with
our

agenda,
which
is
items

through
13.
I
will
note
that
item

our
liquor
license
approvals
and

our
liquor
license
renewals
either
gambling
license
approvals
and
9
our
business
license
operating
conditions
for
racer
kitchen
item.

is
a
contract
amendment
with
employee
Milwaukee
item
11
is
a
rental
license
reinstatement
at
33:24,
23rd,
Avenue,
South
items,
12
and
13
are
being
referred
to
the
Housing
Policy
Committee
as
well
as
staff.
This
is
a
sustainable
building,
ordinance
and
affordable
housing
right
of
first
refusal.

helping
them
prepare
for
a
career
advancement,
especially
in
the
city,
as
well
as
personal
growth.

is
for
a
revenue
bond
to
refinance
a
2004
revenue
bond
and
leaving
approximately
a
million
dollars
to
be
invested
in
a
minnesota
transition.
Charter
School
facility
at
25,
26
27
to
a
Venusian
Minnesota
transition
charter
school
is
the
state
of
Minnesota
largest
charter
school
and
offers

through
12
programs
plus
online
education.
The
facility
on
27th
Avenue
is

about

students
will
be

we're

building

applicant
is
requesting
an
upgrade
to
the
level
of
entertainment.
They
are
able
to
offer
on
their
rooftop
patio.
In
the
summer
of
2016,
the
city
received
sound
complaints
about
craves,
rooftop
patio,
the
city
notified
crave,
and
they
made
alterations
to
their
setup
on
the
rooftop
to
minimize
sound
issues.
There
has
not
been
a
sound
bailet
violation
recorded
there
since
before
2016,
when
they
originally
applied,
they
thought
they
had
been
granted
the
ability
to
have
the
same
kind
of
entertainment
on
the
rooftop
had
patio
as
the
interior
of
their
establishment.

was
determined
by
a
hearing
officer
through
the
administrative
appeal
process
that
Krave
was
not
expressly
granted
that
level
of
entertainment
on
there.
Top
patio
crave
worked
with
business
licensing
to
submit
an
amended
application
requesting
the
ability
to
have
disc
jockeys
and
dancing
on
their
rooftop.
Patio
crave
intends
to
provide
restaurant
background
music
during
the
weekdays
until
10:00
p.m.
they
will
provide
disc
jockey,
music
and
services,
along
with
patron
dancing
on
Friday
and
Saturday
nights
from
10
p.m.
to
1:45
a.m.

On
May,
first
public
hearing
notices
were
mailed
to
residents
and
property
owners
within
300
feet
of
the
premises.
Notices
were
also
emailed
to
the
ward
councilmember,
the
downtown
Minneapolis
Neighborhood
Association
in
the
warehouse
district
is
an
association
association.
We
have
received
one
response
from
the
public
hearing
notices
that
person
had
concerns
about
the
music
being
too
loud.
A
review
of
3-1-1
calls
and
police
incidents
in
the
two
year.
Look-Back
period
found
no
significant
issues
concerning
this
business.
At
this
time
we
recommend
conditional
approval
of
an
upgrade
to
general
entertainment
on
the
rooftop
patio
at
crave.

there
has
been
no
documented
noise

violation
since

so

I'm
very
pleased
to
present
this
request
for
a
council
approval
for
a
$700,000,
great
streets
loan
for
the
expansion
of
the
Capri
theater
at
2027,
West
Broadway
Avenue.
As
a
part
of
its
strategic
plan.
Some
10
years
in
the
making
PCYC
the
parent
organization
of
the
Capri
theater,
launched
a
nearly
13
million
dollar
endeavor
to
benefit
north
Minneapolis,
to
enhance
the
Arts
in
the
region
to
stimulate
economic
growth
and
community
livability.

The
actions
that
are
before
you
this
afternoon
will
facilitate
the
renovation
of
the
existing
Capri
theater,
building
the
construction
of
a
19,000
plus
square
foot.
Addition
to
the
building,
as
well
as
the
construction
of
a
community
centered
outdoor
plaza
PCYC
was
foreign
founded
in
1954
as
a
nonprofit
organization
dedicated
to
improving
the
lives
of
the
youth
and
families.
The
organization
moved
to
its
current
location
in
1969
and
purchased
the
Capri
theater
in
1987,
as
highlighted
in
the
RCA.
O
The
rehabilitation
and
expansion
of
the
Capri
theatre
will
provide
a
number
of
benefits
to
the
surrounding
community
and
across
the
city,
especially
for
youth.
A
brief
highlight
of
these
benefits
include
the
creation
of
a
Best
Buy
teen
tech
center
that
will
provide
state-of-the-art
technology
and
maker
equipment
and
programming
for
youth.
The
expansion
of
some
18
different
youth
programs
estimated
to
serve
over
six
hundred
youths
per
year,
the
renovation
and
expansion
of
the
theater
estimated
to
serve
over
36,000
patrons
per
year.

