Minneapolis
City
Council,
welcome
this
morning
to
City
Hall.
Before
we
start
our
official
business,
we
have
two
honorary
resolutions,
both
important
and
the
first
are
on
Rea
resolutions
for
street
names.
That
council
member
jenkins
council,
vice
president,
has
sponsored
so
I
will
turn
the
first
over
to
her.

and
it
really
is,
you
know
significant
and
we
could
have
so
many
names
of
people
in
this
very
community
of
first
black
mayor
is
from
this
neighborhood,
our
first
black
state
representative,
who
is
here
with
us
tonight
this
morning
and
so
to
single
out.
These
two
individuals,
I
think,
is
a
deep
honor
and
I'll
just
go
ahead
and
read
the
resolution.

cornerstone
community
and
cultural
asset
that
supported
African,
American,
youth
and
families
in
and
around
the
black
neighborhood
of
South
Minneapolis,
and
whereas
Clarissa
Rogers
Walker
helped
to
distinguish
many
of
Samantha
knees.
Programs
that
support
thousands
of
families
with
a
variety
of
resources,
including
fresh
produce
and
other
food
needs,
clothing,
shelter
and
after-school
support.

You
Newman
carried
the
torch
for
the
Minnesota
sportsman
recorder
to
become
the
oldest
black
newspaper
in
the
state
of
Minnesota,
having
celebrated
85
years
of
service
in
August,
2000
and
19,
and
is
one
of
the
longest
standing
family
owned
newspapers
in
the
country
and
whereas
the
Minnesota
spokesman
recorder
is
a
legacy
institution
with
deep
roots
in
both
Minneapolis
and
st.
Paul
natural
areas,
particularly
in
the
central
neighborhood
in
south
Minneapolis,
known
as
a
trusted
source
for
black
news
and
information
and
as
chairs
in
is
a
cherished
cultural
resource.

whereas,
under
the
leadership
of
granddaughter
Tracy
Williams
Geller,
the
Minnesota
spokesman
recorder
was
designated
as
a
local,
historic
landmark
on
November,
20th,
2015
and
whereas
the
city
of
Minneapolis
recognizes
the
cultural
significance
of
the
38th
Street
quarter.
That
has
a
legacy
and
heritage
deeply
rooted
in
the
african-american
community
and
history.

My
mother
made
sure
she
had
her
own
legacy
just
through
soldiers
as
you
can
see,
but
it
is
an
amazing
honor.
It's
one
of
the
things
that
we
say.
You
know
a
lot
of
folks
like
to
lift
up
myself
since
I
did
make
history,
but
the
history
was
only
possible
because
of
Clarissa
Walker
and
that
legacy
is
the
legacy
that
we
all
try
to
live
and
breathe
every
single
day,
and
it's
not
just
those
of
us
that
share
her
blood.

is
an
honor
to
be
able
to
see
folks
from
the
community,
especially
south
Minneapolis,
to
this
day
that
have
a
story
of
saying
your
mother
gave
me
shelter.
Your
mother
gave
me
food.
Your
mother
gave
me
hope.
Your
mother
gave
me
a
vision
and
a
dream.
Your
mother
supported
me
when
my
own
family
would
not,
and
so
that
is
the
legacy
that
we
are
celebrating
today
and
honoring,
moving
forward,
that
Clarissa
Walker's
life
and
soul
and
spirit
in
South
Minneapolis
will
continue
to
be
so.

just
first
start
off
by
thanking
God
and
thinking
miss
Jenkins
here
for
helping
with
her
crew
to
help
us
to
first
of
all
get
the
building
named
as
a
historical
landmark.
That
in
itself
was
a
store
whole
time
for
me
being
at
the
head
of
the
paper
and
now,
as
we
recognized
the
name
of
the
commencement
of
the
street
on
the
same
day,
that
I
was
actually
born,
which
is
your
mother's
birthday
today.

it's
a
special
day
as
far
as
me
being
able
to
remember
this
day
at
ojon
on
my
way
down.
If
I
forget
this
day,
it's
time
to
put
me
away,
but
my
grandmother,
she
spent
a
lot
of
hard
days
and
years
while
working
at
the
paper
after
my
grandfather
passed
a
lot
of
people
at
that
time,
thought
as
a
woman
back,
then
she
wouldn't
make
it
and
they
were
just
kind
of
waiting
to
see
when
she
was
ready
to,
let
it
all
go,
but
she
never
did
she
kept
fighting.

