
to
pursue
grants
and
develop
some
processes
for
funding.
It's
also
important
that,
as
we
move
through
this,
that
there
are
opportunities
for
park
lands
on
some
of
the
properties
that
are
adjacent
to
the
trail.
G
That
could
become
important
as
a
part
of
the
neighborhood
park
system.
So
the
this
invitation
recognizes
the
work
we've
been
doing
with
them
in
2018.
It
really
focuses
on
continuing
equitable
access
to
regional
parks
using
the
Midtown,
a
Greenway
as
a
trail,
and
the
part
that
I
mentioned,
and
one
we've
been
talking
with
Hennepin
County
about-
is
the
C
Pro
site,
which
is
a
relatively
small
site,
but
it
provides
an
important
connection
from
the
neighborhood
to
the
Greenway.
G
The
financial
commitment
is
$5,000
for
2018
and
10,000
for
2019
and
the
services
that
that
are
outlined
in
a
work
plan
that
was
attached
as
a
part
of
the
resolution
and
as
as,
if
this
were
to
be
approved,
the
president
of
the
board
would
appoint
one
of
you
to
serve
as
a
representative
and
there
would
be
a
corresponding
staff
representative
and
I.
Think
that's
enough.
Fun.
I'll
stand
for
questions.
G
E
C
G
Wish
I
could
give
you
a
little
more
insight
about
that,
but
that
was
in
2008
that
we
stopped
participating
as
a
part
of
that
partnership
as
I
understand
it.
There
was
a
point
in
time
when
the
trail
was
largely
implemented
and
they
moved
beyond
their
studies
of
implementation
and
connection
and
we're
really
moving
into
some
of
the
other
things
that
related
to
the
Midtown
Lake
Street
corridor
that
were
probably
more
oriented
towards
development
that
might
be
adjacent
to
the
Midtown,
Greenway
I
think
also
in
2008
as
I
understand
it.
G
G
C
H
You,
chair,
Coco
I,
wasn't
up
here
when
this
all
started,
but
I
was
on
the
original
Midtown
Greenway
coalition
and
I'm.
Just
so
excited
that
you
know
we
are
going
to
be
rejoining
it.
Just
a
clarification
to
me.
What's
really
unique
about
the
Midtown,
Greenway
and
I
also
believe
the
Cedar
Lake
Trail
is
that
those
things
were
funded
with
transportation
dollars.
Those
are
not
parks,
those
are
transportation,
corridors
and
I
just
think
it's
so
important
kind
of
like
what
we
talked
about.
H
You
know
with
the
the
compliant
response
and
everything
connections
to
our
parks
are
so
critical
and
so
for
us
to
be
at
the
table.
I
think
you
know
for
five
thousand
this
year
and
ten
thousand
next
year,
we'll
get
our
more
bang
for
a
buck,
because
those
connections
are
so
critical
and
we
we
should
be
at
the
table,
so
I'm
very
excited
that
we're
being
invited
to
come
back.
E
Thank
You
Commissioner
forney.
Are
there
any
other
questions?
Seeing
none
one
question:
I:
do
you
foresee
another?
You
would
perceive
all
this
work
being
able
to
be
completed
within
the
next
within
this
cycle
of
to
a
year
and
a
half
of
being
involved,
or
do
you
think
there
would
be
another
way
up
on
this
chair.
G
I
think
their
original
request
to
join
included
a
only
a
commitment
for
2018
and
dollars.
They
were
asking
for
$10,000.
We
suggested
we're
already
halfway
through
the
year.
Can
we
change
that
to
be
half
as
much
for
this
year,
but
really
make
the
commitment
to
the
full
term
for
2019
so
that
we
could
be
perpetuating
this
I
see.
E
G
Coco
I
think
we
are
more
integrally
involved
in
framing
the
connections
as
opposed
to
having
them
suggest
that
they're
going
to
go
out
to
Blue
Cross
Blue
Shield
get
a
grant
and
then
they
would
tell
us
so
we're
going
to
be
creating
some
wayfinding
we're.
Actually
there
helping
them
write
the
grant
so
we're
there
at
the
inception
of
many
of
the
initiatives
that
they
started
in
2018
and
I
would
see
that
continuing.
Thank.
E
G
So
this
is
Bassets
Creek
Park,
it's
a
70
acre
park
in
the
Harrison
neighborhood
vasa
Creek,
close
to
the
middle.
It's
separated
into
two
pieces
by
different
portions
of
two
railroads
and
in
this
map
the
two
yellow
areas
were
the
subject
of
a
land
exchange
that
was
approved
by
the
board
in
July
of
2015
they're.
Essentially,
equal
sized
parcels
of
land
parcel
a
as
a
parcel
that
is
owned
by
the
bored.
G
Parcel
a
has.
No
practical
use
for
Parkland
parcel
B
has
no
practical
use
for
at
Glenwood
to
switch.
The
two
parcels
actually
makes
a
lot
of
a
lot
of
sense,
and
in
doing
so
we
would
create
a
more
contiguous
piece
of
park
land
going
back
to
this
on
the
westerly
side
of
the
creek,
and
they
would
have
a
little
more
land
that
really
we
can't
use
on
the
easterly
side
of
the
creek.
That
was
an
agreement
that
for
the
land
exchange
that
was
approved
by
the
board
in
2015.
G
So
we've
been
moving
through
a
process
of
working
with
legal
counsel
to
get
the
transactions
recorded
properly.
