by
the
murder
of
George
Floyd
and
the
events
that
have
really
shaken
the
city
over
the
past
week
and
a
little
more
I
would
like
to
ask
that
we
take
a
moment
in
silence
before
we
start

meeting
to
honor
the
memory
of
George
Floyd
and
reflect
on
what
actions
we
can
all
take
to
help
our
city
heal
and
to
make
it
a
better
place.
So,
let's
have
a
moment
of
silence

Will
be
impossible
for
the
Charter
Commission
if
we
get
census
information
on
July
1st
2021
to
finish
in
time
to
conduct
an
election
in
2021
using
those
newly
drawn
Board
boundaries.
So
that's
what
we're
dealing
with
that's
why
we
were
able
to
cancel
the
May
meeting
first
of
all,
because
that
really
changes
the
timeline
and
that's
the
reason
for
some
of
our
actions
today
so
wanted
to
make
sure
everyone
understands
that
and
see.
If
anyone
had
any
questions
for
for
me
or
for
the
city
clerk
on
that
issue,.

Mr.
chair
I'm
happy
to
explain
that
there
were,
as
has
been
reported
many
times,
difficulties
as
a
result
of
the
corona
virus
pandemic
throughout
the
United
States
in
the
world,
but
within
the
United
States
it
had
an
impact
on
the
ability
of
the
Census
Bureau
at
the
federal
level
working
through
its
state-based
and
local
units
to
complete
that
work.

That
has
the
impact
of
delaying
when
the
final
results
will
be
reported
out
by
the
Census
Bureau
to
be
certified
by
the
president,
delivered
to
all
states
via
the
governors
of
those
states
and
from
the
governor,
then
to
the
secretary
for
certification
delivery
to
local
units.
It
means
we
will
not
be
getting
the
final
results
from
the
state
of
Minnesota
by
April
1st
next
year.

The
other
amendment
related
to
the
special
election
that
would
be
necessary
because
of
the
so
called
con
law
under
Minnesota
statutes,
which
would
require
an
election
in
2023,
and
this
was
a
proposed
amendment
to
schedule
that
election
and
make
clear
when
it
occurred
and
that
it
would
occur
every
20
years
that
we
did
not
move
on
to
the
council
for
a
13
to
0
vote,
because
we
did
not
think
it
would
get
13
votes.

thought
that
there
were
a
number
of
council
members
who
were
more
interested
in
proceeding
with
the
so-called
hurry
up
option.
That
is
getting
it
done
in
2021,
and
now
it
is
clear
that
it
is
logistically
impossible
to
complete
it
in
2021,
and
the
council
has
sent
this
back
to
us,
requesting
that
we
repackage
both
these
amendments
as
one
amendment
and
send
them
to
the
council.
I
think
that's
accurate,
Casey
Carl.
Would
you
comment.

that
is
a
great
recommend.
The
actions
that
have
happened
today.
I
may
misunderstand
the
final
action,
though
I
believe
that
the
council
was
in
the
impression
that
this
was
still
to
be
packaged
as
a
ballot
question.
I
am
happy
to
confirm
with
Council
about
bringing
that
forward
for
an
ordinance
if
that
is,
if
I've
missed.
That
point,
though,.

it's
been
a
while.
Obviously,
since
we've
had
a
chance
to
meet,
there's
been
much
that
has
happened
between
there
was
an
understanding,
on
my
part
at
least,
could
make
communicated
to
council
that
item
number
six
related
to
the
potential
question
to
amend
the
Charter
specifically
dealing
with
redistricting,
because
there
had
been
an
intention
to
submit
that
as
a
ballot
question.
The
council
had
referred
back
item
number
five,
with
a
request
that
that
be
packaged
together
as
one
item.
A
If
and
I
agree
with
you,
there
is
not
an
option
for
the
council
to
pursue
the
expedited
plan
to
complete
redistricting
in
time
for
the
2021
regular
municipal
election,
and
we
want
to
package
those
as
an
ordinance.
Then
there
is
still
time
for
us
to
get
that
clarification
and
for
this
body
to
move
forward
to
complete
that
packaging
as
one
ordinance
and
to
submit
that
back
with
this
bodies
recommendation
to
Council
to
act
by
ordinance,
I
have
confidence.
They
would
act
that
way,
but
would
need
to
have
some
additional
time
to
make
sure
of
that.

