we

one
resolution
today
before
we
start

official
agenda,
and
that
is
a
resolution.
Condemning
Islamophobia
and
acts
of
violence
against
the
Muslim
community
and
I
will
turn
it
over
to
councilmember
Warsaw
me
and
my
colleagues
to
read
the
resolution.

Whereas
Islam
is
a
world
religion,
one
that
emphasizes
peace,
charity
and
community
and
where
there
are
two
billion
worshippers
of
Islam,
known
as
Muslims
worldwide
constituting
1/4
of
the
world's
total
population,.

whereas
Islamophobia
is
the
fear,
hatred
or
prejudice
against
the
Islamic
religion
or
Muslims
generally,
and
whereas
in
the
last
few
decades,
there
has
been
an
increase
in
targeted
xenophobic
rhetoric,
hatred
and
violence
against
Muslims
and
those
who
are
perceived
to
be
Muslim.
And
whereas,
due
to
Islamophobia
Muslims,
have
increasingly
faced
violence
across
the
world,
including
the
recent
horrific
killing
of
50
innocent
civilians.

stands
with

residents
and

work
towards
fostering
a
deeper
understanding

policy

Committee

bringing
forward
four
items

approval.
The
first
two
items
have
to
do
with
the
lake
street
housing.
The
one
is
the
bond
issuance
and
this
project

410
West,
Lake
Street
and
the
other
one
is
tax,
increment
financing,
TIF
plan.
It's
approving
that
plan
both
of
those
items
were
requesting
early
signing
from
the
mayor.
The
third
item
is
a
grant
application
to
the
Metropolitan
Council
live
abilities.

demonstration
account
having
to
do
with
funding
for
the
upper
Harbor
terminal
site
project,
and
the
fourth
item
is
a
an
understanding
with
public
housing
authority.

aim
of
this
memorandum
of
understanding
is
to
put
protections
and
mechanisms
in
place
that
will
allow
tenants
to
further
to
return
back
to
their
units
to
make
sure
that
rents
are
not
increased
after
rehabilitation
and
that
that
the
public
housing
authority
work
out
an
agreement
with
each
and
every
tenant
of
minhas
family
housing
to
make
sure
that
they
that
they
are
fully
informed
about
the
process.
When
the
rehabilitation
when
a
building
is
going
to
take
place.
How
long
they're
going
to
be
away
from
the
building.

If
that
is
required
and
when
they
will
return
and
all
the
costs
will
be
taken
by
the
public
housing
authority.
And
this
is
an
agreement
is
an
agreement
between
two
parties.
It
took
us
a
long
time.
We
have
liberation
back
and
forth,

I
think
this
is
a
good
place
to
start
in
terms
of
protecting
our
public
housing
stock
and
making
sure
that
our
tenants
are
protected
from
any
redevelopment
or
development
projects
that
come
their
way
and
I
would
love
to
have
the
support
of
my
colleagues
inside.

just
wanted
to
speak
a
little
bit
about
this,
because
some
of
the
information
that
came
up
at
the
committee,
but
also
as
I
mentioned
at
committee,
the
whole.
We
were
having
a
listening
session
about
this,
which
calls
Merv
or
saw
me
and
I,
did
write
on
the
border
of
wards
two
and
six,
and
so
we
had
some
conversation.
I.
Think
that
conversation
also
in
some
some
correspondents,
so
I
think
many.

Some
of
you
might
have
got
some
emails
about
it,
including
from
the
Alliance
for
metropolitan
stability
from
us
Adams
who
did
come
at
the
tail
end
of
that
meeting.
I
at
the
meeting
we
heard
comments
like
this
is
going
to
be
a
big
green
light
for
all
sorts
of
things
happening
and
I
think
there
was
some
misperceptions
about
just
how
significant
the
mou
is.
I
think
that
it
it
it's
it's
a
step
that
we're
taking
rather
than
a
green
light.

I
see
this
more
as
a
flashing,
yellow
light
say
as
we're
taking
our
next
step
towards
considering
spending
any
city
money
in
these
projects.
We
want
to
be
careful
and
we
want
to
move
carefully
and
what
we
have
in
the
MOU
is
a
menu
of
options
that
won't
apply
to
anything
exactly
yet
but
will
apply
once
we
actually
have
financial
agreement
with
any
contract.
That's
going
forward
with
any
project
I'm
hoping
that
we'll
be
able
to
strengthen
those
contracts.
We
did
here
at
our
community
meeting.

The
second
thing
we
heard
through
this
process
of
the
listening
session
and
just
having
the
MOU
come
through,
is
that
people
want
more
opportunity
to
talk
more
and
have
people
listen
more
about
public
housing
and
the
future
of
public
housing.
And
what
is
this
rad
program?
And
what
does
it
mean
and
how
are
these
conversions
going
to
work
and
I've
committed
to
others
as
chair
of
the
Housing
Committee
and
I'm,
reaching
out
to
mPHA
commissioners?