In
torrents
title,
we've
worked
to
get
the
examiner
of
titles
for
Hennepin
County
to
recognize
that
we
have
fee
ownership
and
it
required
us
to
go
back
to
every
possible
owner
of
that
piece
of
land
and
have
them
all
say.
We
don't
have
an
interest,
and
the
last
remaining
one
is
the
one
that's
operative
here
and
that's
at
Glenwood,
so
they
and
and
even
in
this
process
at
Glenwood,
was
not
saying
that
we
disagree
where
they
were
saying.
G
Yes,
you
own
the
property
and
question
I
should
go
back
and
point
out
the
piece
of
property,
because
it's
not
the
piece
that
we're
trading.
It's
actually
this
piece
right
here
which
touches
on
the
parcel
that
were
that's
part
of
the
land
exchange.
So
we
have
moved
through
that
process.
If
we
get
this
Agreement
approved,
it
will
allow
the
land
exchange.
It
was
previously
approved
by
the
Board
of
Commissioners
to
be
executed.

Resolution
2018
to
46
the
resolution
approving
the
agreement
to
facilitate
improvements
on
the
IB
Nixon
Whitney
bridge
by
the
Walker
Art
Center,
allowing
the
Minneapolis
Park
Recreation
Board
to
apply
for
and
receive
a
permit
for,
improvements
on
the
Irene
Hickson
windy
bridge,
for
which
the
Walker
Art
Center
will
pay
for
all
improvements
and
related
and
pRb
expenditures
and
for
which
the
Walker
Art

will
defend
an
indemnify
NPR
B
for
any
damages,
injuries
or
other
eyes
for
work
formed.
In
connection
with
the
improvements.
The.
H
G
Travel
purview
but
a
triple
commission
fournette
can
answer
that
somewhat,
so
the
walker
desires
to
provide
lighting
that
will
accentuate
some
of
the
features
of
the
bridge,
some
of
the
sculptural
features
or
some
of
the
the
verse
that's
incorporated
as
a
part
of
the
bridge.
So
you
probably
know
that
the
bridge
has
been
closed
while
they
repaint
it
in
a
reed
ekit.
This
is
a
separate
action,
and
so
it's
really
about
that
feature
lighting
that
would
be
added
to
the
bridge.
It's.
G
E
N
N
E
H
I
B
O
O
O
That's
the
best
way,
and
it's
not
exactly
the
best
way
to
see
it,
but
you
can
see
that
they
that's
how
they
plan
to
construct.
The
ramp
will
allow
for
persons
who
are
obviously
there
have
disabilities
to
be
able
to
have
access
the
bus
stop.
So
that
is
on
Excelsior
Boulevard,
just
on
the
right
across
the
street
from
Middlebrook
Boulevard.
They
also
have
planned
to
construct
a
ramp
near
the
gutsiest
southwest
corner
of
Logan
Park.
O
And
then
again,
the
exhibit
shows
where
they
plan
on
basically
constructing
an
88
compliant
ramp,
and
that
would
again
involve
some
of
our
property
and,
of
course,
this
is
a
benefit
to
our
parkland,
who
would
benefit
park
users
so
that
they
can
access
our
parks
somebody,
some
of
it,
also
involves
them-
construction,
reconstructing
sidewalk.
You
know
in
order
to
blend
it
in
so,
as
you
can
see
on
the
diagram
there
so
and
then
the
third
part
that's
involved
is
built
REME.
O
O
Again,
that's
sort
of
blending
in
so
that
people
who
have
disabilities
would
be
able
to
access
the
sidewalk,
and
you
can
see
from
from
the
previous
slide
that
are
from
the
previous
photo,
that
there
was
not
a
ramp
and
that
do
you
have
a
County
map
that
shows
sort
of
our
proper
dining
sort
of
a
suggestion
of
where
our
property
line
is.
But
it's
it's
sort
of
not
necessarily
on
our
property,
but
it
could
be
so.
We
have
granted
a
license
in
case.
There
is
a
lot
of
cases
with
County
there.
O
Necessarily
they
don't
always
provide
a
property
or
boundary
line.
But
when
it's
closed
we
just
err
on
the
side
of
safety,
and
this
license
allows
them
to
not
only
provide
and
construct
it,
but
it
also
allows
them
to
allows
them
to
do
it
on
our
land
and
benefit
us
for
these
pedestrian
rents.
Are
there
any
questions?
Thank,
You,
Christine,.
H
C
French
but
I'm
very
excited
about
this.
As
a
former
coach
of
with
kids
with
different
abilities,
you
may
have
four
or
five
wheelchairs
that
may
have
to
walk
in
addition
of
two
or
three
blocks,
because
it's
that
compliant,
and
so
this
is
really
important
to
folks
who
are
in
wheelchairs.
So
so
thanks
staff
or
who
ever
thought
about
doing
this
I
appreciate
it.
It's
awesome
actually.
H
O
H
N
H
I
Sheriff
Arnie
commissioners
tonight,
John
monger
from
the
Lubbock
Foundation
and
Abbi
Delaney
from
the
Minneapolis
logrolling
Club
will
present
to
you
an
idea
of
bringing
log-rolling
in
the
theater
with
Regional
Park.
It
would
be
to
the
north
of
the
trail
head
building,
walk
through
kind
of
all
those
parts
of
it.
What
I
want
to
do
is
just
give
you
a
framework
on
which
you
would
be
thinking
about
this
type
of
in
addition
into
theater
Worth
Regional
Park.