She
kept
it
going
so
now,
I
stand
on
the
shoulders
of
two
giants.
My
grandfather
and
my
grandmother
so
I'm
very
proud
of
this
moment
to
be
able
to
see
the
street
that
the
building
sits
on
today
being
named
the
LIUNA
q
Newman
way,
it
means
a
lot
to
me.
It
means
a
lot
to
my
family.
They
all
couldn't
be
here
today,
but
they
send
their
love
with
me
to
the
City
Council

maybe
just
bitter

don't
know,

we're
honoring.
The
amazing
work
of
our
city
attorney
who's,
leaving
us
for
an
incredible
opportunity.
We're

excited

your
future
here
and
do
we
want
your
staff
to
join
us
or
there
all
we
have
felt
like
the
entire
City
Attorney's
Office
with
us
today
and
you're
welcome
to
come
on
up.
They
don't
look
excited
to
be
in
the
front.

Well,
before
we
begin
the
reading
of
a
formal
resolution,
we
do
have
a
reception
later
this
afternoon,
where
every
council
member
will
be
able
to
share
and
will
be
able
to
talk
more
and
I'm.
Sure
there'll
be
story
is
told,
and
memory
is
shared,
but
I
want
to.
Just
personally
thank
you,
miss
eagle
for
all
of
your
work
that
we've
had
together
in
just
the
last
couple
of
years.
You've
been
here
longer
than
most
of
the
elected
officials
in
the
city.

In
our
city,
your
leadership
has
been
extraordinary
and
it
will
be
deeply
missed,
but
you
have
left
a
huge
legacy
in
criminal
justice
reform
in
sort
of
rethinking
how
the
city
us
a
City,
Attorney's
Office,
brings
a
value
based
approach
to
you,
know
legal
questions
that
seem
cut
and
dry,
but
often
aren't
so.
We
are
excited
to
continue
to
work
with
you.
I
will
call
you
on
your
cell
phone.

Two
council,
presidents
and
29
council
members
during
her
tenure
and
whereas
miss
eagle
takes
great
pride
in
the
amazing
skilled
staff
of
the
office
of
the
city
attorney,
which
she
rightly
states
as
the
best
public
law
and
prosecution
office
anywhere
in
the
planet.
And
whereas
Ms
Siegel
has
led
numerous
successful,
high-profile
and
significant
legal
legal
matters.
On
behalf
of
the
city
of
Minneapolis,
including
defunding,
rank-choice
voting
system
before
the
Minnesota
Supreme
Court,
the
successful
litigation
and
merger
of
the
police
and
fire
relief
associations
into
the
state
pension
system
representing
the
city's
elections
and
voter
services.
A
Division
during
the
Frank
and
Frank
and
Coleman
election
recount
and
defending
the
city's
minimum
wage,
sick
and
save
time
and
section
eight
ordinances
among
many
others
and
whereas
miss
Siegel
has
demonstrated
her
dedication
to
the
Prevention
of
domestic
violence
with
the
Minneapolis
model
for
a
coordinated
response.
Placing
a
priority
on
this
work
in
her
office
with
a
talented
and
dedicated
domestic
violence
team
that
has
increased
conviction,
rates
and
domestic
cases
by
50%
and
shortened
charging
times,
and
the
number
of
gone
on
arrival.
A
Cases
that
are
charged
and
whereas
masti
GLE
instituted
the
outreach
program
which
provided
a
proactive
follow-up
by
a
family
therapist
and
specially
trained
police
officer
for
families
and
violent
crime.
Hotspots
to
offer
services
where
a
9-1-1
call
coded
for
domestic
violence
had
been
made.
But
no
criminal
case
resulted
and
in
2020.

