some
of
the
same
questions
and
some
of
the
agenda-setting
conversations
where
I
will
point
out
that
item
number
11
is
actually
authorizing
a
decrease
where
they
identify
an
area
for
cost
savings.
So
these
contract
amendments,
or
sometimes
in
response
to
you,
know
changing
conditions
or
identity.
You
know
the
things
that
we
learn
over
the
course
of
doing
the
projects
and
they're
not
always
increases
so
just
worth,
noting
that
there's
a
pretty
good
balance
on
this
consent
agenda.

speak
to
the
number
ten
in
particular,
and
part
of
this
is
fast-track
design.
So
our
steel
was
in
what
was
called
bid
package
to
this
is
the
contract
to
supply
this
deal
for
the
project
now
and
install
this
deal
and
as
we
further
develop
the
project
architectural

there
were
changes
that
were
made,
that
required
different
steel
pieces,
additional
steel,
which
might
have
been
a
scope
gap
and
so
forth.

this
is
a
collection
of
several
small
items
that
totaled
a
hundred
thousand
dollars
on
a
contract.
That
I
believe
if
my
memory
serves
me
right.
Yes,
it
is
here
in
your
action
is
over
seven
million
dollars,
so
overall,
scope
change
at
this
point
in
the
project
is
not
a
typical,
fast
track
design,
where
you
don't
have
everything
completely
figured
out
in
the
earlier
bid
packages
to
keep
things
on
schedule
for
the
overall
project.

Some
of
these
are
changes
in
which
the
ownership
group
is
has
asked,
for
we
have
some
very
high-level
finishes
and
some
of
them
refer
to
as
the
double-height
spaces
and
as
we
got
further
in
design,
we
chose
to
move
some
structural
columns
and
some
eliminate
some
columns
that
added
to
some
changes
in
the
steel
supply.
So
they
come
from
a
variety
of
inputs,
some
being
the
owner,
some
being
the
design
team,
some
being
the
contractors.

If
you
look
at
item
number
11,
those
changes
were
a
decrease
in
the
project
and
those
ideas
actually
came
from
the
contractor
and
in
an
effort
to
help
keep
the
project
moving
on
schedule.
They
were
different
materials
and
we
do
have
a
commissioning
agent
for
the
underground
waterproofing
that
did
review
those
and
approve
those
changes
that
were
in
best
interest
to
the
city
to
pursue.

sort
of
contextualized
my
concerns
and
that
you
know
we
have
a
really
huge
gap
in
what
people
call
minority
contractors
I.
Personally,
don't
like
that
language
and
and
express
that
a
lot
but
and
mainstream
contractors,
and
it
seems
like
we
get
low
bids
for
projects
and
then
come
back
later
and
actually
get
the
amount
of
money
that
it
actually
takes
to
do
the
job
and
subsequently
other
contractors
don't
get
the
opportunity
to
be
a
part
of
the
contracting
that
the
city
of
Minneapolis
does.

we
agree
with
you
and
I
know
in
the
mayor
state
of
the
city
speech.
He
highlighted
the
fact
that
we
are
moving
to
a
best
value
procurement
process
for
many
of
our
even
our
larger
construction
projects.
So
right
now,
for
example,
the
new
impound
lot
that
we've
talked
about.
For
you
know,
a
couple
of
several
years
is
going
to
be
the
whole
project
as
a
me
bid.

Best
value
and
part
of
the
scoring
is
not
just
the
technical
aspects
of
that's
a
complicated
project
because
of
phasing,
but
also
we
are
spelling
out
part
of
the
scoring
is
the
SU
BP
qualifications.
So
we
try
to
avoid
this
first
come
in
with
a
little
bit,
and
then
we
have
to
negotiate
on
good-faith
efforts
which
I
think
is
frustrating
for
both
sides
of
the
equation,
both
the
contractor
and
for
us
as
a
the
city
through
the
good
work
that
the
civil
rights
department
does.
So
we
are.

is
a
pilot
project
for
us
to
take
a
whole
development
in
the
on
the
building.
We
have
taking
components
and
use
best
value,
but
for
the
whole
project
to
look
and
see
how
best
value
works
and
we're
learning
from
the
county
we're
learning
from
the
state
on
that
process.
But
we
will
report
back
to
you
what
we
see
given
your
concerns
that
you've
described
when
we
take
those
bids
and
evaluate
what
kind
of
results
we
had
and
whether
people
felt
like
it
was
better
or
worse.

procedurally
go
through
and
look
at
the
investment
policy.
I
think
one
of
our
goals
and
also
the
feedback
we
get
from
rating
agencies
is,
we
don't
just
have
a
policy
and
set
it
aside
and
look
at
it
every
five
years
right,
so
we
try
to
annually.
Look
at
it.
So
there
are
about
three
primary
changes
to
the
investment
policy.

One
is
we
are
moving
to
to
invest
more
money
internally,
as
opposed
to
using
outside
managers
and
the
investment
policy
changes,
and
then-
and
this
has
been
on
feedback
from
all
of
you-
that
we
want
to
be
more
diverse
in
our
vendors
and
so
we're
using.
You
know
a
couple
of
local
banks
now
for
investments,
and
but
we
coordinate
that
rather
than
having
an
outside
manager,
coordinate
that.

So
this
is
a
recognition
of
that
number
one
and
number
two
is
we
had
a
presentation
in
front
of
this
body
from
one
of
our
outside
managers
that
was
RBC
about
this
impact?
Investing
and
so
the
investment
policy
changes
also
recognized
the
ability
for
staff
and
to
work
with
one
of
our
vendors
if
there
are
opportunities
to
invest
in
Minnesota
based
mortgage-backed
securities
or
SBA
financings.

If
you
remember
that
conversation,
so
that's
our
recognition
of
that
effort
and
then
thirdly,
it
is
just
also
than
clarifying
who,
in
our
department,
is
responsible
for
what
in
investments.
So
those
are
the
three
main
areas
that
that
we
are
looking
at,
but
I
think
we
are.
We
will
also
be
going
out
for
an
RFP
for
investment
services
later
this
year,
so
we
wanted
to
be
prepared
for
that
ahead
of
time
and
have
that
conversation
but
certainly
be
happy
to
meet
with
you
or
any
other
council
member
individually.
