you,
madam
president,
for
many
of
us
were
coming
to
the
end
of
our
sixth
week
now.
Working
remotely
and
some
days
are
more
challenging
than
others,
but
I
really
believe
the
work
we're
doing
here
in
Minneapolis
is
important
and
we're
making
a
difference
both
in
the
city
and
for
the
whole
state.
So
this
week
you
heard
news
that
the
governor
plans
to
keep
schools
closed
through
the
remainder
of
the
school
year
and
the
governor.
K
K
Obviously,
we're
very
pleased
with
that
action
from
the
governor
in
Mayo
and
and
the
University.
Yesterday
we
released
our
eleventh
emergency
declaration.
This
regulation
excuse
me:
we
released
our
eleventh
emergency
regulation.
This
regulation
establishes
and
provides
guidance
on
operating
regulations
applicable
to
licensed
congregate
care
facilities,
congregate
care
for
care
facilities.
For
those
of
you
who
don't
know
our
facilities
geared
towards
either
senior
living,
assisted
care,
living
or
health
needs
in
some
form,
they
generally
involve
some
form
of
congregation.
K
Many
people
living
together
and
usually
those
people
who
are
living
together
are
our
most
vulnerable
in
society,
specifically
seniors
and
those
with
some
form
of
illness.
This
was
very
important
because
we,
what
we
saw
is
that
ninety-one
percent
of
the
deaths
in
the
city
of
Minneapolis
were
happening
at
these
congregate
care
facilities.
K
It
will
require
temperature
checks
and
it
will
also
mandate
the
use
of
masks
by
facility
staff,
as
well
as
residents
when
they're
outside
their
rooms
when
they
return
from
being
outside
of
the
building
itself,
it's
necessary
to
get
a
temperature
check
and
to
check
in,
and
so
it
does
two
things.
First,
it
provides
some
form
of
prevention
of
the
virus
from
coming
into
the
facility
to
beginning
of,
but
also
it
provides
measures
so
that
once
the
virus
is
inside,
we
have
a
method
of
keeping
people
apart
that
have
the
virus
itself.

There
are
exceptions
to
the
limitation
of
entry
for
end
of
life,
and
but
even
in
those
instances
it
is
it's
limited
to,
of
course,
one
individual
at
a
time
and
they
have
to
be
protected
in
the
form
of
a
mask
there.
I
mentioned
there
have
been
11
emergency
regulations
to
date.
The
and
I'll
now
I'll
jump
into
the
health
report
by
numbers.

I'm
sure
you've
received
the
the
routine
updates
via
email,
but
the
total
approximate
number
of
completed
tests
thus
far
has
been
51,000
548
up
nearly
10,000
from
last
week
and
obviously
we're
going
to
see
a
really
substantial
bump
in
the
number
of
tests
over
the
coming
week.
As
this
partnership
between
Mayo
and
the
University
and
the
state
kicks
into
gear
total
positive
tests
is
2942
in
Minnesota
of
a
thousand
from
last
week.
Patients
who
no
longer
need
to
be
isolated.
That's
1536,
slightly
more
than
half
the
deaths
are
200
right
now
double
four.
K
Last
week,
Hennepin
County
has
one
thousand
one
hundred
thirty
two
positive
cases.
The
number
of
deaths
in
Hennepin
County
are
113.
As
far
as
hospitalization
goes,
the
total
requiring
hospitalization
is
712
as
268
are
hospitalized
as
of
today
and
there's
a
hundred
for
hospitalized
in
the
ICU.
As
of
today
in
Minneapolis,
the
total
positive
cases
is
295,
which
is
double
from
last
week.
The
total
hospitalized
is
109,
total
cut,
recovered
is
152
and
the
total
deceased
is
now
37
and
so
about
a
little
more
than
double
from
last
week
and
I'm
gonna
keep
going.

