meeting

Economic
Development
regulatory
Services
Committee.
For
today,
which
is
January
8th,
happy
new
year
I've
been
joined
by
quorum
of
the
committee,
including
council
members,
Fletcher,
Ellison,
Gordon
and
Cunningham.
We
have
a
number
of
items
on
our
consent
agenda.
They
basically
included
a
variety
of
license
renewals
for
the
beginning
of
the
year,
as
well
as
some
rental
license.
A
Reinstatements
I'm,
gonna
move
items
6
through
8,
but
hold
off
on
6
through
16,
except
for
I,
will
hold
off
on
item
8
for
comments,
and
then
we
will
move
all
those
forward
next,
so
are
there
any
items
anyone

just
wanted
to
take
a
moment
to
say
on
the
record
for
my
constituents
to
know
that
this
was
pulled
off
of
the
agenda
at
the
end
of
last
year
for
us
to
be
able
to
review
with
the
renewal
in
to
address
some
concerns
from
constituents.

city
inspections
go
out
the
concerned,
the
behaviors
of
concern
were
not
done,
we're
not
seen
because
it
was
cold
and
some
conditions
had
changed,
and
so
I
wanted
to
make
sure
that

renewal,
but
we
can
pull
at
any
time
to
be
able
to
review
a
business
license
to
be
able
to

have
conversations
about
if
there

worth
upholding

license

again,
as
we
talked
about,
if
there
is
an
issue
that
needs
to
be
addressed,
a
renewal
is
not
exactly
the
only
way
for
us
to
address
those
issues
and.

applicant
dogwood
coffee
LLC.
It's
located
at
12:09,
Taylor,
Street,
northeast
Suite,
1,
250,
they're
requested
licenses
for
enhance
ale
wine
license
with
no
live
entertainment,
no
live
entertainment
now,
as
a
new
classification,
relatively
new
means
that
there
is
only
allowed
for
radio,
TV
and
electronically
reproduce
music.
In
the
background,
however,
this
applicant
isn't
planning
on
providing
any
of
those.
This
establishment
will
have
60
seats,
interior
and
16
seats
on
the
exterior
they're
proposing
to
be
operating,
both
interior
and
exterior
from
7:00
a.m.
to
10:00
p.m.

daily,
and
this
establishment
will
operate
in
much
of
the
same
way
as
the
dogwood
cafe
on
Lake
Street
as
a
full-service
restaurant.
But
because,
at
this
location
it
was
an
industrial
warehouse
and
hasn't
had
a
license
before
a
public
hearing
is
required.
So
notices
were
sent
to
property
owners
and
residents
within
600
feet
of
the
premises.
We've
received
no
responses
to
this
public
hearing
notice,
LEED
licensed
inspector
Julie
Casey
reviewed
the
application
for
minimum
standards
and
is
making
a
recommendation
to
approve
it.

and
just
wanted
to
say
we're
really
excited
for
this
opportunity
to
continue
to
grow
our
business
here
in
minneapolis,
so
we've
we've
always
roasted
since
2010
in
the
same
kind
of
building
complex,
so
we're
just
moving
down
the
hall
so
we're
totally
moving
our
roasting
side.
We've
got
a
large
glass
wall
and
then
adding
this
new
retail
space,
which
will
allow
customers
to
see
our
roasting
kind
of
production
side,
and
just
one
point
to
it,
is
it's
on
tyler
street,
not
taylor.

locations

had

license

downtown

26th
Street
and
then

Wine
license
for
is
going
to
be
in
stadium,
village,
on
the
University
of
Minnesota
campus
along
a
ground
level
of
other
retail
spaces,
it
will
have
33
seats,
interior
and
their
hours
of
operation
will
be
7
a.m.
to
10:00
p.m.
daily.

no
outdoor
area,
but
no
live.
Entertainment
again
is
just
for
background
music
and
a
pre-recorded
background
music,
and
this
applicant
does
intend
to
provide
that
because
there
had
not
been
of
liquor
application
at
that
site
before
it
was
previously
at
toppers
pizza
with
just
with
just
a
restaurant
license.
Public
hearing
is
required,
and
so
notices
were
sent
to
property

and

within

We

current
downtown
Minneapolis
locations
in
the
Skyway
and
then
we
have
a
kitchen
in
South
Minneapolis,
where
we
make
everything

both
Ryan
and
I
are
graduates
from
the
U
of
M.
So
we're
glad
to
be
back
on
campus,
bringing
good
food
and
amazing
atmosphere
and
character
back
to
campus,

yeah
we're
excited

we're
building
out

space
right
now
and
it's
gonna
be
awesome.

