project
happening

answer
has
been
chocolates
and
whereas
chuck
has
made
the
review
and
approval
of
countless
committee
reports
his
own
first,

Minneapolis
Community
Development
Agency
board,
then
the
Community
Development
and
Community
Development
and
regulatory
Services
Committee.

economic
development
and
regulatory
services
and
housing
policy
and
development,
and
he
likes
to
tell
stories
about
when
other
staff
have
suggested
things
he
could
run
better
without
him
involved.

assignment
to
help
cover
City
Hall

Star,
Tribune

I
walked

I
had
to
cover
these
intimidating
characters
like
barbs
mom,
Ellis,
Rainville,
Tony
Scallon,
who
is
a
book
in
himself
Sally,
Howard
and
Steve
Kramer,
and
it
was
incredibly
complicated.

does
the
city
work
and
really
the
first
person
who
explained
how
development
works
in
this
city
was
Chuck
plotz
in
1980
I've
had
about
12
careers
since
then,
but
over
that
huge
arc
chuck
has
really
been
the
single
most
significant,
continuous
thread
from
the
period
in
which
cities
were
absolutely
on.
The
ropes
and
people
were
saying.
Cities
in
America
are
dying
to
the
time
now
where
cities
are
leading
and
in
that
entire
time
Minneapolis
was
always
seen
as
ahead
of
the
curve.

are
a
lot
of
factors
for
that,
but
the
number
one
piece
of
connective
tissue
has
been
Chuck.
Lots
and
I
have
been
in
those
rooms
with
him
when
we're
dealing
with
incredibly
complicated
things.
I've
been
dealing
with
him
with
things
so
that
I
think
he
might
have
disagreed
with
or
agreed
with
or
not,
but
he
has
been
the
ultimate
professional
and
I
hope.

what
an
incredible
role
he
has
played,
but
also
take
a
moment
to
thank
the
people
who
don't
get
to
stand
in
front
of
the
rooms
who
actually
are
the
ones
who
do
the
work
in
every
business,

especially
here

mother

forty
years
she
was

was

long
time

different
roles
in
different
roles

announcing
these
projects
that
he
was
involved

him

loyalty

city

Minneapolis

governing
body

always
know

that
he
had
your
back

number
one
concern
was
the
success
of
the
city
of
Minneapolis,
and
so
I
just
want

say

retirement

he

to

city's
budget
director
I
am
here
to
give
a
brief
presentation
on
the
staff
recommendation
for
the
business
license
fee
schedule
for
2020.
So
just
a
reminder
on
process
the
these
fees
are
set
annually
by
council
through
this
body
for
a
referral.
Those
fees
that
we're
talking
about
today
are
those
contained.
An
appendix
J
of
the
city
code,
which
encompasses
over
600
individual
fees,
types
in
total
and
city
ordinance
does
require
a
public
meeting
be
held
before
September
1st
of
each
year.

This
is
that
meaning
for
this
year
there
is
a
separate
process.
That's
followed
for
setting
building
permit
fees.
There
was
a
2%
increase,
effective,
May
25th,
that
should
say
2019
and
in
addition,
our
franchise
fees,
Public
Works,
lien
use
fees
and
other
types
of
fees
are
set
separate,
and
apart
from
this
process,
all
of
the
pieces
that
we're
talking
about
today
are
collected
in
the
general
fund,
so
the
expenses
for
licensure
and
nuisance
abatement
associated
with
all
of
these
fees
are
collected
in
the
general
fund.

So
if
the
revenues
that
we
collect
associated
with
those
activities
aren't
enough
to
cover
those
expenses,
the
way
that
city
finances
work,
that
means
property
tax
makes
up
the
difference
and
right
now
that
gap
is
about
thirteen
million
dollars.
So
when
we
look
across
different
fee
types,
ranging
from
pollution,
control
to
animal
control,
rental,
housing,
health
inspections
and
business
licensing
in
general,
we
recover
about
56%
of
those
expenses
through
fees
leaving
44%
to
be
picked
up
by
property
taxes
and
that's
the
13
million
I
referenced
earlier.

