rehabilitation
via
certificate

appropriateness

the
hollywood
theater
and
the
proposed
historic
variants
to
use
that
theater
as
a
reception
or
meeting
hall
in
the
c1
neighborhood
commercial
district.

This
theater
has
undergone
quite
the
history
over
time
on
the
screen
before
you
can
see
pictures
of
what
the
interior
of
the
theater,
both
the
auditorium
and
the
first
foyer
historically
looked
like
again.
It
began
in
1935.
It
was
used
as
a
movie
theater
until
1987
when
it
closed
and
it's
been
vacant
since
1987
and
unfortunately,
it
has
suffered
what
many
vacant
buildings
suffer
over
the
course
of
those
30
plus
years
next
slide.

This
is

plaster

two
exits,
leading

an
emergency

in
the

see,
the
plaster
ceiling
is
no
longer

The
celetex
wall,
tiles
are
no
longer

floor
of
the
theater
itself
has
been
leveled
by

property
owner.
That's
that's
one

improvements,
but
I

take
this
moment
to
point
out.

There's
been
substantial
deterioration
over
time
and
the
applicant
is
has
embarked
on
a
multi-year
multi-phased
effort
to
rehabilitate
this
theater
for
use
as
a
reception
and
meeting
hall,
the
in
1993,
the
city
purchased
the
building
and
tried,
through
a
variety
of
requests,
for
proposals
to
obtain
a
buyer
such
as
mr
bulma,
the
current
applicant
in
2014,
the
city
approved
the
sale
of
the
hollywood
theater
property
to
this
gentleman,
and
he
entered
into
a
redevelopment
contract
that
he
has
since
been
working
to
complete.

The
applicant
team
has
undergone
not
only
work
with
the
city
to
rehabilitate
the
theater,
but
also
work
with
the
state,
historic
preservation,
office
and
national
park
service.
They
have
submitted
a
tax
credit
application
and
gone
through
a
few
amendments
to
those
all
of
which
have
been
approved
by
the
national
park
service
and
the
state
historic
preservation
office,
with
the
possible
exception
of
most
recent
amendments.
I
don't
have
the
up-to-date
facts
on
that
I'll.
Let
the
applicants
speak
to
that.

I
should
point
out
that
not
every
portion
of
the
inside
of
the
theater
is
designated
the
auditorium
which
you
can
see
in
these
photos
before
you
is
designated,
as
are
the
first
foyer
and
second,
for
your
lower
levels
of
the
theater
that
contain
restrooms
and
space
for
mechanical
equipment.
Those
portions
of
the
theater
aren't
designated,
so
I
will
focus
my
presentation
on
the
changes
to
the
designated
portions
of
the
theater
itself.

On
the
balcony
itself,
the
applicant
proposes
to
construct
a
series
of
terrorist
platforms
with
very
simple
wire
cables
to
facilitate
the
reuse
of
the
space
as
a
reception
and
meeting
hall.
The
projection
booth,
which
you
can
see
in
the
lower
photo
in
the
upper
left
hand
corner,
will
be
rehabilitated
into
some
changing
rooms
and
a
bridal
suite
for
members
of
the
wedding
party
to
get
ready,
in
the
event
of
say,
a
wedding
to
be
held
in
this
reception
or
meeting
hall
next
slide.

a

down
view
of
the
first
floor
plan
where
you
can
see
some
of
the
specific
changes
the
applicant
is
proposing
to
the
theater.
The
stage
itself
is
going
to
stay
mostly
intact,
with
the
possible
exception,
with

exception
of
a
in
the
infill
of
a
small
portion
of
the
stage
itself,
where
some
led
lighting
will
replace
some
missing
stage
lighting.

indicate
possible
seating
configurations,
but
I
will
note
that
there
are
some
changes
to
the
plaster
pilasters
and
the
exit
area
that
were
necessitated
their
proposed
changes
that

necessitated
by
the
change

elevation.

flattening

the
auditorium
floor
now
these
spaces
here
that
were
once
exits,
actually
sit
a
few
feet
above
the
floor
itself
and
due
to
headroom
and
building
code
required
clearances
and
rise
and
run
of
any
stairs.

of

the
left-hand
portion
of
this
side,
you
can
see
the
terraced
platforms
that
will
be
are
that
are
proposed
to
be
installed
above
the
existing
balcony
seating
area,
where
no
seats
are
left.
Of

you
saw

a
previous
slide,
only
the
seating
rows
are
left
next
slide.

applicant
is
proposing

install
some
windows
in
both
this
southern
facade
and
the
northern
facade

fixtures
have
been
removed.
They
are

such
a
deteriorated
state
that
they
are

slight
change
to
what
they
had
proposed
previously
to
you
all,
which
you
all
had
approved,
specifically
windows
on
the
north
side
of
the
building.
Only
those
windows
were
larger.
These
windows
are
smaller
the
windows
before
there
were
only
three,
but
now
they
are
proposing
four
on
both
the
northern
and
southern
sides
of
the
building,
where,
as
you
saw
in
the
previous
slide,
the
wall
is
very
simple:
no
ornamental
materials
exist
there
very
plain
secondary
brick
and
fireproof
tile
exists
on
the
outside
and
inside
of
that
wall
respectively.