Without
a
permit
providing
trauma-informed
culturally
specific
programming
in
lieu
of
time
in
the
workhouse,
a
program
that
is
one
of
three
initiatives
from
around
the
country
currently
being
evaluated
by
the
smart,
the
car
serration
program
at
the
University
of
Chicago
and
whereas
under
Missy
goals,
leadership,
the
office
of
the
city
attorney
has
moved
to
pre-charge
diversion
which
allows
individuals
to
avoid
having
a
criminal
record
increase
the
numbers
and
types
of
diversion
programs,
including
the
addition
of
interact,
a
diversion
program
for
misdemeanor
obstruction
of
legal
process.

the
Court
of
Appeals
is
fortunate
beyond
compare
to
have
gained
the
sagacious
and
dedicated
attributes
of
mixed
Ms.
Siegel.

therefore,

resolved
that
the
mayor
and
city
council

commend
Susan
Segal
for
her
dedication
and
exemplary
service
to
the
city
of
Minneapolis
and
present
to
her.

Susan
has
four
years
now
served
the
city
with
grace
and
poise,
and
at
times
a
bit
of
profanity
and
she's
been
a
wonderful
partner
to
so
many
elected
officials.
She's
defended
the
city,
she's
advised
the
city
and
without
her
the
city
would
not
be
in
the
place
that
it
is
today.

it

one's

I've

people
from
my
office
here
and
I
do
want
to
say
that
they
are
an
incredible
talented
group
and
it's
just
been
my
honor
and
privilege

work

each

one

them

staff

the
city
of
Minneapolis,
they're,
really
talented
and
they're
really
dedicated,
and
they
work
really
hard
to
achieve
the
goals
and
policies
of
our
elected
officials,
who
are
also
at
this
level
of
government,

closest

the
people
and
doing
work,
and
they
get
calls
and
complain.

it's
somebody's
trash
hasn't
been
picked
up
to
the
really
weightiest
and
most
significant
issues
that
our
country
is
facing
now
and
they
I
can't.

first
council
meeting
that
I
think
I
staffed
as
a
new
city
attorney.
There
was
a
lengthy
discussion
about
petal
pubs
and
I
was
I
had
just
you
know,
I'd
to
master
Robert's
Rules
of
Order,
because
this
was
part
of
the
job
and
pedal
pub.
So
I
was
like,
oh,
my
god,
I'm
in
big
trouble.

What
kind
of
a
zoning
classification
is
that
until
somebody
explained
to
me
what
they
actually
are,
but
it's
just
been
my
honor
and
I'm
so
grateful
for
the
opportunity
to
work
in
this
city
because
I
have
learned,
I
have
been

beneficiary
I
have
learned.
I
have
grown
the
richness
of
diversity
walking
down
the
halls
of
this
monumental
building
has
made
me
a
better
person,
and
so
thank

particularly
I'm
humbled
following
these
iconic
legendary

Jewish
and
for
people
of
color

city

I,
had
mentioned
in
many
of
the
poll
that
I
think
we
should
postpone
this,
but
then,
since
that
time,
councilmember
Goodman
has
worked
to
make
this
ordinance
modify
this
ordinance
such
that
it
does
technically
make
scheduling
such
a
wage
consideration
feasible.
It
still
doesn't
show
where
this
money
would
come
from
and
I
think
that's
incredibly
untransparent.

