various
staff
memoranda
that
changed
on
number
one

number

for
hearing
my
testimony.
I
just
wanted
to
make
sure
in
the
public
record
that
the
objections
to
the
timber
project
that
were
laid
out
in
the
letter
that
the
Rock
Island
owners
association
submitted
to
the
council
were
in
fact
in
your
possession
and
were
considered.
That
was
a
letter
that
was
dated
May
15
2019.

It
went
to
the
Heritage,
Preservation,
Commission
and
believe
copies
went
to
the
Planning
Commission,
as
well
as
to
the
city
councillors
and,
in
essence
the
the
discussion
that
I
was
hoping
to
engender
and
I.
Don't
know
if
I
can
be
here
in
the
19th
or
coral
speak.
Today
is
it's
as
a
citizen
of
Minneapolis
in
Minnesota,
you
rely
on
these
bodies
and
the
planning
processes
that
are
in
place
to
represent
yourself,
and
you
can't
be
expected
to
rely
on
courts
and
lawsuits
etc.
To
bring
your
positions
forward.

Since
2000,
the
old
historic
district
of
the
North
Loop
has
been
designated
as
a
modest
height
development
area,
with
recommendations
in
the
2000
Minneapolis
master
plan
of
no
more
with
into
a
six
story:
construction
that
was
reinforced
in
the
North
Loop
area,
a
small
area
plan
in
2010,
and
that
was
reinforced
again
in
the
2040
Minneapolis
long
term.
Master
plan,
which
I
understand
has
not
been
fully
put
in
place.
But
it
is
consistent
with
all
of
those
other
previous
plans.
I'm
not
here
to
admonish
people.

We've
been
very
positive
and
supportive
of
appropriate
development
in
that
area.
But
it
appears
to
me
that
the
council
has
not
met
its
responsibility
of
bringing
zoning
into
compliance
with
the
master
plan
under
Minnesota
statute,
and
this
developer
is
using
that
inconsistency
to
drive
this
project,
which
is
twice
the
height
of
any
other,
developing,
that
old
North
Loop
area.

I'm
a
recent
transplant
to
Minnesota
having
moved
here
from
Wisconsin,
where
I
was
the
CEO
of
UW
Health
for
ten
years,
and
one
of
the
things
that
brought
me
here
was
the
lifestyle
and
the
urban
opportunities
that
afforded
themselves
in
Minneapolis
and
certainly
the
North
Loop
area.
It's
modest
height
development
close
to
the
downtown
area,
was
a
great
draw
for
me
and
my
family
to
move
here.

I
think
it's
really
interesting
that
neither
the
Historic,
Preservation,
Commission
or
our
commissioners
to
date
have
really
subjective
as
a
developer,
to
a
discussion
of
why
they've
ignored
twenty
years
of
master
planning
in
bringing
to
the
table
a
10-story
project
in
a
neighborhood
that
is
primarily
five
story
or
less
there's
a
couple
of
six
story.
Developments
going
in
right
now
that
meet
the
master
plan
in
the
long
run,
but
other
than
that.

This
is
really
going
to
change
the
complexion
of
that
neighborhood
to
have
a
building
that's
twice
as
high
as
any
of
its
neighbors
in
that
area,
we're
very
supportive
of
developing
that
site.
We
think
a
six
story
building
would
be
great
in
that
site,
but
a
10
story
building
is
really
out
of
kilter
and
doesn't
preserve
the
character
of
the
neighborhood
and
we're
hoping
that
the
Planning,
Commission
and
others
will
not
just
look
at
the
mistakes.

So
I
just
asked
that
to
be
considered
and
to
put
into
the
record
that
there,
even
though
we
have
decided
to
drop
legal
challenges
because
we
don't
really
think
it's
our
our
position
to
be
legally
challenging
the
city.
Nor
can
we
afford
to
go
against
a
deep-pocketed
developer,
but
we
do
think
it's
the
commissioners
and
the
Planning
Commission's
responsibility
to
take
those
plans
into
consideration
and
consider
that
more
so
than
the
well
being
of
a
developer
and
putting
a
project
like
this
together.
So

jump

there
has
been
a
lot
of
public
engagement,
not
because
the
developer
for
this
project
is
looking
at
developing
the
Metro
in
which
is
right
down
the
street.

that's
something
that
would
be,
it
would
be
good
to
get
engaged
with
the
Windham
Community
Council
or
talk
with
the
developer.
This
of
us.
If
this
is
just
happening
now,
I
mean
there's,
there's
a
point
where
it's
very
fair
to
say
the
city
needs
to
inform
you
and
then
there's
a
point
where
we've
done
a
lot
of
engagement
and
if
you're.

is:
are
you
aware
of
the
project,
and
you
have
something
specific-
you
want
to
passed
a
before
state
or
are
you
looking
for
details
on
the
project,
in
which
case
I
would
refer
you
to
either

city
staff

this

from
a
trader
who,
in
whose
war
this
is
and
can
take
us

this
isn't

fully
briefed
on
us

project

community
showed
up

Ted

neighborhood
is
very
concerned
about
what
is
happening.

we've
already
acted
on
the
agenda
and
place
this
item
on
the
consent
agenda,
which
was
approved
at
this
point,
since
it's
already
on
the
consent
agenda,
I
think
it
would
still
be
most
appropriate
with
the
public
hearing
open
if
we
could
have
members
of
the
public
sit
for
a
staff
presentation
and
then
allow
public
comment
per
a
typical
public
hearing
process.
Since
that's
what
point
we're
at
in
the
meeting
at
this
time,
okay.

just
also
for
the
record,
so
other
commissioners
know
this
has
been
a
very
long
process
where
the
neighborhood
associations,
walls,
the
block
leaders
for
Garfield
the
exact
neighbors.
Exactly
behind
both
developments
have
been
getting
together
to
talk
with
the
developer
and
what
that
would
mean
I
know.
That's
that's
been
a
hot
spot
in
the
neighborhood
very,
very
long
time.
So,
if
that,
if
you
haven't
been
connected
with
that
like
that
would
be
a
great
way
to
get
connected
all.

