chair
of
this
committee.
Right
now
we
have
a
quorum
of
members
of
the
committee,
including
councilmember
Gordon
council,
president
bender
and
councilmember
Andrew,
Johnson
I'll.

that
we
do
have
a
quorum.
We
have
three
items
on
the
agenda
for
today:
the
reappointment
of
director
of
C
ped,
the
reappointment
of
Director
of
Public
Works
and
the
appointment
position
in
the
finance
department
for
director
of
investments
in
debt
management.

as
well,
had
a
chance
to
sit
down
with
the
director
one
on
one
as
well
as
participate
in
the
review,
along
with
the
chair
of
that
committee,
where
I
serve
as
vice
chair,
and
you
know,
I
just
wanted
to
echo
what
the
council
vice
president
said
and
add
that
you
know
we
are.
We
have
a
public
works
department
that
is
leading
in
the
nation
in
a
lot
of
ways,
and
the
director
is
leadership
here
in
the
city
and
nationally
is
really
noticeable
notable
and
appreciated
and
I.

Think
in
addition
to
all
of
that
policy
leadership,
the
director
is
really
doing
two
things
that
I
think
are
critically
important
to
building
support
for
transformational
change
over
time,
which
is
what
this
department
is
doing.
The
first
is
really
creating
a
culture
of
development
of
staff
and
leadership
of
staff
and
I.
Think
there's
folks
who
are
new
to
the
department.

mr.
chair
help
had
a
chance
to
sit
down
talk
with
director
Hutchison
and
really
appreciate
her
vision
for
the
department
and
her
leadership
know
where
I've
had
concerns
she's
been
able
to
work
on
those
and
dress
those
and
I
trust,
and
believe
that
those
will
continue
we'll
continue
working
together
on
those.
But
you
know
it's.

Hutchison

think
she's
been
doing
some
visionary
work
in
public
works
in
public
works
and
we
very
much
forward.

We've

can't
talk
today,
my
goodness
I
very
much
look
forward

working
with
her
in
the
next
several
years.
So
on
that
motion,
all
those
in

We
have
an
appointed
position,
the
finance
department,
it's
the
director
of
investments
and
debt
management
and
I
believe
miss
Miller
is
here
to
present.

This
is
a
request
for
approval
from
this
committee
to
refer
a
proposed
grade
increase
for
the
appointed
position
of
the
director
of
investments,
debts
to
city
council
for
final
approval,
the
position
reports
to
the
CFO
and
is
responsible
for
investments,
capital
and
debts
for
the
city.
The
position
already
exists,
but
has
had
an
increase
in
job
responsibilities
as
a
result
of
insourcing,
a
significant
piece
of
investments
management.
As
a
result,
the
points
for
this
position
have
increased
from
610
to
638
and
a
great
increase
from
13
to
grade
14.

The
salary
for
the
new
position
ranges
from
121
point
1
to
143
point
6
K,
the
ax
comin
twill
be
placed
at
step
8
of
the
new
salary
schedule,
which
results
in
an
incremental
increase
in
expense
of
six
point
four
K
per
year.
The
director
of
investments
and
debts
continues
to
meet
the
appointed
criteria
put
forth
in
the
Minnesota
Court
of
or
Code
of
Ordinances
section
20,
1010
City
Council
to
establish
positions.

and
move
this
appointed
position
in
the
finance
department
forward,
including
adopting
the
findings
approving
the
appointed
position,
this
approving
the
salary
and
then
referring
the
matter
to
the
City
Council.

I

mind
making
just
a
little
observation
comment.
Please
I
think
that
having
to
do
with
the
reappointments
that
we've
gone
through
our
last
couple
meetings,
I've
observed
it
since
then
I
think
we've
had
the
realization
that
we
could
be
doing
a
better
job
of
reviewing
our
department.

Maybe
we
weren't
keeping
pace
that
well,
but
I,
just
kind
of
wanted
to
enter
on
the
record
here
that
now
I
think
we're
developing
a
clear
plan
for
how
we're
going
to
help
do
performance
reviews
regularly
of
our
department
heads
and
so
that
we
don't
necessarily
get
in
the
same
predicament
in
the
future.

You
mr.
chair
and
I
appreciate
my
colleague,
councilmember
Gordon's
comments
on
this
and
just
to
expand
on
that.
Just
in
discussions
of
this
I
know
it
come
up
that
over
the
county.
Apparently
they
provide
a
regular
leadership,
coach
or
a
kind
of
consultant
for
all
of
their
department
heads
and
that's
something
I'd
like
to
look
at
doing
here
and
hope
to
work
with
their
coordinators
office
on
exploring
that
further
I
think
it's
just
offers
a
tremendous
return
on
investment
for
doing
something
like
that
to
have
that
ongoing.
Regular
support
and
development
is
so
easy
there's.

So
many
things
going
on
for
department
has
it's
very
easy
to
get
into
reactive
mode
and
whether
one's
reactive
or
proactive
or
wherever,
that
balance
is
I.
Think
this
is
just
regular,
regular
work
that
is
important
to
have
that
level
of
introspection
and
analysis
and
support
and
continuing
to
develop,
to
become
more
effective
leaders
and
I.
Think
frankly,
we
as
elected
officials,
always
who
our
department
has
in
that
regard,
to
invest
in
them
and
their
ongoing
development
as
well.

it
sounds
like
maybe
there
is
I-
would
just
suggest
that
after
this
round
of
reappointments
is
completed,
and
maybe
in
the
end
of
the
first
quarter
or
the
second
quarter
of
next
year,
we
could
kind
of
get
a
report
in
a
discussion
and
some
recommendations
for
staff
about
how
could
have
a
better
process
going
forward
and
maybe
look
what
the
color
is
doing
another's,
but
I'll
just
put
that
out
there.
