committee

want
to
just
take
care
of
a
couple
of
things
on
the
agenda
first,
including
the
consent
agenda,
which
is
items
6
through
15
I'll.
Note
that
this
is
the
liquor
license.

Approvals
and
renewals
gambling
license
approvals
and
renewals
were
also
submitting
applications
for
environmental
grant
funding
round
for
the
2019
brownfield
grants,
as
well
as
accepting
some
grants
and
item
number
14
and
accepting
grants
in
item
number
13
and
15.
So
there
are
a
number
of
items
on
consent.

in

bonds
will
be
issued
for
to
the

a
building
company
for
the
acquisition
renovation
equipment,
equipping
and
expansion
of
an
existing
facility
at
33,
20,
east
41st
Street
for
a
Friendship
Academy
of
the
Arts
charter
school
project.

Friendship
Academy
is
currently
located

2600

38th
Street,
with
170
students
from
kindergarten
through
7th
grade,
and
this
proposal
is
to
purchase
a
and
equip
a
second
facility
to
include
offices,
classroom
space,
gym,
cafeteria,
exterior
infant
structure
for
an
additional
350
students.

the
kindergarten
and
first-grade
students
in
the
former
facility
and
then
have
second
through
eighth
grade
into
the
new
facility,
and
the
financing
approvals
are
moving
through

northeast
and
the
first
Ward
the
applicant
is
requesting
an
on
sell
liquor,
general
entertainment
with
Sunday
sales
license.
The
proposed
hours
of
operation
are
Sunday
through
Thursday
8
a.m.
to
12
a.m.
Friday
to
Saturday
8
a.m.
to
2
a.m.

they
have
indoor
seating
for
800
and
seating
for
50
on
an
outdoor
patio
on
September
23rd

public
hearing

residents

owners

comments

community,

expressed
some
sort
of
concern
from
anywhere
from
parking
issues
to
noise
to
other
livability
concerns.

will
cover
17,500
square
feet
of
the
banquet
hall.
This
hall
will
be
rented
out
for
weddings,
corporate
events
and
other
galas.
The
licenses
and
consumer
services
division
recommends
the
approval
of
an
on
sale,
liquor,
general
entertainment
with
Sunday
self
license
for
a
Quincy
Hall.

oats

train.
That
goes

concerned
about
the
two
o'clock.
Everybody
else
on
the
Avenue
has
been
very
respectful
of
the
neighborhood
and
people
leave
their
businesses
at
midnight,
and
we
also
do
have
a
in
event
center
at
the
corner
of
Quincy
and
15th,
and
they
do
close
at
midnight.

So
I
feel
this
two
o'clock
is
sort
of
an
economic
disadvantage
by
handing
it
over
to
them
for
two
o'clock:
the
noise
and
traffic.
We
don't
know
it
is
very
frightening
to
have
800
people
invade
your
neighborhood
at
any
point
in
time
with
everybody
else
who
comes
it's
a
little
dicey
and
Quincy
is
not
the
best
tree
to
go
up
and
down.
People
have
started
to
use
Monroe's
alley
as
a
alternative
street
to
Quincy.

this
point
in
time,
so
the
neighbors
are
concerned
about
that
and
I
guess
it
will
be
a
wait-and-see,
but
I
truly
am
not
in
favor
of
this
two
o'clock
but
midnight.
That's
everybody
else
and
the
everyone
else,
but
them
have
come
to
the
neighborhood,
to
discuss
this.
We
had
a
small
meeting
and
we
called
it
on
Saturday
at
their
facility.

some

this

changed

between
based
on
what
we
just
heard.

convey

concerns

about

project
overall
in
the
process.
To
this
point,
I'm
going
to
add
that
I'm
not
opposed
to
development
and
change
in
the
area.

I've
owned
the
house
for
over
20
years
and
lived
across
the
park
before
that.
I
named
my
son
Logan,
so
just
saying,
but
I'm
happy
to
have
the
neighbors
that
we
have
on
Quincy.
Indeed,
Centro
able
highlight
we
go
to
all
of
those
places.
All
the
time
I
like
to
spend
my
money
there
rather
than
in
a
chain,
so
some
of
the
areas
a
concern
I
have,
though
operating
hours.
Obviously
we
talked
about
that.
That's
changed
since
one
since,
when
that's
on
Friday,
but
still
I,
think
it
that
2
a.m.

thing,
even
if
it's
too
sporadic
or
Saturday
does
sort
of
open
up
the
gates
to
either
other
tenants
in
the
building
when
they
move
in
other
businesses.
On
that
street
saying
well,
it's
this
other
one
can
stay
open
till
2.
Maybe
we
should
also
I
think
it
just
kind
of
sets
a
precedent
that
changes
things
the
dynamics
on
that
street
safety.
I
was
working
in
my
yard
last
week
and
heard
a
big
crash.

