license

this

February
of
2019
and
is
now
applying
for
an

license

from

but
we

We
are
asking
to
be
able
to
serve
wine

beer
inside
still
great.

expansion
of
premises

sidewalk.

for

be
no

design
plan
for
the
sidewalk
has
been
approved
by
the
city
of
Minneapolis

art
design
for

outside
seats

just
a
westward

bench
built
along

wall
on
Grand
Avenue,

believe,
and
the
bench
will
only
occupy
about
two
feet:
these
about
room
for
ten
people
facing
west
and
some
integrated
small
tables
for
small
tables
built
into
the
bench
kind
of
an
example
of
something
like
this
could
be
seen
at
other
nearby.

like
Bryant,
Lake,
Bowl
and
urban.

it

wouldn't
allow
smoking

3,000
black
that
is
right
near
the
restaurant
and
my
neighbors
I
are
distressed
at
the
thought
of
more
late
night
traffic
in
our
area,
our
block
struggles
with
noise
and
livability
and
garbage
issues
all
the
time,
and
very
often
people
come
off
of
Lake
Street.
Having
bought
some
food
and
park
on
our
block,
eat
talk
late
at
night
and
drop
garbage
out
which
the
residents
are
then
burdened
picking
up.

So
our
block
is
very
stressed
in
the
summer
time
as
it
is,
and
we
feel
that
the
addition
of
a
restaurant,
that's
open
till
4:00
is
not
only
going
to
increase
noisy
traffic
late
at
night
by
my
window
when
I'm
trying
to
sleep
in
the
summertime.
But
it's
also
going
to
be
a
magnet
for
people.
Who've
just
come
out
of
the
bars
all
up
and
down
Lake
Street
at
2:00
a.m.
and
where
can
we
go
eat?

Oh,
that
place
is
open
till
4:00
and
they're
going
to
come
there,
and
even
though
they
don't
have
a
liquor
license.
There'll
be
a
lot
of
inebriated
people
coming
at
4:00
morning.
To
the
end
of
my
block
and
then
peeling
out
and
dropping
garbage
and
all
the
things
that
we
struggle
with
so
none
of
my
neighbors
are
very.

About
the
extended
hours,
we're
very
happy
that
the
restaurant
is
there
and
we're
in
support
of
successful
minority
restaurants
and
the
good
food.
That's
there
I
look
forward
to
eating
it
in
the
daytime,
but
we
really
do
not
want
late-night
hours.
Some
years
ago
we
closed
down
the
block.
The
neighbors
closed
down.
The
license
for
Fernando
is
a
bar
on
that
same
corner
because
of
the
noise
and
livability
issue,
and
it
got
better
after
Fernando's
was
gone
and
we're
not
happy
about
something
coming
back.

so
I'm,
the
council,
member
of
the
area
where
this
project
is
being
proposed
and
I've
been
working
hand
in
hand
with
the
Latino
Economic
Development
Center,
as
well
as
the
owners
of
loso
Campbell,
who
have
run
a
very
successful
business
on
the
corner
of
Lake
and
Chicago.
Up
until
recently,
when
mr.
John
Wolfe
decided
to
build
some
apartment
buildings,
a
few
apartment
unit
buildings,
a
few
apartments
on
on
the
corner
of
of
Lake
and
Chicago,
and
had
to
find
a
new
home
for
Los.

What
I
do
know
is
that
there's
a
lot
of
energy
and
positive
energy
happening
at
the
formerly
at
the
building,
formerly
known
as
las
mujeres,
which
is
right
across
from
heart
of
the
beast,
where
local
gumbo
is
now
in
collaboration
with
Latino
Economic,
Development
Center,
a
Latino
hair
salon,
as
well
as
a
Latino
bike
shop,
and
so
I'm
actually
really
excited
for
the
type
of
dynamic
partnerships.
That
could
happen
here
to
bring
more
activity
into
the
commercial
corridor
which
does
fall
dormant
after
I
would
say
about
7:30
or
8:00
p.m.

Don't
engage
with
our
corridor
as
robustly
as
they
do
with
places
like
each
Street
and
sometimes
in
downtown
in
other
areas
of
the
city,
where
people
feel
safe
enough
to
go
out
with
their
families
and
their
friends
and
their
co-workers
to
spend
dollars
buying
a
backhoe
or
a
third
of
them.

in
the

supporting

relationships

the

type

numerous
occasions
and
it's
all
about
being
able

come
home
grabbing

folks

to
the

negative
issues

of
people

are
willing

any
issues
should

happen,
and
my
office
has
already

engaged

this
development
project
for
the
last
three
months,

a
resolution
adopting
the
assessment,
loving
the
assessment
and
adopting
the
assessment
role
for
a
pace.
Energy
financing
for
Britain
glass
project
located
at
2300,
North,
2nd,
Street,
Britain
glass,
is
a
Minneapolis
manufacturing
facility
that
was
established
in
1912
and
has
been
in
there
look
current
location
at
2300,
North,
2nd
Street
for
decades.
They
are.

