It's
been
moved
and
seconded.
Is
there
any
discussion
or
amendments
to
the
minutes
before
the
clerk
calls
the
role
hearing?
None
will
the
clerk?
Please
call
the
role
on
the
motion.

B
C
Thank
you.
Mr
chair
staff
has
submitted
for
your
consideration
a
draft
calendar
of
dates
for
the
regular
meetings
of
the
full
charter
commission
next
year
in
2021.
The
staff
have
put
that
on
the
display
for
the
meeting.
C
This
draft
calendar
is
based
on
the
usual
schedule
of
regular
meetings,
which
are
based
on
the
first
wednesday
of
each
month
in
the
year
beginning
at
4
pm
in
reviewing
the
calendar
for
2021.
I
do
not
believe
that
we've
created
any
conflicts
with
recognized
holidays
or
other
dates
of
special
significance.
C
A
I
would
make
a
motion
to
adopt
what
the
clerk
mr
carl
has
suggested.
B
Are
there
any
questions
or
discussion?
I
would
note
that,
normally
in
july
we
sometimes
move
the
meeting
to
the
second
wednesday,
but
this
this
year
it
is
not
necessary
because
the
first
wednesday
is
on
the
7th,
which
would
mean
the
4th
of
july,
is
on
a
saturday.
So
most
people
would
have
a
holiday
on
friday,
the
previous
friday.
B
H
Thank
you
do
we
know,
maybe
not
if
these
meetings
will
ever
start
being
in
person
again
or
is
that
something
we'll
just
we
assume
they're
virtual
until
we
notice
otherwise.
E
E
D
C
B
That
motion
carries-
and
we
have
a
schedule
for
next
year-
next-
is
item
six,
which
is
the
timeline
for
placing
charter
amendment
questions
on
the
2021
general
election
ballot.
This
is
the
timeline
for
amendments
submitted
by
petition
and
again
I'll,
ask
city
clerk,
casey
carl,
to
lead
on
this
one.
C
Thank
you,
mr
chair.
As
we
do,
each
year
staff
has
prepared
a
draft
timeline
to
address,
as
you
noted,
the
timing
and
submission
of
petitions
that
propose
amendments
to
the
city
charter.
That's
available
linked
from
the
agenda
published
in
limbs,
but
the
staff
have
also
displayed
that
here
for
your
review
and
for
the
public.
This
specific
timeline
is
for
those
proposals
that
would
be
referred
to
the
electorate
as
part
of
the
2021
general
election,
which
is
scheduled
for
tuesday
november
2nd
2021,
which
is
just
335
days
from
today.
C
As
shown
here,
the
petitions
could
be
submitted
to
this
body
anytime.
Between
january
1st
and
may
1st
of
next
year,
filings
would
be
made
with
the
city
clerk's
office
per
the
charter,
commission's
standing
rules
and
the
clerk's
office
would
receive
those
petitions
at
least
three
days
before
their
next
regular
meeting
of
the
charter
commission.
When
that
petition
would
be
formally
presented.
C
The
final
date
for
acceptance
of
any
such
petitions
would
be.
May
1st
petitions
would
not
be
accepted
after
that
date
because
there
simply
would
not
be
sufficient
time
to
validate
the
petition
and
to
finalize
and
adopt
ballot
language
before
the
statutory
deadline,
which
is
17
weeks
prior
to
the
date
of
the
general
election
that
statutory
deadline
for
the
submission
of
charter
amendments
next
year,
17
weeks
in
advance,
is
july.
6Th,
that's
dictated
pursuant
to
minnesota
statutes.
410.12
subdivision
1.
C
before
a
petition
can
be
circulated
for
signatures.
It
must
be
submitted
to
the
charter
commission
for
the
charter
commission's
initial
review.
That's
why
we
indicate
that
we
will
accept
filings
for
such
petitions
anytime
between
january
1st
and
may
1st
any
petition
which
exceeds
1
000
words
in
length
must
be
summarized
in
a
concise
statement
of
between
50
and
300
words,
and
that
summary
must
be
approved
by
this
body
before
signatures
are
collected.
That
summary
must
accurately
describe
the
purpose
and
the
objectives
of
the
proposed
amendment.
