Minneapolis
City
Council.
Welcome.
We
always
love
having
so
many
guests
this
morning.
So
as
you
get
settled,
I
will
just
explain
that
often
before
our
official
meeting
begins,
we
have
time
to
honor
important
moments
and
topics
in
our
city
and
the
forming
of
three.
This
morning
the
first
two
will
be
presented
by
councilmember
Palmisano
and
we
will
start
with
the
first
one
on
the
topic
of
the
Equal
Rights
Amendment
and
I
will
ask
our
guests
to
join
us
and
turn
it
over
to
councilmember
Palmisano.

month
and
I've
brought
with
me
here.

constituent
who's
really
lobbied
hard
for
this
with
me,

Who

us
put
this
work
into
the
context
with
the
state,
but
I
just
wanted
to
read
it.
It's
not
super
long
and
then
I'll
turn
it
over
to
them.

This
is
a
resolution
of
the
Minneapolis
City
Council
supporting
the
Equal
Rights
Amendment,
whereas
the
city
of
Minneapolis
supports
equal
rights
for
residents
of
Minneapolis
and
women
constitute
over
50%
of
residents,
and
whereas
women
play
a
critical
role
in
families,
the
workplace
and
in
society
as
a
whole,
contributing
to
our
economy
and
advancing
our
nation.
And
whereas
women
continue
to
confront
a
lack
of
political
parity,
workplace
discrimination.

Health
care
inequities,
disparate
rates
of
poverty,
sexual
assault
and
domestic
violence,
and
whereas
the
Minnesota
Constitution
does
not
explicitly
guarantee
that
all
rights
that
it
protects
are
held
equally
by
all
residents
without
regard
to
gender.
And
whereas
the
Equal
Rights
Amendment
is
required
in
order
to
provide
gender-based
equality
in
our
courts
and
laws.
Because
the
Supreme
Court
has
repeatedly
held
that
the
Fourteenth
Amendment
does
not
apply
specifically
to
issues
of
gender.
And
whereas,
although
laws
prohibiting
gender
discrimination
exist,
they
can
be
repealed
or
reduced
by
a
simple
majority
in
the
legislature.

Now,
therefore,
be
it
resolved
that
the
mayor
and
city
council
do
hereby
call
on
the
Minnesota,
Senate
and
House
to
pass
a
bill
for
an
act
proposing
an
amendment
to
the
Minnesota
Constitution
known
as
the
Equal
Rights
Amendment,
providing
for
gender
equality
under
the
law.
I'll
give
it
to
just
to
say
a
few
words.

it
is
now
time
to
build
on
the
renewed
energy
to
right
the
wrong
of
our
founding
fathers
to
complete
the
unfinished
business
for
women
and
pass
the
ER

state

also

federal
level

one
who

watching,
marching

waiting
since
the
1970s
for
the
passage
of
the
ER.

my
three
granddaughters
when
they
pick
up
a
copy
of
the
Constitution
to
see
that
women
and
men
are
persons
of
equal
stature.

March
13th
multiple
sclerosis,
Awareness
Day
in
Minneapolis.
We've
done
this
for
a
few
years
now
and
I
have
some
colleagues
here
with
important
the
important
things
to
share
it
and
say
about
it:

hand
you
the
honorary
resolution
as
our
guest
this
morning.

it's
important
as
we
want
to
thank
you
for
putting
forward
this
resolution
that
we
think
about
multiple
sclerosis
and
working
towards
a
cure
and
for
treatments,
and
remember
that
it's
not
just
those
that
are
afflicted
with
multiple
sclerosis
that
are
affected,
but
just
all
the
families,
all
their
loved
ones
and
realize
that
we
just
have
to
keep
working
on
finding
something.

last
year
this
time
I
announced
that
I
had
been
recently
diagnosed
with
multiple
sclerosis
and
and
I
had
a
cane
at
that
time,
and
today,
I
don't
clearly
don't
have
a
cane
and
but
but
I'm
still
living
with
a
chronic
illness
and
I
just
want
to
bring
attention
to
the
fact
that
many
many
people
in
our
communities
are
living
with
chronic
illnesses.
Some
visible
some
invisible
and
we
need
to
be
I.

