Frye
I'm,
the
chair
of
this
committee.
We
do
have
a
quorum
and
I'm
joined
by
council
members,
Gordon,
Jenkins
and
Johnson.
Let
the
record
reflect
that.
We
do
in
fact
have
a
quorum.
We
have
two
items
on
the
agenda
for
today.
The
first
is
the
plumbers
salary
schedule
and
the
second
is
the
appointment
of
director
of
regulatory
services.
I.
Let's
go
first
to
the
plumbers,
salary
schedule
and
I
understand.

I'm
labor
relations
director
Laura
Davis
here
to
seek
your
approval
for
a
wage
adjustment
for
an
employee
group
which,
until
very
recently,
was
represented
by
a
labor
organization
for
approximately
40
years.
The
plumbers
Local
15
labor
union
represented
the
city
of
Minneapolis
employees
in
the
waterworks
maintenance
unit
of
the
Public
Works
Department.
Those
job
classifications
include
Water,
Works,
Service
Workers,
one
into
commercial
meter,
worker
residential
meter
worker
and
foremen.
The
city's
most
recent
plumbers
contract
expired
on
December
31st
2018
at
the
end
of
last
year.

At
the
end
of
January
of
2019
council
for
plumbers,
local
15
petitioned
the
State
Bureau
of
mediation
services
to
withdraw
its
status
as
the
exclusive
representative
of
those
job
classes
in
which
we
have
a
total
of
63
city
employees.
Later
that
day,
upon
that
request,
the
bureau
issued
an
order.
The
plumbers,
Local
15
would
no
longer
be
the
certified
exclusive
representative
for
those
five
job
classes
at
the
city
of
Minneapolis.
Accordingly,
the
former
members
of
that
unit
became
non
represented.

This
group
was
not
included,
however,
in
the
non
represented
wage
increase
approved
by
council
in
March
of
2019,
because
we
had
reason
to
believe
at
that
time
that
the
group
may
affiliate
with
another
labor
organization,
while
at
that
time,
Labor
Relations
and
Public.
Works
leadership
were
assessing
how
to
address
the
terms
and
conditions
of
employment
for
that
looking
forward.
So,
as
you
may
recall,
the
vast
majority
of
city
employees
received
a
2019
wage
increase
of
2.5
percent
left
because
of
steps
and
had
a
contract
been
negotiated
with
this
group
that
was
our
targeted
wage
increase.

The
total
cost
of
that
increase
would
be
slightly
over
a
hundred
and
ten
thousand
dollars
accordingly.
Today
we
request
that
you
approve
an
increase
to
the
salary
schedules,
including
longevity
like
two
and
a
half
percent
for
all
classified
jobs
and
that
non-represented
group
previously
known
as
the
plumbers
bargaining
unit,
and
this
would
be
effective,
February
3rd
2019.
We
request
that
you
authorize
step
progression,
subject
to
satisfactory
or
better
performance
and
refer
to
refer
the
matter
to
the
City
Council
and
with
that
I'd
be
glad
to
respond
to
any
questions
you
might
have.

nomination

Kim
Keller
to
the
appointed
position
of
Director
for
a
term
ending
January
1st
2020
and
referring
the
appointment
to
the
City
Council
for
the
setting
of
a
public
hearing.
I
will
go
ahead
and
make
the
motion.

our
hand-
and
that

impacting
almost
every
city
in
the
country-
and
you
know
I-
am
not
able
to
support
this
nomination
today.
It
is
not
a
personal
situation.
It
really
just
reflects
my
own
desire
to
to
really
shake
up
this
department
and
and
create
some
different
changes,
and
so
I
just
want
to
make
a
comment
today.

I,
wanted
to
thank
you
for
this
appointment
and
extend
my
support
publicly
as
well
for
for
Kim
Keller
on
this
role
and
to
be
permanently
in
this
position.
I
know
that
she
works
extremely
hard
on
a
lot
of
issues
across
the
division
across
the
department
and
I've
just
been
personally
impressed
by
how
she
has
managed
to
balance
all
the
different
competing
roles,
the
level
of
detail
that
she
gets
into
and
really
the
presence
and
care
and
concern
she
brings
to
issues.

support
moving
this
forward
for
for
hearing
to
the
council
in
a
one
of
the
things
that
I
often
look
for
with
these
appointments
is
how
well
we're
doing
at
diversifying
our
department,
heads
and
even
division
heads
trying
to
track
that
as
we're
working
for
equity
and
so
I
think
we've
made
a
step
in
a
direction
by
having
a
woman
take
on
this
position.
I
don't
know
that
we've
ever
had
a
female
head
break
services
since
I've
been
here.