The
council
president
feel
free
to
interrupt
me
at
any
point.
There
are
questions
moving
on
to
the
DHS
grant
our
city
health
department's
sought
and
will
receive
31,000
from
the
Minnesota
Department
of
Human
Services
covin
19
emergency
response.
These
funds
will
help
offset
the
cost
of
four
new
hygiene
stations
established.
Last
week,
I
told
you
about
the
locations
of
them.
K
Physical
distancing
efforts,
as
you
know,
are
very
much
underway
and
we're
making
sure
to
provide
proper
outreach
and
engagement.
There's
been
a
message
of
reinforcement
which
continues
at
convenience
stores
and
corner
stores,
and
educational
materials
are
in
the
works
for
multi-unit
housing
settings,
including
posters
on
wearing
a
mask,
safe,
elevator
use
and
safety
guidelines
in
common
areas
such
as
laundry
rooms,
the
Office
of
Emergency,
Management
and
workforce
report
is
next.
The
city's
workforce
continues
to
maintain
essential
functions
of
government.

Our
daily
rate
of
workers
on
duty
remains
between
89
and
91
percent
of
the
total
workforce.
Approximately
79
percent
of
workers
on
duty
are
working
remotely
and
that
is
excluding
police
and
fire.
The
city
received
a
shipment
of
500,000
surgical
masks
this
week
to
enhance
supplies
for
internal
use
and
community
distribution.
We've
prioritized
180,000
of
them
for
licensed
congregate
care
facilities
to
support
the
recent
emergency
regulation.

Finally,
OMS
efforts
remain
focused
on
the
situational
awareness
of
trends
impacts
and
then
offering
guidance
and
support
across
the
enterprise.
As
for
procurement,
the
total
spend,
as
of
April
22nd,
is
1
million.
One
hundred
ninety
seven
thousand
three
hundred
eighteen
dollars
expenses
increased
by
about
a
hundred
four
thousand
from
two
main
areas.
One
is
contracts
for
mental
health,
wellness
services
through
the
city
coordinators
office
that
was
about
98
thousand
dollars,
as
well
as
central
stores,
warehouse
cloth,
masks,
which
was
about
five
thousand
bucks.

Property
Services
is
continuing
enhanced
cleaning
of
buildings
that
house
first
responders
and
critical
Public,
Works
and
other
departments,
and,
as
I
mentioned
earlier,
the
governor's
order
issued
on
the
23rd
allows
offices,
including
city
offices,
to
reopen
next
week.
If
the
office
has
a
kovat
19
response
plan,
the
policy
group
will
be
discussing
options
for
how
we
at
City
Hall
will
perhaps
be
opening
up
in
some
form
as
well
and
we'll
also
be
looking
at
other
other
buildings
throughout
our
city.
Enterprise
Public
Works
remains
functional
with
high
attendance
providing
essential
services
across
the
city.

This
pandemic
I
wanted
to
go
back
and
ask
a
question
around
procurement.
With
the
contracts
for
mental
health
wellness
services,
could
you
please
speak
more
to
what
those
services
are
for?
Are
they
for
city
employees?
Are
they
for
community
members?
Could
you
speak
a
little
bit
more
to
what
those
mental
health
services
are
board.

coordinated
through
our
race
and
equity
team
and
is
pursuant
to
the
grant
that
we
have
been
operating

variety

services

trauma

so

have
just
enhanced
that
expenditure
and
the
opportunities
through
a
variety
of
groups.
I
think
the
average
grant
to
different
providers
is
in
the
neighborhood
of
$7,000,
and
so
there
are
a
wide
variety
of
groups
that
are
being
retained
and
enhanced
services
around
this
issue.

that
I
think
when
we
are
allocating
those
dollars
to
community-based
organizations
that
it
would
be
helpful
for
us,
as
council
members
to
know
about
what
organizations
have
received
city
dollars,

particular,

we're
able
to
raise
the
profile
of
those
organizations
and
make
sure
that
our
constituents
are
able
to
access
those
resources,
and
so
I
just
want
to
think
about.
How
are
we
communicating
the
resources
that
are
available
on
a
community-based
level?

the
pedestrian
push
buttons
I
just
wanted
to
take
the
opportunity
to
provide
a
clarification.
There's
been
a
rumor
circulating
that
that
the
change
in
use
to
the
push
buttons,
which
I
think
is
a
great
thing
for
us
to
do
at
a
moment
when
it's
good
to
not
have
infrastructure
that
can
only
be
used
if
a
bunch
of
people
all
touch
the
same
piece
of
infrastructure
while
we're
trying
not
to
spread
germs
but
do
want
to
clarify.

