committee

the
whole
for
Wednesday
March
11
2020.
My
name
is
Andrea
Jenkins
and
I
am
the
chair
of
this
committee
with
me
at
the
Dyess,
our
council
members,
Palmisano
Johnson,
Goodman,
Ellison,
Schrader,
councilmember,
Gordon,
Reich
and
Fletcher.
Let
the
record
reflect
that
we
do
have.

A
Colleagues,
the
only
item
on
our
agenda
today
is
the
report
of
committees
and
lubbers
receive
reports
from
the
standing
committees
on
matters
to
be
considered
by
the
full
council.
This
coming
Friday
and
we'll
start
with
the
economic
development
and
regulatory
services
committee
given
by
its
chair,
councilmember.

Goodman
Services
Committee
is
bringing
seven
items
forward
for
approval
on
Friday
item
number.
One
is
a
new
license
for
gyokaku
item
number.
Two
is
liquor
license
approvals
and
three
are
the
renewals
item
4
the
gambling
license
approvals.
Five
is
a
rental
license.
Reinstatement,
as
is
item
six
and
seven,
is
the
much
anticipated
termination
of
the
lease
agreement
for
the
Kmart
store
currently
located
at
the
intersection
of
Lake,
Street
and
Nicolette's.
With
that
I'm
happy

answer
any
questions
about
any
of
the
items

anticipated
lease
agreement
or
ending

the
lease
agreement
with
Kmart

a
really
important
step
forward

city

reconnect
a

services

those
items

come
before

on

vice
president
thousand
policy
and
development
committee
is
bringing
two
items
forward
for
consideration
on
Friday.
The
first
is
a
contract
amendment
with
the
Minneapolis
Public
Housing
Authority
regarding
our
stable
home,
stable
Schools
program,
and
the
second
is
also
a
contract
amendment.
But
this
one
is
an
amendment
with
Elly
made
for
loan
administration
software
services
happy
to
stand
for
questions.

So
much
the
peace
committees
coming
forward
with
two
items:
one
is
a
grant
application
to
the
US
Department
of
Health
and
Human
Services
for
strategic
prevention
framework
partnership
for
success,
and
the
second
item
is
in
accepting
a
small
additional
$5,000
in
the
statewide
improvement
partnership
funds.
This
will
help
us
develop
a
walkable
community
plan
and
workshop
with
the
Glendale
townhomes.

You
to
Jenkins
Public,
Safety
and
emergency
management
is
bringing
two
items
forward
for
council
consideration.
The
first
is
a
contract
with
the
university
of
minnesota
veterinary
medical
center
for
police
canine
health
services,
and
the
second
is
accepting
a
grant
from
the
Women's
Foundation
in
support
of
testing
of
the
backlog
of
sex
assault
exam
kits.
It's
am
happy
to
stand
for
questions.

did
make
a
couple
comments
at
ways
and
means
yesterday,
but
I
do
want
to
share
that
for
all
of
those
present
I
do
feel
like
there's
been
a
bit
of
a
shift
or
a
change
of
heart
in
everybody.
Wanting
to
weigh
in
on
this
cops
grant
application
and
I've
been
having
many
conversations
with
with
people
in
the
city
who
have
reached
out
to
us
who
feel
like
we
got
that
wrong
to
our
partners
to
our
colleagues
in
st.

Paul
to
my
own
colleagues
right
here
at
City,
Hall
I
feel
that
there
is
a
path
to
us
being
able
to
apply
in
those
conversations
and
I
forward
this
to
you,
because
it
is
motion
that
I
think
maybe
needs
a
little
bit
of
work
and
I'm
happy
to
add
things
as
people
talk
to
one
another
about
them.
But
these
are
the
things
that
I've
heard
that
are
important
in
submitting
this
grant
application
I
see
a
path
here
where
we
could
proceed
together
and
I
find
a
lot
of
support
from
my
colleagues
on
this
matter.