So
this
is
not
something
that
is
in
the
approved
master
plan
for
the
park.
I
So
if
this
is
something
that
we
get
kind
of
a
general
nod
that
that's
a
great
idea
to
move
forward
with
one
of
our
next
steps
would
be
to
look
at
the
community
engage
in
community.
Excuse
me
a
community
engagement
process
that
would
be
associated
with
vetting.
That
idea
amending
that
master
plan,
bringing
it
back
to
you,
and
since
this
is
a
regional
park,
it
will
also
go
to
the
Met
Council
for
their
review
and
approval
as
well.
I
So,
within
that
context,
what
they
will
be
looking
for
from
you
tonight,
what
I'll
be
looking
for
you
for
from
you
tonight
is
some
indication
that
this
is
something
that
we
should
invest
some
of
our
time
and
to
kind
of
move
through
that
that
process,
because
it'll
take
us
a
little
while
to
do
that.
So
with
that,
I
would
like
to
invite
John
and
Abby
to
come
forward.
P
The
trailhead
and
it's
something
that
I
think
could
be
a
great
addition
to
the
parks
and
and
to
the
trail
episode
and
help
us
you
know
make
the
trail
had
worked
and
and
work
well
for
the
whole
community
and
really
obvious
the
experts.
I'm
gonna,
let
her
you
know,
walk
you
through
this
and
we
can
answer
any
questions
you
might
have.
Q
And
why
we
think
this
is
a
great
idea,
so
in
cities
in
community
I,
sorta,
wear
two
hats:
I'm
the
founder
and
president
of
Key
Largo
I,
come
from
a
family
of
born
champion
bloggers
on
a
mission
to
make
Oregon
an
Olympic
sport
by
giving
more
people
access
to
it.
So
we
created
a
portable
synthetic
viral
inlogov,
the
key
log
and
in
addition
to
design
and
manufacturing
and
selling
the
equipment.
We
also
helped
recreational
programs
and
aquatic
facilities,
start
modeling
programs
and
train
their
instructors.
Q
We
evasive
any
of
this
any
manufacture,
the
key
logs
entirely
in
Minnesota
Illumina
canoe
company
and
when
I
decided
to
move
back
to
the
Midwest
to
start
coordinating
for
college
I
thought
what
better
place
to
headquarter
and
in
the
urban
center
of
the
land
of
10,000
lakes
in
a
state
with
a
strong
history
in
the
sport,
one
of
the
first
programs
it
just
started.
I
was
actually
with
the
Minneapolis
Park
and
Rec
board.
Q
We
ran
across
those
Jericho
sky
and
the
comas
and
eventually
I
trained
the
lifeguards,
and
now
the
MPR
B
program
is
entirely
self-sufficient.
The
other
hat
that
I
wear
is
the
board
chair
of
the
monopolist
leveling
Club.
The
club
was
founded
in
2015
by
a
group
of
individuals
who
had
taken
classes
through
the
park
board
at
the
YMCA
of
U
of
M
were
seven
other
Twin
Cities
labeling
programs,
and
they
were
looking
for
the
next
step
and
wanted
to
learn
to
compete
and
train
up
us
Barrymore's
excel.
Q
Series,
as
well
as
a
signature
tournament
at
the
end
of
each
summer,
and
we
now
have
minneapolis
kids
in
vans
traveling
to
tournaments
around
the
Midwest
and
just
a
few
weeks
ago
to
municipal
Spurs,
won
Junior
Championship
titles.
When
the
club
first
formed
the
Candlewood
neighborhood
association
reached
out
to
us
to
see
if
we'd
be
interested
and
we're
going
ahead
and
reach,
they
wanted
more
healthy
for
my
family
activities
at
the
beach
and
they
came
up
with
Logan.
Q
German
Olympic
camp
director
expose
their
desire
to
bring
all
the
activities
back
to
the
center
of
the
trailhead
and
home,
but
I
knew
that
summer.
Camp
in
Minnesota
isn't
really
quite
the
same
without
some
type
of
water
activity,
so
we
watched
the
site
to
determine
if
there
might
be
a
way
to
bring
cargo
into
the
park
and
we
discovered
a
perfect
spot
at
the
base
of
the
sledding
hill
at
the
back
of
the
trailhead
patio.
As
you
can
see
here,.
Q
So
if
you
understand
your
question,
but
when
you
see
a
group
of
kids,
adults
or
families
learning,
you
will
immediately
recognize
the
recreational
and
health
benefits
that
lion
offers.
One
is
a
low
barrier
to
entry
activity
for
all
ages
and
ability
levels.
A
logline
specific
pond
at
the
base
of
the
trailhead
in
warth
Park
would
give
them
a
chance
to
challenge
themselves
and
a
safe
and
fun
activity.
We've
actually
created
training
fins
which
are
essentially
like
training
wheels.
Q
They
create
a
promotion
to
women
and
allow
anyone
to
step
right
up
and
give
it
a
try
and
then
I
really
mean
when
we
add
a
center
camp
activity.
What
this
sure
is
possible
for
kids
with
wind
efficiencies,
and
it
was
incredible
to
see
what
the
kids
were
doing
and
how
quickly
they
learned.
So
within
30
minutes,
participants
could
be
meaningfully
working
at
a
level
that
they
could
then
come
back
practicing
and
in
the
open
learning
session,
and
it's
truly
an
entry-level
sport.
