meeting
of
the
Enterprise
Committee.
My
name
is
Lynn
a
Palmisano
I
chair
this
committee,
I
am
joined
today
by
councilmembers,
Fletcher
and
Reich,
and
we
will
soon
be
joined
by
councilmember.
Warsaw
me
councilmember
Goodman
is
at
her
family
housing
fund
assignment
on
City
business
right
now
and
councilmember
Cano
is
at
a
conference
about
public
art
that
is
happening
here
in
our
city.
So
with
that
I'm
going
to
share
that
the
Enterprise
committee's
agenda
has
a
number
of
consent
items,
five
consent
items
on
it.
A

Good

my

is

I'm,
the
city
coordinator
and
I,
appreciate
chair,
Palmisano
and
council
members.
The
opportunity
to
lift
up
a
few
things.
I'm
gonna
pass
it
to
staff
to
give
some
of
the
nitty-gritty
of
our
office
updates,
but
wanted
to
share
some
news.
We
have
been
selected
for
living
cities,
national
initiative
on
inclusive
procurement.
B
It
is
called
the
city
accelerator
program
and
it
really
builds
off
a
lot
of
the
great
work
that
staff
across
the
enterprise
have
done
with
our
supplier,
diversity,
efforts
and
really
key
and
focused
in
on
how
do
we
continue
to
make
inroads
in
providing
better
and
bigger
and
more
opportunities
to
our
businesses
of
color
and
our
immigrant
businesses
across
the
city?
And
so
we
will
be
receiving
$50,000
grant
and
technical
assistance
to
support
those
initiatives
and
really
looking
and
focused
inward
to
see
how
we
can
streamline
those
processes.

This
also
aligns
really
well
with
the
strategic
and
racial
equity
action
plan
that
this
council
approved,
as
one
of
those
priorities
was
really
focused
on
diverse
spend.
We
had
a
couple
of
questions
come
up
and
I
just
wanted
to
respond
now
that
we've
had
the
end
and
the
closure
of
the
navigation
Center.
A
lot
of
people
have
talked
about
the
navigation
Center
and
wondering
what
is
next
and
I'll
say
what
I
often
say
to
community,
which
is
we
had
a
homelessness
crisis
before
the
navigation
Center.
B
One
of
the
things
that
we
really
learned
about
ourselves
is
that
when
we
work
together,
cross
agency
cross
community
cross
organizations,
look
at
the
amazing
thing
we
can
achieve
and
from
176
people
that
were
out
in
the
cold
and
the
very
very
cold
and
it's
early
December.
We
had
52
percent
positive
outcomes
and
that
does
not
meet
that.
Some
of
those
negative
outcomes
are
that
people
were
continued
to
be
homeless.
B
It
will
be
a
hundred
and
ten
facility
unit
again
learning
lessons
that
176
was
too
large
and
they
are
currently
in
the
process
of
building
a
culturally
sensitive
shelter
plus
services.
It
will
have
a
treatment
center
on
the
first
floor
and
intended
to
be
a
low
barrier,
shelter
at
the
site
or
on
the
ground
where
the
navigation
Center
was
located.

There's
also
some
additional
efforts
from
our
community
members.
Ai
CDC
is
actually
expanding
their
efforts
in
transitional
housing
and
hoping
to
build
an
issue.
Wahby
3,
which
is,
will
be
a
40
bed
facility
for
transitional
permanent
housing,
and
so
that's
really
exciting.
They
also
are
about
to
close
on
an
additional
18
bed
unit
in
community
and
are
hoping
to
open
that
before
the
end
of
the
summer,
they
say
August
and
are
now
thinking
July
but
I'm,
trying
to
give
them
n
to
summer.

So
they
have
some
grace
in
terms
of
timing
and
then
finally,
the
group
of
us
that
started
as
part
of
the
navigation
Center
and
our
partners.
We
have
been
joined
in
a
regional
cohort
that
the
state
puts
together,
Kathy,

Brook,
who
obviously
have
dedicated
26
years
to
this
effort,
has
gathered
us
all
state
partners,
County
partners
in
the
metro
area.

So
there
are
seven
counties
represented
city
partners
and
we
are
moving
forward
on
really
taking
those
lessons
learned
and
trying
to
accelerate
them
in
ways
that
really
speak
to
some
of
the
lessons
learned
of
the
navigation
Center.
So
some
of
those
recommendations
have
come
forward.
We
continue
to
meet
almost
on
every
other
month
basis
and
hoping
to
solidify.
How
do
we
come
together
as
a
region
to
response
to
respond
to
this?