The
windows
themselves
are
proposed
to
be
anodized
aluminum
and
the
guidelines
for
the
theater
state
that
anodized
aluminum
should
not
be
used
on
the
theater
in
any
windows
that
are
proposed
for
the
theater
itself,
and
so
for
that
reason,
staff
recommends
that
the
windows
be
a
have
a
flat
black
painted
finish,
which
will
match
the
three
thin
projection.
Booth
windows
that
you
can
see
on
the
front
facade
the
upper
portion
of
the
front
facade
in
this
historic
photo
of
the
hollywood
theater
itself.

That
must
be
my
last
slide.
Other
notable
changes
to
the
building
include
some
minor,
concrete,
paving
outside
the
north
facade
exit
door.
Openings
that
were
previously
blocked
in
with
plywood
will
now
be
have
new
windowless
steel
doors
installed
in
them,
and
building
code
compliant
exit
hardware.

Mechanical
units
will
also
be
positioned
on
the
flat
roof
on
the
west
side
of
the
building,
and
two
openings
designed
to
accommodate
duct
work
will
be
installed
through
the
brick
wall
on
that
side
of
the
building.
This
is
a
recessed
portion
of
the
wall
and
just
to
show
you
from
this
particular
photo
here,
you
actually
cannot
see
it.

It's
where
the
roof
itself
switches
from
a
flat
roof
to
a
gambrill
roof,
and
so
that
mechanical
equipment,
the
applicant,
has
provided
some
line
of
sight.
Studies
that
indicate
the
equipment
itself,
as
well
as
a
skylight
proposed
for
replacement
on
the
roof.
A
non-historic
skylight
will
all
be
very
difficult
to
see
from
the
public
right
of
way.

the
leading
down
to
the
basement
level,
the
applicant
proposes
to
repair
the
stairway
to
include
a
adding
a
code
compliant
some
co-compliant
plexiglas
to
the
guardrail
and
a
code
compliant
handrail
graspable
handrail
to

handrail
that
stretches
down
the
stairs
itself.
The
ticket
booth
will
have
new
wood
flooring.
The
lobby
and
first
four,
will
have
some
repaired
terrazzo.

Notable
other
notable
changes
in
the
auditorium
include
carpeting.
On
the
non-historic
concrete
floor,
that's
proposed
a
metal,
co-compliant,
accessible
metal,
ramp,
very
simple
ramp
that
will
lead
up
to
the
stage
itself.
Ensuring
persons
of
all
abilities
have
full
access
to
both
the
theater
floor
and
the
stage
some
additional
lighting
and
fabric
curtains
to
cover
up
some
openings
along
the
side,
walls
near
the
plaster
pilasters
and
some
additional
plumbing
work
as
well.

In
terms
of
the
historic
variance
itself,
as
I
mentioned
before,
the
this
property
is
zone
c1.
That's
the
city's
lowest
density,
commercial
zoning
and
this
theater
has
it's.
It's
remained
in
a
low
density,
commercial
zoning.
For
many
years
now,
the
theater
itself
obviously
has
existed
since
1935,
and
it
was
designed
to
hold
hundreds
of
patrons.

It
was
built
at
a
time
when
there
was
an
active
streetcar
line
running
along
johnson
street
northeast.
Sadly,
that
line
no
longer
runs.
However,
the
city
does
have
a
very
frequent
bus
line
that
goes
by
right
up
johnson
street
northeast
right
outside
of
the
front
of
the
theater
a
number
of
years
ago.
The
at
the
city
also
purchased
the
lot
immediately
north
of
the
theater
for
possible
use
in
the
future
to
provide
additional
parking.
Should
the
applicant
seek
to
redevelop
that
side
or
seek
to
support
providing
parking
for
this
theater
itself?