Then
here's
what
I
would
request
and
I
would
ask
City
Attorney
bassoon
to
weigh
and
make
sure
that
this
is
all
permissible.
But
that
items
five
and
six
would
be
moved
forward
to
the
council
for
consideration
by
a
13
to
0
vote.
And
if
it
that
the
president
of
the
council
determines
that
it
not
be
forward,
be
moved
forward
for
a
13
to
zero
vote
or
that
a
13
to
zero
vote
is
unlikely.
That
we
then
also
approve
it
for
moving
forward
to
put
on
the
ballot.
In.

Mr.
chair,
before
mr.
shin
speaks
to
that,
I
would
only
point
out.
One
of
the
reasons
this
was
sent
back
is
because
it
is
impossible
for
the
council
right
now
to
achieve
a
30,
no
vote
with
the
vacancy
that's
pending,
and
so
with
one
of
the
seats
vacant.
It
is
not
possible
to
have
the
30
no
vote,
plus
the
mayor's
approval
for
an
ordinance
to
amend
the
Charter.

The
special
election
scheduled
to
fill
the
vacancy
in
Ward
6
is
set
to
occur
on
the
same
date
as
the
state
primary
August
11th,
and
we
anticipate
on
our
current
timeline
that
we
would
have
a
new
councilmember
seated
in
Ward
6
by
August
27th.
That
would
miss
the
deadline
for
submitting
a
ballot
question.

KCI
could
maybe
address
a
bit
of
this.
It
does
not
need
to
be
packaged
as
a
single
item.
Those
could
be
submitted
as
two
questions,
the
that's
a
preference
of
this
body.
Obviously
the
issue
in
number
five
is
state
law
and
would
continue
to
trump,
and
it
is
possible
that
if
that
question
were
not
submitted
to
the
ballot
or
were
submitted
to
the
ballot
and
failed,
it
could
come
back
again.

Then
you
know
later
on
when
there
was
a
13
or
13
members
seated
by
the
council,
clearly
we're
doing
a
special
election
right
now
within
the
state
law
and
not
as
dictated
by
our
Charter,
with
the
understanding
that
state
law
trumps
the
Charter
and
in
fact
there
are
provisions
in
the
state
law,
the
state
elections
law
that
say,
notwithstanding
charter
provisions,
you
must
follow
these
dates.
So
number
five
is
the
lesser
concern
for
us.

would
assume,
because
we
could
always
cure
that
at
a
later
date
and
could
in
fact
table
that
proposition
now,
until
either
later
this
year
or
next
year
and
deal
with
it.
The
question
in
number
six,
which
relates
to
redistricting,
of
course,
as
you
have
pointed
out
many
times,
is
timely-
is
important
and
needs
to
be
addressed
for
us
in
terms
of
not
just
the
short-term
fix,
the
one-time
fix
of
hurry
up
and
get
it
done,
but
because
this
will
have
a
recurring
pattern.

you've
pointed
out
mr.

The
question
is:
do
we
want
to
move
forward
with
the
two
of
these
package
as
one
amendment,
which
would
mean
one
ballot
question
or
as
two
amendments,
and
if
they
are
two
amendments,
it
is
possible
that
one
could
pass
and
the
other
could
fail
with
one
amendment,
it's
all
or
nothing
do
any
other
commissioners
care
to
weigh
in
on
that
issue.

is
a
risk
that
one
could
pass
and
one
could
fail,
but
I
think
these
really
are
I
think
putting
them
together.
It
would
be
confusing
to
state
a
question
that
would
be
understandable
to
the
general
public
on
what
they

voting

that
would
make
it
put
the
question
more
at
risk
for
the
general
public
voting
in
favor
of
supporting
them
rather
than
having
the
two
separate
as
they
are,
as
I
would
recommend
they
be
so.

it
seems

me
the

districting
part
which
is
to
conform.
The

replacement
election
to
the
state
law

seems

me

for

no
ordinance
change,

opposed
to
the
expense
of
submitting
it
or
the
cost
of
the
confusion
of
submitting
it
to
the
voters.

suggested

the
ballot

we're
putting

them

the
ballot.

There's
not
going
to
be
any
significant
additional
expense
to
having
to
ballot
questions
as
opposed
to
one
and
frankly,
we
have
some
council
members
who
don't
like
to
do
amendments
by
ordinance
even
for
things
that
make
very
legitimate
sense
and
technical
changes
like
this
one.
So,
rather
than
run
the
risk
that
we're
going
to
run
into
this
problem
again,
I
would
I
would
prefer
to
put
them
both
on
the
ballot
to
other
commissioners,
want
to
weigh
in

redistricting

you
all

every
single
one
of
you
did
and
amazingly
everybody
was
able

be
placed
on
either
their
first
or
second
place
committee,
so
I
know
all
of
you
have
consented
to
either
first
or
second
for
these
choices.