I'll
also
just
say
a
quick
thank
you
to
council
as
a
body
and
use
this
committee
as
a
way
to
do
that
we
could
not
have
done
the
navigation
Center
without
your
a
just
general.
Every
time
staff
came
here
certainly
asked
us
questions,
but
we're
supportive
of
those
efforts,
but
certainly
your
financial
support.
Well,
we
were
very
appreciative
of
philanthropy
and
a
donation
in
particular
that
came
forward
to
help
us
operate.

share
that.
It
was
a
nice
event
this
morning
to
do
that
kind
of
wrap
up
with
with
a
lot
of
the
leaders
or
a
lot
of
our
partners
in
this
navigation
Center
and
you
lifted
up
a
lot
of
the
work
of
others
and
I
appreciate
that,
and
also
something
that
was
acknowledged.
I
think
it
was
by
Robert
Liljegren
was
that
overall,
we
acknowledged
that
this
was
seen
as
a
risky
investment
right.

really
glad
we
did
it
I
hope
we
never
have
to
do
that
again
in
the
future,
and
so
but
I
appreciate
that
support
is
that
most
forward
wanted
to
finally
lift
out

additional

terms

just
the
penumbra
of
the
coordinators
office.
We've
got
some
hiring
going
on.
I
know
that
there
were
questions
in
public
safety
committee
recently
about
911
I'm
happy
to
talk
about
that
with
other
folks.

one
of
the
questions
that
came
up
is
where
are
we
on
our
911
director
and
I
am
happy
to
announce.
You
will
see
something
next
week,
but
we
have
extended
an
offer
to
someone
that
person
should
start
on
July
2nd
so
pretty
soon,
and
we
have
a
robust
onboarding
plan
for
her.
She
comes
to
us
and
I'm
hoping
she
has
told
her
people,
but
she
comes
to
us
from
the
county,
and
so
we'll
have
continued
conversations
and
we'll
let
you
know
her
back
very
shortly.

I
also
wanted
to
mention
that
our
CIO
search,
our
chief
information
officer
search
continues.
It
closes
on
June
24th.
It
has
been
posted
for
a
bit
now
and
to
date
we
have
had
77
applicants,
and
so
we've
got
another
little
over
a
week
to
go,
and
we
know
that
there's
a
lot
of
interest
in
our
next
cio
and
really
hoping
to
have
robust
conversations
about
new
vision
and
thinking
about
how
technology
is
really
going
to
help
us
as
a
city
kind
of
move
forward
in
new
and
novel
ways.
So
that's
where
we
are

want
to
share
that
I
and
something
that
came
up
in
public
safety
yesterday
was
I,
know
that
you
have
behind
the
scenes,
been
doing
a
lot
of
deliberate
work
and
working
with
the
workers
and
in
911
about
what
their
needs
and
preferences
are
and
to
find
ways
that
we
might
be
able
to
accommodate
them,
either
in
the
shorter
term
or
in
the
longer
term,
but
especially
in
this
search
for
a
new
director.

Thank
you
for
being
so
thoughtful
and
addressing
a
number
of
the
things
that
we
heard
about
in
public
safety
yesterday
in
terms
of
the
CIO
position.
They
appreciate
that
there's
still
some
more
work
to
do
before
we
find
our
next
CIO.
We
were
introduced
to
the
CIS
Oh
an
audit
committee
earlier
this
week.

We
have
not
found
a
way
to
keep
it
together
and
keep
it
extremely
accurate
over
time.
So
one
of
the
steps
that
I
took
as
a
result
of
that
audit
was
in
transportation,
Public
Works
to
committee,
to
give
a
staff
direction
with
unanimous
approval
from
people
on
this
committee,
including
councilmembers,
Fletcher
and
Reich,
to
have
the
Public
Works
Department
participate
in
a
cross-functional
workgroup
about
that
the
city
enterprise
and
the
direction
that
I'm
bringing
in
front
of
this
committee
is
a
compliment
to
that,
and
it
is
in
conversation
with
Public
Works
and
others.