It's
also
an
affordable,
equitable
sports
aside.
Q
At
the
facility,
participants
don't
need
any
special
or
expensive
equipment.
Beginners
can
go
barefoot
or
with
water
shoes
and
because
the
other
line
is
done
in
shallow
water,
it's
actually
a
man
swimmer
activity.
So
even
though
it's
almost
can
participate,
the
activity
has
a
unique,
unique
ability
to
draw.
Q
If
you
think,
if
you
don't,
you
know,
if
you
don't
notice
someone
Minnesota,
then
a
lot
of
the
similar
activities
are
closed
off
to
you,
because
a
so
many
of
our
summer
activities
are
in
or
around
water.
But
while
going
is
a
truly
a
lot
of
activity,
that
non-swimmers
can
do
we'll
also
give
Gilmore's
with
really
young
children
or
elderly,
grandparents
and
exciting
activity
at
the
base
of
the
trailhead.
So
older
kids
and
parents
taking
a
trailer
running
and
the
younger
kids
and
all
the
grants
could
stay
in
Laurel.
Q
So
no
one
is
left
on
the
sidelines.
Everyone
is
also
very
spectator
friendly,
so
it's
constantly
going
on
as
an
interest
people
love
to
watch
it.
So,
even
though,
sitting
on
the
patio,
no
other
participating
they're
still
really
engaged
at
the
park,
as
you
could
see
here,
livings
an
activity
with
several
different
programming
possibilities,
for
example
at
the
trailhead.
We
envision
that
logrolling
would
be
part
of
the
youth,
the
trailhead
adventure
camps.
They
were
enjoying
the
weekdays
join
the
evenings
and
weekends.
Q
Q
Lessons
drop
ins,
four-week
sessions
and
advanced
training
is
also
an
option
for
those
interested
in
joining
or
going
club.
In
addition
to
ongoing
weekly
programming,
there
are
several
opportunities
for
special
events
and
pond
rentals
Margolies
becoming
a
trending
activity
for
like
corporate
audience,
team-building
activities,
birthday,
party,
rentals
and
other
visiting
groups.
Q
Q
Planning
whisper
could
one
day
be
a
premier
site
for
nationally
recognized
soccer
tournaments
and
events
located
at
the
base
of
the
trip.
Propels
the
larger
land
pond
would
benefit
from
this
natural
amphitheater
layout
and,
as
I
mentioned
Marlins
and
exciting
spectator
sport
with
a
unique
ability
to
draw
outsized
media
attention.
In
fact,
many
of
us
is
already
attracting
attention
because
of
our
growing
right
now,
so
in
your
tones
outside
magazine,
ESPN
and
PR,.
N
Q
Just
a
few
of
the
publications
that
have
written
about
the
growth
of
the
sport,
and
recently
we
received
a
call
from
a
producer
for
NBC
tribal,
show,
that's
featuring
the
Twin
Cities
and
what's
going
on
here
and
then
upcoming
episode
and
in
researching
things
and
activities
to
do
in
Minneapolis,
they
came
across
logrolling
and
the
host
will
be
spending
an
entire
day.
Learning
talaga
role
with
the
minneapolis
logrolling
club.
Q
Q
Q
Hosted
the
city
parks
Alliance
conference,
a
greater
and
greener
conference
and
modeling
demos
were
included
in
the
city
parks
tours
at
San,
Marcos
Marcos
casita
in
the
Comus
and
the
deputy
mayor
of
the
city,
us
decided
to
give
it
a
try
and
she
loved
it
and
immediately
noted
that
she
envisions
that,
while
rolling
could
be
a
part
of
their
2028
Olympic
legacy
a
project
this
summer,
the
city
of
Los,
Angeles,
IPX,
weather
city
pools
and
two
weeks
after
using
them,
they
ordered
four
more
because
they
wanted
to
have
it.
Two
more
programs
and
more
pools.
Q
So
this
boot
is
really
going
across
the
country
and
probably
that
many
of
us
has
opportunity
opportunity
to
be
a
worldwide
leader
in
the
sport
as
we
continue
on
our
Olympic
mission.
So
this
local
and
specific
plan
would
be
the
first
ever
built
in
an
urban
park
and
would
submit
Minneapolis
as
the
model
program.
Everyone
has
a
very
strong
history
in
Minnesota
and
we
want
to
ensure
that
it
has
an
exciting
future
here.
As
well,
so
any
luck
to
open
it
up
to
any
questions
that
you
guys
have
about.
Thank
you.
C
A
J
Sure
Forney,
commissioner
French,
the
answer
would
be
yes,
I
guess,
we'd
have
to
see
what
agreement
was
struck.
We
are
with
the
lopat
foundation
and
they've
gotten
insurance
policies
to
cover
us
and
we
can
contract
with
nonprofit
recreational
organizations.
If
that's
what
this
is?
It's
a
non-profit
as
opposed
to
logrolling,
is
some
kind
of
professional
okay
world
wide
wrestling
or.
J
C
L
You,
chair
ferny,
so
I
had
heard
about
this
about
a
month
ago
and
I
was
super
excited
about
it
because
here's
more
infrastructure
or
possible
infrastructure
improvement
to
North,
Minneapolis
I
do
bet
some
concerns.
I
hope
you
can
answer,
but
I
want
to
share
that
I.
Think
partnering
is
really
important
for
the
success
of
the
future
of
the
park
board
and
our
schools
in
our
city.
