community-based

youth
programs

workforce
in

jobs

participants

residents

Minneapolis

average
starting
wage.

youth
service

prepares
today's
youth

tomorrow's
career

recruiting
training
and
placing
Minneapolis
young
adults

to
21

paid
internships

200
employers

Fortune
500
companies
in
small
businesses
to
public
agencies
and
community-based
organizations.
In
2019,
a
step-up
provided
nearly
1,400
insure
ships
to
Minneapolis
youth
interns,
earned
3
points,
1
5
million
dollars
in
summer
wages.
Amazing,
that's
just
this
last
summer,
a
significant
contribution
not
only
to
building
the
future
workforce
but
to
Minneapolis
families.

recruit

support
the
training
for
over
2,000
Minneapolis
young
people

annual
step-up
work.

training,
it's
a
huge
event,
really
really
fun
and
we're
always
looking
for
volunteers,
but
it's
even
antlers
overseas.
That
process
achieve
also
develop
and
they
develop
and
lead
our
recruitment
strategies
to
create
meaningful
employment
opportunities
for
young
people,
ages,
16
through
21.
So
our
level
two
track
of
step-up
in
2019
achievement,
Alice
recruited,
573,
meaningful
internship
opportunities.

Also,
they
offer
a
tier
training
curriculum
for
a
step-up
supervisors
and
partners
to
ensure
high
quality
internship
experiences
and
also
achieve
Minneapolis
supports
the
development
of
a
robust
training,
an
internship
model
to
support
students
who
are
pregnant
and
parenting
teens.
This
was
actually
a
new
program
that
we
piloted
just
last
year
and
it
was
extremely
successful.
We
were
able
to
take
students
who
have
significant
barriers
to
employment,
so
pregnant
and
parenting
teens
and
pull
them
into
our
fold.

Revamp
our
training
experience,
bring
it
actually
to
a
long
fellow
school,
their
school
and
match
them
to
internships
that
worried
that
we're
flexible
and
met
their
needs
and
those
students
were
able
to
earn
academic
credit
for
their
training
and
summer
school
experience
so
really
really
awesome
and
the
Chief
Minneapolis
really
supported
that
and
just
lift
it
up
and
made
sure
that
we
were
able
to
provide
meaningful
experiences
for
young
people.
So
those
are
just
a
couple
of
highlights
for
achieving

we
launched-

the
second
phase
of
program
where
all
our
students
were
able
to
earn
a
Couture
elective
credit
work
based
learning
credit
for
their
training
and
internship
experience.

last
year
eight
hundred

thirty
four
of
our
interns
were
able
to
earn
that
earned
credit
through
step-up.
So
we
were
really
really
proud
and
and
excited
about
that.

arm
operates
a
they
also
lead
out,
actually,
our
pre-employment
to
health
care,
training
for
students
or
interns
who
are
interested
in
working
in
health
care
internships
and
provide
employer
support
through
a
newly
developed
job
coach
model.
This
foot
went
hand
in
hand
with
our
credit
system
for
last
year,
where
we
were
able
to
bring
on
more
job
coaches,
who
were
actually
licensed.

Teachers
and
our
job
coach
ratio
I've
changed
quite
a
bit
if
we
had
about
one
job
coach
to
about
thirty
five
issue,
people,
sometimes
even
less,
which
was
a
really
really
different
approach
to
how
we've
led
our
job
coach
model
in
the
past
and
young
people
were
very
successful,
proud
to
share
that
ninety-one
percent
of
our
interns,
who
got
a
job
through
step-up,
successfully
completed
their
internship
experience
so
really
really
proud
of
that,
and
I
would
think
that
that's
directly
connected
to
our
really
strong
job
coach
motto
as
well,
so
awesome.

their

experience

hired
many
community
folks,
so
mostly
youth
workers
to
come
in
as
job
coaches
to
support
these
young
people
with
their
first
job
experience,
really
making
sure
that
they
were
successful
on
the
job
and
then
also
supervisors
who
needed
support
in
many
capacities.

Her
team
were
like
on-call
always
willing
to
go
to
the
sites
meet
folks
in
community
to
make
sure
that
we
were
able
to
support
those
young
people
really
well
so
really
really
proud
of
all
of
the
work
they
did.
There
lead
also
develop
and
facilitated
our
level
1
supervisor
training
so
to
prepare
all
of
our
supervisors
so
that
they
are
ready
to
receive
our
young
people
and
support
them
well,
with
their
first
job
experience.

employers

They

to
move
into
the
city,
they
say
they

it's

ingenuity,
your
commitment
to
flexibility,

commitment
to
really
truly
embodying
equity
inclusion,
flexibility
in
the
work
that
makes
this
possible.