They
include
wholesale
distribution,
fabrication
of
glass,
aluminum
projects
and
glass
glazing,
and
at
this
time
they
would
like
to
put
a
rooftop
solar
array
on
the
roof
of
their
facility.
The
project
passes
$279,000
st.
Paul
Port
Authority
has
approved
financing
at
5
percent
for
a
term
of
10
years,
and
we
will
replacing
the
assessment
to
pay
back
that
that
financing
and
because
of
the
success
or
the
solar
project,
they
will
be
saving
$13,000
a
year
in
their
annual
energy
cost
to
the
building.

property

indigenous
peoples
task
force
for
$1
to
construct
the
Makwana
dan
out
of
suka
Norton
Wellness
Center
project.
The
property
closing
will
be
contingent
upon
the
indigenous
peoples
task
force,
securing
all
financing
necessary
to
commence
and
complete
construction
of
the
project.
For
more
than
25
years.

The
IP
TF
has
provided
culturally
based
health
and
educational
services
to
Native
American,
youth
and
adults,
as
well
as
community
residents
in
the
in
the
Philips
community
to
address
significant
health
and
economic
disparities
and
promote
wellness
and
cultural
vitality.
In
the
mid-90s,
IPPF
successfully
secured
financing
and
developed
a
supportive
housing
project
for
individuals
and
family
living
with
hiv-aids,
located
adjacent
to
23:13,
13th
Avenue
South,
which
continues
to
own
and
operate
and
provide
case
managed
services
for
residents.

has
recently
established
a
social
benefits,
enterprise
and
DGP
and
digi
baby

to
develop
and
distribute
healthy
baby
food
products.
Ipts
annual
budget
has
increased
to
nearly
1.4
million
dollars
per
year.

13th
Avenue
South
is
a
vacant.
Eight
acre
property
that
has
been
in
the
city's
development
inventory
since
1994
in
2015.
In
response
to
a
city
request
for
proposals,
ietf
was
awarded
exclusive
development
rights
to
develop
the
quantity
out
of
suka
art
and
Wellness
Center
project,
which
is
a
12,000
square
foot
community
center
to
consolidate
and
expand
its
programming
and
administrative
services.

addition
to
offices
and
case
management
spaces,
the
project
will
include
commercial
kitchen,
community
gardens,
small
theatre,
art
workshops
and
gallery
space
and
space
to
support
additional
neighborhood
partnerships
and
expanded
programs.
The
building,
design
and
site
plan
incorporate
green
building
materials,
renewable
energy
systems,
native
plantings
and
best
management.
This
is
for
stormwater
recycling
since
securing
exclusive
development
rights.

PT
F
has
made
significant
progress
towards
implementing
the
development
land
use.
Applications
have
been
proved
by
City
Planning
Commission,
which
has
also
proved
the
proposed
land
sale
as
consistent
with
the
city's
comprehensive
plan.

TF
has
an
experience,
development,
team
and
capital
campaign
committee
members,
a
five
million
dollar
art
and
Wellness
Center
project
will
be
financed
primarily
with
a
combination
of
IP
TF
capital
campaign,
proceeds,
a
new
market
tax,
credit
equity
and
a
bank
loan.
Last
year,
the
indigenous
peoples
task
force
submitted
a
letter
to
the
city.
Request
from
the
city
become
a
financial
supporter
of
the
project
by
reducing
the
purchase
price
of
the
property
to
$1.00,
to
demonstrate
city
support
for
the
project
to
potential
funders
and
increase,
fundraising
momentum.