There
had
been
a
rumor
that
that,
in
the
process
that
we
were
losing
the
ATA
functionality
of
pedestrian
crosswalks
and
just
wanted
to
clarify
on
behalf
of
Public
Works
I've
been
working
just
to
get
this
information
out
through
disability
advocates.
But
the
ad
a
functionality
still
works.
The
push
buttons
still
work
for
that
purpose,
and
if
people
need
audible
and
tactile
cues
to
safely
cross
the
street,
they
should
still
use
the
push
buttons
and
they're
still
functioning
for
that
purpose.
But
they
only
work
for
that
purpose.

I
just
had
a
comment
relative
to
councilmember
Cunningham's
question
next
week
and
our
policy
and
oversight
Governance
Committee.
We
will
be
receiving
a
an
update
from
the
division
of
race
and
equity
and
and
they
can
list
out
all
of
the
organizations
that
have
been
that
have
been
awarded
those
funds.
I
do
believe
that
that
information
has
been
presented
for
us,
but
we
will
get
a
floor
report
next
Wednesday.

Thank

Council
vice
president
public
safety,
we
did
see
one
homicide
this
last
week,
27
year
old
was
killed
at
a
party
on
11th
and
Irving
North
early
on
the
morning
of
April
18th,
and
this
individual
was
the
grandson
of
our
dear
friend
spike
moss
gun.
Recoveries
are
up
at
this
point:
35
percent
year-to-date,
that's
317
guns
recovered.
As
was
noted
earlier,
there's
been
a.
There
was
many
catalytic
converter
thefts
they're
still
occurring
across
both
Minneapolis,
as
well
as
the
metro.
K
We've
also
seen
an
increase
in
bicycle
thefts
as
well
day
to
day
activity
and
Minneapolis
Police
Department
continues
in
the
midst
of
all
this
work,
we're
doing
around
covin
19.
It's
important
to
remember
that
our
city
employees
continued
to
tackle
a
lot
of
their
normal
work
as
well.
Last
Friday
we
were
able
to
announce
that
a
serial
rapist
had
been
apprehended
after
terrorizing
Marci
homes
and
Dinkytown
neighborhoods,
in
addition
to
many
other
neighborhoods
and
cities
for
really
the
better
part
of
the
last
70
years.

This
resulted
after
a
ton
of
work
from
our
our
Minneapolis
Police
Department
and
specifically
the
unit
in
charge
of
sex,
assault
investigations
and
big
thanks
to
Darcy
our
lieutenant
and
her
team
for
all
their
all
their
incredible
work.
To
date,
the
MPD
reports
no
citations
were
arrests
have
been
made
regarding
the
enforcement
of
the
stay
at
home
order.
The
focus
as
I
mentioned,
continues
to
be
on
both
education
and
outreach.
A
new
initiative
was
recently
formulated
as
well.
K
That
shows
how
our
city
is
shifting
both
its
practices,
but
also
its
employees
to
better
tackle
these
times
during
the
virus
regulatory
services.
Traffic
control
agents
are
now
serving
as
the
lead
to
respond
to
3-1-1
complaints
of
groups.
Congregating
there
are
I'll
say
that
again,
just
oh
people
are
good.
Reg
Services
is
the
lead
to
respond
a
3-1-1
complaints
of
groups
that
are
congregating.

