asbestos

home
with

live
in
the
unit
excited
about
all
the
characteristics
of
the
home,
we're
a
little
discouraged
during
inspection
to
find
that,
although
from
the
street
view
that
it's
a
beautiful
house
that
the
siding
is
actually
completely
beyond
any
useful
life
at
all,
we
submitted.
Some
pictures
didn't
know
that
we
needed
to
submit
more.
I
was
reading
through
the
request.
It
said
the
information
provided
was
not
sufficient
to
show
a
full
replacement.

know.
We
would
hope
that
the
sightings
still
worked.
It's
not
money
that
you
know
we're
looking
forward
to
spending
replacing
siding,
but
I
had
three
different
general
contractors
review
the
pro
house
and
an
inspector
that
said
the
entirety
of
the
siding
needs
to
be
replaced
because
the
property
is
sustaining
significant
damage
in
and
around
the
windows.

Water
seeps
in
when
it
rains
is
that
the
property
this
morning
after
a
recent
rainfall
and
in
about
at
least
15
different
locations.
If
you
press
your
hand
on
the
wood
water
squirts
out
the
side,
you
can
poke
your
finger
through
the
rat
board,
so
it
is
to
a
state
that
is
beyond
pulling
boards
and
patching
that
happened
a
little
over
a
decade
ago
and
not
correctly
or
done
well,
so
the
current
sighting
is
a
mix
and
match
of
pains
deterioration,
replacement
boards.

So,
upon
close
inspection,
this
the
siding
has
really
lost
a
lot
of
its
integrity
in
reviewing
options.
The
best
way
to
go
about
replacing
this
from
three
independent
general
contractors
is
to
remove
the
siding,
make
sure
that
the
home
is
properly
wrapped,
that
any
repair
is
done
to
any
of
the
interior
wood.

That's
been
deteriorating
from
years
of
neglect
and
water
intrusion,
which
may
include
even
window
replacements,
because
the
inspections
showed
that
there
is
water
intrusion
coming
inside
of
the
home,
which
could
lead
to
mold
issues
so
very
much
an
urgent
issue
on
our
part
and
so
trying
to
read
through
the
historic
guidelines.

We
wanted
to
present
an
option
that
would
maintain
kind
of
financial
viability
to
that
is
within
reach.
Just
to
start
off
the
context.
Replacing
exactly
the
same
type
of
materials
in
the
construction
in
today's
market
would
be
a
little
north
of
90
000.
The
purchase
price
is
420
000..

Our
proposed
solution
is
in
that
38
000
range,
so
it's
just
financially
not
feasible
for
us
to
replace
like
for
life
and
which
also
reading
through
the
historic
guidelines,
is
not
a
requirement.

replacing
the
boards
that
are
completely
missing,
but
again
that
will
not
resolve
the
greater
issue
and
we
have
concerns
for
our
family
and
the
other
tenants
that
this
could
lead

away
from
the
the
decades
of
neglect
on
this
sighting.

a
couple
comments
I
just

I
think
the
severity
definitely
requires
a
full
replacement
heard
that
from
multiple
companies,
the
trim
details,
you
know,
will
be
maintained,
as
as,
for
you
know,
details
that
we
provided
to
this
process.
I
followed
up
on
multiple
emails
and
locations
asking
if
they
had
everything
that
we
needed
if
staff
needed
any
additional
information
from
us,
and
that
was
never
requested.

So
we
submitted
our
application
thinking,
we're
in
full
compliance
and
then
to
read
the
staff
report
saying
that
there's
insufficient
information
provided
was
a
little
disheartening,
especially
with
with
the
denial
of
that
there
are
vinyl
siding
already
in
this
district.
The
product
of
those
vinyl
sidings
is
a
product
that
was
made
post
1980.
B
So
when
the
designation
1976
happened,
that
vinyl
siding
just
by
nature
when
that
the
manufacturing
year
of
that
vinyl
product
means
it
had
to
be
after
the
historic
designation
and
again
just
going
back
and
reading
through
the
the
the
actual
you
know
couple
pages
there,
you
know
the
materials
generally
new
materials
should
be
compatible
with
the
existing.

That
is
our
intent.
We
are
going
to
be
matching
the
direction,
dimension
and
texture
of
the
original
material
inch
by
inch
around
the
home,
where
there's
cedar
shapes
now
we're
going
to
be
replacing
the
shooter
cedar,
vinyl
shakes
the
lap
board
is
going
to
match
perfectly
around
the
home
in
the
direction,
dimension
and
texture.
So
we
have
we've
gone
over
and
above
to
try
to
design
this
with
the
intent
of
the
guidelines,
which
is
to
maintain
the
character
of
the
home.