The
project
has
received
grant
funding
from
some
of
the
area's
leading
foundations,
including,
but
not
limited
to
the
pole,
ed
foundation,
the
Margaret,
a
Cargill
foundation,
the
Best
Buy
foundation,
the
McKnight
Foundation,
the
auto
Bremer
trust,
the
Carlson
family
foundation,
the
Graco
Foundation,
and
over
three
hundred
and
forty
five
individuals,
including
just
to
name
some
Brad
and
Janet
Anderson
Margaret
and
Angus
Myrtle
Bill
and
Susan
Sam's,
Kathy,
Linz,
Meyer
and
dr.
reatha
Clark
King.

We're
also
very
happy
to
make
the
note
of
the
fact
that
the
project
received
a
five
hundred
thousand
dollar
community
works,
grant
from
Hennepin
County
approval
of
the
city's
$700,000
great
streets
loan
will
assist
PCYC
to
secure
additional
funds,
particularly
the
new
markets.
Tax
credits,
investment
PCYC
is
working
with
Bremer
bank
community
reinvestment
fund
and
Twin
Cities
liske
on
the
terms
of
a
pending
bridge
loan
to
cover
the
outstanding
pledges
and
additional
fundraising.

Our
production,
Show
or
PC
wipe
Seaport
projections
show
that
they
can
service
the
interest
payments
on
the
bridge
loan,
which
will
depend
on
future,
fundraising
or
long
term.
Debt
to
be
paid
down
as
previously
approved.
The
city
will
sell
multiple
parcels
of
land
to
PCYC
for
this
project.
The
city
Lots
contain
construction
debris
from
the
city's
demolition
of
the
buildings
that
were
there
when
we
purchased
the
properties,
F
growing
land
sale
proceeds
will
assist
with
the
soil
cleanup,
while
assuring
that
the
city
will
still
receive
the
fair
value
for
the
land.

Pcyc
has
secured
City,
Planning
and
preliminary
development
review
approvals
needed
to
commence
construction
on
this
project
in
June
of
2019.
It's
not
mentioned
in
the
memo
I'd
like
to
thank
my
colleague,
Hilary
Holmes,
who
assisted
with
especially
some
of
the
regulatory
activity
in
getting
the
project
here
today.

recommends
approval
of
this
request
for
council
actions.

the
Capri
theatres,

well
as
other
members
of
the
Capri
theater
project
team,

been
to

many
important
community
meetings
and
performances

film
screenings
and
everything

reflecting
on

Goodman

I
were
just

meeting

the
hennepin
Theatre
Trust
and
the
investments
that
the
city
made.

many
years
ago
to
restore
those
theaters
and
now
we're
seeing
those
theaters
start
to
reach
out
and
really
contribute
to
vibrancy
all
up
and
down,
have
been
avenue
and
contribute
to
the
vibrancy
of
the
whole
community
and
I.
Think
I'm
really
glad
that
we
can
make
this
investment
right
now
and
really
glad
that
we
can
envision
a
future
where
this
contributes
to
the
vibrancy
of
Broadway
in
a
similar
way.

to
have
the

speak

her
behalf

agencies.
On
this
day,
that's
been
more
than
eight
years
in
the
making.
As
you
seen
in
the
request
for
community
action,
the
project
will
have
tremendous
effect
in
North
Minneapolis.

So
anything
that's
easy
to
do
would
have
been
done
already.
This
was
not
something
that
was
easy
to
do
at
the
time
in
and
and
her
team,
along
with
my
dear
friend,
Carl
Reichert
spent
a
good
amount
of
time,
raising
a
huge
amount
of
he's,
just
an
enormous
amount
of
money
from
the
private
sector.
In
order
to
bring
this
item
for
to
fruition
and
I'll
note
mr.
A
Chow's
report,
it
wasn't
until
2010
when
the
first
livable
communities
grant
came
along,
which
is
which
allowed
the
theater
to
buy
the
parcels
surrounding,
but
it
wasn't
even
until
2011
when
the
city
agreed
to
sell
those
parcels.
So
we
are
talking
a
long
time
and
some
of
these
projects
are
just
so
transformative
that
doing
them
right
and
taking
time
makes
a
level
of
sense
right
now.

is
a
sense
of
urgency.

very
much

work
that
you've
done
to
get
this
from
here
to
there,
and
we
are
I
would
say,
on
behalf
of
all
committee,

happy
that
we've
gotten
to
this
point

the
