local

of
the
board
of
estimate
and
Taxation
I
will
now
call
this
meeting
to

and
ask
the
clerk

we
may
verify
the
presence

a

the

we're
gonna

So
members,
the
agenda
for
today's
meeting
is
before
us
may
I
have
a
motion

adopt
the
agenda
so

know,
and
several
of
us
are
aware-
it's
been
brought
to
our
attention
that
the
rule
that
the
finance
department
has
is
that
that
no
projects
that
are
more
than
four
years
calendar
years
old
from
the
time
they
were
first
done
and
be
redone.
So
as
long
as
these
fit
into
that,
that's
just
fine
and
we'll
have
that
discussion
later.

Mister
wheeler
that
in
one
of
our
previous
previous
meetings,
we
were
approving
projects
from
I
believe
2014
and
2015,
which
would
seem
to
be
in
violation
of
the
city's
policy.
That
was
not
the
issue
for
projects
longer
than
four
years
old
and
I.
Believe
that's
true,
I,
don't
know
if
that's
true
for
these
particular
projects,
but
I
understand
that
at
a
previous
meeting
we
had
in
fact
inadvertently
done
that
and
I
believe
that
would
be
against
city
policy
to
approve
projects
that
were
more
than
four
years
old.

least
I
prefer
bonding
for
them.

I
am
members
of
the
board.
This
is
Mark
ruff,
the
city
coordinator,
I,
think
separating
out
this
issue
is
and
I'll
just
use
what
I
understand
to
be
one
of
the
specific
projects
which
is
fire
station
number,
one
which
has
been
an
ongoing
discussion
for
the
city
for
a
long
long
time
and
is
currently
a
project
that
is
under
contract
to
be
constructed
by
the
developer
of
the
larger
development
on
the
block
and
that
fire
station
would
be
embedded
into
the
into
the
larger
project.

We
don't
control
the
commencement
of
the
construction
of
that
project,
for
example,
and
so
it
is
not
a
typical
City
project
and
is
taking
longer
given
the
financial
economic
situation
that
we
are
facing
and
so
I
think
it's
our
recommendation
that
we
would
take
an
action
to
make
sure
that
we
are
in
alignment,
but
it
is
a
policy
that
we
have.
That
is
not
an
IRS
rule,
nor
is
it
a
state
law
issue.

is
just
our
own
internal
policy
that
says
how
quickly
projects
that
haven't
started
need
to
essentially
turn
their
money
back,
so
they
can
be
used
someplace
else,
and
so
we
have
been
talking
with
the
attorneys
and
with
mr.
hoppy
and
with
our
finance
staff
and
and
have
a
plan,
but
but
don't
see
a
at
least
this
time.
Unless
a
board
member
wants
to
take
an
action
that
we
don't
see,
an
action
that
is
immediately
in
front
of
you,
but
certainly
defer
to
mr.
hoppy,
is
to
staff
to
the
beatty.

one-time
deal
because
it
got
missed
or
overlooked
or
it's
an
awkward
situation,
it's
a
special
circumstance,
but
then
I
think
we
need
to
have
a
further
discussion
about
how
we
do
timing
in
terms
of
bonding,
because
having
all
that
money
out
there,
one
of
them-
and
these
are
just
token
amounts-
there-
are
twenty-five
thousand
dollars
towards
a
two
million
dollar
thing
on
the
on
the
15.

just
want
to
have
a
discussion

hold

bonding
and
what

know
for
you

years
seems
like
a
long
time.

understand
their
delays.

things

right

front

is
Bryant.
Avenue
was
supposed
to
be
finished
this
year
and
it
doesn't
look
like
it's
gonna
be
finished
until
23
or
24.