We
are
doing
that,
but
with
today's
modern
building
materials,
this
becomes
kind
of
one
of
the
only
options
in
a
pandemic.
In
this
current
economic
situation,
with
the
embodiment
of
the
2040
plan
in
affordable
housing
minneapolis,
I
think
we
believe
we
are
maintaining
the
integrity
of
the
guidelines,
but
in
a
way
that
is
the
only
way
possible.

that's
hopefully,
if
you
read
through
the
presentation-

think
you
know
this
we're
very
excited
to
get
the
home,
I'm
a
little
nervous
to
pull
the
siding
off
and
to
see
what
further
damage

last
couple
decades

neglect,
because
that
could
be
adding
to
the
scope
of
the
work,
but
hopefully
we're
able
to
to
get
in
there
and
have
haven
builders
top
professionals
do
the
work
as
kind
of
required.

look

viability

replacing
it

cedar
wood

variety

perspectives,

amount
of
maintenance

it

require

upkeep
in
future,
as
well
as
just
the
cost,
what
he
was
referencing,
so
the
products
that
we'd
be
looking
at.
These
are
newer
products
that
have
been
on
the
market
in
very
recent
years
and
the
ability
for
a
person
walking
down
the
street
or
unless
you're
within
a
few
feet
of
the
product.

as
well
to
use

vinyl
shakes
versus
the
laps,
so
every
design
that
we've
been
putting
together
has
been
in
congruency
with
the
existing
patterns
and
shape

dimensions
of
the
home,

information
was
missing
from
your
guys's
application
as
well.

say
clarifying

question
that
the
interpretation
in
the
washburn,
fair
oaks
guidelines
is
that
existing
synthetic
siding
can
be
replaced.
However,
when
there
is
existing
historic
wood
siding
the
guidelines
are
not
to
replace
it
unless
severely
deteriorated.

1976
for

materials
available
at
that
time
were
quite
different
than
now,
and
some
of
these
materials
look
really
good
and
considering
the

price

this
house

keep
it
affordable,
it
makes
sense
to
to
make
an
exception.
So
I
would
I
would
support
not
denying
this
application.

I

say
one
of
my
greatest
concerns
when
looking
at
this
application
was
also-
and
I
really
liked
that
staff
included
the
policy
information
from

2040
plan
on
the
environmental
implications,
because
in

mind,
wood
siding,
it
does
require
maintenance.
I
realize
that,
but
it
is
us
somewhat
sustainable
material
because
you
can
get
sustainably
sourced
wood
and
continue
to
replace
it
in
little
bits
and
pieces
as
needed,
extending
the
lifespan

mean
we
know
historic
homes
that
have
wood,
siding.

has
lasted
hundreds
of
years,
and
my
concern
is
that
replacing
it
with
vinyl
siding,
which
is
a
type
of
plastic
that
is
sort
of
an
end
of
the
line.

don't
really
recycle
vinyl
for
additional
uses
at
this
point
would
be
you
know,
maybe
it's
30
years
from
now,
but
it
would
be
creating
more
trash.

that
point,

think

application
shows
that
the
entire
exterior
facade
of
the
of
the
building
that
all
the
material
it
has
deteriorated
to
the
point
that
it

all
must
be
replaced.

just
don't
have

information

shows

photos
or
information
about
the
the
vinyl
shingles
which
so
we
have
no
idea
how
that
would
compare
to
to
the
shingles

I
really
have
a
tough
time
with
agreeing
that
that
vinyl
siding
is
a
sustainable
choice
and
meets
the
2040
guidelines.

of
innovation
in
products
and
over

time

designation
was
made-

difficult-
we
run

risk
of
making
it
impossible

invest
in
historic
structures
and
that
we
don't
want
to
do
of
course.

I'm
just
struggling
with
how
to
approach
this.

wish
there
were
some
middle
way
and
I
don't
know
if
the
owners
have
looked
into
hardy's,
citing
that
sort
of
thing
or
if
that
obviously
doesn't
specifically
meet
the
guidelines
any
better.
But
we've
had
some
cases
where
we
have
approved
that.

think

that's
the
points
well
received,
obviously
I'm
very
sensitive
to

applicants
and
understand
that
this
is
difficult

owning
a
property
within
a
historic
district,
or
that
has
a
historic
designation,
but
I
think
ultimately,
this
is
my
personal
opinion
sounds
like
it's
shared
with
some
other
commissioners.

just
don't
have
enough
information
to
make
that
call
right
now.

condition

sounds

condition

bit
with
with

but

kind

bullet
point

can
stay

track
with
our

replacing

not

other
windows
we
feel
have
too
much
architectural
integrity
for
this
home
to
warrant
replacement
on
the
other
windows,
are
non-descript
they're,
just
basic
double
hunger,
single
pane,
glass,
no
grids,
nothing
that
called
attention
to
itself
whatsoever.

wood,
storm
windows
as
well
that
are
in
terrible
condition

those

windows
that
cover

the
stained
glass

So
those
will
also

requested

change
out
we're

be
doing

dark
brown
color

the

historical

the

floor
should

maintained

be
clear,
the
only
reason
that
we
had
that
listed
for
replacement
originally
was
because
the
window
was
so
poorly
rehabbed
sometime
in
the
past
that
we
actually
have
a
half
inch
gap
from
the
sash
to
the
actual
window.