There
are
currently
nine
volunteer
traffic
control
agents
conducting
this
work,
responding
to
public
areas
with
educational
materials
and
they're,
focusing
their
efforts
around
small
parks
in
the
city
on
school,
recreational
yards
hotspot
areas
and
identified
by
three
one
one
for
proactive
outreach
and
are
responding
to
live
incoming
calls
as
well
as
needed.
This
feedback
is,
is
shared,
then,
with
NCR
and
health,
or
any
specific
follow-up
needed
for
further
cultural,
specific
education
and
outreach,
and,
in
addition,
IT
created
this
awesome
dashboard
that
will
be
used
to
respond.

The
3-1-1
calls
that
are
identified
in
areas
of
concern
and
I
want
to
point
out
that
IT
has
really
done
some
very
quick
and
tough
work
to
get
these
systems
set
up
so
that
we're
both
operating
in
a
form
of
transparency,
even
when
things
need
to
be
handled
quickly
and
these
dashboards
that
they
set
up
are
no
small
task.
So
a
big
THANK
YOU
to
them,
traffic
control
will
continue
proactively
to
address
some
of
the
social
distancing
or
physical
distancing
issues
until
the
governor's
stay
at
home
order
is
lifted.

The
fire
department
identified
its
first
positive
case
this
week
and
last
and
that's
within
the
department
itself.
Last
week
we
discussed
the
cleaning
and
safety
measures
the
fire
department
is
taking,
and
it's
our
goal
to
ensure
that
we
limit
exposure
for
the
safety
of
our
first
responders.
The
they're
also
engaged
in
a
number
of
community
outreach
efforts
during
kovat
19:00
and
here's.
Just
a
few
highlights:
they're
distributing
fire
safety
activity
books
to
each
of
the
50
minneapolis
public
school
locations,
where
families
are
picking
up
free,
breakfasts
and
lunches.

They're
collaborating
with
Minneapolis
Public
Schools
to
offer
virtual
fire
station
Tours,
which
is
kind
of
cool,
a
virtual
storytime,
with
a
firefighter
even
cooler
and
virtual
science
experiment.
Experiments
done
by
firefighters
in
the
station
I,
don't
know
what
that
looks
like,
but
I
have
to
check
it
out
and
they're
managing
requests
for
cert
volunteers
to
help
with
boxing
up
food
at
local
food
distributors
who
supply
food
to
shelters,
public
housing
and
food
shelves,
and
so
the
work
in
our
first
roaster,
our
first
responders
are
doing
is
is
is
of
course
noble
and
heroic.

House
file

heard
in
the

Housing
division,
this
past
Wednesday.
The
bill
includes
an
appropriation
of
a
hundred
million
in
emergency
housing
assistance
grants
that
would
assist
people
who
have
experienced
income
loss
which
may
affect
their
ability
to
pay
the
rent
or
mortgage
due
to
the
impact
of
Cova
19
and
along
with
that
funding.
The
bill
also
includes
several
policy
items
related
to
evictions
and
foreclosure,
including
a
prohibition
from
landlords
for
charging,
late
fees
and
terminating
leases,
or
failing
to
renew
leases
during
this
peacetime
emergency,
and
that
would
be
until
January,
15th
2021.

We
don't
want
to
have
to
have
people
choose
between
protecting
their
house
and
exercising
their
constitutional
right
to
vote.
The
interim
federal
bill
did
not
include
funding
for
safe
and
secure
elections,
and
so
you
know
we
will
continue
to
call
on
our
delegation
and
the
rest
of
Congress
to
do
the
right
thing
in
in
passing
this
to
make
sure
it's
included
in
the
phase
four
bill
in
terms
of
federal
resources,
the
state
has
received
its
direct
appropriation
from
the
cares.
Act
and
Treasury
guidance
for
those
funds
was
released
late
Wednesday
evening.

