naming

neighborhood,
which
is
directly
across

street,

where

floyd

murdered
and

subsequently
where
this
honorary
street
renaming
will
occur.
I
just
want
to
take
a
moment
to
thank
director,
hutchinson
and
and
her
team
is
in
and
matt
hannon
and
others
who
have
been
working
on
this
concept
and
for
initiating
the
the
honorary
street
renaming.

think
it's
really
important
at
this
juncture
in
minneapolis
history
that
we
acknowledge
the
the
reality
of
of
what
happened
at
this
intersection.
You
know.
Certainly,
mr
floyd's
untimely
demise
has
brought
a
a
light
of
attention,
unlike
any
we've
seen
in
in
recent
years
to
the
issues
of
police
brutality,
the
issues
of
over
and
systemic
racism,
as
well
as
the
issues
of
zoning
and
policies
that
that
create
these
kinds
of
conditions.

And
so
you
know
38th
in
chicago,
is
in
the
heart
of
the
zone
of
the
very
very
much
talked
about
study
of
of
housing
patterns
in
the
city
of
minneapolis
and
how
south
minneapolis
had
been
redlined
and
and
zoned,
and
urban
planned
out
out
of
the
sort
of
mainstream
economy
of
minneapolis
and
the
in
the
impacts
and
effects
of
of
those
kinds
of
policy
choices.

And
so
I
think
this
is
one
step
in
a
future
of
really
trying
to
make
amends
for
some
of
the
challenges
that
our
community
has
faced
in
the
past.

so
I
asked
the
members
of
this
body
to
to
pass
this
today
and

send
it
on
through
the
process
so
that
the
minneapolis
city
council
may
take
this
up.
I
think
this
would
go
a
long
way
in
beginning
the
process
of
what
are
the
ideas
and
thoughts
of
this
intersection.
I
think
it
makes
a
commitment
to
the
community
that
the
city
does
in
fact
intend
to
be
here
for
a
sustained,
robust
response
to
what
comes
next.

Seeing
one
of
the
challenges
is
that
there
are
multiple
voices
within
what
we're
defining
as
community
and
so
really
trying
to
to
weave
all
of
those
voices
and
ideas
together
will
be
a
challenge,
but,
as
was
noted
earlier
early

this
presentation
that
there
are
multiple
departments
involved,
including
public
works,
cpad,
ncr
and
division
of
race
and
equity,
including
my
office
as
as
is
councilmember
connell's
office,
and
we
intend
to
engage
artists
and
community
healers
in

this
process
of
designing
what
it
can
be,
and
certainly
urban
planners,
like
the
folks
from
cpan
to
to
help
us
really
come
up
with
a
great
product.

pride

level

recognition

signage
as
it

installed

community

one
parcel

25th
avenue
southeast
and
that
parcel
is

orchard
and
is
presently

a

remain,
and
it's
not
part
of
this
proposed
project
next

the
applicant
is
proposing
to
construct
two
new
four
plexes
one
at
each

the
parcels.

25th

southeast
there's
a
single
family
dwelling
in
1108,
25th
avenue
southeast
is
a
duplex,
so
both
of
those
structures
would
come
down
and
we
would
have
side-by-side
four
plexes
as
proposed

rezoning
the
applicant
is
seeking
variances
to
reduce
the
off-street
parking
for
both
projects.
The
properties
are
also
located
in
the
university
area.
Overlay
district
that
increases
the
parking
from
one
off-street
parking
space
per
dwelling
to
one-half
parking
space
per
bedroom.
So
the
parking
increases
from
four
off-street
parking
spaces
for
each
building
to
10
for
each
building,
the
property
located
at
the
north
would
be
providing
four
off
street
parking
spaces,
that's
1108,
and
they
would
not
be
providing
the
enhanced
bicycle
shelter
that
would
be
located
at
the
south
property.

You
can
kind
of
see
it's
off
of
the
public
alley,
so
they
have
asked
for
two
variances
at
1108
25th
avenue
southeast
to
both
reduce
the
minimum
off
street
parking
from
10
spaces
to
four
and
then
also
to
reduce
their
bicycle
parking
by
instead
providing
shared
bicycle
facilities
within
the
enhanced
structure
at
1104,
25th
avenue
southeast.