I
still
feel
strongly
that
we
should
revisit
this.
During
our
fair
consideration
of
legislation
work
next
year,
we
can
still
do
so.
I,
don't
plan
to
move
a
postponement
at
this
time.
I
need
to
point
out
that
this
ordinance
doesn't
add
transparency.
To
me,
honest
people
add
transparency.
The
former
council
president
said
to
me,
and
I've
echoed
this
to
my
colleagues-
that
if
you
don't
have
the
intestinal
fortitude
to
go
and
justify
your
job
and
justify
a
pay
raise
in
the
public
square,
then
you
shouldn't
be
in
this
work.
I.

Don't
think
that
if
some
independent
board
and
Commission
needs
to
be
giving
telling
us
what
to
do
so,
that
we
don't
have
control
over
this
and
that
we're
not
using
data
and
looking
at
similar
kinds
of
jobs
position
in
positions
to
do
this
work
I
think
that
this
is
frankly
a
disingenuous
charade
by
my
colleagues
and
I
hope.
The
public
sees
that
in
measures
like
this
to
hold
your
colleagues
accountable
when
you
voted
for
pay
raises
over
and
over
again
I
hope,
people
see
the
facade
and
so
I
will
support
this.

So
this
is
an
amendment
that
councilmember
Palmisano
alluded
to
listening
to
my
colleagues,
including
councilmember
Pigman,
with
some
concerns
about
taking
two
cycles
to
get
this
done,
might
tie
the
hands
and
make
it
more
challenging
for
a
council
in
the
future
to
deal
with
this
I'm,
proposing
that
we
remove
the
language
that
says
at
least
one
council
cycle
after
consideration
of
the
resolution
by
the
council
committee,
so
that
would
allow
it
to
happen
in
the
same
cycle.

The
intention
is
still,
this
would
appear
on
the
committee's
agenda,
they'd
be
considered
and
then
I
look
forward
to
the
council,
so
it
certainly
had
a
layer
of
transparency.
I
will
tell
you
that
council,
member
Johnson
and
I
and
others
in
the
City
Attorney's
office
and
the
staff
talked
a
lot
more
about
process
and
other
things
that
could
be
added,
and
we
felt
a
good
first
step
would
be
to
put
something
in
ordinance.
So
I'm,
looking
forward
to
an
opportunity
for
us
to
add
some
more
clarity
and
direction
about
it.

One
issue
that
has
come
up
is:
it
would
be
nice
if
there
was
some
accountability
for
making
sure
this
gets
on
the
council
agenda
every
four
years.
There's
some
concern
that
it
gets
forgotten
and
people
aren't
tracking
it
when
we
get
swept
up
in
our
other
business,
so
I
think
we'll
have
to
pay
attention
to
that
going
forward
and
I'm,
hoping
that
I'm
responsible
and
professional
staff,
like
our
city
clerk
and
others,
will
make
sure
that
we're
more
watching
this
issue
as
we
go
through
the
terms
into
the
future.

Thank

member

I
had
planned
to
make
this
comment
on
the
underlying
motion,
but
I
I
do
I
did
want
to
reflect
that
I.
Don't
think
this
was
intended
to
sort
of
drag
up.
What's
happened
in
the
past,
but
rather
look
forward
into
how
we
might
be
able
to
make
these
decisions
in
a
way
that
creates
more
transparency.
I
will
say:
I
learned
about
the
intention
to
bring
forward
a
staff
and
pay
increase
for
council
members,
something
like
ten
hours
before
we
voted
maybe
12
hours
before
we
voted
last
time.
A
So
that
didn't
afford
me
the
opportunity
to
do
outreach
to
my
constituents
or
even
talk
with
my
colleagues
or
clerk
staff
or
any
anyone.
I
was
at
an
event
and
received
a
phone
call
in
the
night
time
before
the
council
meeting
the
next
morning.
So
I
think
that
this
is
intended
to
avoid
that
scenario
and
perhaps
other
examples
of
a
very
last-minute
approach
to
this
kind
of
question,
and
certainly
there
could
be
further
improvement.
But
I
think
this
is
a
good
first
step
and
appreciate
the
flexibility
of
the
authors
and
taking
initiative
on
this.