Some
ideas
have
included,
obviously
interest
in
making
absolutely
sure
that
the
robust
work
group
from
last
year's
budget
authored
by
councilmember
Cunningham
takes
place,
and
it
does
all
of
the
things
that
we
wanted
it
to
do.
Certainly,
some
of
the
hesitations
shown
at
public
safety
last
week
is
that
those
meetings
haven't
yet
begun
and
we
are
eager
to
start
moving
forward
on
them.

This
work,
the
anything
that
the
the
grant
application
would
reimburse
for
or
be
paid
for
would
not
start
until
sometime
next
year
and
that
time
next
year
could
be
flexible,
so
I
do
feel
like
there's
plenty
of
time.
I
also
think.
Maybe
we
could
have
public
updates
on
that
that
that
might
be
appropriate
for
a
future
committee.
I
didn't
put
that
in
the
draft
motion
that
I
sent
out
to
you
and
I
was
literally
drafting
this
until
2
minutes
before
the
meeting.

There's
also,
our
staffing
study
that
we
want
to
make
sure
is
done
right
and
that
we're
acting
with
the
recommendations
on
that
so
I
I
believe
in
our
vision.
Zero
initiative
I
believe
that
MPD
is
an
important
partner
in
that
initiative
and
something
that
we
need
to
get
to
achieve
our
goal
in
collaboration
with
our
partners
in
st.

I
invite

dais,
your
feedback
as
to
how
we
could
move
forward
together.

there's
probably
a
lot
of
time

talk

vote.

attend
meetings

committee
meetings

council
meetings

two
years.
I've
missed
two
meetings
and
my
expectation
is
that
I
get
to
vote
on
everything
in
front
of
us
and
we
have
not
had
a
scenario.

Whatever
way
you
want
to
vote,
we've
not
had
a
scenario
or
we've
determined
that
we're
gonna
make
a
process
of
killing
things
in
committee
and
I
object
to
that
and
I've
shared
that
with
councilmember
Fletcher,
and
he
understands
where
I'm
coming
from,
because
what
he
did
talk
to
me.
But
I've
also
talked
to
councilmember.
Palmisano
and
I
want
to
remind
us
that
we're
here
to
vote
on
things
not
to
hide
from
voting
for
things.
So
I
think
we
should
let
the
chips
fall
where
they
may
might
pass.

It
might
not
I,
don't
know
I'm,
not
counting
votes,
but
I
don't
want
to
start
for
the
next
two
years
to
have
a
process
where
every
committee
we're
just
simply
trying
to
kill
things
in
committee.
If
that's
the
new
set
of
rules,
then
I
want
to
discuss
leadership
and
who
chairs
what
committees
and
how
we're
going
to
move
forward,
because
I
was
working
under
the
impression
that
we
were
going
to
work
collaboratively
on
committees,
and
if
there
was
a
disagreement,
we
would
move
those
issues
forward
and
so
I
just
think.

That's
where
we
should
be
at
right
now
and
if,
if
the
majority
wants
to
vote
down
the
grant
great
and
if
the
majority
wants
to
apply
for
the
grant
great
everyone
is
here
elected
with
the
same
certificate
to
make
a
decision
on
their
own
I.
Often
change
my
mind,
based
on
what
I've
heard
from
colleagues
and
I
know.
Many
of
you
do,
but
I
do
just
want
to
point
out
that
starting
down
the
slippery
slope
of
killing
things
in
committee
will
at
some
point
come
back
to
hurt
other
everyone
on
the
committee
on
the
council.

Think
it's
your
Jenkins
I
just
want
to
know
that
this
is
not
some
weird
procedural
trick,
and
this
is
actually
not
setting
a
precedent
that
we're
gonna
start
killing
things
in
committee.
The
only
reason
that
this
has
that
effect
is
because
this
was
brought
to
us
at
the
absolute
last
possible
minute
and
in
fact,
the
deadline
for
the
grant
is
today,
so
the
deadline
will
have
passed
by
the
time
we're
considering
this
at
council
on
Friday.
This
was
brought
to
us
not
ready
for
consideration.

