quickly
and
then
they'll
take
up
the
presentation
for
the
public
hearing,
which
is
a
land
sale,
consent
items.
The
first
one
is
approving
council
reappointment
for
a
three-year
term
tessa
which
into
the
minneapolis
public
housing
authority.

Second
item
is
authorizing
an
amendment
to
our
fair
housing,
implementation,
council,
cooperative
funding
agreement
and
the
fourth
item
is
accepting
grants
and
making
the
necessary
agreements
to
accept
the
grants
of
1.1
million
dollars
to
develop
new
construction
housing
as
part
of
the
Minnesota
homes,
community
homeownership
impact
fund
grants.

North.
The
sale
was
approved
through
the
Minneapolis
Homes
policies
for
the
program
which
were
established
by
the
City
Council
on
December
11th
2015
and
on
February
10th
2017.
The
staff
is
recommending
the
sale
of
29:19
up
to
Navin
north
to
Dan
neues
for
an
appraised
value
of
$5,100
subject
to
conditions.

Staff
further
recommend
approval
the
award
up
to
$20,000
in
homebuyer
incentives
to
mister
newest
29:19,
Upton
Avenue
North
was
acquired
on
May
16
2014
from
Hennepin
County
as
tax
forfeited
land
for
$2000
under
the
Neighborhood
Stabilization
or
NSP
program,
which
is
land
banking
activity.
So
in
this
case
all
land
sale
proceeds
equal
to
the
fair
market
value
will
be
returned
to
the
NSP
program
to
cover
ongoing
program
cost.
The
staff
has
continuously
market
at
this
site
and
since
its
acquisition
to
a
listserv
now
close
to
3000
people.

This
is
the
only
application
we
received
for
this
property
through
minneapolis
homes
build
the
purchaser
intends
to
build
or
invest
2225
thousand
one
hundred
dollars
to
be
the
owner,
occupant
of
a
new
1600
finished
square-foot,
a
two-story
single-family
home
with
three
bedrooms
and
two
bathrooms,
and
an
attached
two-car
garage,
see
paths,
construction,
management
staff
has
reviewed
these
plans
and
found
them
to
be
sufficient
to
meet
the
new
minimum
new
construction
standards
of
the
program.
This
notification
was
provided
to
the
Jordan
Area
Community
Council
on
October
1st
2019,
and
they
supported
the
proposal.

been
a
North
Minneapolis
resident
for
16
years
and
very
very
proud
resident.
I
live
behind
the
flagpole.
If
you
know
north,
where
that
neighborhood
is
I've,
also
been
a
business
order
in
Northeast
Minneapolis
for
ten
years,
and
you
know,
take
great
pride
in
my
city.

What
Carrie
and
I
are
looking
to
do
is
to
develop
and
build
this
house
for
ourselves
in
a
way.
That's
very
sustainable.
Its
primary
construction
is
concrete,
poured
concrete,
so
we're
trying
to
do
it
economically
and
with
is
low
to
zero
maintenance
and
then
show
another
couple
hundred
that
in
North
Minneapolis
after
we
succeed
in
doing
it
ourselves
and
trying
to
model
that
and
be
part
of
trying
to
to
stabilize
things
and
make
things
better.

that's
our
vision
and
our
goal
and
I
wanted
to
just
add
one
more
little
caveat
that
Kari
lives
on
south
Upton
down
in
Richfield
and
I
live
in
North
Upton
up
in
North
Minneapolis,
and
we
saw
this
lot
in
between
us
in
North
Minneapolis
on
29:19
often
we
know
it
was
fate.
So
that's
why
we're
here?