She
headed
time
there

well
support
that

Did
it
one
little

and
maybe
the
clerk
could
help
me
with
communicating
about
this.
We
must
have
a
rough
idea
when
the
public
hearing
might
be
in
the
committee
that
will
go
to
I
know
it
has
to
go
to
the
council.
Then
the
council
has
to
refer
it
to
a
committee.
The
council
could
maybe
set
to
public
hearing
when
they
refer
it
and
I'm,
assuming
it
would
go
to
PD
and
IRS.

mr.
chair
comes
to
member
garden.
It
is
up
to
Council
on
Friday
to
determine
the
exact
schedule,
but
my
understanding
is
the
rough
schedule
is
a
the
plan
laid
out.
Is
that
council
would
refer
it
to
the
economic
development
of
regulatory
services
committee,
which
is
currently
scheduled
for
June
11th.
At
that
committee
meeting
they
would
set
the
public
hearing
for
the
following
cycle,
which
would
be
Tuesday,
June
25th.
So
that's
when
the
public
hearing
would
occur
and
then
it
would
be
forwarded
to
the
next
council
meeting,
which
is
I,
believe
Friday
June
28th.

you
know

This
is
only
my
second
term.
In
the
past,
there
have
always
been
at
least
two
council
members
involved
in
the
process,
either
the
president
and
a
chair
or
the
chair,
and
vice
chair
or
chairs
of
the
committees
and
I,
really
think
that
that
adds
a
lot
of
value
for
the
council
to
be
able
to
get
to
know
the
candidates
and
be
involved
again
in
deciding
what
skills
and
what
kinds
of
qualities
we
want
to
have
in
our
leadership
of
the
department.
So
in
the
future.

I
do
hope
that
council
members
will
be
able
to
be
more
involved
in
these
kinds
of
decisions,
but
look
forward
to
the
hearing
and
hearing
more
from
Miss
Keller
and
my
colleagues
about
this
important
appointment
and
I
do
think.
You
know,
as
we
look
at
our
city's
sort
of
looming
housing
crisis
and
all
the
things
that
we're
doing
to
help
renters
and
housing
stability
in
our
city.
Regulatory
services
is
really
leading
some
of
the
most
important
and
valuable
work
and
I
think
these
are
not
the
headline-grabbing
things.

But
this
is
the
day-to-day
work
of
our
departments
that
affect
people's
lives
in
our
city
and
I
got
a
chance
to
speak
with
staff
and
heard
you
know.
We've
already
prevented
a
number
of
the
fiction's
just
from
the
rent,
our
first
policy
that
we've
been
working
on,
but
that
the
interim
director
has
really
embraced
and
really
worked
to
support
the
staff
who
are
really
leading
with
those
values
within
the
department.
So
I'm
excited
for
the
quality
that
Ms
Keller
has
brain
has
been
bringing
to
staff
development.

No
miss
Keller
has
has
handled
several
very
difficult
issues.
These
issues
and
regulatory
services
are
complex,
they're,
inevitably
controversial,
and
they
require
the
roadmapping
in
some
cases.
Many
years
in
advance
and
the
strategy
the
miss
Keller
has
put
forward
with
respect
to
making
sure
that
people
don't
get
displaced,
making
sure
that
unscrupulous
landlords
are
held
accountable
and
making
sure
that
the
overall
work
of
just
making
sure
that
the
trains
in
the
city
are
running
on
time,
figuratively
speaking,
is
has
been
really
impressive
and
especially
over
the
last
several
months.

disappointed
that
we
didn't
have
a
council
member
follow
through
to
the
end
and
I
just
like
to
note
that
in
the
future
there's
some
of
us
who
might
be
willing
to
step
in
and
pinch-hit
and
play
back
up
if
that
happens
again
in

future
right
services,
for
example,
does
report
to
the
Housing
Committee,
as
well
as
to
the
Economic
Development
Committee,
so
keep
us
in
mind
if
you
get
in
a
jam
like
that
again,
council.