We
cannot
get
this
work
done
without
the
without
you.
Our
staff
is
impeccable
literally
the
best
in
the
state
and
I
would
say
the
best
in
the
Midwest,
probably
the
country,
you
know
bragging
a
little
bit
there,
but
truly,
if
we
don't
have
employers,
we
don't
have
our
partners,
such
as
you
all
bridging
the
gaps
and
showing
our
companies
that
they
can

this
work.
We
have
a
lot
of
folks
really
struggling
in
our
city
and
your
work
represents
the
ability
for
people
to
put
their
children
in
daycare
right.
I
Increasing
wages
by
sixteen
thousand
dollars
annually
is
incredible.
After
eight
to
ten
weeks
in
a
program,
the
ability
to
say
when
you're

that
I
have
five
years
of
work,
experience
makes
you
competitive
in
our
market
and
that's
the
competitiveness
that
we
actually
need
to
be
able
to
thrive.
So

workforce

doing

workforce

cycle

every
person

workforce

not

slowly
increased

number

years

think
that
everybody
here
understands
we
don't
really
ever
have

amount
of
affordable
housing
we
need.

of

equation

to
make
sure

people

paid

kind

wage

live

some

housing

housing
inspection
services
for
the
city
I'm
here
today
to
talk
about
the
renter
relocation
assistance
ordinance.
There
are
several
regulatory
processes
that,
if
unresolved,
can
lead
to
an
owner
losing
their
rental
license
or
licenses.

These
include
such
things
as
revocations
condemnation,
zand
cancellation
of
a
license
if
the
end
result
of
honing
holding
owners
accountable
for
these
situation
is
that
the
renter,
the
end
result
of
holding
owners
accountable
for
these
situations
is
that
the
renter
is
required
to
vacate
the
property.
This
places
an
undue
burden
on
the
renters
and
for
those
who
already
face
housing
access
barriers,
the
cost
and
time
of
moving
can
be
extremely
difficult,
and
this
is
especially
true
in
these
times
where
the
current
market
market
conditions
are
very
tight.

We
did
ask
the
Minneapolis
Public
Housing
Authority
and
Hennepin
County
emergency
assistance
to
review
the
ordinance
language
to
be
sure
that
did
not
create
any
issues.
In
terms
of
eligible
for
these
programs,
they
reported
that,
due
to
the
targeted
time,
limited
nature
of
the
ordinance,
it
should
not
pose
any
kind
of
problems
or
interference.

The
Orden
in
the
ordinance
the
assistance
would
be
provided
on
a
per
unit
basis
and
would
not
be
contingent
about
upon
having
a
written
lease.
To
reiterate,
the
ordinance
only
applies
in
situations
where
the
renter
is
required
to
move
due
to
the
negligence
on
the
part
of
the
owner
or
manager,
through
no
fault
of
their
own.

The
development
of
this
ordinance
involved
extensive
stakeholder
involvement
and
input
throughout
all
stages
of
the
process.
Meetings
were
held
with
owners
and
managers,
renter
advocacy
organizations,
the
housing,
Advisory
Committee,
the
rental
property
owners,
Advisory
Committee,
and
a
meeting
with
housing
inspection
staff
who
have
the
lived
experience
of
enforcing
regulatory
codes
that
have
the
unintended
consequence
of
displacing
renters
staff
also
reached
out
to
these
same
stakeholders.
Once
the
draft
language
had
been
completed
and
many
of
their
comments
are
included
in
this
final
draft.

So
this
next
slide
is
a
high-level
sort
of
picture
of
how
the
process
will
unfold
in
all
situations,
regulatory
services
will
start
by
educating
the
renter
of
the
ordinance
and
their
rights.
This
includes
the
suggestion
that
renters
work
with
a
housing
advocacy
organization,
such
as
legal
aid
to
enter
into
arrest
a
rent
escrow
account
in
housing
court.

This
provides
additional
security
if,
in
the
event
that
the
owner
does
not
readily
pay
for
assistance
when
required,
once
the
revocation
action
or
condemnation
or
cancellation
is
final,
the
owner
has
seven
days
to
make
a
payment
to
the
renter.
If
the
renter
elected
to
put
their
rent
in
escrow,
they
will
need
to
work
with
the
courts
to
release
the
funds.
If
this
is
not
forthcoming.
For
some
reason,
the
renter
has
the
right
to
request
payment
from
the.