The
recommendation
for
2020
is
to
main
maintain
current
licensure
structures
and
so
increasing
most
fees
by
2%
just
to
continue
to
keep
pace
with
inflation
and
rounding
that
2%
increase
to
the
nearest
$5
increment
and
so
just
the
way
the
rounding
works.
When
you
look
at
the
staff
recommendation,
you'll
see
some
fees
see
a
three
or
four
percent
increase,
but
in
all
cases
where
that
three
or
four
percent
exists,
no
fee
increases
more
than
five
dollars.

the
last
point
here
is
that
you
know
I,
think
finance
and
property
services.
Staff,
myself
and
and
other
leaders
in
my
department
see
a
need
to
continue
to
look
at
some
of
our
fee
structures
and
are
committed
to
working
with
our
colleagues
and
cpad
regulatory
services
in
the
health
department
to
make
sure
that
the
city
is
most
fairly
and
equitably
recovering.

costs
associated
with
this
licensure
and
regulatory
activity
are.

fees

right
now
we're

set
at
nine
hundred
and
twenty
dollars
per
cart.

was
a
single
operator
cart,
so
it
only
operates
six
months
out
of
the
year.

can

we
operate
multiple
carts
coming

probably

increases

validity

single
cart
which
cards
that
only
operate

months

of

The
effects
of
tobacco
I'm
talking
about
things
like
COPD
and
lung
cancer
and
I
think
seen
the
devastating
effects
of
tobacco
through
those
eyes,
I've
become
quite
galvanized,
speaking
out
against
the
dangers
of
tobacco
I'm,
also,
here
to
speak
today,
to
support
the
common-sense
tobacco
license
even
spacing
rules
to
keep
menthol
out
of
our
vulnerable
neighborhoods
away
from
the
kids
of
this
city.
Despite
all
of
our
progress,
smoking
remains
to
be
the
leading
cause
of
preventable
death
and
disease.
In
this
nation
we
still
face
a
tremendous
health-related
disparities
related
to
tobacco
use
in
this
country.

Our
state
and
nation
are
also
facing
what
the
US
Surgeon
General
calls
an
epidemic
of
teen
nicotine
addiction.
If
you
open
up
any
newspaper
these
days,
I'm
sure
you'll
see
many
stories
related
to
this.
Our
work
to
address
tobacco
addiction
is
not
finished,
and
we
know
that
many
of
these
flavored
products,
including
mental,
are
a
huge
factor
when
it
comes
to
tobacco
use
amongst
kids
and
populations
of
colors
in
this
nation.

The
goal
of
restricting
menthol
tobacco
sales
to
adult
only
shops
is
to
reduce
the
youth
exposure
to
the
marketing
of
menthol
products
and,
to
put
these
highly
addictive
products
further
out
of
reach
of
those
who
are
most
likely
to
be
targeted
by
the
tobacco
industry.
However,
as
the
city's
tobacco
density
report
found,
there's
still
a
disproportionate
concentration
of
tobacco
shops
and
neighborhoods
that
have
higher
rates
of
poverty
and
residents
of
color,
this
is
a
shameful
trend
that
continues
the
tobacco
industry's
long
history
of
efforts
to
target
communities
that
disproportionately
bear
the
brunt
of
tobacco-related
disease.

can
work
towards
writing
these
wrongs
and
putting
in
place
better
tobacco
spacing
and
licensing
rules
I'd
like

that
puts
health
above
profits.

fighting

I
became
a
member
of
brief,
read
North,
youth,
tobacco
or
youth
tobacco
prevention
group,
because
I
want
to
actually
make
a
change
in
my
community
today,
I
work
with
North
Point
health
and
wellness
center
on
tobacco
prevention,
North,
Point,
proudly
cold
leads
to
mental
Coalition,
which
is
comprised
of
30
community
faith-based,
helped
organizations.
Our
goal
is
to
expose
how
to
Sparkle
and
she
targets
priority
populations
with
menthol
tobacco
and
advocate
for
change.
O
The
menthol
Coalition
has
worked
with
several
communities
to
pass
movement,
all
policies
and
we're
especially
proud
of
the
work
we've
done
in
Minneapolis
today.
As
you
know,
the
tobacco
industry
targets
you
african-americans
LGBTQ
populations
and
women
would
aggressive
marketing
targets
tactics.
The
tobacco
industry
spends
over
three
hundred
thousand
dollars
a
day
in
Minnesota
to
market
their
products
and
unfortunately,
as
a
young
black
man.