It
didn't
meet
a
lot
of
the
goals
that
the
committee
has
been
setting
out
for
two
years.
There
were
legitimate
concerns
that
I
think
it
was
worth
sending
it
back
to
staff
for
more
work
and
the
question
of.
Are
we
going
to
make
it
the
council's
problem
that
they
had
a
deadline
that
they
didn't
work
ahead
of?
Doesn't
sound
to
me
like
a
procedural
question?
That
sounds
like
just
a
signal
that
we
need
to
send
that
if
you
need
full
consideration
of
something
you
need
to
come
ready,
they
hadn't
met
with
staff.

They
had
it
like
they
hadn't
met
with
the
committee
members.
You
know,
prior
to
this,
we
learned
about
it
an
agenda
setting.
Nobody
really
did
work
with
us
to
see.
Do
you
have
concerns
or
they're
things
we
should
be
addressing,
and
this
just
wasn't
ready
for
primetime,
and
so
we
made
the
vote,
which
was
the
appropriate
motion
to
refer
to
staff,
which
means
this
needs
more
work
and
there
will
be
future
Grand
Rounds,
and
this
is
something
that
they
could
work
on
and
come
back
for
a
future
grant
round.

But
the
deadline
for
this
grant
was
actually
ahead
of
this
council
meeting
in
any
case,
and
so,
if
I,
just
I,
don't
want
to
accept
the
narrative
that
were
establishing
some
weird
precedent.
That's
going
to
have
all
kinds
of
cascading
consequences.
I
think
we
actually
behaved
very
much
within
the
bounds
of
what
we
typically
do,
and
it's
just
unfortunate
that
we
weren't
given
time
as
a
council
to
ask
for
more
information
or
to
do
our
work.

As
I
think
back
I'm
recalling
some
issue
at
my
committee-
interestingly
enough-
that
didn't
get
through
the
committee,
despite
my
effort
to
pass
it
forward
without
recommendation,
ended
up
hanging
on
the
committee
agenda
and
the
committee
voted
to
delete
it
from
the
agenda
and
so
I
think
that
we're
not
all
the
time
always
supportive
of
moving
it
to
the
council
for
a
full
vote
on
everything.
This
had
to
do
with
slowing
down
a
process
that
one
of
our
partners
is
involved
in
so
obviously
killing
things
in
the
committee.

Is
that
something
that
at
least
everybody,
but
me
on
that
committee
and
that's
the
housing
policy
Development
Committee
so
Horta
doing
with
that
issue.
I
have
an
issue
with.
If
a
committee
says
they
want
to
work
on
something
and
my
understanding,
it
was
by
a
42
vote.
Keep
this
in
committee
a
little
bit
longer
and
then
the
losing
side
of
a
for
to
vote
on.
That
committee
says:
let's
try
to
get
the
votes,
so
we
can
override
the
committee
decision
at
the
council
now
I
understand.
This
is
a
special
issue.
B
It's
a
grant
with
the
timeline
and
all
those
things,
but
I
would
certainly
want
to
hear
from
the
chair
of
the
committee
and
those
on
the
prevailing
side.
Yeah
take
it
away
from
committee.
We
think
it
should
go
forward
too,
if
that's
really
what
we
need
to
do.
So,
if
we're
talking
about
process
either
way,
this
is
discharging
a
committee
is
a
pretty
big
deal
and
usually
there
should
be
pretty
clear
evidence
that
the
committee
is
stuck
and
needs
the
full
council
to
come
in
and
help
and
I'm
not
sure
there
is
here.

Having
to
do
it,
increasing
the
police
department
and
making
commitments
to
grow
it
by
a
certain
number
and
so
I
think
it's
something
could
really
benefit
from
deeper
analysis,
even
in
a
committee
and
with
staff,
and
it
also
has
to
do
with
the
police
department-
and
this
would
be
probably
be
totally
different
if
it
was
another
department
where
we
that
we
regularly
and
normally
could
direct
and
guide
and
set
policy
for,
but
this
isn't.
This
is
a
department
that
we
can't
direct
to
do
things.