As
background
revocation
condemnation,
cancellation
of
a
light
license
remain
the
last
option
for
holding
renters
accountable
or
owners
accountable
consistent
with
our
renters.
First
policy
staff
will
use
other
tools
that
help
preserve
housing
stability,
while
holding
owners
accountable,
including
tenant
remedies,
action,
emergency,
tenant
remedies,
actions,
voluntary
conditions
on
the
license
and
administrative
citations.
As
noted,
regulatory
services
will
be
in
contact
with
the
renters
well
in
advance
of
any
decision
to
vacate
a
property.

Enforcement
of
non-payment
will
be
done
on
a
complaint
basis
and
will
be,
and
it
will
be
up
to
the
renter
to
inform
regulatory
services
if
they
did
not
receive
payment.
If
the
property
owner
fails
to
pay
the
relocation
assistance,
there
will
be
an
additional
$500
administrative,
administrative,
fine
for
each
individual
unit
and
finally,
the
effective
date
of
this
ordinance
will
be
June.

home
line
in
support

the
ordinance.
Our
hotline
attorneys
and
advocates
speak
to
renters
in
Minneapolis
and
throughout
the
state
daily
about
threats
of
involuntary
displacement
tied
to
rental
inspection
and
licensing
complaints.

All
too
often
tenants
are
put
in
situations
where
they
must
decide
between
living
in
substandard,
unsafe
rental
housing
or
facing
displacement
if
they
attempt
to
hold
their
landlord
accountable.
This
can
come
in
many
ways,
formal
or
informal
eviction
or
through
regulatory
enforcement
by
the
city.
By
implementing
a
modest
Gabourey
relocation
assistance
requirement.
Some
tenants
will
have
the
opportunity
to
chip
away
at
the
same
panelist
imbalance,
power
dynamic.

While
we
support
the
ordinance
and
urge
the
council
to
pass
it.
We
also
feel
it's
a
single
step
toward
addressing
symptoms
of
a
much
larger
problem.
We
want
to
highlight
two
issues
that
should
be
improved:
three
months
of
rents
as
relocation,
assistance
might
be
perceived
as
generous
coming
from
the
status
quo
with
the
status
quo
is
what
got
us
here
and
we
need
to
see
significantly
more
interventions,
meaningful
interventions
to
be
India
to
address
the
harms
experienced
by
our
neighbors.

Secondly,
tenants
who
are
living
in
unlicensed
properties
through
fault
no
fault
of
their
own
are
not
an
insignificant
group
that
can
face
a
variety
of
threats
to
their
housing,
including
displacement
by
city
enforcement.
This
group
appears
to
be
emitted
in
the
proposal
as
an
existing
ordinance
directs
regulatory
services
to
vacate
unlicensed
properties.
Our
hotline
has
fielded
over
a
hundred
calls
in
Minneapolis
in
2019
alone,
relating
to
rental
license
status,
many
which
were
complete.
We
did
confirm
that
our
clients,
landlord
did
not
have
a
license.

The
legal
and
practical
advice
we
offer
varies
in
that
situation,
but
know
that
the
possibility
of
the
city
vacating
the
unit
is
a
factor
one
which
a
landlord
may
even
use
to
intimidate
the
tenant
into
not
reporting
to
the
city
requiring
relocation.
Assistance
in
these
cases
could
contribute
to
increased
Licensing
compliance
by
landlords
and
might
allay
some
of
the
fear
tenants
may
experience
when
deciding
about
how
to
proceed.

To
close,
we
support
the
ordinance
and
look
forward
to
helping
tenants
enforce
their
rights,
while
working
with
the
city
on
improving
this
and
other
tenant
protections
more
broadly,
we
feel
that
the
ordinance
can
be
a
model

developing
relocation

new
tenant
protections,

against
no-fault
displacement

informal

ordinance
is
meant
to
be
a
safety
net
at
the
very
end
of
the
process
between
the
first
citation
and
the
rental
license
replication
in
one
particular
example,
with
the
renters
first
policy,
we
are
developing
all
sorts
of
interventions
to
support
both
renters
and
property
owners
throughout
the
process
to
be
able
to
improve
the
quality
of
housing
and
living
conditions
for
renters.
This
is
meant
to
support
those
whose
bad,
whose
landlords
are
bad
actors
and
will
not
step
up
for
them
and
do
the
right
thing.