C
A
petition
committee
of
at
least
five
qualified
electors
is
required
to
circulate
a
petition
and
the
names
and
the
addresses
of
those
committee
members
must
be
included
on
each
page
of
the
petition
document.
With
the
signatures
that
are
gathered
as
part
of
the
petition
to
be
deemed
a
sufficient
petition,
a
minimum
number
of
signatures
from
qualified
voters
must
be
secured.
That
is
equal
to
at
least
five
percent
of
the
total
number
of
ballots
cast
in
the
last
statewide
general
election.
C
C
C
If
a
petition
is
determined
to
be
sufficient,
then
this
body,
transmits
it
to
the
city
council
and
the
city
council,
is
the
body
which
determines
the
actual
language
on
the
ballot
that
is
submitted
submitted
to
voters.
That's
a
very
high
level
summary
of
the
process.
That's
dictated
by
state
statute,
along
with
the
associated
timelines,
reflected
on
this
draft
staff,
would
recommend
that
the
charter
commission
formally
approve
this
timeline
and
direct
the
city
clerk
to
post.
It
notice
and
reference
purposes
that
completes
my
comments.
I
would
be
happy
to
respond
to
questions
the
commission
might
have.
A
H
Oh
no
sorry
this
was
my
question:
was
the
to
the
calendar.
A
Yes,
just
a
quick
question:
casey
you're
in
you're,
just
in
your
talk
just
now,
you
said
july,
6th
was
the
final
date,
but
in
the
text
of
the
document
it
says
july
7th,
I
didn't
know
if
there
was
a
how
to
resolve
that
discrepancy.
C
A
Do
we
need
to
move
to
correct
that
on
the
in
the
text,
or
can
we
just
do
that
as
a
technical.
G
I'll
second,
the
motion
this
is,
commissioner,.
B
D
E
D
C
B
D
Thank
you,
mr
chair.
My
part
of
this
report
is
very
brief.
We
voted
at
our
last
meeting
to
reject
the
city
council
amendment.
E
Sorry
about
that
just
kicking
myself
off
of
you.
Yes,
the
only
thing
I
wanted
to
add
is
just
too
commissioner
rubenstein
took
the
lead
on
drafting
up
the
report
to
just
want
to
publicly
thank
her
for
for
her
work
on
that,
and
then
the
other
team
members
committee
members
who
also
edited
the
document
as
well
so
really
looked
really
glad
to
work
with
you
all
on
that.
But
thank
you
shout
out
to
commissioner
rubenstein
for
taking
the
lead
on.
I
Mm-Hmm
yeah,
I
did
not
hear
commissioner
rubenstein's
initial
remarks
of
the
quality
of
the
voice,
was
so
low
that
I
was
not
able
to
hear
what
she
said
is.
Can
she
repeat
it,
or
can
somebody
read
it
again,
but
essentially.
B
I
B
B
F
Commissioner
kozak
okay-
I
just
want
to
thank
commissioner
rubenstein
and
newbern.
They
did.
That
is
really
a
remarkable
document
that
they
put
together
and
I
was
very
happy
to
serve
under
their
leadership
and
they
did
all
the
work.
So
thank
you
guys
very,
very
much.
I
Oh
now
that
I've
heard
the
report
on
the
report,
I
would
like
to
commend
the
group
for
the
fine
work
on
this
matter.
Thank
you.
Thank.
B
B
C
E
D
C
C
Mr
chair,
before
you
move
on
to
the
next
item,
I
apologize,
mr
commissioner
kozak
was
inadvertently.
Kicked
out
of
the
meeting
has
just
rejoined.
I
don't
know
if
you
want
to
allow
him
to
cast
his
vote
without
a
motion
to
reconsider.
C
If
there's
no
objection,
I
would
go
ahead
and
re
revise
the
vote
total
if
he
wishes
to
cast
that
vote
now.
Commissioner,.
B
B
G
Thank
you,
jer
clegg.
What
I
have
to
offer
is
just
an
update
that
is
part
of
our
information
gathering.
A
B
C
B
Comment
hearing
from
no
one,
we've
concluded
all
business
to
come
before
the
charter
commission
this
evening.
So
without
objection
we
stand
in
turn
thanks.
Everybody.