The
state
will
announce
the
plan
for
his
expenditures
in
a
week,
or
so
the
city
departments
continue
to
apply
directly
or
in
partnership,
with
the
appropriate
state
agency
for
federal
resources
being
released
through
the
cares
Act,
and
we
very
much
hope
to
have
a
better
idea
of
what
form
of
funding
when
we
will
get
it
and
how
much
we
will
get
in
the
near
future.
It's
very
difficult,
obviously,
to
make
difficult
financial
decisions
without
having
a
firm
understanding
of
how
much
money
is
coming
in
the
door.
Congress
has
this
is
further
phase.

guess
3.5

relief
bill
Congress
has
reached
a
tentative
agreement
on
484
billion
relief
package
that
infuses
funds
into
existing
economic
relief
programs.
Hospitals
testings.
There
are
several
highlights
of
the
bill
that
I'm
not
going
to
get
into
but
happy
to
answer
questions
on
I'll
pause.
There
is
I,
think
I
saw
a
councilmember
Schrader
chime
in
that's.

not
aware
of
a
companion
bill
in
the
Senate,
but
if
mr.
Revere
on
the
call,
perhaps
he.

What
that
bill
does
mirror
see
a
household
quite
well,
however,
there's
a
big
difference
in
funding.
There's
30
million
dollars
in
that
Senate
bill
and
100
million
dollars
in
the
House
bill,
and
the
Senate
bill
is
still
in
committee,
should
be
hopefully
be
heard
again.
Next
week
there
was
a
hearing
this
week
on
that
bill
to
basically
ran
out
of
time.

add
that
the
mayor
and
I
were
able
to
send
a
letter
on
this
issue,
of
course,
in
coordination
with
igr,
but
there
are
100,000
households
in
Minneapolis
that
would
qualify
for
the
income
level
in
that
bill
and
Matt
was
using
income
from
before
the
Cova
crisis
struck.
So
it's
to
your
point,
I'm
a
birth
trader.
You
know
the
amount
of
funding
is
really
you
know
problematic
for
Minneapolis
alone,
much
less.

Thinking
about
I'm,
president
I
did
just
want
to
highlight
in
the
3.5
Cova
da
relief
bill
that
that
does
not
include
any
sort
of
support
for
local
and
state
governments.
I
feel
that
this
is
important
to
highlight,
because
when
there
are
issues
and
I
can
speak
for
North
Minneapolis
in
Ward
4,
when,
when
we're
having
issues
with
just
the
day-to-day
life,
folks,
look
to
me
as
their
council
member
and
the
city
to
solve
those
issues.

However,
we
do
not
have
bottomless
resources
in
order
to
be
able
to
meet
the
nuanced
needs
of
every
kind
of
issue
that
we
have
across
the
city.
That
is
why
federal
aid
is
so
important
during
this
crisis
is
so
that
we
are
able
to,
at
a
local
level,
be
able
to
allocate
resources
in
a
more
nuanced,
culturally,
appropriate
community
appropriate
way,
and
so
it
is
a
big
concern
that
that
was
left
out.
I
have
reached
out
to
our
congressional
representative
and
our
senators
asking
for
that
advocacy
mr.
mayor
or
mr.
J
Ranieri
I
wanted
to
just
ask
what
kind
of
federal
advocacy
is
happening,
because
we
also
didn't
make
the
cut
in
the
last
round.
In
terms
of
being
able
to
get
direct
federal
allocation
of
resources,
instead,
we
have
to
go
through
the
state
and
we
just
barely
didn't
make
that
cut.
When
I
talk
to
colleagues
across
the
country
from
bigger
cities,
they're
able
they've
been
able
to
get
resources
out
the
door
much
faster
as
a
result,
so
I'm
curious
about
what
kind
of
federal
advocacy
is
happening
not
only
for
us
in
Minneapolis.

Cunningham.
There
is
quite
a
bit
of
advocacy
going
on
to
the
federal
government
right
now
in
multiple
different
forms.
I
know
our
office
and
myself
individually
have
been
in
constant
contact
with
with
both
of
our
centers
and
senators
as
well
as
our
congresswoman.
A
couple
of
our
other
delegation
members
as
well
and
I,
can
assure
you
that
they're
definitely
supporting
and
voting
the
correct
way
with
respect
to
these
items
and
doing
quite
a
bit
of
advocacy
over
there.