haven't
even
started
they're
just
starting
on
the
preliminary
stuff
and

I
just
want
to
be
sure
that
when
we
bond
for
stuff
that
we
use
that
money
to
make
a
difference,
so

like
to
study
it
and
take
a
look
at
it
and
if,

it
makes
sense
to
leave,
what's
what's
in
place
in
place,
fine,
if
we
need
to
have
a
policy
for
the
board
of
estimate
and
Taxation
that
recommends
four
years,
we
could
do
that.

staff

come
back

the
proposal
or
two

say
that
my
concern
is
that
that
we
have
policies
and
then
the
reason
you
have
policies
is
to
not
just
then
ignore
them.
When
it's
convenient
either
we
have
policies
or
we
don't
have
policies,
and
it's
kind
of
disturbing
that
we
would
just
ignore
the
policies
when
it
was
convenient
to
us.
So
I
would,
in
that
direction.

you
know,
if
we
are
having
any
other
I
presume
we're
not
having
arbitrage
problems
or
anything
like
that,
but
then
come
back
with
a
review
of
the
policy
and
see
whether
or
not
the
board
of
estimate
needs
to
be
adopting
that
or
if
the
city
will
hold
to
the
policies
that
it
has
adopted.
So
anyone
have
other
directions
to
staff.

just
wanted
to
not.

that
we've
had
we've
done
some
of
that
sort
of
stuff.
In
the
past
it
sort
of
been
part
of
our
regular
business
and-
and
it's
helpful,
we
don't
get
all
the
presentations
that
the
council
does
and
yet
we
still
have
some
significant
responsibilities
and
setting
the
maximum
levy
and
understanding
what
the
budget
is
all
about.
So
I
think
it's
a
good
idea
to
do
that
and
it's
past
practice.
So
it's
good
to
keep
doing.

city

addressed

a
revised
budget
timeline
in
2020
has
been
adjusted.

so
we
had
been
hoping
that
we
would
be
getting
some
information
on
the
status
of
the
budget
and,
as
mr.
wheeler
noted,
we're
being
left
out
of
all
of
this
information,
and
all
of
this,
these
conversations
is
there
any
way
that
we
could
be
getting
some
information
about
the
status
of
things.

that's
my
fault.
I
was
tasked
with
putting
out
that
communication,
and
it
was
my
oversight
not
to
include
the
members
of
the
board
of
estimate
taxation
I,
sincerely
apologize.
My
office
is
working
between
the
different
players
that
bring
forward
that
budget,
including
councilmember
Palmisano,
who
is
the
chair
of
the
council's
Budget
Committee,
and
we
hope
to
have
still
this
week.
Updated
timeline
and
I
will
be
sure
to
include
you
at
that
time.

Certainly
the
clerk
communicates
with
councilmembers
and
other
members
of
our
boards
and
commissions,
so
I
think
their
request
for
more
information
about
the
budget
budget
process
and
the
development
of
that
budget
would
go
through
the
mayor's
office
and
through
our
finance
staff.
So
I
appreciate
again
mr.
Carl's
graciousness
in
answering
the
questions,
but
just
to
clarify
it's
not
the
clerk's
office
that
is
driving
the
schedule
of
the
budget
or
certainly
not
developing
the
budget
or
coordinating
you
know,
inclusion
of
other
board
and
Commission
members
or
elected
officials.

I
appreciate
it,
the
the
difficulty
of
us
not
being
included
in
these
conversations
and
not
getting
any
information.
We
have
gotten
virtually
no
information
at
this
time,
and
so
we
were
looking
forward
to
having
some
information
and
if
we
can't
get
it
officially
through
speeches
and
things
like
that,
we
would
very
much
appreciate
that
we
get
some
information
about
projections
and
things
like
that.

I've
been
like
on
the
GFO
a
website
and
seen
where
our
budget
director
has
been
doing
presentations
for
finance
people
on
the
status
of
the
budget,
but
we've
not
gotten
any
of
that
information,
and
so
we
would
very
much
like
to
be
included
in
this.
So
hopefully
that
direction
can
go
is
to
staff
at
the
city
as
well
as
other
folks
involved
in
the
process.