It's
it's
been
a
long
journey
and
I
appreciate
you
recapping
the
city's
involvement
in
the
project
and
how
and
how
andrew
came
to
be
involved
in
it
as
well.
I
So
my
my
personal
history
with
the
hollywood
theater
I
I
was
first
introduced
to
the
building
in
2008
and
at
the
time
I
was
a
member
of
the
heritage
preservation,
commission
and
our
our
goal
was
to
initiate
and
promote
the
reactivation
of
the
hollywood
theater
and
recognizing
that
it
was
an
exceedingly
difficult
building
type
to
reuse.
We
did
work
on
a
set
of
guidelines.
I
think
it's
actually
formerly
called
the
framework
for
the
reuse
of
the
hollywood
theater,
and
that
has
been
a
guiding
document
for
us
throughout
this
project.
I
So
we've
been
we've
been
in
front
of
you
before.
Maybe
not
you,
you
personally
argue
with
a
member
of
the
hpc,
although
some
of
you
yes,
because
we've
been
working
on
this
tirelessly
since
about
2012
and
dr
smoly
mentioned
that
this
has
meant
engaging
with
the
neighborhood
with
a
council
member
with
you
all
on
the
hpc
with
city
staff.
I
think
we've
been
through
four
or
five
city
staff
at
this
point,
as
well
as
the
shippo
with
the
national
park
service.
This
has
been.
I
So,
as
I
said,
we've
been
here
before
2015
we
did
a
major
exterior
restoration
of
the
building
and
that
work
came
in
front
of
the
hpc
was
also
in
part
sponsored
by
the
minnesota
historical
society's
legacy.
Grant
program
went
to
the
ship
but
went
to
the
national
park
service.
That
included
essentially
a
complete,
exterior
masonry
restoration,
rebuilding
the
chimney
it
needed
to
be
completely
structurally
rebuilt,
replicating
and
replacing
those
signature,
green
tiles.
Getting
the
marquee
back
on
turning
the
lights
on
rebuilding
the
ticket
booth,
extensive
restoration
of
the
poster
cases.
I
What
they'd
like
to
see
as
well
as
what
could
be
economically
viable
in
the
building,
we've
also
teamed
with
hillcrest,
and
many
of
you
know
that
hillcrest
was
involved
very
early
on
with
the
city
in
terms
of
developing
a
strategy
for
reuse
and
in
part
acquiring
the
the
vacant
parcel
to
the
north.
I
We've
worked
with
hillcrest
and
in
the
last
three
or
four
years
we
have
now
come
to
you
with
the
final
say
final
in
air
quotes,
but
the
final
design
for
the
the
use
related
improvements
to
the
interior
and
dr
smolin
went
through
those
in
in
relative
detail,
but
the
intent
is
to
reactivate
this
building.
We
have
worked
to
make
it
a
function
that
does
not
require
you
know.
Dividing
the
interior
there's
been
residential.
Proposals
in
this
building
has
been
everything
from
condos
to
apartments
to
you
name.
I
It
that's
been
proposed
and
hasn't
been
viable
on
the
site,
so
I
think
we've
we've
found
a
use
that,
as
dr
smelly
said,
we
did
apply
for
a
variant
a
couple
of
years
ago
and
just
given
the
extreme
difficulty
of
using
this
building
and
the
extreme
difficulty
of
finding
a
viable
tenant.
It
has
taken
us
this
long
to
get
the
project
to
where
it
is
today,
which
is
why
we
had
to
apply
for
a
re-application
of
that
variant.
I
But
I
think
what
you
have
in
front
of
you
is
the
complete,
comprehensive
set
of
tenant
improvements
that
we
are
seeking
approval
from
the
hpc.
We
are
absolutely
fine
with
the
condition
we
accept
the
proposal
or
the
proposed
condition
to
replace-
or
I
should
say
instead
of
using
anodized
aluminum
for
the
window
frames,
we'll
we'll
happy
to
paint
them
black.
I
We
have
suggested
the
anodized
aluminum
only
to
match
the
historic
doors
on
the
front
of
the
theater,
but
the
the
painted
black
works
just
as
well
for
us,
and
I
think
there
was
an
earlier
question
about
the
perhaps
I
can't
remember
who
asked
it
but
a
question
about
where
we
were
in
the
historic
tax
credit
certification
process.
I
All
of
the
work
that
you
see
today
has
also
been
submitted
to
the
national
park
service.
They
are
currently
running
we're
about
two
weeks
behind
in
getting
their
response,
which
is
in
our
experience
right
now,
in
this
day
and
time
pretty
typical,

then
we
do
have
like
I

the

the
finally
coming
up

a
resolution
to
resolutions,

we

one
commissioner

in
march,
that
we
did
not
get
a
chance
to
appropriately
recognize
due
to

sort

frenzy
surrounding
code
in
virtual
meetings
and
then
also
another
resolution
for
a
commissioner
who
is
stepping
down
after
this
meeting
tonight.
So

will
first

I

I
asked
her

on
the

comment
sign
up
as
a
way
to
let
her
into
the
meeting.

continuity

knowledge

experience

things

happened

guiding
new
commissioners
on
their

their
journey

this

times

reporter

infused

prepared

you
to
make
great
decisions
and
you've
made
so
many
great
decisions.
As
a
commissioner
here
over
the
years,
it's
also
been
a

really
nice
experience
to
work
with
you
in
our
outreach
efforts
trying
to
reach
out
to
property
owners
to
convince
them
to
designate
properties.

that's
not
easy,
but
with
your
expertise
and
just
standing
in
the
community
has
been
much
easier
thanks
to
you
and
also
to
work
with
you
on
some
new
projects
and
programs

we've
tried
to
develop
ordinance
amendments.

beyond
