present
a
new
construction
project
for
110
3rd
avenue
north
that's
in
ward
3..
It
is
both
in
the
warehouse
and
the
saint
anthony
falls
historic
district.

a
rendering

It
was
originally
approved
as
the
timber
lofts
project,
but
has
now
been
reconfigured
and
will
be
a
seven-story
residential
building
with
107
residential
units,
approximately
5500
square
feet
of
retail
and
78
parking
spaces.

guidelines
hold
precedent

it
burned
down
and
the
lot
has
remained
vacant.

that's
about
33
years,
it
has
been
used
most
recently
as
a
service
parking
lot.

deck

are
some

the
existing
buildings
that
the
form
and
the
the
massing
studies
came
from
by
the
architects
just
to
show
that
the
the
consistent
rhythm,
the
vertical
lines
with
the
horizontal
window
configuration
it's.
It
also
has
a
defined
base
body
and
cap.
The
cap
is
mostly
defined
by
some
detailed
brick
work,
not
very
fancy.
It
stays
fairly.

brickwork
in
the
upper
portion
to
kind
of
mimic
a
cornice.
The
applicant
is
proposing
the
main
material
as
red
brick
floor.
Six
on
up,
I
believe,
will
be
a
veneer
and
from
five
down
will
be
actual
full-size
bricks.
There
will
be
metal
panels
used
on
the
lowest
level,
the
ground
level
at
retail
and
entrance
with
a
precast
wainscot
base,
and
the
inset
ceilings
of
the
balconies
will
be
a
metal
paneling.

recommends
approval
of
the
project.
However,
we
do
would
like
to
condition
the
project.
The
ground
level
and
the

building
fenestration
percentages
didn't
quite
come
up
to
what
is
in
the
guidelines.

We
are
showing
just
under
the
guidelines
for
the
fenestration
so
requesting
that
the
applicant
increased
the
first
floor,
facade,
glaze,
glazed
fenestration
at
first
street
north
to
equal,
a
minimum
of
50
percent
of
the
first
floor,
facade
and
increase
the
increase,
the
overall
facade
fenestration
on
each
elevation,
we're
lacking
to
equal
a
minimum
of
35
percent
of
the
total
facade
area.

are
also
requesting
that
the
rooftop
structures,
decks
and
mechanical
equipment
shall
be
set
back,
a
minimum
of
15
feet
and
just
a
note,
no
signage
is
approved
as
part
of
this
application.
The
applicant
submitted
an
email
to
us
that
this
was
just
for
placement
and
a
little
bit
of
feedback
and
that
we
will
work
on
a
sign,
another
application
for
the
signs.

impact

expanding
the
glazing
would
be.
Obviously
we
can
ask
the
applicant

go

more
detail

that,
but,
as
as
you
looked
at
that.

visually
bothersome

mean,
I
understand,
the
percentages
didn't
didn't
match,
so
I'm
I
and
I
that's,
of
course
what
you
should
be
reviewing
it
for,
but
just
kind
of
stepping
back
from
that.

see
as
the
impact
of
and
where
would
we
see
more
glazing?
How
could
that
be
accomplished?
Is
that
a
fair
question

staff

do
think
its
personal
opinion
is
to
where
it's
lacking,

just
to
meet
glazing
guidelines,
and
I
don't
know
the
engineering
side
of
this
and
I
do
believe
it
would
be
a
better
question
for
the
applicant,

there

be
possibilities
in
height
or
width
of
glazing
on
the
ground
level,
and
then
it
could
possibly
be
removing
a
muntin
or
something
in
the
in
the
full
facade.

we

work
with
the
applicant.
They
said
they've
already
started
working

meeting
those
requirements.

really
just
wanted
to
thank

preliminary
feedback.
The
first
time
we
came
to
the
commission
and
also
I'm
happy
to
answer
any
any
questions
that
you
have
about
the
project.
We're
really
excited
about
building
this
one
and
getting
something
to
work
on
this
site
that
has
been
vacant
for
so
long
and
to
address
just
the
first
question
regarding
the
glazing
yet
there's.

Basically,
the
upper
portion
of
the
building
requires
about
30,
or
it
requires
35
percent
glazing
on
the
entire
facade.
Our
percentage
ranges
from
anywhere
from,
I
think
34
to
you,
know
31
in
that
range.

Rail
corridor,
it
kind
of
creates
a
unique
condition
where
our
finished
floor
of
the
lobby
is
actually
kind
of
under
the
pedestrian
level.
So
I
think
that
was
part
of
the
reason
that
that
facade
was
falling
three
to
four
percentage
short,
but
as
sheila
mentioned,
we
have
already
addressed
that
internally
and
we
intend
to
submit
for
our
actual
formal
land
use
application
here
in
the
next
week
or
so,
and
those
corrections
will
be
incorporated
into
that
plan
set
and
with
that
I'm
happy
to
answer
any
other
questions
that
the
commission
has.

just
had
a
question:
if
do
you
have
any
concerns
about
the
condition
about
the
setback
being
15
feet
on
the
rooftop
structures
and
deck.

No,
we
really
don't.
I
think,
right
now
the
way
that
it
stands,
we
kind
of
have
a
kind
of
a
framed
structure,
instead
of
just
having
that
elevator
core
that
pops
all
the
way
up.
We
kind
of
treated
it
almost
as
a
structural
frame
and
that
created
a
little
bit
of
a
trellis
canopy
element
over
the
extent
of
our
rooftop
deck
right
now.
The
edges
of
that,
I
believe
off.
The
top
of
my
head
are
11
feet
and
13
feet
from
the
back
side
of
the
parapet.

So
I
think
that
adjusting
those
to
hit
that
15
foot
minimum
should
not
have
that
much
of
an
impact
to
that
overall
rooftop
experience
or
or
design,
and
if
anything
you
know
it
will
just
make
it
even
less
visible
from
the
ground
level
perspective,
which
you
can't
see
it
from
the
ground
level
perspective
anyway,
as
it
stands
today,
so
no
problems
on
our
end
meeting
that
setback
requirements.