Stop
and
right
now
it's
just
a
place
where
bugs
and
rain
and
everything
comes
through
that
window.
So
we
will
have
to
take
that
whole
frame
out,
rebuild
it
and
reinstall
that
window,
but
we
we
believe
it's
an
undertaking
worth
pursuing.

Moving
on
to
the
siding,
really
quick
on
the
all
side,
three
inch
left
siding.
I
sent
sheila
some
pictures
of
some
homes,
I've
done
in
the
past
with

three
inch
lap
replacement,
siding.

can
corner

existing

It's
the
the
texture
of
the
siding
is
a
smooth
texture,
so
it's
got
the
same
finish
as
the
existing
siding
and
and
we've
got
some
really
good
outcomes
using
that
product.
That
being
said,
I
have
located
a
cedar.

intention
to
take
off
that
original,
siding
on
the
front
porch,
just
like
we're
keeping
the
the
columns
the
beadboard
ceilings,
the
railings,
even
though
they're
mostly
bondo
at
this
point,
are
all
going
to
be
maintained
to

that
the
integrity
of
the
house
intact.

find
one
to
two
square
of
side
of
sheathing
will
need
to
be
replaced
and
because
this
home
actually
has
cement
insulation
plastered
onto
the
inside
of
the
sheathing
on
the
inside
of
the
envelope
of
the
house,
we
fear
that
possible,
moisture
retention
with
that
cement
might
actually
be
a
cause
for
more
deterioration
than
we
normally
find
as
far
as
the
window
and
door
trim
crown
moldings
dental
moldings.
These
are
all
things
that
we
do
everything
in
our
power
to
salvage.

Looking
at
this
house,
we
feel
that
probably
about
90
of
all
of
those
applications
will
be
saved.
The
crown
moldings
are
in
great
shape.
The
dental
moldings
are
in
great
shape
the
the
the
fluid
ionic
columns
on
the
front.
Porch
are
woodpecker
infested,
there's
so
much
bondo
and
then
everything
on
those
columns.
It's
going
to
be
a
lot
of
work
to
bring
those
back,
but
it's
an
undertaking
worth
pursuing,
and
so
that's
what
we're
going
to
do.
That's
always
been
on
our
scope
of
work.

Obviously,
there's
cost
implications
with
restoration
versus
replacement
in
these
jobs
are
to
properly
contain
the
lead
on
this
house.
If
we're
going
to
to
grind
and
and
smooth
and
and
sand
and
properly
paint
the
siding
to
bring
it
back,
we've
got

000
into
it.
Just
for
scaffolding
on
lead,
contain
and
lead
containment,
hazmat
suits
for
the
painters.

to
bring

to
the
level

the
cost,
to
restore

interest

getting

feedback,
I'm
gonna
just
skip
over
the
two
existing
buildings.
As
it's
been
mentioned,
we're
going
for
tax
credits,
so
there'll
be
a
lot
of
oversight
there.

We
want,
we
hope,
to
get
your
feedback
on
the
new
construction
building
here,
but
before
doing
that,
I
do
want
to
explain
that
that
all
three
of
these
buildings
are
working
together
like
the
legs
of
a
stool
to
to
provide
one
one
project,
the
faulk
building
with
260
units,
the
300
building,
with
a
majority
of
the
amenities
and
in
70
units,
and
then
this
new
construction
building
with
a
lot
of
parking
and
then
a
large
chunk
of
commercial
space.

The
the
two
main
facades
on
3rd
avenue
and
7th
avenue
show
are
the
south
and
east
elevations.
If
you
could,
if
you
could
see
those
elevations,
while
I'm
talking,
we
are
seeking
to
create
a
modern
warehouse
design,
aesthetic.
With
this
with
a
consistent
grid,
we
did
look
to
to
break
the
massing
into
two
pieces
along
third
avenue.
The
south
elevation,
which
is,
is
a
consistent
strategy
with
new
construction
within
the
district.

broken

two

windows

That
grid
also
carries
around
the
back
sides
of
of
the
building
similar
to
existing
warehouse
buildings
within
the
district,

an
interior
lot

which
we

panel
and
providing
space
for
wall
murals
and
art
opportunities
again.

our
suggestion,

work

group

the
client
on

what
exactly
those
end
up

but
we're
very
excited
with

how

mural

opportunity
fits
within
the