Sale

the
property
is
for
one
dollar
as
a
write
down
from
the
appraised
reuse
value
of
two
hundred
twenty
five
thousand
eight
hundred
sixty
four
dollars
today,
IPT
up
has
secured
about
forty
five
percent
of
their
capital
campaign
target
amount.
We
continues
to
work
closely
with
potential
funders,
corporate
tribal
and
individual
donors
to
secure
secured
remaining
commitments.
At
this
time,
I
PTF
anticipates
that
it
will
secure
its
project
financing
commitments
and
its
close
with
the
city
owned
property
and
commits
construction
by
late
2019
or
early
2020
with
building
completion
in
2021.

to

for
a
number
of
properties
listed
below
miss
Keller.

you
today,
is
a
mediated
settlement
between
the
city
and
owners
of
18
properties,
totaling
490
units
previously
owned
when
mr.
Stephen
friends
and
currently
owned
through
contract
for
deed
by
a
number
of
companies,
ll1
LLC,
lo2,
LLC,
lo3,
LLC
and
then
h,
scott
properties,
solution,
properties
and
c
and
k.
Properties
LLC.
These
properties
were
originally
part
of
a
much
larger
portfolio,
owned,
Vidant,
mister
friends.
At
the
time,
his
rental
licenses
were
revoked,
the
portfolio
numbered
60
properties
because
at
least
two
of
his
licenses
were
revoked.
Mr.

friends
and
has
denied,
or
is
in
the
process
of
denying
all
18
licenses
before
you
today,
the
department
and
City
Attorney's
Office
were
approached
by
the
owners
of
these
properties
about
engaging
in
a
mediated
settlement
to
prepare
and
met
with
renters
from
the
buildings
and
building
leaders
in
the
properties
to
hear
about
their
concerns
and
their
priorities,
the
majority
of
which
were
included
in
the
settlement
agreement.
The
settlement
contains
the
following
provisions
in
exchange
for
licenses.
First,
it
establishes
timelines
for
the
property
owners
to
distinguish.

Excuse
me,
extinguish
misterfrancis
interest
in
the
properties
and
the
appointment
and
an
administrator
if
the
deadlines
are
not
met.
Secondly,
there
are
protections
from
evictions
based
on
back
rent
from
before
the
effective
date
of
the
agreement
and
protection
from
non-renewal
leases
or
other
notices
to
vacate,
except
for
legal
evictions.
For
two
years,
there's
also
protection
from
rent
increases
in
excess
of
five
percent
each
year.

Additionally,
the
property
owners
will
submit
monthly
documentation
to
the
city
for
a
six-month
period
showing
their
adherence
to
these
provisions.
If
there
is
a
material
breach
of
the
settlement
provisions
during
this
period,
an
independent
property
management
company
will
be
put
in
place
for
the
entire
portfolio
of
that
owner.
For
two
years
after
the
mediation
was
successful.
The
city
attorney's
office
accompanied
us
back
to
the
same
group
of
renters
to
explain
the
settlement
provisions
and
to
talk
with
them
about
how
to
engage
with
the
other
households
involved
in
the
settlement
and
next
steps.

have
sent
it
since
mailed
a
notification
in
both
English
and
Spanish
to
all
impacted
units.
Should
this
committee
and
the
full
council
approve
the
settlement.
Additional
engagement
is
planned
and
includes
a
widely
broadcast
meeting
on
the
evening
of
May,
8th
with
notice
given
via
mail
door,
knocking
and
phone
calls.

We
are
also
focused
on
the
enforcement
of
the
provisions
working
with
3-1-1
to
develop
a
tool
which
can
easily
be
used
to
log
complaints
specific
to
the
agreement
internally,
developing
an
easy
way
for
the
property
owners
to
transmit
their
monthly
documentation
back
to
us
and
building
out
a
dashboard,
so
that
renters
can
easily
check
on
affection
violation
and
service
request
data.
This

healthy
bit
of
skepticism

regard

whether
or

any
of
these
folks
will
be
able

get

financing

days.

whole
thing
falls
apart.

they
can't
get
financing
correct

fear
that
the
previous
owners
are
just
watching
the
clock.

their

only

years
left

very
close
relationship
that
the
owners
have
with
the
previous
owners
is
somewhat
worrisome
to
me
with
regard
to
the
property
is
falling
back
into
the
hands
of
the
previous
owners.

don't
know
if

Goodman
just
as
two
counting
down
the
clock,
the
City
Attorney's
Office
position
has
been
in
written
filings,
consistent
that
that
clock
doesn't
start
counting
down
until
mr.
friends.
His
interests
are
extinguished
from
all
current
licenses
and
he
still
has
those
interest
in
the
18
so
to
extent
he's
trying
to
run
down
the
clock.
We're
going
to
take
the
position
that
he
is
failing
to
do
that
great.