So
the
south
property
would
provide
a
minimum
of
three
parking
spaces
where
nine
are
required.
They're
able
to
reduce
one
of
their
off-street
parking
spaces
by
providing
that
enhanced
shelter
and
both
for
unit
buildings
would
require
site
plan.
Review
staff
is
recommending
approval
of
the
proposed
rezonings
based
on
based
on
the
following
findings.
Staff
finds
that
the
proposed
project
is
consistent
with
the
applicable
guidance
and
policies
of
the
comprehensive
plan,
minneapolis
2040.,
so
both
properties
are
designated
for
future
land
use
as
neighborhood
mixed
use.
I
This
designation
allows
for
residential
uses
on
all
floors
and
the
the
intent
here
is
to
allow
for
greater
occupancy
than
three
dwelling
units,
so
staff
finds
that
the
r4
district
is
compatible
and
consistent
with
the
mixed
neighborhood
mixed
use.
Designation
of
the
property
east
hennepin,
which
is
just
one
parcel
north
of
the
the
two
properties,
is
a
goods
and
services
corridor.
I
So
goods
and
services
corridors
encourage
greater
residential
density
in
order
to
allow
for
and
support
commercial
uses
along
that
corridor,
and
the
applicant
is
not
necessarily
seeking
commercial
zoning
here,
but
it
would
be
supported
based
on
that
designation.

This
would
allow
for
structures
of
a
height
between
one
and
four
stories,
and
the
proposed
structures
are
each
three
stories
total
in
addition
to
the
built
form
and
land
use
guidance
staff
finds
that
the
proposed
rezonings
are
consistent
with
policies.

and
six
for
the
variances
to
reduce
the
minimum
off
street
parking
staff
finds
that
practical
difficulties
existing
complying
with
the
ordinance
due
to
the
size
of
each
of
the
subject
properties.

In
fact,
providing
10
parking
stalls
would
be

feet
in
depth,
which
would
take
up
the
majority
of
the
lot,
including
or
in
10
parking
stalls
would
additionally
require
3
400
square
feet
of
lot
area,
which
is
67
percent

the
total
lot,
where
a
maximum
impervious
surface,
including
structures,
is
only
70
percent.

finds
that
the
proposed
variances
to
reduce
the
vehicle
and
bicycle
parking
are
consist
our
reasonable
requests,
consistent
with
the
spirit
intent
of
the
zoning
ordinance
and
consistent
with
a
comprehensive
plan.
The
regulations
promote
flexibility
in
in
off-street
parking
and
recognize
that
excessive
all-state
parking
conflicts
with
city
policies
related
to
transportation,
land
use,
urban
design
and
sustainability.

Lastly,
staff
finds
that
the
three
proposed
parking
for
the
four
dwelling
units
on
the
south
slot
and
the
four
parking
spaces
on
the
north
lot
is
sufficient.
There
are
a
number
of
transportation
options
nearby.

There
is
the
number

and
the
number
61
along
east
hennepin
and
on
number
three
metro:
transit
high
frequency,
bus
along
como
avenue,
south
of
the
property.
It's
about
two
blocks
south
of
here
and
then
there's
also
dedicated
bike
lanes
on
como
avenue
for
site
plan
review.
Both
structures
require
alternative
compliance
for
two
provisions.

So.
The
rear
elevation
first
floor
facing
the
on-site
parking
lot
they're
deficient
in
the
minimum
percentage.
I
However,
they
exceed
their
their
minimum
percentage
on
the
upper
floors
and
staff
is
recommending
granting
alternative
compliance
and,
secondly,
both
projects
are
required
to
provide
two
canopy
trees,
they're
proposing
they're,
not
meeting
those
requirements,
but
they
are
providing
a
number
of
ornamental
trees
and
staff
is
again
recommending
alternative
compliance,
so
staff
is
making
recommending
approval
of
the
three
requested
applications
for
each
project,
rezoning
from
r1a
to
r4
variants,
to
reduce
the
minimum
off
street
vehicle
parking
for
aluminum
for
25th
avenue,
southeast
variants
to
reduce
the
minimum
off
street
parking
for
vehicles
and
bicycle
at
1108,
25th
avenue,
southeast
and
site
plan
review
with
stated
conditions
in
the
staff
report,
and
with
that
I
would
be
happy
to
take
any

The
thoughts
of
the
applicant
were
that,
based
on
the
demolition
of
the
existing
structure,
which
is
very
approximate
to
that
existing
tree
and
and
making
sure
that
the
roots
could
be
salvaged,
it
would
be
a
challenge
to
save
that
tree,
but
I
can
also
leave
that
or
that
question
for
the
applicant
to
answer
further
beyond
that.

building

about
that

distance
and
preserving
that
root
ball

would

very
difficult

is

mechanical
room

washer
dryer

we've
shifted
things
around
to
accommodate
two
bikes

each
unit,

everybody

think

number

places

as

fit
on
that

a
single
family
house
and
a
duplex.

much

demand

streets

what's
available
because
most
renters
own
cars

on
the
street

developer

with
the
owners
and
manager

the
existing
apple
orchard
next
to
1108
to
install
barriers

the