As
someone
who
frequents
theta
was
I
feel
like
every
day
I'm,
either
walking
through
there
golfing
like
writing
now
or
just
getting
some
food.
L
It's
just
awesome.
Seeing
that
many
more
people
in
the
community
using
our
facilities,
a
few
questions,
I
have
number
one
is
parking
as
a
concern
of
mine,
so
we
have
the
two
Lots
there
and
they're
starting
to
look
like
it's
getting
filled
up
now
with
just
the
golfers
and
the
bikers
Sattar
away.
Is
there
going
to
be
adequate
parking
for
adding
another
facility,
our
partner
at
theatres,
worth
for
the
Lopatin?
The
par
three
are
I'll.
P
Use
you're
not
gonna,
see
this
happening
in
the
wintertime
right.
I
think
the
real
strongest
pressure
on
our
parking
is
going
to
be
winter
time,
both
because
the
skiing
is
just
that
much
more
intense
right
now
and
because
people
can't
bicycle-
and
you
know
I
think
there
is
really
infinite,
not
infinite,
but
but
very
significant
ability
to
absorb
bicycling
type
of
parking
and
I
and
I
know.
P
You
know
that
not
everyone
can
park
and
we
want
to
save
those
parking
spots
for
people
who
who
really
really
need
them
and
so
we'll
be
offering
incentives
for
people.
You
know
to
bike
to
the
to
the
facility,
so
I
I
think
you
know
for
sure.
There's
potential
concerns
there,
but
I
think
that
the
winter
is
far
far
greater
concern
than
anything
you'll
see
with
the
law.
Okay,.
L
Because
I
just
want
legitimate
concerns
of
all
the
citizens
that
are
golfing
there
and
now
they
can't
park
there
in
this
net,
I
mean
the
other
18
hole.
Is
it's
a
little
distance
for
somebody
to
walk
a
ticket
to
play
the
par
3
and
then
I
don't
want
that
lot
filled
up,
because
you
know
that
lots
have
looked
pretty
full
to
me
the
past
couple
times:
I've
been
there.
Yes,.
P
Think
we've
been
able
to
accommodate
all
the
parking
need
so
far
and
I
think
there
is
another
discussion
to
be
had
potentially
about
how
we
handle
the
parking
lot
and
I.
Don't
necessarily
I
think
we
need
to
get
into
not
right
now,
but
there
are
other
ways
of
making
sure
that
the
parking
is
more
available.
Okay,.
L
Thank
you.
The
next
question
is
so
this
post,
the
this
is
at
the
end
of
the
tubing
hill.
Is
this
going
to
impair
if
we
get
some
great
snowfall
and
we
can
get
out
kid,
I'm
really
excited
about
being
the
Toledo
going?
Is
this
command
period
also
slowed
us
down
from
getting
that
tubing?
You
know
up
and
running,
because
this
is
open
water,
that
I
don't
know
if
it's
going
to
freeze
or
if
it's
going
to
be
drained,
and
then
you
put
some
on
top
of
it.
Yeah.
P
L
Then
the
last
thing
is:
it's
more
of
a
comment
is
I
need
to
make
sure
that
your
organization
wants
to
make
a
commitment
to
the
residents
of
North
Minneapolis
and
that
we're
not
just
building
this
for
people
to
come
take
over
our
community,
because
that's
how
a
lot
of
community
members
feel
so
I
would
want
to
see
some
serious
engagement
with
the
people
that
reside
in
our
community,
specifically
people
of
color
and
lower-income
communities.
So
they
could
feel
like
that.
This
is
a
part
of
something
that
they
own
and
and
get
to
participate
in.
Q
In
commissioners,
here
is
an
actually
that's
one
of
our
main
goals
for
this,
because
we
ever
mention
our
mission
is
to
give
what
make
orderly
and
accessible
to
everyone
that,
and
we
really
want
to
expand
the
reach
of
people
who
are
learning
how
to
log
right
and
it
will
it
isn't.
Affordable
and
I
could
a
little
smart.
For
you
know
anyone
can
just
step
right
up
and
give
it
a
try
and.
Q
That's
I
think.
The
reason
why
we
really
like
the
study
of
the
learning
plan
is
that
it
is
a
more
affordable
option
to
people
and
one
that
entire
families
can
enjoy
together
and
I.
Also
just
wanted
to
add,
as
part
of
their
kind
of
a
parking
issue.
I
think
we're
cool
thing
about.
Is
that
envisions
other
people
who
have
already
come
in
to
the
park
for
other
reasons
that
this
will
be
like
an
activity
that
they'll
do
while
they're
there?
Q
H
K
Thank
You
Commissioner
forney
I'm,
not
on
this
committee,
but
I
have
a
couple.
Questions
and
comments.
I
have
a
question
for
a
John
monger
I'm
wondering
who's
gonna
foot
the
bill
for
this.
P
P
I
think
you
know
our
engineers
figure
that'll
be
about
sixty
thousand.
It's
not
a
little
significant
endeavor.
It's
basically
a
two
foot
deep
pond
with
with
a
liner.
K
And
I
was
gonna
talk
about
the
parking
a
little
bit
because
I
work
in
the
area,
I
think
a
lot
of
parking
will
be
freed
up
there
now,
because
the
Thor
construction
parking
lot
is
done
on
Plymouth,
Avenue
and
I
know
like
for
us
at
Northpoint.
We
use
the
parks
parking
lot
and
we
had
a
shuttle
there.