Somebody
coming
down
the
hill
from
from
central
hit
somebody
pulling
out
of
Quincy
that
Street
just
taking
left
there
and
it
was
a
it
was
a
pretty
terrible
accident
and
that
sort
of
thing
happens
a
lot
because
of

amount
of
traffic
we
have
now
on
that
Street.
This
will
only
to
that
and
it's
and
it
is
just
a
very
busy
residential
intersection.

Transparency,
businesses,
they're
gonna,
move
in
they're,
going
to
be
good
neighbors
that
aren't
in
it
for
the
long
haul
I'm
not
just
wanting
to
cash
in
on
a
hot
neighborhood,
which
we
are
right
now.

moving

have
definitely
reached
out
to
the
neighborhood
organization,
have
done
more
outreach
in
terms
of
firing.

never
received
the
one
that
we
apparently
was
sent,
but
have
just
done
more
more
outreach
and
when
neighbors

asked
questions
about
the
development
work
itself
on
the
building.

have
been
working
with
the
applicant.

businesses
open
past
midnight,
because
the
answer
is
no
so
certainly
we're
concerned
about
that,

bring
up
an
issue
around
traffic
I
believe
this
company
owned
this
building
back
when
the
Superbowl
was
in
town
at
2018,
they
hosted
a
party
here
they
were
completely
unprepared
for
traffic
management
and
I.

Don't
know
to
what
extent
an
owner
of
such
property
is
responsible
for
traffic
management,
but
certainly
I
know
the
police
and
the
fire
department
are
not
happy
when
so
traffic
on
Quincy
was
was
backed
up
for
hours.
It
was
backed
up
on
Broadway
between
Monroe
and
central
people,
whereas
Paula
mentioned
people
were
using
our
alleyway.
During
that
time,
traffic
was
also
backed
up
on
15.
This
was
literally
four
hours
during
the
Superbowl
party
that
they
hosted.

know
that
the
same
company
owns
musi
vent
Center
on
3rd
Avenue
in
the
North
Loop.

know
a
police,
you
know
for
traffic
management
during
their
events
or
other
ways
to
mitigate
this,
but
you
know:
there's
also
there's
an
exit
on
14th
from
Quincy
that
has
a
train
that
goes
by
every
15
20
minutes,
so
that
blocks
one
of
the
other
exits
which
I'm
sure
the
fire
department
knows
about,
and
they
would
not.
You
know,
be
happy
about
hosting
800
people
and
having
them.
You
know
manage
this
traffic
as
well,
so
you
know
anything
that
you
could
do
to
force
this
this
owner.

know
and
I
understand,
they're
gonna
have
a
parking
lot
and
that's
great
and
the
places
to
put
the
car
are
good,
but
when
people
are
arriving
and
leaving
you
know
during
the
Superbowl
party
we
were
held
captive
in
our
house
because
we
couldn't
leave,
we
couldn't
go
anywhere.
He
couldn't
get
groceries
for
hours
on
end
and
so
we're
concerned
about
that.

We
don't
own
the
building
and
the
Super
Bowl
event
was
actually
two
thousand
people
and
they
had
more
of
the
building
than
we
have
so
we
have
never
owned
a
building
and
800

our
capacity.
But
to
give
you
some
comments,
we
put
together
for
the
neighborhood
that
we
sent
Quincy
Hall
is
an
event
venue,
that's
operated
by
crave
catering
and
events.
It's
not
a
restaurant
or
open
to
the
public.
I
Events,
the
Friday
and
Saturday
events
are
either
going
to
be
non
profit
dollars
or
weddings,
and
they
end
at
during
times
depending
when
they
start
gasps
counts
are
average
weddings,
which
would
be
probably
the
basic
backbone
of
our
business
would
be
250
to
350,
because
that's
what
we're
seeing
right
now
when
we're
handling
all
the
inquiries
for
next
year,
our
corporate
meetings
and
nonprofit
galas
would
be
generally
350
to
650.
650
is
not
the
norm.
I
There
aren't
that
many
parties
that
are
that
large
in
this
city,
so
our
average
guest
size,
will
probably
between
350
and
400
overall,
between
all
the
events
parking.
We
do
have
the
on-site
parking
and
we
do
have
the
agreement
to
vent
your
parking
spot
space.
We
did
tell
the
neighborhood
if
we
notice
that
cars
are
going
not
towards
Broadway,
but
the
other
way
that
we
would
have
security
directing
people
to
leave
the
proper
way.
So
they
don't
go
through
the
neighborhood
security
is
required
when
you
book
the
event
space,
so
we
will
have
security
noise.