a
council
member
I
know,
I
speak
for
many,
if
not
all
my
colleagues,
when
I
say
that
we
languish
in
revoking
a
rental
license,
because,
despite
the
property
owners
not
providing
high
quality
healthy
housing
with
dignity,
we
know
that
they
also
have
some
of
the
most
vulnerable
renters
in
our
city
and
they
put
in
those
renters
will
be
put
on
the
street
as
a
result
of
a
council
action.
So
this
ordinance
allows
us
to
hold
those
bad
actors
accountable
and
minimize
the
negative
impacts
on
honorable
renters.

in
with
that,
I
ask
for
my
colleagues
to
please
support
this
ordinance
as
well
as
the
next,
because
they
address
current
critical
gaps
in
renter
protections
and
I.

continuing
the
process

building
out
more
robust
protections

strong

2019
adopted
budget,
the
fund
balance
in
the
rental
repair
revolving
fund
was
increased
by
2
million
dollars
on
a
one-time
basis
to
be
recovered
through
assessments
on
property
taxes.
The
funding
brought
about
the
exciting
possibility
of
utilizing
the
existing
emergency
repair
board
ordinance,
which
has
not
been
utilized
to
date.
Essentially,
the
ordinance
autre
authorizes
the
director
of
regulatory
services
to
create
a
board
consisting
of
several
city
departments,
to
remedy
emergency
violations
in
case
of
unresponsive
rental
property
owners.

Our
best
current
repair
option
in
these
cases
is
the
emergency
10
the
remedies,
action
or
ET
RA,
which
can
require
up
to
10
days
due
to
established
quick
process.
The
emergency
repair
board,
ordinances,
ordinance,
utilizes
a
shortened
response
time
and
helps
fill
the
gap.
Typically
we're
talking
about
a
timeline
of
24
to
48
hours
as
we
develop
our
arc
towards
engagement
with
renters
and
focus
on
current
priorities
such
as
the
renter
first
policy.

Today,
we're
proposing
three
technical
changes
in
order
to
fully
implement
this
ordinance.
First,
we're
looking
to
amend
the
composition
of
the
board,
we're
doing
this
through
the
addition
of
C
ped
to
replace
the
fire
marshal
aspire.
Inspection
services
is
now
a
division
and
regulatory
services,
and
we
want
to
ensure
representation
from
multiple
departments
on
the
board.
Secondly,
is
we're
having
staff
become
potentially
available,
even
in
the
evenings
and
on
the
weekends?

And
here
we
have
a
brief
workflow
of
the
process,
so
first
regulatory
services
inspectors
would
find
the
violations.
These
would
have
either
happened
on
routine
inspections
or
through
renter
complaints.
Emergency
violations
are
well
define
an
ordinance
and
the
include
include
utility,
shutoffs
low
or
no
heat
plumbing
issues
such
as
having
sewage
in
the
basement
electrical
issues.
If
there's
exposed
wires
and
the
property
and
structural
issues
where
part
of
the
building,
something
like
the
roof
might
not
be
sound.

Once
inspectors
identify
the
emergency
violations
and
work
with
managers
on
elevating
these
issues,
they
would
send
a
Notice
of
Violation
to
both
the
renter
and
the
owner,
and
then
the
owner
would
get
a
specific
time
and
date
by
which
the
repairs
must
happen
again.
This
is
usually
those
24
to
48
hours,
given
the
severity
of
the
violation
and
then
simultaneously,
the
department
would
set
up
an
emergency
board
meeting
immediately
after
the
deadline,
and
then
this
meeting
would
also
act
as
a
hearing.

complete

the

then
we
would
cancel
it.
If
the
repair
is
not
yet
complete,
then
the
board
would
meet
the
board
quorum,

this
is
one
representative
from
health,
one

regulatory

regulatory
services
serves
as
the
convening
department.

order
a
remedy
which
involve
having
a
city
approved,
contractor
repair,
the
violation
and
then
assessing
this
cost
to
the
property,
or
we
can
order

other
necessary
actions
and,
lastly,
in
terms
of
enforcement,
we're
looking

enforcement
cases
that
have
the
potential
to
lead
to
condemnation
due
to
property
actions
or
inactions.

are
looking
at
cases
where
property
owners
are
unresponsive
or
they

a
track
record
of
being
uncooperative
with
the
city.

we've
also
had
cases
where

owners
have
been
very
willing
to
repair
emergency

unable
to
secure
the
funding.

such
occasions,

owners
might
be
able
to
utilize
this
ordinance

way

resolving

then
reappear
repaying
through
assessment.

17,000
families
and

a

project

legislative
policy

approval

report

the

Senate
will
enable
the
city
to
perform

duties

sponsor
and

construction

grant
was
awarded
towards

construction
of
the
twenty
three
million
dollars
facility

corner
of

in