They'll
have
the
money
and
they're
gonna
follow
what
the
requirements
are
of
the
DOJ
and
they're
going
to
do
with
it,
whatever
they
want,
and
unless
we
can
somehow
withhold
some
other
money
or
have
some
other
lever
having
to
do
with
the
budget,
which
is
one
of
the
few
things
that
we
get
to
control.
So
in
this
case,
particularly
I,
think
some
deeper
analysis
we
should
be
done.
I
am
committed
to
talking
to
the
committee
chair.

It
would
make
a
big
difference
to
me
if
the
committee
chair
said
yet
please
discharge
the
committee
and
move
this
along.
So
I'll
wait
to
do
that
because,
unfortunately
she's
not
here
but
hearing
from
the
vice
chair
I'm,
is
significant.
So
I'm
I
welcome
the
opportunity
for
other
committee
members
to
weigh
in
if
you
want,
and
thanks
for
tolerating
me
getting
on
my
change
to
charter
with
the
police
soapbox
for
a
second
there.

largely
want
to
echo
a
lot
of
what
my
colleague
said.
I
and
again
I
think
that
had
this
deadline
not
been
have
we
not
been
at
the
last
possible
moment?
We
wouldn't
even
be
talking
about
whether
or
not
this
was
killed
in
committee.
We'd
be
talking
about
it
we'd
be
saying
this
is
gonna,
come
back
up
again
and
it
may
very
well
if,
when
in
a
new
grant
round
is
announced-
and
so
just
wanted
to
make
that
clear
and
to
councillor
Gordon's
point
I,
think
that
it's
it's
again,
it
wasn't
like.

Okay,
here's
a
here's,
here's
this
grant
and
and
we're
gonna
get
this
money
and
there's
no
charge
to
the
city.
There's
a
significant
investment
required
by
the
city
and
I
think
that
that
required
that
that's
gonna
need.
You
know
we
that
needs
to
be
vetted.
We
can't
be
the
council.
The
committee
can't
be
voting
on
that
without
having
been
checked
in
without
having
been
briefed
and
without
a
number
of
things,
and
so
so
yeah
I
I
definitely
think
that
the
the
will
of
the
committee
was
was
met.

You,
madam
vice
chair
I,
did
want
to
respond
to
some
of
the
questions
or
curiosities
raised.
I
did
work
to
cut
out
the
middleman
or
the
middle
women
in
this
situation
and
have
an
email
from
the
DOJ
from
the
deputy
director
of
the
DOJ.
That
does
say
please
apply
by
the
deadline.
We
know
that
your
as
many
municipal
consideration
cycles
do
not
fit
neatly
within
short
federal
grant
time.
We
would
rather
you
retract
this
later.
The
only
thing
that
they
don't
want
us
to
do
is
to
start
getting
reimbursed
for
a
grant.

Should
we
get
it
and
that's
a
big
if
and
that
the
proposed
or
potential
to
start
even
getting
reimbursed
for
a
grant
like
this,
isn't
even
a
mid-year
budget
opportunity.
It's
really
something
that
wouldn't
even
transpire
until
at
the
earliest
next
year,
perhaps
halfway
through
next
year,
I'm
happy
to
share
that
with
colleagues.
But
you
could
also
take
my
word
for
it
that
the
deputy
director
of
the
DOJ
has
weighed
in
on
this,
because
there
seemed
to
be
some
back-and-forth
about
what
was
the
best
thing
to
do
here.

Procedurally
speaking,
the
other
piece
is
this
wasn't
deleted
from
the
agenda.
As
one
of
my
colleagues
mentioned,
it
was
simply
referred
back
to
staff,
but
there's
nothing
more
I,
don't
think
and
I
would
I
would
like
to
hear
there's
nothing
more
that
they
were
asked
to
provide
here
for
us
to
make
a
decision
there's
nothing
more.
They
were
asked
to
come
back
with
the
next
cycle,
which
it
will
be
on
the
next
cycles
agenda
that
they
were
asked
to
provide.
It
was
simply
an
attempt
to
run
out
the
clock.