So
a
staff
direction
that
I'd
like
to
put
in
front
of
my
colleagues
is
also
from
the
front
of
the
dais.
But
it
says
staff
direction
directing
IT
to
lead
in

1,
to
participate
in
a
cross-functional
work
group
to
address
geographic
information
data
quality
and
identify
solutions
that
will
increase
data
quality
in
an
actionable
way
across
the
city.
Enterprise
report
back
in
November
timeframe
and
I
understand
that
you,
your
coordinators
office,
will
be
involved
in
some
of
that
work.

good

council

I'm
Andrea
Larsen
and
the
director
of
strategic
management
in
the
coordinators
office
and
I
just
wanted
to
give
a
few
program-related
updates
on
just
a
select
a
couple
things
happening
around
the
office
in
arts,
culture
and
creative
economy.
Lagoon
Khayyam
is
leading
multiple
engagements
at
the
Americans
for
the
Arts
conference
or
customer
Cano
is
attending,
which
includes
support
of
opening
ceremonies,
art
tours
within
the
city
and
multiple
conference
presentations.

This
is
really
great
arts
exposure
for
the
city,
so
we're
excited
that
lagoon
has
taken
a
lead
role
in
that
in
human
trafficking.
Shooting
stress,
matt
is
doing
some
important
work
convening
the
city's
human
trafficking
and
exploitation
group.
They
had
convening
on
May,
22nd
and
finalized
on
a
name
the
name.
The
acronym
is
heat,
HEA
T,
that's
the
human
exploitation
and
trafficking
task
force.
The
task
force
will
meet
monthly
for
now,
but
it
may
change
in
the
future
to
a
quarterly
meeting,
depending
on
the
work.

Suna
has
been
working
with
the
Health
Department
to
facilitate
a
design
thinking
process
for
the
participating
departments
in
heat,
to
identify
gaps
that
could
be
contributing
to
human
trafficking,
trafficking
and
exploitation,
and
to
empower
them
with
tools
to
work
on
a
course
of
action
which
would
help
fill
those
gaps.
So
this
is
a
really
exciting
early
engagement
for
the
group
as
they
get
started
in
their
work
in
policy
research
and
analysis.
Jeff
Schneider
has
been
leading
some
important
efforts
related
to
the
minimum
wage
study.
C
There
is
a
data
privacy
and
sharing
agreement
between
some
state
departments
and
the
Federal
Reserve
was
completing
our
report.
That's
going
to
be
able
to
allow
the
Federal
Reserve
to
do
some
really
deep
analysis
on
impacts
of
minimum
wage,
likes
of
which
have
not
been
seen
in
other
cities
that
have
implemented
minimum
wages
across
the
country,
and
so
this
was
a
huge
step
that
involved
a
lot
of
work
from
lots
of
people
in
the
city
and
outside
of
the
city.

But
this
is
affected
to
do
a
level
of
research
that
will
be
really
unique
nationally,
so
very
thankful
to
Jeff
another
staff
for
leading
that
effort
in
our
performance
and
innovation
team.
We
have
just
wrapped
up
our
results
reporting
for
the
year,
so
the
earliest
ones
of
our
finished
results,
reporting,
which
is
really
exciting
our
first
time
in
in
chambers
with
results
in
a
standardized
process
and
as
a
part
of
the
budget.

So
we're
really
excited
we're
now
in
the
process
of
doing
some
debriefing
and
we're
talking
about
how
to
do
that
with
councilmembers
and
the
mayor's
office
as
our
audience
of
these
reports
and
with
departments,
as
obviously
the
critical
users
of
these
reports
to
make
any
improvements
for
next
year,
the
promise
zone
will
be
giving
a
detailed
update
next
month.
So
I
won't
give
any
updates
from
the
promise
zone.
Our
office
is
also
leading
some
important
preparations
for
the
new
building,
one
of
which
is
paper,
paper,
storage
and
digitization.

Lastly,
a
quick
staff
update
in
our
division
of
race
inequity
track.
Trachtenberg
has
joined
the
division
to
lead
the
transgender
he's
our.
They
are.
The
transgender
equity
project
coordinator
track
I'm,
just
gonna
read
a
little
bit
about
what
they'll
be
doing
and
then
their
background
track
will
be
providing
staff
support
to
transgender
equity
Council
in
the
transgender
issues.
Work
group,
along
with
Lurie's
Reid
and
we'll
also
be
focusing
on
implementation
of
the
trans
equity
Summit
track,
has
an
excellent
background
in
music.
They
were
a
youth
worker.