I'm
just
gonna
start
reading
the
first
two
stanzas
and
I'll
hand
it
off
and
hand
it
off,
whereas
multiple
sclerosis
is
a
neurological
disease
of
the
central
nervous
system
affecting
2.3
million
people
worldwide
and
whereas
the
National
Multiple
Sclerosis
Society
reports
that
more
than
12
thousand
Minnesotans
live
with
MS
and
that
the
disease
generally
strikes.

Whereas
since
1946,
the
National
Multiple
Sclerosis
Society
has
been
the
driving
force
behind
MS
research
relentlessly
pursuing
prevention
treatments
and
cure
and
has
invested
more
than
1
billion
in
it
round
breaking
research.
And
where
has
funds
raised
through
the
National
morosa?
So
you
can
multiple
sclerosis
society,
fueled,
34
million
of
funding
to
320
research
projects,
projects
at
the
best
medical
centers,
centers
universities
and
other
institutions
throughout
the
US
and
abroad,
leading
to
many
breakthroughs
in
the
treatment
of
MS
and.

the
people
that
came
for
the
resolution
this
morning,
the
29%
Club
of
Minneapolis,
which
is
the
percentage
of
women
that
work
in
our
city's
government
here

countless
other
employees
that
come
up
to
me
every
year
after
the
MS
resolution,
with
personal
stories
about
their
own
family
and
loved
ones
that
are
caught
with
MS
thanks.

city's
workforce
does
not
represent
our
city's
population
in
a
number
of
ways,
including
the
number
of
women
we
employ
and
the
people
of
number
of
people
of
color
that
we
employ,
and
so
we
are
working
hard
to
change
that
we
have
incredible
leadership
at
every
single
level
of
employment,
in
every
department,
from
women
and
particularly
women
of
color,
who
often
are
carrying
many
burdens
in
their
work.
So
I
will

resolution

a

elders

special
ceremonies

whereas
female
employees
make
up
approximately
29%
of
the
city
of
Minneapolis
workforce
and
whereas
the
city
of
Minneapolis,
as
leadership,
strives
to
create
an
organization
where
women
are
equitably,
represented
and
thriving
across
departments
and
roles.
And
whereas
the
City
Council
is
led
by
a
female
city.
A
Council
president,
a
female
city
council,
vice-president
and
three
additional
City
Council
members
who
do
a
lot
of
work
on
the
City
Council
and
whereas
over
half
of
the
city's
23
departments
are
led
by
women
and
whereas
to
support
women
in
the
city
of
Minneapolis.

The
29
percent
Club
was
formed
in
2017.
A
Steps
to
support,
retain
advance
and
recruit
women
to
the
city's
workforce.
Now,
therefore,
be
it
resolved
by
the
mayor
and
the
Minneapolis
City
Council
that
we
commemorate
the
achievements
of
women
and
their
role
in
the
development
and
history
of
the
region
and
the
nation,
and
we
join
in
recognizing
the
annual
celebration
of
Women's
History
Month.

really
stand
humbly
before
you,
as,

one

amazing
29%
of
women
that
really
work
and
dedicate
their
lives
to
this
community.
There
are
a
lot
of
events
coming
forward
as
we
move
forward,
and
it
is
a
banner
year,
I
think
for
the
29%
club
and
you'll
hear
it
more
about
that
in
just
a
minute.
But
I
wanted
to
invite
everyone
to
some
of
the
events
we'll
be
seeing
this
March.

In
addition
to
today's
event,
and
many
thanks
to
the
council
and
the
mayor
for
this
resolution
and
for
your
leadership
really
it's,
it
is
empowering
to
see
women's
voices
be
in
such
an
active
role,
particularly
as
we
see
it
here
in
the
City
Council.
But
in
addition
to
today's
resolution
on
on
Friday
March
8th,
it
is
the
International
Women's
Day
celebration,
and
we
ask
you
to
join
us
in
the
rotunda
from
noon
to
1:00,
where
we
will
have
a
speaker
series
with
Latina
women
and
be
really
happy
with
councilmember
Cano
to
be
at
that
panel.

we
celebrate
also
just
latina
leadership
in
the
city
so
excited
about
that
on
Thursday
March
21st,
there
will
be
a
women
of
color
leaned
in
circle,
from
12:15
to
1,
in
City
Hall,
room
319
and
on
Thursday
March
28th.
There
will
be
a
networking
event
at
Bank
at
the
hotel
Westin,
so
we
really
invite
you
to
join
us
for
any
and
all
of
these
events,
but
as
I
mentioned,
this
is
a
really
interesting
year
for
the
29
percent
club.