I'm
told
that
additional
applications
for
a
cop's
grant,
like
this
won't
be
until
2021
or
beyond
that,
and
never
before
has
an
opportunity
for
money
from
the
DOJ
for
extra
piece
officers
been
so
aligned
with
our
city's
goals
in
something
like
a
traffic
unit.
A
traffic
unit
is
was
one
of
the
top
priorities
of
some
of
my
colleagues
in
the
last
year.
Mayor's
budget
cycle-
and
it
wasn't
mine,
I-
think
that
I
would
urge
my
colleagues
to
take
a
look
at
past
grants.

We
do
do
this
all
the
time,
yes
once
in
a
while
with
the
police
department,
but
you
know
we.
We
have
even
mid-year
made
changes
to
our
yearly
budget
to
accept
two
grants
that
have
tales
that
have
matches
that
have
other
kinds
of
things,
and
we
have
made
important
progress
and
research
so
far
with
our
vision,
zero
initiative
that
this
is
closely
aligned
to
Aitu
and
top
I'm
committed
to
talking
to
the
committee
chair
for
this.

To
speak
to
you,
what
what
information
could
be?
Could
you
know
they
could
come
back
within
a
presentation?
I
think
that
we've
talked
a
lot
about
procedure
and
budget
which
are
totally
valid
and
and
concerns
that
that
everybody
on
the
council
should
have.
But
the
one
thing
we
haven't
talked
a
lot
about
is
the
fact
that
there
are
also
some
pretty
big
question
marks
with
track
of
traffic
enforcement
and
racial
band
and
steep
racial
biases
that
have
been
consistently
found
within
traffic
enforcement.

I
think
that
chief
des
hommes,
deputy
chief
ORS,
gave
a
really
good
high
level
sort
of
on
on-the-spot
answer,
for
you
know,
sort
of
what.
Theoretically,
our
approach
to
traffic
could
could
be
to
resolve
some
of
those
issues,
but
I
think
that
that
taking
that
that
good
answer
and
sort
of
putting
some
some
meat
behind
it,
some
some
strategies,
some
some
research
behind
it
I
think,
is
really
important.
I
think
it
I
think
it
would
be
a
mistake
for
us
to
invest.

You
know
4.6
million
dollars
into
a
tool
that
we
don't
actually
have
a
solid
answer
for
whether
or
not
it
is
going
to
deepen
racial
disparities
in
our
in
our
policing
and
I
felt
like
given
the
presentation
we
got.
I'm
certainly
encouraged
how
dc-4s
and
the
chief
are
thinking
about
this
issue,
but
I
wasn't
nesters,
so
those
problems
and
so
I
think
that
that
is
something
that
that
we
should
all
hesitate
and
say
you
know.
Yes,
it's
important
for
us
to
sort
of
get
for
us
to
build
a
safer
city.

It's
also
important
for
us
that
we
not
dig
in
and
go
and
and
go
deeper
on
a
tool
that
that
has
been
a
catalyst
for
racial
disparity
without
a
plan
for
how
it's
going
to
not
be
that
and
I
felt
like
we
don't
have
that
and
I
felt
like
I
didn't
hear
that
in
our
presentation.
So
that's
another
thing:
I
just
felt
like
we
should
highlight
I
said
along
with
the
budget
and
procedural
issues
of
the
topic.

Agree
that
we
want
to
have
deep
discussions
about
racial
bias
and
traffic
enforcement,
a
lot
of
that
work
has
actually
been
done
in
the
vision,
zero
effort
by
our
public
works
team.
That
was
not
there
a
committee
to
present,
but
we
have
had
those
kinds
of
conversations
and
public
works.
Also
I.
Think
that
a
lot
of
the
things
my
colleagues
mentioned
are
really
robustly.

Structured
out
in
this
work
group
that
the
police
need
to
do
and
make
progress
on,
and
that's
where
we
need
to
take
that
deep
analysis
and
look
at
how
do
we
do
this
in
a
way
that
is
actually
going
to
impact
our
city's
goals
and
not
in
do
so
without
bias
in
traffic
stops
and
policing.
I
know
that
that
was
one
of
the
reasons
why
we
halted
this
traffic
enforcement
unit
a
long
time
ago
before
I
was
on
council
and
those
are
things
we
need
to
address.