That
would
drive
us
to
work
for
like
the
past
couple
months,
so
I
think
that
that's
gonna
change,
so
I
did
not
use
it.
K
Man
they're
getting
people
to
work
and
then
it's
there
all
day,
so
I
think
that's
gonna
change
and
then.
Lastly,
if
this
did
happen,
I
think
that
Commissioner,
French
and
I
should
have
the
inaugural
log
roll.
K
This
this
is
very
excited.
I
also
want
to
echo
what
Commissioner
Severson
said
about
making
sure
that
the
community
is
engaged
in
this
and
that
they
understand
that
this
is
an
activity
that
they
can
participate
in
and
there's
opportunities.
I
know.
Sometimes
we
think
of
things
is
really
cheap.
You
know
as
compared
to
other
things,
but
it
has
to
be
affordable
to
the
people
who
live
over
there
and
sometimes
what's
affordable
to
us
may
not
be
so.
K
I
would
appreciate
opportunities
for
everyone
who
wants
to
use
that
to
you
know
to
get
into
this
sport
to
be
able
to
do
it,
no
matter
how
much
that
is.
Rather
it
be
scholarships,
it's
a
part
of
fundraising,
creating
some
type
of
scholarship
form
for
those,
because
we
we
kind
of
make
assumptions
sometimes
that
five
dollars
is
affordable,
but
that
not
be
the
case
for
some
people.
So
I
really
hope
that
we
follow.
P
The
cheer
for
me
encouraged
to
be
tough
I,
could
comment
on
that,
because
I
think
I
think
it's
an
important
point.
I
mean
when
Abby
first
came
to
us.
You
know
that
really
the
thought
was.
How
do
we
make
this
part
of
our
adventure
camps,
which
you
know
we're
very
intentional
about
making
sure
that
adventure
camp
you
know,
has
North
Minneapolis
involved
and
that
that's
a
big
piece
of
what
we
do?
P
So
that's
that
was
kind
of
where
this
idea
came
from
is
to
make
sure
that
those
kids
in
adventure
camp
have
this
opportunity,
but
the
other
thing
I
guess
you
know
a
lieutenant
and
you
kind
of
alluded
to
it
with
scholarships.
Is
you
know
the
the
model
of
everything
that
we
do
there
is
is
very
much
on
this
kind
of
scholarship
type
model.
P
We
do
want
to
make
sure
that
the
person
comes
from
Edina
and
wants
to
use
log
rolling
that
we
are
getting
compensated
for
that
so
that
you
know
there
is
a
reason
that
they're
using
the
parking
and
that
we're
able
to
make
this
trailhead
facility
available
to
everyone.
But
we
are,
you
know,
very
intentional
about
making
sure
that
there
are
scholarship
type
of
opportunities.
So
it's
it's.
You
know
I
I,
don't
want
to
deceive
everyone
and
promise
that
oh,
it's
going
to
be
zero
dollars
to
use
the
log
rolling
ponded
there
will
be
a
fee.
F
I
already
told
the
Commissioner
Vita
that
I
would
love
to
do
it
they're
a
little
hurt
that
she
didn't
invite
me
to
that
inaugural
role,
but
but
I'll
be
there
in
regard
to
transportation.
Here,
I
brought
this
up
at
a
previous
meeting,
but
I'd
really
like
to
see,
if
it's
possible
for
us
to
extend
that
bus
line
out
to
the
so,
maybe
as
part
of
your
investigation
into
the
viability
of
this,
you
can
see.
If
that's
something
we
can
do.
Thank
you.
E
You
for
the
presentation,
I
have
a
couple
of
questions.
I
guess
maybe
first
so
I
can
get
an
image
of
this
facility.
Are
there
examples
of
this
exact
kind
of
like
pre-built
log-rolling
specifics
facility
that
I
can
look
at
a
video
somewhere
or,
what's
my
bests
gonna,
be
able
to
get
a
vision
of
what
this
would
be
sure.
Q
So
sheriff
for
non-commercial
Colo,
this,
as
I
mentioned
in
the
presentation.
This
would
be
the
first
of
its
kind
in
the
run
park.
So
we
have
some
drawings
from
engineering.
Q
P
All
right
sheriff
or
new
commissioner
yeah,
so
like
Commissioner
Severson,
asked
about
it
would
we
would
drain
the
pond
in
the
winter.
We
would
actually
be
making
snow
right
over
it
because
it's
part
of
the
it's
for
the
Cooper's
come
down.
It's
part
of
the
the
landing
so
to
speak
for
the
time
she
and.
E
Q
To
be
about
to
will
be
about
two
feet:
deep,
actually,
the
shower
or
the
better
for
our
going,
because
you
can
just
literally
step
right
up,
you
could
wear
shorts,
beautiful,
really
any
sort
of
athletic
wear.
We
did
a
large
rolling
demo
in
Central
Park
in
New
York
City
Parks
Department
with
New
York
City
Parks
Department
this
past
summer,
and
it
was
like
a
30
by
50
pool
in,
but
in
Central
Park
about
two
feet
deep.
We
had
people
trying
it
and
jeans
with
little
kids.
Q
It
was
I.
Think
that's
a
cool
thing.
It
was
everyone
was
just
willing.
They
just
saw
and
they've
had
to
try
it
so
I
think
once
the
word
gets
out
on
people
know
about
it.
They'll
come
you
know,
prepared
in
their
water
clothes
or
shorts
or
athletic
gear.