first
year
that
the
29
percent
Club
has
changed
over
its
Executive
Board,
so
this
month
were
also
welcoming
new
members
which
were
getting
finalized
and
should
be
able
to
announce
soon,

vision

we

exude
this
year
is
honoring
our
female
employees
and
and
acknowledging
that
women
lead
wear
their
act.

lead
in
any
role
and
in
any
capacity,
and
we
really
want
female
employees
to
feel
like
they're,
respected

acknowledged,

welcome
for
the
work
that
they
do
and
the
skills
that
they
provide
to
the
city.
So
that's
really

of
the
main
focuses
this
year
and
we
just
want
to
continue
the
work
of
empowering
and
advancing
women
at
the
city.

bringing

items
forward
for
approval
this
morning,

one

Five
is
some
operating
conditions
for
a
nightclub
item?
Six
our
ms
Minneapolis
pathway
grant
agreement.

just
wanted
to
acknowledge
the
work
that
went
into
this
I
know
that
we
delayed
this
over
a
couple
of
times
and
I
know
that
council
members
worked
on
a
number
of
amendments.
I
assisted
with
someone,
I,
really
appreciated
the
opportunity
to
work
with
councilmen.
Remember
Cunningham
on
some
of
those
amendments.
I
know
that
there's
still
some
angst
in
the
community
over
this
issue,
but
I
just
want
to
acknowledge
that
I
see
this
as
a
real
pivot
point
and
a
potential
here,
so
that
we
can
look
at
this
project
again
kind
of
refresh.

What's
going
on
all
the
amendments,
if
you
look
at
what's
in
there
and
all
the
opportunities
to
do
a
different
level
of
engagement
to
make
sure
there's
community
benefits
that
are
put
in
there,
that
we
look
at
the
eco
district
protocols
that
are
happening.
We
clarified
in
the
committee
that
this
is
a
framework
and
there's
flexibility
within
it
to
make
changes.
I
want
to
acknowledge
that
I
also
just
wanted
to
acknowledge
what
a
difference.

It
is
looking
at
this
plan
now
than
it
was
several
years
ago
when
we
first
went
out
for
the
RFP
and
when
we
gave
development
rights
to
the
developers,
I
think
this
level
of
community
engagement
and
council
engagement
in
the
project
gives
me
great
and
enormous
hope,
I
think
as
we're
looking
forward.
We
can
acknowledge
that
the
economic
times
and
even
the
projections
about
what
was
needed
are
probably
very
different
today
than
they
were
back.

when
we
started
looking
at
this,
it
was
really
a
long
project
to
get
the
city
out
of
the
businesses
of
kind
of
having
a
I
guess.

do-nothing
upper
harbor
I
mean
it
wasn't
from.
It
was
an
interesting
project,
probably
way
back
when
they
started
it,
but
I.
We
have
an
opportunity
now
to
take
that
public
asset
and
make
a
much
greater
good
out
of
it,
and
this
concept
plan
right
now
and
the
changes
that
have
been
made
to
it
give
me
hope
so
I
will
be
supporting
it.

project

really

taking
this

also

thank
a
lot
of
the
community
members
that
I
met
with
a
lot
of
my
constituents
who
had
I
think
really
valid
concerns
about
the
plan.

spent
a
lot
of
time
talking
to
folks
and
sharing
some
of
their
concerns,
as
I
really
dug
into
the
details
and
into
the
weeds
of
those
concerns
and,
and
those
concerns
are
what
prompted
a
lot
of
the
changes
that
you're
seeing
in
the
plan.
My
goal
moving
forward
as
we
go
to
draft
a
more
the
actual
plan
a
year
from
now,
is
that
they
don't
have
to
be
so
many
amendments,
because
we're
we're
gonna
be
changing.

we're
moving
forward
and
in
terms
of
engagement
with
the
community
and
that
the
plan
in
front
of
you
and
that
the
plan
that
we
have
and
that
we
develop
is
reflective
of
what
the
community's
needs
are.
So
again
thank
the
development
team
for
not
taking
your
ball
and
going
home
when
things
got
a
little
tough,
but
really
want
to
thank
the
community
for
continuing
to
push
push
me
push
my
colleagues
to
go
for
the
changes
that
are
in
this
plan.

so,
as

mentioned,
upper
Harbor
Terminal
is
a
project
that
I
inherited
from
my
predecessor
when
I
was
sworn
in,
I,
immediately
drove
into
the
work
based
on
the
values
of
and
drive
for,
building
community
wealth
and
leveraging
this
redevelopment
as
a
path
to
restoring
our
community
to
the
riverfront
opportunity,
reconnecting
our
community
to
the
riverfront
after
generations
of
being
separated
from
it.
For
the
folks
who
have
not
yet
taken
the
time
to
read
the
concept
plan
or
the
amendments
that
councilmember
Ellison
and
I
introduced.