Now
I
know
that
sounds
really
paranoid,
but
I'm
just
curious.
Why
wouldn't
they
be
more
concerned
about
homicides
or
other
police
departments,
and
why
would
they
want
to
have
this
money
to
kind
of
tie
city's
hands
down
to
deal
with
traffic
I'll,
look
at
the
grant
and
try
to
get
a
chance
to
check
that
out
and
see.
I'm
also
concerned
about
the
Byrne
grant
that
we
approved
in
December,
which
actually
had
a
clause
in
there.
That
requires
the
users
of
this
grant
to
cooperate
with
ice
agents.

Maybe
that
had
always
been
in
our
clauses
for
some
of
these
grants,
but
that
now
looks
like
it's
tying
the
hands
of
Hennepin
County
in
the
jail
who
also
benefit
from
the
Byrne
grant
to
do
that
as
well,
and
so
I'd
be
curious
about.
What's
in
the
cops
grant,
that
might
do
that
too.
So
I
think
us
doing
due
diligence
with
some
of
these
some
federal
grants
and
monies
that
are
coming
our
way,
but
what
kind
of
strings
are
they
putting
on
it?
I
H
That
that's
helpful,
because
I'm
hearing
conflicting
things,
I'm
hearing
that
this
is
past
deadline
and
therefore
it's
not
really
a
big
deal
but
I'm
also
hearing
it
was
referred
to
staff.
So
more
work
could
be
done
on
it
so
that
it
could
come
back
up.
So
to
me,
it
seems
like
if
the
committee
was
concerned
with
the
fact
that
it
was
past
deadline
and
that
it
was
no
longer
applicable
that
if
they
wanted
to
send
that
message,
they
would
just
deny
it
and
they
would
come
to
the
full
council
with
a
denial.

That's
my
take
on
it
it's.
So
it
would
be
interesting
for
those
that
viewed
the
referral
to
staff
as
an
opportunity
to
develop
out
more
substance
around
this
and
to
come
back
with
a
more
vetted
process,
how
they
reconcile
that
with
the
deadline
and
if
they
still
think
that
there
would
be
a
path
forward
on
this.

Even
though
there
was
a
staff
direction
to
have
staff
do
more
because
committee
members
felt
like
there
was
still
more
opportunity
to
develop
this
out
and
not
a
single
council
member
objected
to
dispatching
that
from
committee,
so
that
whole
council
was
able
to
take
up
that
issue.
So
I
see
a
lot
of
similarities
and
parallels
in
that
regard
that
there's
division
among
the
committee
around
moving
something
forward
and
whether
it's
appropriate
or
not
to
move
something
forward.

There
was
an
interest
by
some
committee
members
to
see
staff
put
in
more
time
and
I
think
everyone
recognized
is
probably
not
moving
forward
a
committee,
and
so
you
know
what
let's
step
up
as
a
council.
Have
the
debate?
Have
the
discussion
bring
it
forward
and
take
a
vote
on
it
and
at
the
end
of
the
day,
let's
see
what
happens
so.
I
would
hope
that
if
that's
what,
if
there's
an
interest
in
bringing
it
back
up
on
Friday
and
I,
think
there
is
I'm
one.

believe
I
made

appropriate
motion.

belief

author

the
motion
that
this
is
something
that
could
be
resolved
in
a
cycle
or
in
two
or
three
cycles.

think
this
is
something
that
needs
to
continue
to
work
for
future
grant
cycles.

believe
this

I
just
want
to
weigh
in
and
I
appreciate
folks
coming
to.
Let
me
know
about
this
ahead
of
today
and
ahead
of
Friday's
council
meeting.
You
know
I
know
that,
even
when
this
body
is
disagreeing
on
substance
or
process,
we've
been
able
to
really
hold
a
high
standard
of
how
we
talk
to
each
other
and
how
we
speak
about
issues
so
I
appreciate
that
tone
that
we've
set,
my
think
is
always
important
to
reflect
on
that,
especially
with
politics.