funding
recommendations

business
technical
assistance
program,
I'm
filling
in
for
Daniel
Boone,
Nia
Daniel
leads
the
city's
business
technical
assistance
program,
also
known
as
B
tap
and
I
credit
him
with
improving
and
innovating
the
program
over
the
past
several
years.
In
short,
the
B
tap
program,
funds,
nonprofit
community-based
organizations
to
provide
business,
consulting
services
to
Minneapolis
entrepreneurs
and
small
businesses,
for
example.
I
This
assistance
can
be
help
with
business
plans,
financial
projections,
navigating
regulations,
real
estate
issues
and
diverse
suppliers.
For
occasions
and
procurement
about
once
a
year,
we
release
a
request
for
proposals
to
fund
the
support
organizations.
This
afternoon
we
are
asking
you
to
authorize
grant
agreements
with
12
nonprofit
organizations
for
the
2019
funding
round
and
those
organizations
are
listed
and
described
in
the
staff
report.

are
other
parts
of
the
blue
tap
program
with
their
own
acronyms

for
cooperative
businesses,

emerging
real
estate
developers
and
the
Professional
Series
for
various
specialized

the

part
of

app,
which
is
the
personalized
technical
assistance

entrepreneurs.

been
affected
by
this
program
have
the
opportunity

the

summary

update

it

because
I
really
think
this
is
an
example
of
a
program
that
is
now
maturing
at
six
years
old

worked

be
inclusive,

now
we

be
measuring
results,
probably
as
best
as
we
can

actual
tangible

before
you
this
afternoon
with
the
2019
great
strengths,
business
district
support,
grant
contracts,
award
recommendations,
and
this
is
the
11th
year
of
business,
district
support
grants
and
as
well.
We
received
the
largest
number
of
proposals
this
year
at
26,
from
a
variety
of
different
nonprofit
organizations
that
work
in
commercial
district.
Revitalization
across
the
city.
Some
are
business
associations,
others,
neighborhood
organizations,
Community,
Development,
Corporation's
and
other
cultural
groups
that
are
working
with
businesses
and
on
district
vitality.

Five
proposals
fully
13
proposals
personally
and
eight
proposals
with
no
funding.
It
was
a
very
competitive
round
not
only
in
the
sheer
number
and
amount
of
dollars
that
were
requested,
but
also
in
the
quality
of
the
proposals.
I've
been
working
on
the
business
district
support
program
since
its
inception
and
in
my
eyes
it
probably
was
the
most
challenging
award
review
committee
meeting
that
we've
had
in
that
there
was
a
lot
of
agreement
that
the
proposals
in
general
were
well
written
and
requesting
things
that
were
exciting
to
consider
as
possibilities
we
did
do.

The
variety
of
different
initiatives
and
activities
that
are
proposed
and
that
you'll
see
outlined
and
that's
the
design
of
the
great
streets
business
district
support
program
in
that
there's,
a
wide
variety
of
activities
that
are
eligible
that
organizations
across
the
city
can
propose
to
be
funded
through
the
program.
Some
are
new
and
innovative.
Others
are
the
bread
and
butter
of
just
our
traditional
grassroots
business
organizations
and
what
they
do
and
how
they
provide
services
and
value
to
their
members.

Broadway
teaming
up
with
sort
of
the
Camden
Town,
unofficially
known
as
to
get
some
support
up
there,
because
I
know
that
they
don't
have
a
fiscal
agent
that
far
far
up
north
and
so
loving,
to
see
word
for
word
and
word
five
sort
of
showing
each
other
some
love
there.
So
so
just
thank
you
for
all
the
work
and
really
appreciate,
really
appreciate
this
forever.

speaking
of
showing
some
love,
I
want

point
out
the
partnership
between
the
fifth
Ward
and
the
seventh
Ward
and
the
Third
Ward
in
the
chameleon
shops
proposal,
which
is
working
with
various
artists
of
color
and
entrepreneurs
of
color
to
help
them
be
located
in
storefronts
downtown
that
are
currently
vacant.
It's
a
great
example
of
a
private
public
partnership.
That's
leveraged
money
from
various
partners
in
order
to.

I
think
some
of
these
projects
were
really
innovative.
I,
especially
appreciate
the
fact
that
you
paid
a
lot
of
attention
to
leverage
if
there
were
organizations
that
only
got
money
from
us
and
have
done
nothing
to
kind
of
expand
that
network,
they
need
to
look
somewhere
else
before
we
fund
those
again,
and
then
there
were
the
ones
that
just
consistently
are
very,
very
high.
Performers
which
continue
to
do
incredible
work,
especially
in
South
Minneapolis.
A
very
impressive
group
of
proposals.
A
I
can
see
where
you
would
have
a
hard
time
making
choices,
but
I
am
going
to
move
the
staff
recommendation,
because
I
think
that
you've
worked
very
hard
to
get
to
this
point
for
their
comments
or
questions
on
the
motion
to
approve
the
staff
recommendation
on
favor
signify
by
saying
hi
all
right,
any
opposed.