But
if
someone
really
wanted
to
give
it
a
try
and
their
jeans
that
when
the
deputy
mayor
of
Los
Angeles
travels
at
the
green
shoes,
she
was
in
denim
jeans
on
a
denim
shirt
and
gave
it
a
try.
Q
So
Charity
Commission
Colo,
we
did
lay
out
kind
of
like
a
what
a
week
at
the
logline
pond
would
look
like
I'm,
and
we
envision
that
you
know
during
the
day
the
youth
can
swim
from
9
to
4,
and
then
there
will
be
a
time
in
the
early
afternoon
into
the
evening
where
that
would
be
open
rolling.
We
could
you
went
older,
people
can
come,
try
it
and
then
a
time
in
the
evening
where
you'd
have
classes
that
people
could
sign
up
for
and
then
training
for
the
lot
for
the
larger
length.
Q
Those
things
can
also
happen
simultaneously.
I
think
we
have
room.
We
designed
for
room
for
about
nine
kilos,
which
is
I,
think
pretty
significant
and
I'll
become
some
things.
I
think
you
have
dropping
classes
and
open
boring
and
then
sometimes
when
people
when
there
were
sort
of
like
private
rental
groups
that
wanted
to-
and
we
could
do
that
it
wouldn't
be
every
weekend
week,
I
think.
N
Q
Primary
focus
is
to
have
it
as
an
Oh
like
where
people
are
coming
to
recreate
and
log
roll,
but
of
course
upon
the
rentals
can
generate
revenue
to
supplement
the
pond.
And
then
you
know
between
more
than
three
times
of
someone
having
like
a
lager
link
tournament
where
you'd
be
putting
on
more
of
an
event.
But
again,
that's
really
great
time
for
people
to
come
and
watch
later'
rolling
in
the
park.
Thank.
E
A
You,
chair
Forney
for
letting
me
speak
since
I'm,
not
on
this
committee
and
I
apologize.
If
any
of
my
questions
are
repeats,
I
needed
to
take
a
break
for.
A
Q
We
we
worked
with
and
basically
well.
We
should
probably
tagged
him
on
this
a
little
bit,
but
what
a
filtration
system
and.
Q
H
P
And
the
other
thing
I
would
add
is
that
you
know
we
have
on-site
staff.
That's
you
know
it's
much
bigger
in
the
winter,
doing
the
trails
and
so
forth,
and
they
would
be
doing
the
monitoring
and
so
forth,
and
you
know,
make
sure
we're
changing
out
the
water
when
necessary
and
doing
what's
that,
you
know
as
as
necessary
to
make
sure
that
it's
it's
a
good
experience.
So
just.
P
Lonnie
Commissioner
music,
so
a
couple
things
one
that
the
snow
would
not
ever
be
a
low
amount
of
snow
for
us
because
we
make
the
snow
artificially.
So
we
would
have
feet
of
snow
there
actually
because
of
the
tubing
health
facilities.
So
you're
not
gonna,
have
people
directly
walking
on
it
in
that
in
the
winter
months,
and
then
the
other
side
says
yes
well,
we'll
need
to
work
on
what
exactly
those
plantings
look
like
and
wink
is
helping
us,
but
I'd.
Also,
you
know
point
out:
our
trails,
superintendent
is
is
a
turf
specialist.
P
P
I'm
sorry,
president
era,
for
any
Commissioner
music
yeah,
the
density
of
activities
is
actually
what
makes
the
trailhead
work,
that
the
different
activities
complement
each
other,
and
this
is
a
summer
activity
versus
a
winter
activity,
for
instance,
you
know,
and
and
that
and
that
density
of
activities
is,
is
by
design
right.
So
you
come
there
to
mountain
bike,
and
you
see
that
you
can
try
log
rolling.
P
C
P
Sheriff
or
Nia,
commissioner
friends,
so
you
know
the
the
ongoing
maintenance
is
mostly
labor
costing
and
I
was
kind
of
living
to
this.
A
previous
question
that,
but
you
know
we
have
year-round
permanent
staff
and
this
actually
helps
balance
out
the
year
where
they
have
more
work
to
do
in
the
winter,
because
that's
our
most
busy
time
of
year.
This
is
something
that
you
know
will
certainly
add
some
extra
cost,
but
mostly
its
extra
labor
cost
that
we're
already
incurring.
So
it's
really
helping
you
know
our
cause
in
that
way.
So
the.
C
P
Q
K
Thank
you
for
letting
me
speak
again,
commissioner,
for
me,
I'm
going
back
to
this
money
thing
again,
because
60,000
seems
a
little
low
to
me
to
make
this
happen.
I
mean,
maybe
it
could,
but
it
just
seems
like
it's
a
little
low,
so
I
wanted
just
clarification.
That
60,000
was
gonna,
make
the
project
happen
and
not
like
what
it
took
to
design
the
project.
P
Search
her
former
commissioner
Rita
yeah,
we've
engaged
wink
to
do
the
engineering
work
and
the
the
design,
and
you
know,
we've
worked
with
Pete
from
went
before
and
he's
given
us
good
estimates
that
have
turned
out
to
be
accurate
and
on
the
snowmaking
side
of
things,
and
so
IIIi
feel
good
about
that.
I
mean
I.
Think
you're,
right
and
I
would
probably
tell
mr.
Laney
that
you
know
she
should
plan
on
raising
seventy.
K
Wait
wink,
it
is
right,
that's
the
name
of
it.