These
bold
actions
were
supposed
to
keep
menthol
tobacco
out
of
our
neighborhood
stores,
and
instead
these
stores
have
put
up
somewhat.
Walls
are
flimsy
walls.
They
somehow
made
them
into
tobacco
stores.
I
still
see
a
lot
of
people
today,
especially
two
teenagers
using
menthol
tobacco.
Every
day,
the
minty
flavor
of
menthol
makes
it
easier
to
smoke

I'm
here
to
represent
and
the
work
that
I
did
along
with
my
change
agents
or
educators
on
behalf
of
the
african-american
Leadership
Forum
I
am
here
and
supported
a
proposal
to
require
a
three
thousand
foot
between
tobacco
shops
in
Minneapolis.
The
African
American
Leadership
Forum
is
a
community-based
organization
to
address
the
use
of
flavored
tobacco
menthol,
in
particular,
in
order
to
improve
the
health
of
African
Americans
in
the
Twin
Cities
region.
P
Between
2015
and
2017,
we
conducted
a
state
health
improvement
partnership
granted
study
to
investigate
the
impact
of
menthol
tobacco
on
the
african-american
community.
We
found
84
percent
of
African
Americans
smokers
in
the
metro
area,
smoke
menthol
tobacco
and
72%
of
them
agreed
that
menthol
makes
it
harder
to
quit.
The
tobacco
industry
has
spent
its
decades
targeting
us,
as
you
previously
heard,
by
handing
out
Newports
in
black
neighborhoods
sponsoring
events
like
the
cooljazz
FS
and
blanketing
magazines
like
jet
and
ebony,
with
menthol
tobacco
ads.
P
Now,
many
members
of
my
community
cannot
stop
smoking
smoking,
even
though
the
majority
adults
want
to
quit.
86%
of
our
study
respondents
support
and
look
more
laws
to
reduce
the
odds
of
smoking.
They
want
to
protect
their
kids
and
don't
wish
this
awful
addiction
and
health
related
consequences
on
anyone.
The
African
American
community
does
not
want
to
be
left
behind
stealing
the
long-term
interests
in
preventing
tobacco
related
disease
and
in
our
community,
far
outweighs
any
potential
short-term
disruption
to
business.

My
69
years,
young
and
older
brother,
my
hero,
lost
his
life
to
COPD
a
little
over
a
year
ago.
He
started
smoking
at
the
age
of
15,
served
honorably
in
the
United
States
Air
Force
raised
a
family.
There
is
no
comparison
of
loss
of
profits
to
loss
of
life,
while
the
spacing
proposal
is
an
excellent
addition
to
your
current
tobacco
ordinance.
I
heard
you
two
look
at
this
as
a
step
in
the
right
direction
and
not
the
last
step.

The
tobacco
industry
is
constantly
involving
and
adjusting
their
taxes
to
keep
their
deadly
products
front
and
center
in
our
communities.
We
need
strong
leaders
like
you
to
continue
to
add
layers
to
the
existing
regulations
so
that
we
can
truly
begin
to
erase
the
health
disparities
caused
by
tobacco.

tobacco

faith
leader
at
the
Greater
Friendship
Missionary
Baptist
Church,
where
I've
been
involved
in
educating
my
community
about
the
harmful
effects
of
cigarettes
and
2017
Minneapolis
showed
incredible
leadership
when
you
pass
one
of
the
nation's
first
policies
that
restrict
the
sale
of
menthols
to
adult-only
tobacco
shops
and
liquor
stores.
This
ordinance
was
intended
to
address
tobacco
related
health
disparities
and
help
our
young
people
remain
tobacco
free
today
and
2019.

We
are
back
talking
about
this
ordinance
for
one
reason,
and
one
reason:
only
tobacco
retailers
and
the
tobacco
industries
have
found
ways
to
diminish
the
impact
of
this
life-saving
policy.
An
April
report
found
the
number
of
tobacco
shops
double
in
Minneapolis
after
the
methyl
ordinates
went
into
effect.
Q
Many
of
the
new
shops
were
the
results
of
convenience
store
splitting
so
that
they
could
continue
to
sell
methyl
on
their
tobacco
shop
side.
We
know
that
our
community
does
not
need
any
more
tobacco
shops,
but
that's
exactly
what
we've
gotten
because
of
the
tactics
of
the
tobacco
industry,
to
say
the
least.
It
is
so
disappointing,
but
not
surprising
that
retailers
and
the
tobacco
industry
have
worked
so
hard
to
lessen
the
public
health
gain
to
lessen
the
public
out
gain
of
the
menthol
policy.

Please
support
the
proposed
distance
requirement,
while
also
considering
additional
steps,
including
a
potential
cap
on
tobacco
licenses
and
stronger
language
that
reduces
store
splitting
doing
nothing
is
simply
not
an
option
in
the
face
of
an
industry
tobacco
that
continues
to
push
their
deadly
addictive
products
on
our
community