think
concerns
that
I've
heard
from
colleagues
about
process
about
essentially
committing
to
millions
of
dollars
of
public
money
for
police
outside
our
budget
process
outside
of
any
community
engagement
process
outside
of
a
public
hearing
with
very
short
notice
for
any
of
our
constituents
or
members
of
the
public
to
weigh
in
those
are
concerns
that
I
have
on
the
substance.
I
realize
we're
talking
more
about
process
today,
but
I
do
think.
That's
using
are
tied
because
there
is
a
process
element
to
how
we
do
our
budget.

ideal
situation.
So
I'm
glad
folks
are
raising
the
issue
now
before
an
application
goes
in
I.
Think
it's
too
bad.
It
came
in
a
cycle
that
you
know
the
deadline.
I
think
passed
is
passing
today.
If

MPD
really
wanted
council
feedback
or
feedback
from
the
committee
or
collaboration
with
the
City
Council,
you
would
think
that
would
have
come
earlier.
So
those
are
some
things
in
mind,
I
think
when
we
again
when
we
talk
about
process
there
is
a
council
process
around.

the
appropriate

there's

history

think
there's
two
answers
to
that
question.
One
is
that

think
that
the
committee
are
the
members
on
the
Public
Safety
Committee
are
committed
to
voting
against
this
under
any
circumstances,
always
no
matter
what
form
it
takes.
So
I
think
referring
it
back.

committee
and
seeing
it
get
some
have
some
work
done.
I
could
put
it
a
position
where
you
have
committee
members
who
are
willing
to
who
voted
against
this
proposal
in
this
and
the
presentation
that
was
given
or
voted
to
refer
it
back.
Who
would
then,
after
a
little
bit
of
work,
vote
to
approve
it
so
I
think
there
is
genuinely
more
work
to
be
done
in
on
that
front.
The
other
is
that

councilmember
Fletcher.
You
can
correct
me
because
I
feel,
like
you
know,
a
little
bit
more
about
the
history
than
I.

issues
around
how
we're
gonna
engage
the
public
around
in
increasing
the
number
of
sworn

officers,
which
has
been
a
very
highly
debated
issue
here
in
the
city.

Think
resolving
those
issues
puts
this
thing
in
a
position
where
people
would
be
able
to
feel
like
they
could
support
it.
So
to
that
end,
I
don't
think
it
was
that
the
council
was
that
the
committee
members
simply
were
saying
reject
this
whole
idea.
This
whole
concept
reject
this
whole
sale.
I
think
members
were
saying
this
could
use
more
work
earnestly.

Again
in
the
issue-
and
the
you
know
without
intending
to
I
may
be
repeating,
things
have
said
have
already
been
said,
but
I
do
I
I
do
know
that
the
so
the
last
time
this
came
up
a
couple
of
months
ago
during
our
budget
discussions
around
the
idea
of
adding
a
new
traffic
unit.
You
know
there
were
a
lot
of
concerns
raised
by
policy
makers
and
community
members.
Racial
disparities
and
traffic
stops
about.
You
know
not
having
a
collaborative
plan
in
place
to
effectively
deploy
those
resources.

So
there
is
a
there
was
a
staff
direction
that
passed
unanimously
so
that
work
group
will
be
meeting
for
the
first
time
in
a
couple
of
weeks,
so
I
think
that's
great
to
see
the
progress
coming
from
responding
to
the
staff
direction.
Of
course,
no
work
has
been
done
yet
to
respond
to
that
staff
direction
that
this
body
gave
the
in
response
to
the
last
proposal
to
do
traffic
enforcement,
so
it
is
coming,
but
hasn't
hasn't
happened
yet
in
the
last
couple
months,.