Can
they
provide
staff
with
with
the
cost
estimates
that
they
think
this
project
will
ya
put
haven't
already?
We
can
do
that.
You
know
okay
and
then
weird
for
sure
that,
like
the
fundraising
that
you
all
will
guarantee
the
money
for
this
practice.
Thank
you.
H
Seeing
no
no
other
questions
or
I
got
a
ton
of
them.
First
of
all,
I
need
to
disclose
that
I
have
dunkey
rolling
I,
did
it
at
the
Midtown.
Why
did
a
full
glass
whatever
and
it
was
in
deeper
water
than
two
feet?
I
would
have
welcomed
that
mm-hmm.
What
did
you
call
them?
I
call
them
training
training
wheels
between
us
yeah,
okay
anyway,.
A
H
Amaryllis
part
it's
great
for
little
kids
because
they
have
no
inhibitions
whatever
it's
one,
so
it
smells
very
exciting.
Okay,
well,
I
have
a
lot
of
reservations
about
this.
I
really
do
that's.
Why
I
just
kind
of
go
through
them
give
me
this
is
equivalent
to
a
wading
pool
and
if
it's
a
wading
pool
staff
could
maybe
answer
this
question.
I
think
we
need
a
fence
around
it.
Does
he
meanoh?
P
Okay,
yeah
Sarah,
14
wink
as
part
of
its
engineering
work,
has
has
gone
around
and
and
and
assessed.
You
know
what
does
this
qualify
as
and
because
of
its
its
depth?
It's
it's!
It's
not
subject
to
various
regulations.
So
if
you
know,
if
that
was
something
that
board
directed,
you
know
it
would
be.
You
know
it
would
be
something
we
would
consider.
I
can
tell
you
that
if,
if
that,
if
there
was
a
fence
required
around
it,
we
would
probably
have
second
thoughts
about
doing
it,
because
I'm.
H
N
Q
I
believe
a
link,
as
John
mentioned
in
their
assessment
washed
out
all
of
the
different
municipal
entities,
but
because
it
doesn't
have
a
concrete
bottom,
isn't
considered
a
pool,
and
so
it's
not
regulated
the
same
as
wading
pools.
It
would
just
be
in
another
natural
body
of
water,
so
that's
what
they
assessed.
Q
N
G
This
presentation
that
was
just
a
discussion
item
to
see
what
the
interest
was
and
as
deputy
superintendent
ring
noted,
we
not
only
have
all
this
engineering
to
go
through,
but
we
have
master
plan
amendments
to
go
through
and
community
engagement,
so
we'll
have
a
lot
of
time
to
get
a
lot
more
answers
about
exactly
the
type
of
pool
how
we
deal
with
the
the
water
issues
and
making
certain
that
it's
constructed
to
the
standards
and
rules
that
would
apply
to
the
park
board.
Thank.
H
G
H
Mean
I
just
have
real
concerns
about
that
that
you
know
it's
not
a
sixty
thousand
dollar
project,
it's
actually
quite
a
bit
more
okay,
it's
a
future
maintenance
is
something
that
you
know.
We
also
need
to
be
budgeting,
and
we,
of
course,
would
have
to
a
rental
agreement.
You
know
whatever
that
you'd
be
contributing
back
and
stuff
like
that.
G
H
Q
H
Been
on
borrowing
at
Cedar,
Lake,
okay,
anyway,
I
hope
that
you'll
be
there,
but
more
importantly,
is
I
hope
that
you'll
be
on
the
Mississippi,
the
most
appropriate
place
for
log-rolling,
of
course,
anyway.
So
I'm
really
so
I'm
really
concerned
number
one
about
density
of
the
activities
that
are
going
on
there
I'm
really
concerned
about
you
know.
If
there
we
do
need
to
have
a
fence
around
it,
long
term
maintenance.
H
Those
are
real,
critical
things
to
me
and
then,
of
course,
the
additional
expense
and
just
with
enough,
the
appetite
is
there
for
having
something
like
this.
As
far
as
the
master
plan
and
the
Met
Council,
but
I
do
want
to
put
the
challenge
out
there
that,
instead
of
and
I
think
John
you,
you
spoke
too
quickly.
I
really
think
that
we
should
incorporate
this
somehow
in
the
Polar
Plunge.
E
E
B
I
B
B
The
motion
carries
he
would
entertain
a
motion
to
adjourn.
It's
been
moved
to.
Is
there
a
second,
it's
been
moved
and
seconded
all
those
in
favor,
please
signify
by
saying
hi,
hi
opposed
abstentions.
We
are
adjourned
the
time
being.
I
know
for
Ford
for
Christopher
Commissioner,
mind
I
would
like
to
call
to
order
the
Committee
of
the
Whole
meeting
of
August
first.
B
B
You
everybody
no
motion
to
approve
the
agenda,
so
moved
I
spent
moved
and
seconded
any
discussion,
seeing
none
all
those
in
favor,
please
signify
by
saying
aye,
aye
opposed
abstentions.
The
motion
are
the
agendas
approved.
They
would
entertain
a
motion
to
enter
into
closed
session
for
the
purposes
of
discussing
a
rika
discussion
regarding
downtown
Commons
Park
litigation
summer,
it's
been
moved.
Is
there
a
second?
Second,
it's
been
moved
and
seconded
any
discussion,
seeing
none
all
those
in
favor
of
entering
closed
session.
Please
signify
by
saying
I
opposed
abstentions.