I
guess
I
did
not
clarify
with
us,
but
that
was
a
the
full
report.
That

we

working
on
designating
cultural
districts
in
the
city
of
Minneapolis
and
we're
hoping
that
this
30th
Street
corridor
becomes
a
part
of
that
cultural
district,
and
so
this
is
laying
the
groundwork
for
some
of
the
work
that
is
happening.
We
are
almost
towards
the
completion
of
the
38th
Drive
small
area
plan,
which
will
serve
as
a
foundation
to
revitalize
this
corridor,
and
so
I
just
want
to
thank
my
colleagues
for
supporting
this
commitment
of
name
change
and
and
acknowledge
that
it
is
a
part
of
a
much
broader
strategy.

comment
on
items
number
nine
and
ten,

chair.
If
I
could
there's
been
a
lot
of
misinformation
out
there
about
what
items
nine
10r
and
I
certainly
defer
to
the
chair-
but
I
want
to
make
it
clear
that
these
are
items
that
are
essentially
adopting
what
we
already
said.

The
rules
would
be
in
the
low
intensity
districts,
so
in
the
Comprehensive
Plan
process
like
it
or
not,
we
already
decided
that
you
can't
have
houses
even
if
they're
triplexes,
that
are
taller
than
what's
currently
allowed
for
a
single-family
home
that
are
wider
than
what
would
be
allowed
for
a
single-family
home
that
have
more
impervious
surface
than
would
already
be
allowed
for
a
single-family
home.
So
I
like
to
refer
to
it
as
the
box
can't
change.
All
that
can
change
is
how
many
families
could
live
within
the
existing
box.

not
any
kind
of
effort
to
kind
of
like
sneak
something
through
it's
an
effort
to
try
to
codify
what
we
promised.
People
who
were
concerned,
and
so
I
think
that
that
needs
to
be
said
and
I
certainly
would
defer

to
speak
to
that.
But
I
mean
if
there
was
anyone
who
would
be
worried,
it
would
be
me
and
I'm,
not
so
I
think
that
probably

particular
around
there's

a
lot
of
concern
voiced
by
constituents
in
North
Minneapolis
around
the
fear
of
there
not
being
enough
safeguards
in
place
to
prevent
any
sort
of
well
to
prevent
harm
being
done
as
a
result
of
this
change,
and
so
I
just
wanted
to,
as
I've
said
to
them,
say
it
on
public
record
I've
talked
to
a
few
colleagues.
This
is
something
as
well
as
staff.

is
something
that
I
look
forward
to
continuing
to
work
on,
to
ensure
that
we
have
positive
outcomes
as
a
result
of
this
change
and
that
it
it
actually
does
have
the
outcomes
that
were
intended
in
the
supporting
of
it
in
the
first
place,
so
we'll
keep
working
on
it.
This
isn't
just
the
this
is
just
the
first.
This
isn't
the
last
bit
of
work
for
them.

further

make
we've
comment
on
item
nine
and
ten
after
many
years
of
conversation
about
how
our
city
is
growing.
This
is
one
of
many
changes
that
will
be
coming
as
a
result
of
Minneapolis,
2040
and
I
think
it
was
one
of
those
questions
that
became
really
philosophical,
which
is
about
how
is
our
city
arranged?

will
take
policy
change.
It
will
take
procedural
change
like
that
runs
our
first
policy
that
we've
adopted
in
the
regulatory
Services
Department.
It
will
take
partnership
like
the
one
we
have
with
the
Attorney
General
to
go
after
problem
landlords,
so
all
of
that
work
together,
I
think
is
needed
to
recognize
that
vision
of
a
community
where
health
and
safety
and
prosperity
are
part
of
every
single
neighborhoods
life.
So

part

this