I
highly
recommend
you
take
the
time
to
do
so.
This
project
is
not
the
same
project
that
I
inherited
I
would
like
to
thank
every
single
committee
member
who
took
the
time
to
sit
down
with
councilmember,
Allison
and
I,
who
showed
up
at
meetings
or
engaged
in
some
other
way
directly
with
us
on
this
project,
especially
in
the
last
few
months.

Democracy
is
the
ability
to
be
able
to
have
challenging
conversations
productively,
and
this
is
what
we
have
done
together
here
and
will
continue
to
do
so.
Moving
forward
to
the
coordinated
plan,
which
is
where
the
rubber
really
hits
the
road
as
they
say
there
will
be
a
collaborative
planning
process.
The
community
planning
and
engagement
committee
will
be
doing
in-depth
hard
choice,
work
through
deliberations
and
co-creation
with
the
city
parks
and
development
partners.

They
will
take
the
deliberations
out
into
the
community
and
lead
outreach
and
engagement
to
increase
the
amount
of
residents,
particularly
North,
siders,
participating
in
a
collaborative
planning
process
and
other
yupper
harbour
terminal
related
activities.
There's
a
lot
of
good
work
still
ahead,
and
it's
really
just
getting
started.
So
I
asked
for
my
community
stay
energized
motivated
and
engaged
I
want
to
think
take
a
moment
to
thank
all
of
the
city
and
park
staff
who
have
put
in
so
much
time,
passion,
energy
and
expertise
into
this
project.

Northside
partner,
councilmember
Ellison,
and
thank
you
to
the
mayor
as
well
for
the
into
the
development
team
who
has
been,
who
has
fully
embraced
racial
equity
and
justice
as
the
forefront

conversation
rather

nice-to-have.
It's
been
really
moved
to
the
forefront
of
the
conversation.
I'm
grateful
for
your
flexibility
and
also
grateful
for
your
flexibility
to
have
community
voice
so
strongly
in
the
project
moving
forward.

just
briefly:
I
am
thrilled
to
see
the
progress.
The
progress
that's
being
made
right
now
through
four
upper
harbor
terminal
and
by
extension,
for
the
entire
city.
This
project
has
significance
for
North
Minneapolis
portion
of
the
city
that
has
traditionally
not
seen
investment
that
other
parts
is
seen,
but
it's
important
for
the
entire
city
of
Minneapolis.
This
is
our
our
foremost
economic
development
project
that
we
have
right
now.

It
is
a
continuously
number
one
and
or
number
two
project
than
our
capital
and
our
capital
requests
over
to
the
state
and
there's
been
a
significant
amount
of
community
engagement
to
this
point,
and
there
will
continue
to
be
a
significant
amount
of
community
engagement
going
forward.

amendments
that
our
North
Side
Council
members
have
made
council
members,
Cunningham
and
Anne
Ellison
to
our
staff,
who
have
underwent
a
pretty
extensive
processing,
bringing
it
to
this
point

I'm

forward

hear
a
lot
about
race,
equity
and
economic
empowerment,
but
in
our
communities,
we're
seeing
displacement
and
so
I
think
we
all
have
to
work
really
hard
to
make
sure
that
the
leadership
that
you
have
shown
shows
up
in

next
time
we
vote
and
when
we're
breaking
ground,
and
in
that
the
work
goes
beyond
this
particular
site.
Well,
you
know
the
Riverfront
Park
and
into
the
community
around
and
really
requires
us
to
think
big
about
how
we
are
going
to
realize
our
commitments
as
a
city
for
stopping
displacement.

a
thing
that
not
very
many
cities
have
been
able
to
accomplish
and
I
think
we
need
to
think
creatively.
We
need
to
ask
deep
questions
about
land
ownership,
about
economic
models.
I've
seen
these
two
council
members
question
assumptions
again
and
again,
and
you
know
with
like
a
broken
record.
I
will
keep
saying
me.
We
have
your
back
and
this
council
deeply
respects
the
leadership
so
council,
members,
Cunningham
and
Ellison
with
that
anything
else.