I,
just
appreciate
the
exploitation
from
councilmember
Ellison
and
talking
through
the
rationale
on
it,
and
certainly
it's
not
personal
on
anything
related
to
the
motion
with
this.
You
know
just
thinking
through
the
grant
application
process.
If
the
opportunity
has
passed,
I
think
there's
that
opportunity
to
send
a
signal
to
MPD.
We
do
have
walk-on
items,
often
at
committee.
In
fact,
it
just
shortly
here
for
igr
we're
gonna
have
a
walk-on
item,
so
it
is
something
that
comes
up
and
I
understand
that.

That
said,
I
also
think
this
is
an
issue
that,
if,
if
this
particular
grant
cycle,
if
we
are
not
able
to
apply
after
this
council
cycle,
then
I
personally
think
we
should
either
vote
this
up
or
down
for
the
application
at
committee
and
the
signals
already
been
sent
to
MPD
we're
not
happy
about
this
coming
in
late
in
the
process,
and
we
think
there's
more
work
to
do
and
I
think
that's
part
of
the
discussion
here.
My
colleagues
are
expressing
a
lot
of
great
points
on
how
we
can
do
better
in
that
regard.

Just
earlier
today,
I
I
was
meeting
with
the
City
Attorney's
Office
and
and
just
learned
that
you
know
there
are
a
number
of
fatal
car
crashes
and
pedestrian
accidents
that
that
our
Police
Department
is
unable
to
fully
investigate
because
they
don't
have
the
resources
and-
and
so
my
concern
and
I
expressed
them
in
the
committee
that
yes,
this
was
a
very
late
timeline.
It
was
there
are
deep
concerns
about.
A
You
know
the
racial
injustice
--is
that
happen
in
traffic
stops
and
I
think
we
have
to
be
able
to
deal
with
those
issues
simultaneously
and
be
able
to
respond
to
opportunities
as
they
arise,
and
so
that
was
my
rationale
for
that
vote.
If
there
is
no
other
discussion,
we
will
move
to
the
next
committee
report,
which
is
the
transportation
and
Public
Works
Committee
given

chair

committee

three

first

appointment
of

bargaining
unit
agreement
with
AFSCME
waterworks
maintenance
unit,
and
the
third

collective

agreement

the
Teamsters
Convention
Center
custodians
unit.

did
actually
want
to
highlight
this.

You
know
these
often
get
in
the
weeds,
but
this
particular
unit.
The
new
agreement
has
a
number
of
workplace
protections
that
mirror
some
of
the
policy
discussions
that
we
have
had
for
citywide
policies,
including
Fair,
Work,
Week
and
scheduling
improvements
that
give
folks
their
scheduled
two
weeks
out.
Some
I
think
some
improvements.
If
I
remember
correctly
in
the
in
the
paid
sick
leave.
Oh
the
paid
sick
leave
starts
immediately.

Instead
of
you
need
to
wait
six
months
to
start
using
paid
sick
time,
so
I
think
I
was
really
excited
to
see
this
particular
agreement
start
to
mirror
the
discussions.
We've
had
citywide
and
start
to
really
model
the
kind
of
standards
that
we
want
to
have
in
our
faces
in
our
own.
So
thank

I
would
just
put
myself
in
queue
and
just
come
in
and
really
highlight
council
president's
comments
about
the
implementation
of
some
really
strong,
I
think
labor
and
work
related
improvements
to
the
contract.
I
would
note,
however,
that
you
know,
as
we
sit
in
these
labor
negotiations
and
in
the
executive
committee,
it's
always
just
really
disheartening.
The
a
woody
with
racial
equity
within
some
of
these
contracts
and
I
would
note
that
in
this
particular
contract
that
was
just
highlighted.
Eighty-Three
percent
of
the
people
are
people
of
color.

Lateran
opportunities
for
these
employees
to
have
more
opportunities
within
the
city
of
Minneapolis
to
be
able
to
earn
higher
incomes
and
and
actually
take
advantage
of,
I'm
sure
they're,
immeasurable
skills
and
interests
in
that
regard.
So
it's
really
great
that
we've
been
able
to
improve
working
conditions
for
this
bargaining
unit,
but
we
still
need
to
I
think
improve
opportunities
for
them
to
grow
as
well
and
seeing
no
further
business
before
this
committee.