I
am
going
to
ordinarily.
We
ask
people
to
be
here
for
their
beginning
of
a
hearing
to
state
if
they
wish

speak.

if
I

Thank

with
this
expansion
I'm
not
conforming,
you
since
motels
are
not
a
permitted
use
any
longer,
but
the
applicant
is
proposing
a
16
room
addition
on
the
south
side
of
the
project
or
south
side
of
the
site.
It's
4,500
square
feet,
so
it
is
a
small
addition,
but
they
also
pose
a
proposing
a
number
of
site
improvements.

They're
closing
off
a
curb
cut
there,
they're
proposing
walkways
the
site
plan
on
the
right
is
what
their
proposal
compared
to
existing
conditions
walkways.
That
would
connect
the
building
to
Lyndale,
Avenue,
a
coffee
shop
and
a
ice
cream
shop
and
a
pedestrian
oriented
overlay
district,
accessible
units
and
restoring
the
historic
site.
So
there's
a
number
of
improvements
that
the
applicant
is
proposing
as
part
of
this
expansion
they,
as
councilmember
Schrader,
has
noted,
have
been
working
quite
a
bit
with
the
neighborhood
and
the
neighborhood
did
write
a
letter.
Support
for
this
project.

The
applicants
just
going
up
in
the
footprint
they're
not
expanding
the
footprint.
It's
just
that
one
portion
of
the
building
on
the
south
side.
That
would
go
from
one
story
to
two
stories
so
with
a
new
owner
involved,
because
we
know
that
this
has
been
a
confrontational
and
a
contentious
site
with
with
activity.
But
with
the
applicants.
Applicant,
new
applicants,
commitment
to
making
this
a
positive
for
the
area
and
all
the
improvements
that
they're
proposing
to
the
site
staff
is
supportive
of
the
four
applications.

Ted
Boston
I
lived,
5715,
lyndale
and
I'm
strongly
opposed
to
the
swimming
pool.
That
would
be
extremely
noisy
for
the
neighbors
and
unless
they
want
to
buy
soundproofing
for
the
whole
neighborhood
I
think
adding
a
swimming
pool
would
be
a
very
bad
idea.
That
would
be
a
lot
of
screaming
involved.
A
lot
of
excessive
noise,
so
I
think
the
swimming
pool
is
a
bad
idea.
Maybe
they
could
come
up
with
some
other
kind
of
something
else,
or
that
swimming
pool
is
not
a
good
idea.

here
and
this
where
occupants
of
the
motel
sits
there
and
throw
garbage
toward
my
property,
okay
and
then
there's
been
beer
bottles,
beer
cans,
things
thrown
over
there
and
then
also
friends
who
stay
in
their
motel
has
walked
through
my
property
to
get
in
the
get
get
in
the
window
instead
of
getting
through
the
door
they
from
back
back
window
trying
to
get
in
the
door
get
in
the
room.
So
that's
been
an
issue.

I
just
wanted
jumping,
because
this
was
some
a
big
issue
that
happened
at
the
the
Neighborhood
Association
meeting.
It
just
happened.
The
latest
one
was
just
last
week:
I'm
you'll
see
the
letter
from
the
neighbor
Association
coming
up
with
their
specific
the
things
that
the
developer
agreed
to,
including
one
being
24-hour
management,
one
of
the
big
issues
that
has
been
a
very
big
problem
site,
the
owners
of
those
two
motels
as
well
as
just
all
the
folks
living
around
there.
The
this
is
gonna,
be
new
management.
The
developer
very
much
understands
that.

There's
not
just
a
year
history
decades,
history
of
this
happening,
and
it's
very
conscious
of
that.
There
was
a
lot
of
pushback
from
neighborhood
and
I
think
that
a
developer
came
away,
understanding
loud
and
clear
that
that
is
no
longer
acceptable
and
that's
been
the
message
from
the
city
as
well
for
the
current
owners
but
they're
a
it
is
also
something
here,
and
zoning
and
planning
there's
very
limited
things
that
we
can
do
we're.
Looking
at
the
site
plan
we're
looking
at
the
variances,
they
have
they're,
not
asking
for
anything.

don't
know
that
that
extraordinary,
so
I
think
the
chair
is
right.
That
there's
not
we
haven't
addressed
that,
but
that
said
I
would
urge
you
to
look
at
what
the
Windham
Community,
Council
wrote
and
just
know
that
there's
and
we
could
talk
more
about
there's
a
lot
of
background
around
that
your
concerns
have
been
expressed
by
the
neighborhood
as
well,
not
just
by
the
folks,
north
and
south,
but
the
ones
directly
east
as
well.