live
solo,
comedy

dancing,
their
establishment
will
have
seating
for

seats
for

entertainment
and
their
application
is
to
permanently
expand
the
premises
to
allow
for
an
expansion
of
their
sidewalk.
Cafe
that
they've
operated
since
2003.

but
the
most
important
part
of
the
application
is
to
allow
for
the
installation
of
an

ease
the
congestion

use

there's

required
and

were

has
been
absolutely
amazing,

part
of

business

five

a

of
other
businesses

community

holds
liquor
licenses

bear

everybody

I
had

guys
did
a
really
great

far

the
saloon
goes,
we're
expanding
we're
really
looking
forward

being
more
part
of

just
want
to
say
something
about
this,
so
I've
known
the
good
folks
at
the
saloon
for
a
number
of
years.
I
remember
a
time,
and
many
of
you
probably
do
not
when
you
wouldn't
have
a
sidewalk
cafe
associated
with
the
bar
and
the
GLBTQ
community,
that
people
would
be
afraid
to
be
outside
because
they'd
be
afraid
of
what
others
would
say
and
do
about
them.

who
we
are
as
a
community
and
where
we
are
in
the
movement
that
this
is
just
a
very
perfunctory
thing
and
I'm
really
proud
of
it
and

them

John
and
all
of
the
folks
associated

Salone.

approval

their

They
currently

sales
of

entertainment.
This
is
the
first
application
that
this
committee
and
the
council
will
consider,
since
the
amendment
of
the
city
charter,
to
allow
for
such
establishments
to
apply
for
liquor
licenses
that
are
in
spaces
under
five
acres.

do
have
other
applications
that
are
pending,
but
this
is
the
first
one.
That's
made
it
to
the
public
hearing
and
through
this
process,
pizza,
Lloyd,
pizzeria
Lola
has
operated
at
that
location
since
2010,
and
the
expansion
of
this
license
to
include
a
liquor
is
really
the
only
thing
that
is
going
to
change
about
the
business
operations.
The
operation
will
continue
to
have
60
seats
inside
20
seats
outside
on
a
private
patio.
It
will
continue
to
have
the
hours
of
operation
from
Sunday
through
Thursday
from
11
a.m.
to
10
p.m.

we're
basically
taking
advantage
of
the
change

Charter.
The
operation
is
very
compact.
It's

in
place
for
over
seven
years,
there's
not
much.

do
to
actually
change
if,
even
if
we
wanted
to
so
it's
going
to
be
a
very
minor
expansion
to
our
beverage
program,
we're
envisioning
a
couple
three
cocktails
on
tap.

probably
going
to
be
the
extent

it
great.

Hendricks
I
live
at
58
40
Logan
Avenue
South
in
the
armitage
neighborhood
of
Minneapolis
and
I've
lived
there
since
1996
and
when
I
first
moved
in
what
I
heard
most
often
from
other
residents
of
the
city,
especially
in
Southwest,
was
there
are
no
rest.
There
are
no
good
restaurants
or
no
restaurants,
south
of
50th
and
there's
nothing.
There
aren't
you
Richfield.

We
frequently
been
called
the
Richfield
of
Minneapolis
and
you
the
last
two
decades
that
has
changed
and
pizzeria
Lola
was
one
of
the
first
I
think
Cafe
van
might
be
the
other.
One
was
one
of
the
first
restaurants
to
say:
yeah
we'll
go
south
of
50th.
They
are
an
incredible
neighbor.
The
only
problem
with
pizzeria
Lola
is
that
I
wish
that
they
were
three
times
their
size
because
it's
hard
to
get
in,
but
they
are
great
neighbors.

run
a
beautiful
operation
with
incredible
service
and
encourage
a
diverse
staff
and
community
which
I
appreciate
so
I.

I
always
have
to
give
a
shout
out
for
places
in
Armitage
and
Kenny,
because
no
we're
not
Linden
Hills
were
not
Fulton,
we're
not
Lyndhurst,
but
we
need
thriving
businesses
just
like
those
neighborhoods,
so
I
hope
I'm,
not
at
all
concerned
about
the
person
who
opposed
it.

complete
faith
in
in
the
establishment
that
it
will
continue
to
run
in
a
very
neighbor
friendly
way.