Organizer
facilitator
have
just
a
long
background
with
the
queer
and
trans
community
and
so
track
wasn't
able
to
be
here
today.
They
are
hoping
to
join
us
for
the
July
meeting
so
that
we
can
introduce
them.

sustainability,
terrific.

My
name
is
Kim
heavy
I
work
in
the
city's
sustainability
office
and
I
wanted
to
share
some
great
news
about
some
things
that
we're
doing
around
sustainability
and
just
to
be
kind
of
a
general
update
and
some
of
the
activities
that
we
are
engaged
in.
So,
as
you
know,
earlier
this
year
we
passed
a
suite
of
residential
energy
disclosure
policies,
the
first
of
which
is
a
benchmarking
policy
for
all
residential
buildings
over
a
hundred
thousand
square
feet.
D
They
are
required
to
begin
reporting
as
of
June
1st
and
so
far
we
have
about
approximately
a
60%
compliance
with
that
as
June
1st.
That
actually
is
very
good,
considering
that
when
we
started
the
commercial
benchmarking,
compliance
and
the
first
deadline
actually
was
about
35%,
so
we're
well
above
the
compliance
level.
We
were
at
with
commercial,
which
is
now
at
93%.
D
Just
recently,
you
know,
as
I
mentioned.
Maybe
your
folks
have
heard
that
our
home
energy
squad,
working
with
Center
for
energy
in
the
environment,
has
had
some
difficulty
keeping
up
with
demand.
They
have
added
some
additional
capacity
and
I'm
happy
to
report
that
in
the
latest
invoicing
and
reporting
that
review
see
for
April
that
in
the
city
of
Minneapolis,
we
had
93
home
energy
squad
visits
completed.
If
we
continue
on
that
track,
that'll
be
more
than
double
what
we
had
in
2018,
where
we
wrapped
up
about
525
home
energy
squad
visits.
D
We
just
recently
completed
with
the
energy
transition
transition
lab
at
the
University
of
Minnesota,
an
inclusive
financing,
a
study
with
Cadmus
consultants,
as
well
as
a
regulatory
and
legal
analysis,
along
with
the
state
energy
office
at
the
Department
of
Commerce.
Both
of
those
studies
indicate
that
we
have
a
viable
program
that
we
are
planning
to
move
forward
with
in
conjunction
with
Center
Point,
Energy
and
Xcel
Energy.

So
at
our
next
Clean
Energy
Partnership
board
meeting
on
June
17th
we'll
be
proposing
an
board
motion
which
will
really
complete
the
next
steps
that
we
need
to
get
done
over
this
summer
and
bring
forward
a
program
to
the
clean
energy
partnership
for
their
quarter.
Three
board
meeting
for
approval,
with
the
intent
of
being
able
to
bring
forward
a
petition
to
the
Public
Utilities
Commission
to
approve
an
inclusive
financing
program
by
November
1st
of
2019.
The
program
would
then
be
on
track
to
launch
in
early
2021.

We
kicked
off
our
food
Action
Plan,
which
is
going
to
be
an
appendix
to
our
climate
action
plan.
We
kicked
off
our
first
meeting
on
food
justice
and
equity
on
May
15th
up
at
the
Eastside
neighborhood
services.
We're
going
to
be
continuing
this
over
the
next
year
with
our
goal
to
bring
forward
a
food
action
plan
that
will
look
at
how
we
can
create
a
more
sustainable
food
system
and
reduce
the
emissions
from
that
come
from
our
food
system.
That
is
expected
to
be
done
in
July
of
2020.

Our
community
environmental
advisory
commission
will
be
tabling
at
the
Juneteenth
celebration
this
weekend,
so
we
have
volunteers
from
that
group
sharing
ideas
and
more
sustainable
lifestyle.
We
are
actually
working
with
a
developing
a
survey
for
city
employees
who
may
be
going
to
the
new
public
service
center.
Our
goal
would
be
to
look
at
ways
that
we
can
encourage
people
to
not
drive
into
downtown.