Commission
confirmed
these
committee
assignments
and

chairs

meeting

the

report
back.
I
know.
We've
talked
about
this
at
prior
meetings,
but
an
internal
staff
group
representing
multiple
departments,
has
been
meeting
over
multiple
months
to
lay
out
a
plan
to
support
not
only
this
Charter
Commission,
but
also
each
of
these
working
groups
that
you
just
created,
and
we
have
thoughts
and
ideas
and
recommendations.

one
of
the
things
that
we
would
like
to
do
at
your
next
meeting
with
your
approval,
is
bring
those
staff
groups
forward
to
start
talking
about
their
work
and
having
them
align
with
your
working
groups.
That
means
it
would
be
good
for
us
to
introduce
the
co-chairs
and
members
of
those
working
groups.

briefly,
in
light
of
the
events
of
the
last
eight
or
nine
days,
I
think
we
should
be
prepared
to
have
further
discussions
about
charter
amendments
related
to
governance
of
the
police.
When
I
joined
this
body
in
the
fall
late
fall
early
winter
of
2018,
we
were
at
the
tail
end
of
a
process
of
dealing
with
I,
think
an
amendment
that
was
put
forward
by
Commissioner
or
council
member
Gordon
and
which
ended
up
getting
tabled
and
I
I.

Don't
know
whether
we
need
to
have
you
know
just
kind
of
an
open-ended
public
hearing,
or
how
do
we
I
hesitate
for
us
to
wait
to
have
a
proposal
put
in
front
of
us
in
order
to
start
dealing
with
it?
I
think
we
need
to
be
a
little
more
proactive
than
that
and
I
just
want
to
throw
out
that
we
probably
need
to
create
some
some
structure
to
receive
public
comment
relatively
soon.

just
a
correction
that
motion
or
proposed
charter
amendment

councilmember
Gordon
was
not
tabled,
it
was
rejected,
so
it
is
not
on
the
table
to
be
taken
off.

council

the
Turner
Commission
or
a
citizen
brings
it
forward

a
comment

Thank

I'm,
sure
all
of
you
have
read
about
the
recent
action
by
the
Minnesota
Department
of
Human
Rights,
which
is
to
pursue
an
action
against
the
city,
specifically
against
the
city's
police
department.
That
action
was
filed
yesterday.
It
seeks
a
temporary
restraining
order
against
the
police
department.
The
long
term
objective
is
to
concur
in
a
consent,
decree
not
being
a
lawyer.
A
I
won't
speak
more
technically
than
that,
but
what
I
would
encourage
commissioners
to
do
is
to
if
you're
able
we
would
normally
have
had
our
policy
and
Government
Oversight
Committee
tomorrow
afternoon,
at
1:30.
That
happens
to
be
in
conflict
with
the
local
memorial
plan
for
mr.
George
Floyd.
So
we
are
moving
that
meeting
of
the
policy
and
Government
Oversight
Committee
to
10:00
a.m.
that's
coming
Friday
at
that
meeting.

The
civil
rights
director
for
the
city's
Department
of
Civil,
Rights,
Delma
Korbel,
our
interim
city
attorney
Erik,
Nielsen
and
others
will
be
making
a
presentation
about
what
that
action
by
the
state's
Department
of
Human
Rights
means
and
the
process
that
is
about
to
begin
for
the
city
of
Minneapolis,
as
we
work
with
the
State
Department
to
evaluate
the
pattern
and
practice
of
the
police
department.
If
there
is
such
they
will
be
doing
an
investigation,
as
I
mentioned
that
ultimately
would
lead
to
a
consent
decree.

That's
coming
before
the
city
I
do
agree
that
there
are
opportunities
for
this
body
and
the
council
in
there
to
collaborate
further
on
other
changes,
but
the
first
step
I
believe,
is
to
allow
that
initial
legal
process
to
play
out,
and
so,
as
I
mentioned,
the
civil
rights
director.
Our
interim
City,
Attorney
and
others
will
be
making
that
presentation
at
the
policy
and
government
oversight
committee
at
10:00
a.m.

that
there
may
well
be
opportunities
either
initiated
by
us
or
by
the
City,
Council
or
others.
That
may
be
opportunity
for
us
to
discuss
charter
change
right
now.

think
I
agree
that
we
don't
know
what
those
opportunities
are
yet

think
it's
better
to
let
the
legal
process
move
forward
and
I
think
we
should
just
plan
that
over
the
next
few
months
we
should
be
nimble
and
if
something
comes
forward,
we
should
be
prepared
for
a
special
meeting,
if
need
be,
to
move
things
along
and
react
appropriately.