As
you
know,
the
the
funding
package
is
allocated
was
allocated
to
directly
to
cities
that
are
500,000
and
above
Minneapolis
is
just
below
that
marker.
There
have
been
other
forms
that
have
also
been
debated,
which
would
allow
the
Community
Development
Block
Grant
formula
to
past
cities,
which
would
have
resulted
in
a
substantial
amount
of
funding
much-needed
funding
for
us
that
that
did
not
pass
through.
There
are
additional
efforts
beyond
this
outreach
that
is
happening
as
well
and
I'll,
pass
it
to
mr.
Ranieri
to
further
expand.
A
Hello,
the
National
League
of
Cities
and
in
the
US
Conference
of
Mayors
and
other
organizations
have
all
been
working
together
to
press
Congress
and
the
White
House
to
increase.
First
of
all,
allow
us
to
receive
funding
and
there
have
been
all
sorts
of
pushes
for
in
the
next
bill,
which
would
hopefully
be
an
early
May.
There
could
be
direct
aid
to
cities
and
counties
throughout
the
country.
There's
been
a
lot
of
calls
this
week
between
the
National,
League,
US,
Conference
and
ourselves
in
cities
across
the
country.

So
folks
understand
not
only
that
we
have
this
issue
around,
not
getting
adequate
support
from
the
federal
government
and
the
impacts
that
that
has
in
our
community,
but
also
that
there
are
efforts
that
not
only
Minneapolis
escape
engaging
in,
but
also
other
cities
are
really
banding
together
to
address
this
issue,
and
so
that
we
can
get
the
kind
of
resources
that
we
need
for
our
communities
with
that,
I
will
pass
back

Moving
on
to
the
gap
funding
package
in
the
area
of
housing
applications
became
became
available
to
apply
just
this
last
Wednesday
April
22nd
at
9:00
a.m.
and
they're
going
to
be
open
through
Monday
April
27th
at
noon.
The
applications
are
broadly
available
in
many
languages,
as
of
Thursday
at
5:00
p.m.
so
like
one
day
into
it.
We
had
already
received
5100
applications.
These
applications
are
available
for
families
that
for
families
at
the
that
meet
the
income
criteria
across
the
entire
city.

So
again
there
across
the
whole
city,
and
after
and
based
on
the
current
funding
available,
we
anticipate
being
able
to
serve
around
1,500
households.
So
inevitably
we
will
not
be
able
to
meet
the
demand,
and
this
I
think
calls
on
the
urgency
and
the
necessity
of
getting
additional
emergency
rental
support
and
a
system-wide
approach
to
tackle
this.

suggestion

the

be
prioritizing
individuals

Applications
were
accepted
through
noon.

We
received
one
thousand
two
hundred
twenty
eight
applications,
including
some
duplications
from
all
13
wards.
We
estimate
that
there
are
approximately
eight
hundred
eligible
applications.
We
got
applications
from
businesses
that
weren't
in
our
city
as
well
of
those
eight
hundred
businesses.
We
figure
that
about
110
million
in
losses
have
been
reported
due
to
the
pandemic
and
we
are
using
anonymous
and
randomized
selection
process
to
to
distribute
to
the
limited
funds
that
we
do
have.

was
not
quick
enough
on
the
draw
on
that,
but
yeah
I
wanted
to
bring
up
kind
of
again
when
we
talk
about
kind
of
the
overwhelming
interest
and
the
forgivable
no
interest
loan
program.
You
know
it's
really
not
surprising,
and
this
program
was
not
even
open
to
most
Minneapolis
businesses.
I
mean
there's
a
similar
urgent
need
in
all
parts
of
the
city
and
like
Ward
11,
which
are
these
businesses
are
entirely
excluded
from
the
program.
So
I
talked
a
little
bit
about
it
last
week.