To
do
this
with
me
and
others,
and
maybe
even
the
Alliance
that
can
can
help
convene
some
listening
sessions,
and
so
we
can
understand,
maybe
we
can
reach
out
to
st.
Paul
where
they've
done
a
massive
conversion
to
using
the
rad
program
over
there
to
all
their
properties.
As
my
understanding
to
kind
of
learn
some
lessons
and
discuss
this
more
fully,
I
think
it
would
be
a
big
mistake
if
any
of
our
public
housing
was
privatized,
I
think
we
need
to
keep
it
permanently
in
public
ownership
and
control.

That's
the
intent,
I
think
all
of
us
up
here
don't
want
to
lose
a
single
unit
of
deeply
affordable
housing
in
our
city.
In
fact,
we
want
to
see
more
investment
in
more
of
it,
and
so
that's
why
I
think
it's
important
that
we
take
some
time
and
we
continue
to
work
on
this
and
I'm,
making
the
commitment
as
chair
of
the
Housing
Committee,
to
get
involved
and
engaged
in
it.
I
will
note
that
the
listening
sessions
are
sometimes
emotional.
There
was
conflict
there's.
This
is
about
people's
homes.

Going
to
be
easy
work
so,
but
I'll
be
doing
it
and
I'll
probably
invite
all
of
you
who
would
like
to
and
if
you
are
interested
in
helping
to
coordinate
something
in
your
wards,
maybe
at
a
public
housing
facility.
There
I'll
talk
to
you
and
I've
already
talked
to
councilmember
Ellison,
because
I
think
the
Harrison
neighborhood
has
reached
out
directly
a
must
have
a
meeting
so
I'll
be
with
with
all
that
said,
and
noting
the
concerns
and
some
of
the
process
and
where
we
are
I'll,
be
supporting
this
MOU.

Wanted
to
reiterate
some
of
the
points
that
a
lot
of
my
colleagues
have
made
and
said
that
you
know
I
will
be
supporting
this
MOU,
because
it's
gonna
equip
us
in
a
way
that
we
currently
aren't
right.
We
don't
really
actually
have
a
say
in
whether
these
conversions
happen
or
not.
We
have
a
little
bit
of
a
say
on
who
gets
to
be
on
the
mPHA
board,
but
we
don't
actually
have
a
say
in
whether
these
conversions
happen
or
not,
and
this
MOU
allows
us
to
engage
in
sort
of
some
mutually
agreed-upon
principles
with
mPHA.

So
I'm
glad
that
my
colleagues
took
the
step
to
reach
out
to
mph
a
customer
saw
me
and
Jenkins
and
I'm
glad
the
mPHA
decided
to
come
to
the
table
and
sign
on
to
this
MOU
I'm,
not
in
favor
of
the
rad
conversions,
but,
and
this
MOU
doesn't
say
that
the
city
condones
them,
but
I
do
see
the
necessity
for
them.
There
has
been
steep
disinvestment
from
in
public
housing
from
the
federal
government.
This
is
our
attempt
to
make
sure
that
we
are
keeping
that
housing
public.

Even
if
other
levels
of
government
are
not
going
to
see
it
as
a
priority,
and
so
so
I
really
want
to
thank
my
colleagues
and
also
say
that
you
know
we're
mPHA
sort
of
stuck
in
this
impossible
sort
of
decision
between
letting
their
buildings
fall
into
disrepair
and
keep
everything
the
way
that
they
are
or
doing.
These
conversions,
which
are
risky
and
which
you
know
haven't,
have
had
mixed
results
across
the
country,
but
but
but
it
but
allow
them
to
make
repairs
to
the
building
and
have
people
living
in
dignified
conditions,
and
so
it's
it's.

this
point
that
comes

Relson
just
made,
which
is
that
we're
talking
about

federal
government
started
walking
away

public
housing

many

us

toddlers
or
before
council
members
who
are
sitting
here
today
were
even
born
and
after
decades
of
disinvestment
from
the
federal
government.

appreciate
that

many
council
members
have
come
together
to
reiterate
our
commitment
to
public
ownership
of
public
housing
and
the
protections
for
people
who
are
living
in
it
and
that
we
are
continuing
to
lead
in
this
national
conversation
about

longer-term
solutions.

really
just
need
to
see
better
leadership
from
our
federal
government
on
this,
but
absent
that
our
cities
will
continue
to
do
all
that.

million
dollars

has

raised
privately

green
Minneapolis

the
downtown
Council
towards
the
renovation
of
PV
Plaza
PV
Plaza
has
been
in
a
state
of
disrepair
for
more
than
six
years.

It's
taken
the
city
that
long
to
partner
with
the
state
and
the
private
sector
in
order
to
raise
the
money
to
redo
the
plaza,
although
the
plaza
is
a
completely
public
space
owned
by
the
city.
We've
entered
into
a
private
public
partnership
to
raise
the
money
for
the
renovation.
The
project
is
about
12
million
dollars
in
costs
of
which
the
city
contributed.

the

projects

affordable
housing
units

interim
financing
piece