So
that's
the
information
that
I
had
sent
out
to
the
neighborhood
and
I
understand
that
they're
not
very
happy
that
we
didn't
reach
out
and
that
the
developer
has
never
reached
out,
and
there
are
some
things
that
came
to
light
that
we
didn't
realize
that
developer
had
not
notified
them
of.
But
we
are
not
the
owners
of
the
building
and
we're
not
cashing
in
on
I
think
we
signed
the
lease
over
two
years
ago
and
it's
been
a
long
process
for
I.
I
Don't
know
what
the
developers
are
doing
in
terms
of
permits,
but
we're
still
not
finished
with
the
building.
So
it's
we
didn't
just
jump
on
board.
We've
been
there
over
two
years
and
probably
two
months
now,
since
we've
signed
the
lease
and
I
think
we're
the
only
signed
tenant
in
that
building
at
the
moment,
I
don't
know
what
their
plans
are
for
the
rest
of
the
building.

echo
some
of
the
comments
that
the
community's
made,
though
we've
had
very
limited
interface
with
the
proposal
today
in
the
community.
There's
no
shortage
of
commentary
that
we've
had
with
all

other
proposals
that
have
gone
before,
as
this
area
has
changed
from
a
predominantly
industrial
area,
to
sort
of
a
mixed
industrial,
commercial
area
and,
of
course,
a
lot
of
those
insights
that
have
been
forged
between
community
and
some
of
the
newer
end
users.

In
this
area,
a
consensus
has
somewhat
emerged
and
I'll
be
relying
on
that
consensus,
and
it's
been
alluded
to.
The
outer
limit
of
time
has
been
midnight,
that
is,
for
a
very
small,
the
same
use,
which
is
the
event
center.
The
Brewers
and
distillers
in
this
general
area
have
been
circumscribed
to
11
p.m.
so
that's
sort
of
the
tone
and
tenor
in
terms
of
time
and
I
would
concur
with
the
community.
On
that
point.

Also,
it's
it's
interesting
that
they
would
have
to
have
the
appropriate
parking
per
our
own
ordinance
and
part
of
that
is
subject
to
the
lease
arrangement
and
that
lease
arrangement
also
terminates
a
minute
before
midnight,
so
I'm,
hoping
that
someone
would
make
the
motion
to
adjust
it
accordingly
for
all
days
and
in
terms
of
the
noise
traffic,
its
etc.
They
do
have
a
plan
before
us.

reviewed
that
it's
one
of
those
things
time
will
tell

they
actually
execute
it
well
and
when
they
come
before
us
for
renewal,
we'll
be
able
to
scrutinize
the
effectiveness
of
their
plan
and
their

satisfaction

community
nearby

committee

embraced
the
change
it's
worked
out
because
of
partnership
and
communication
and

would
encourage
that
to
be
the
formula
moving
forward

manage

events

matter
came
before
the
nuisance
condition
process
review
panel
on
September
12th
of
2019
On
June
28th
of
2019,
a
director's
order
to
raise
the
property
had
been
sent
to
Ralph
jean-pierre.
The
order
was
appealed,
but
there
was
no
appeal
statement.
The
property
at
3927,
Upton,
Avenue
south,
is
a
4175
square
foot
lot
in
them
in
the
Linden
Hills
neighborhood
it
had
a
former
single-family
dwelling
built
upon
it,
but
was
removed
by
the
property
owner
due
to
the
exceeding
scope
of
the
work
that
had
been
approved
by
the
Development
Review
staff.

Only
the
former
attached
double
garage
and
portions
of
the
foundation
wall
remain,
the
property
has
been
determined
to
be
a
substandard
in
the
site
is
in
poor
condition,
with
demolition
debris
strewn
about
and
mixed
into
dirt.
Piles
Development
Services
staff
conducted
historical
review
of
the
property
finding
that
the
property
does
not
constitute
an
historic
resource,
since
the
main
structure
was
previously
demolished,
the
wrecking
permit
application
was
approved
and
returned
to
the
minneapolis
development
review.

There
was
no
estimated
cost
to
rehabilitate
the
property,
as
the
main
structure
no
longer
exists.
The
community
planning
and
academic
excuse
me,
economic
development,
contracted
appraiser
has
determined
the
fair
market
value
of
the
site
to
be
estimated
at
four
hundred
and
fifty
thousand
dollars
the
estimated
cost
demolish
the
structure
is
between
fifteen
and
twenty
two
thousand
dollars.
The
Linden
Hill
Neighborhood
Council,
and
the
owners
of
the
property
within
three
hundred
and
fifty
feet
were
mailed
requests
for
a
community
impact
statement.

The
department
received
eight
responses,
seven
felt
the
property
had
a
negative
impact
and
seven
stated
that
the
remaining
structure
should
be
demolished.
The
Linden
Hills
neighborhood
council,
Zoning
and
Housing
Committee
responded
that
they
opposed
the
property
owners
appeal
and
support
demolition
of
the
property,
as
it
has
had
a
negative
impact
on
the
neighborhood
and
does
not
meet
housing
needs.
The
nuisance
condition
process
review
panel
recommends
that
the
directors
ordered
to
raise
the
property
located
at
39:27,
Upton
Avenue
so
be
upheld.

commercial
property
located

the

They
didn't
answer
all
the
questions

the

they

had