I
want
to
bring
it
up
again
then
continue
to
be
concerned
about
resources
available.
You
know
other
parts
of
the
city
like
ward
11,
businesses
that
were
even
more
limited
and
those
resources
even
more
limited
than
we
initially
knew,
but
this
need
isn't
going
away,
and
this
is
true
of
other
wards,
not
just
mine,
I'm
sure.
My
colleagues
are
hearing
a
lot
from
the
small
businesses
that
are
just
not
able
to
get
a
done
on
any
level.
Well,
I'm,
not
not
saying
that
the
city
definitely
cannot
carry
the
weight
on
its
own.

I
mean
we
need
to
be
served,
but
we
need
to
be
serving
businesses
citywide
and
with
the
resources
we
do
have
we
really
need
to
be
focusing
our
gap,
funding
on
businesses
that
can't
access
these
other
aid
programs,
and
these
again
these
businesses
are
veil
or
exist.
Citywide,
so
I'm
I'm
concerned
that
the
zero
percent
loan
programs
impact
will
be
pretty
limited
and
I
hope
we
can
come
up
with
other
ways
to
address
these
gaps
when
we
are
kind
of
retooling.

own
relief
package.

yeah,
both
programs
impact
will
be
limited,
given
the
very
meager
amounts
of
money
that
we
have
available
compared
to
the
demand
for
some
of
these
needs
right
now
and
I
think
it
it.
It
makes
it
even
more
necessary
that
we're
calling
on
our
both
federal
and
state
partners
to
get
those
dollars
both
past
and
then
out
the
door
as
soon
as
possible.

I
also
think
it's
worth
mentioning
and
that
I
know
your
office
and
city
staff
have
been
in
conversations
with
the
Minneapolis
chamber
of
commerce
and
that
there
was
significant
effort
going
to
try
to
help
encourage
or
pressure
our
local
banks
to
work
with
small
businesses
and
especially
going
forward
to
really
prioritize
some
of
the
funding
for
our
small
businesses
that
qualify
for
the
PPP
program,
which
will
of
course
relieve
some
pressure
off
of
our
very
limited
resources
here
at
the
city.
So
those
federal
funds
really
should
be
reaching
more
of
our.

You
know:
Main
Street
businesses
across
the
country
than
they
are
and
I
know
there
were
limitations
in
the
federal
program.
It's
not
to
place
blame,
certainly
to
just
acknowledge
that
there
are
been
a
lot
of
barriers
to
small
businesses
accessing
funds
and
I
think
we're
going
to
need
a
real,
concerted
effort
in
partnership
with
private
sector
banks
in
order
to
achieve
better
results
for
our
small
businesses.

You
know,
businesses
that
you
know
where
English
as
a
second
language
or
non-english
speaking
businesses
and
those
who
are
more
vulnerable
businesses
that
have
barriers
but
still
do
qualify
for
the
PPP
program,
so
appreciate
the
office,
your
offices
work
and
our
staff
and
our
partners
who
are
working
to
get
those
resources
to
small
businesses.

Street
Alliance,
the
Chamber
other
partners
in
the
community.

Cost-Containment
is
the
next
section
between
both
hiring
freeze
and
discretionary
spending,
freeze,
we're
hoping
to
save
close
to
29
million
dollars
and,
as
you
know,
there's
also
been
a
delay
of
large
purchases,
we're
still
reviewing
and
assessing
opportunities
to
save
additional
costs
through
delaying
these.
But
that
is
presently
happening
and,
as
you
know,
there's
also
a
wage
freeze
that
we're
moving
through
right
now.

The
total
amount
that
could
be
saved
through
wage
freeze
is
six
million
dollars
and
a
wage
freeze
policy
when
through
Pogo,
as
you
know
this
week
and
is
expected
to
take
full
effect
on
April
29th,
and
we
are
presently
in
conversations
with
our
union
partners
to
have
that
freeze
go
citywide
to
both
non-represented
as
well
as
representative
employees,
as
always,
I
really
appreciate
the
partnership
and
all
the
conversations
that
we've
had
throughout
the
week
I'm