navigation
Center
is
currently

proposed
apartment.

they'll
be
analyzing

determine
if
tax
increment
financing
assistance

is
just
an
extension
of
an
affordable
housing
trust
fund
award
for
the
park.
Seven
apartments-
and
the
third
item
is
approving
revisions
of
program
guidelines
for
our
Minneapolis
small

medium
multifamily
program.
I
will

all
three
items
forward
for
approval
councillor.

health
environment,
civil
rights
and
engagement
committee
is
bringing

amendment
adding
two
additional
voting
members
and
adding
the
expertise

youth-oriented

watershed

organization

Palmisano
moves
to
amend
the
language
related
to
the
proposed
charter,
amendment
by
ordinance
related
to
the
biennial
budget
process,
clarifying
the
details
required
in
the
mayor's
recommended
budget
and
aligning
timelines
with
minnesota
statutes.
This
was
the
subject
of
the
presentation
at
committee
of
the
whole
earlier
this
week
and
the
motion
we'll
just
substitute
the
updated
language
with
what
we
approved
in
January.
The
motion
includes
the
authorization
to
transmit
this
updated
language
to
the
Charter
Commission
at
its
next
meeting,
which
is
set
for
Wednesday
March
6th.

wanted
to
take
this
opportunity
to
publicly
and
very
clearly
state
that
I
will
not
be
comfortable.
Changing
the
Charter
with
a
council
vote,
I'm
convinced
that
this
matter
is
substantial
enough,
that
if
we
do
want
to
make
the
change,
it
should
go
to
the
voters
and
it's
their
Charter
and
I
thought.
It
might
be
useful
for
folks
to
understand
that.

I,
wanted
to
thank
all
of
you
for
allowing
me
to
present
before
you,
and
it
was
a
lengthy
presentation
at
the
committee
of
the
whole
regarding
biennial
budgets.
I
recognized
that
it
was
a
long
discussion
and
I
appreciate
your
time
and
your
energy
I
want
to
point
out
that
this
is
the
path
that
we
set
this
on.

So
it
is
going
to
need
to
go
essentially
between
the
Charter,
Commission
and
City
Council
a
couple
of
times
before
it
might
get
on
a
path
that
would
go
to
the
voters
and
if
it
needs
to
do
that,
then
it
would
go
to
the
voters,
probably
in
the
2020
election
cycle.
I
think
we
can
see
this
change
as
a
step
of
continuous
improvement.

This
modified
language
and
there's
still
more
to
do
all
of
the
changes
that
I
am
bringing
forward
were
part
of
this
workgroup
that
we
have
convened
in
jurisdictional,

I,
don't
want
to
belabor
the
presentation,
but
I
do
want
to
address
a
few
items
that
have
been
confusing
or
perhaps
missed.
This
proposal
would
not
eliminate
any
public
hearings
regardless
of
what
year
in
the
biennium
we're
in,
and
that
is
an
important
distinction
to
some
of
the
concerns
that
my
colleagues
had
the
other
day.

I
think
that,
instead
of
reacting
to
a
couple
of
highlights
of
just
the
new
things
in
the
budget,
I'm
really
eager
for
people
to
start
from
a
place
that
could
really
be
creative,
I
think
we'd
hear
what's
bubbling
up
to
residents
and
maybe
hear
new
problems
that
we
hadn't
already
thought
of
to
solve
over
the
coming
year
or
in
some
cases
more
immediately.
So
I
just
wanted
to
remind
my
colleagues
that
our
council
maintains
the
ability
to
amend
the
budget
at
any
time,
as
has
always
been
the
case.

A
point
of
clarity
in
these
new
workgroup
changes
is
that
council,
as
well
as
the
mayor,
would
now
be
the
only
office
capable
of
initiating
a
supplemental
budget
in
these
off
years.
So
if
there's
more
questions
I'm
happy
to
address
those
I
think
there
are
things
that
are
appropriate
for
us
to
address
as
a
City
Council,
because
it's
how
we
do
our
work
for
the
people
and
I
think
there's
other
things
that
need
to
go
to
the
voters.

think

discussions
have
been
really
helpful

think

ways

could
phase
in
some
of
the
ideas

incorporate

ideas
that
we're
hearing

staff

budget

of

Charter
change
and
so
any
further
discussion.