So
this
is
really
a
transportation
demand
survey
really
trying
to
understand
where
people
are
coming
from
what
the
types
of
needs
they
have
in
ways
that
we
can
really
do
some
behavioral
change
on
that.
So
we
have
one
of
our
project
aides
working
on
that
and
that
will
be
coming
out
this
summer-
wanted
to
mention
that
our
passive
housing
program
is
moving
forward
with
the
C
peds
Minneapolis
Homes
program.
We're
expected
to
have
six
to
twelve
homes
built
for
families
at
80
percent
or
less
of
area.

However,
we
have
received
word
that
the
energy
foundation
of
California
is
willing
to
fund
a
stakeholder
process
which
would
be
led
on
the
technical
side
by
Cee
and
by
fresh
energy
on
the
policy
side,
bringing
together
a
group
of
stakeholders,
including
trades,
as
well
as
the
Department
of
Labor
and
Industry
and
Commerce
and
and
the
cities
that
were
in
our
coalition,
to
support
SB
2030
to
come
up
with
draft
legislation
that
all
of
us
can
live
with
to
bring
forward.
In
2020.
D
We
just
recently
let
out
a
contract
for
a
new
resiliency
hub
technical
assistance
at
little
earth.
Our
goal
there
is
to
actually
create
the
city's
first
resilient
hub
community
hub
at
the
community
center
in
little
earth
and
to
do
a
complete
retrofitting,
reducing
energy
use
at
the
tire
600
or
the
entire
and
gets
250
units,
or
so
at
little
earth
by
at
least
30%,
and
also
looking
at
ways
that
we
can
integrate
solar
with
a
goal
to
get
to
net
zero
energy.

Mcknight
Foundation
actually
has
awarded
a
350
thousand
dollar
grant
to
the
carbon
neutral
cities
Alliance
in
conjunction
with
the
city
of
Minneapolis
and
Stockholm,
to
support
our
efforts
on
transportation
mobility
hubs,
our
goal
there
is
to
really
provide
another
option
for
people
to
really
get
rid
of
their
car.
These
transportation
mobility
hubs
are
a
top
priority
for
our
Public
Works
Department
and
we've
been
working
and
talking
with
Stockholm
for
the
last
few
months
on
those.

So
that's
just
a
short
little
update
on
a
lot
of
the
activities
that
we
have
going
on.
As
you
can
see,
we
have
a
very
active
staff,
I'm
very
proud,
to
be
working
with
an
extremely
dedicated
group
of
individuals
who
make
this
a
personal
priority
to
work
on
climate
change
and
equity
and
social
justice.

are

regular
updates
on
both
you
know,
some
of
the
navigation
Center
work
and
some
of
the
IT
work
we've
been
in
discussions
about
and
a
lot
of
the
sustainability
work
through
the
clean
energy
partnership.
So
I'm
glad
we're
sharing
this
information
out
to
a
broader
audience.

one
is
contracts
with
different
suppliers
to
provide
full-time,
employee
recruitment
services,
meaning
we
have
a
number
of
vacant
positions
to
fill,
and
these
would
be
paid
as
pretty
standard
in
a
recruiting
industry
as
20%
of
a
salary
to
someone
that
they've
recruited
that
is
successful
and
works
out
as
a
full-time
employee
of
the
cities.
Item
number
two
is
a
contract
with
Nav
Explo
bowl.
It
is
subscription
licenses
for
policy
and
procedure
management.
A
Software
item
number:
three:
is
a
contract
with
pro
Sai
to
provide
name,
sorryi
change
management,
certification
services,
there's
two
elements
of
that:
one
is
authorizing
the
contract.
The
second
is
customizing.
The
city
standard
contract
form
this
I
understand
will
be
really
helpful.
Training
for
those
that
work
with
our
Elms
system.
Here
in
the
city
item
number
four
is
a
contract
with
Tyler
technologies
to
provide
computer-aided
mass
appraisal.
That's
our
cama
system
that
we've
talked
a
lot
about
in
terms
of
our
market.
A
Valuations
of
property
and
both
authorised
is
the
contract
and
it
authorizes
the
customization
of
liability
terms.
This
was
a
long
time
coming
and
became
part
of
our
budget
process
last
year.
Item
number
five
is
the
contract
amendment
with
Verint
America's
for
hosting
in
support
of
the
3-1-1
lake
and
application.
This
is
an
upgrade
of
this
system
as
we
move
data
centers,
where
we're
storing
the
data,
and
this
moves
us
a
little
bit
to
software
as
a
service
and
I
can
share
a
little
bit
more
about
that.
