welcome
everybody,
I'm
gonna
call
to
order
this
meeting
of
the
housing
policy
and
Development
Committee.
This
is
our
regularly
scheduled
meeting
I'm
cam
Gordon
chair
the
committee
joined
by
Vice
Chair
Jeremiah,
Ellison
and
committee
members,
Jeremy
Schrader
and
Lisa
Goodman
were
a
quorum
of
the
committee
and
we
can
conduct
our
business.
We
have
three
items
before
us
today.
Two
are
on
consent
and
one
is
a
discussion
item.
A
I'll
take
the
consent
items
first
number
one
is
a
just
a
resolution
authorizing
application
for
a
title:
registration
for
the
city-owned
property
at
five:
thirty
third
Street
south-
and
the
second
item
is
approving
a
restructure
of
a
Department
of
Community
Planning
economic
development
loan
for
the
oakland
square,
affordable
housing
project.
Would
anyone
like
to
pull
any
of
those
for
discussion?
Seeing
them,
then
all
those
in
favor,

any
opposed,
say
no.
Those
motions
carry
them.
The
third
item
is
a
scattered
site:
public
housing,
section,
18
demolition
and
disposition.

There's
a
resolution
and
an
RCA
in
the
packet
I've
had
some
discussions
with
my
colleagues
and
a
request
from
councilmember
bender
who's.
Not
here
right
now
to
postpone
this
item.
So
that
there's
an
opportunity
for
mPHA
to
be
present
and
have
some
discussion
I'm
willing
to
entertain
that
motion
and
make
it,
but
I
do
want
to
make
some
some
comments
and
clarify.
Maybe
what
this
is
about.
A
What
our
understanding
is
this
and
hopefully
addresses
some
of
the
things
that
the
senators
were
concerned
about,
but
I
also
think
they
raised
some
legitimate
concerns
and
to
me
just
the
facts
as
reached
the
level
of
our
state
city
legislators
being
concerned
about.
It
should
give
us
some
pause,
that
people
really
aren't
understanding
or
embracing
this
as
much
as
they
could.

December
20th.
The
other
issue
that
concerned
me
is
that
this
is
a
transition
time
right
now,
so
people
are
looking
at
the
date
of
February
16th,
which
is
the
earliest
possible
date.
They
could
sell
the
properties
to
the
nonprofit.
This
is
their
plan
to
transfer.
We
could
say
because
I
think
they're
selling
it
for
a
dollar
the
properties
to
the
nonprofit.
That's
also
made
up
of
the
same
individuals,
along
with
the
executive
director
by
February
16th
I,
did
reach
out
to
staff.

To
try
to
find
out
is
that
the
date
that
they're
aiming
to
do
the
transfer
and
I
didn't
get
a
clear
answer
back
yet
from
the
interim
director
Tracy
Scott.
So
that
would
be
something
to
ask,
but
also
this
is
right.
Now
the
board
is
in
the
process
of
selecting
a
new
executive
director
and
when
I
was
sharing
information.

With
the
current
board's
marquee
ISA
board
chair,
he
indicated
that
he's
going
to
be
calling
a
special
meeting
on
January
20
for
them
to
consider
that,
and
actually,
if
they
do
that
and
get
the
request
back
in
to
us
soon
enough.
That
means
that
our
next
meeting
we
could
be
taking
up
the
matter
of
who
the
next
executive
director
could
be
so
I'm.
Postponing
to
that
point
makes
some
sense.
I
also
think
making
sure
we
pause
the
process
might
make
sense
until
the
new
executive
director
is
is
on
board.

Resolved
clause
just
to
make
it
clear
in
this
forum,
as
well
as
in
the
report,
some
of
what
I
would
hope
or
expect
the
resolve
clause
would
be
putting
the
city
on
record.
It's
believing
is
the
best
course
of
action
at
this
time
is
to
postpone
any
transfer
of
ownership
related
to
the
section
18
application
until
after
the
approval
of
a
new
executive
director
and
demonstration
by
the
Minneapolis
public
housing
authority
that
there
are
short
and
long
term
protection
plans
in
place
for
the
residents
that
currently
live
in
these
buildings.

In
accordance
with
the
Memorandum
of
Understanding
between
the
city
and
mPHA,
we
had
further
resolved
that
the
city
of
Minneapolis
urges
the
Minneapolis
public
housing
authority
to
create
a
functioning
scattered
site,
resident,
council
or
other
formal
organization
and
process
for
ensuring
robust
engagement
with
residents
of
scattered
site
homes.
No
later
than
December
31st
2020.

support
the
motion
to
postpone
just
wanted,
to
name
also
that
the
the
content
of
the
of
the
resolution
also
sort
of
clarifies
some
of
the
misinformation
that
was
in
the
Senate
delegation
letter
as
well
and
I.
Think
that's
important,
I
think
what
I
was
surprised
by
is
with
all
you
know.
Due
respect
to
our
state,
Senate
delegation
was
just
how
little
due
diligence
was
done
and
now
very
few
I.

Don't
know
that
any
council
members
were
reached
out
to
to
you
know
to
discuss
the
situation
and
I
think
that
it
is
100%
appropriate
for
us
to
question
federal
housing
policy.
I
think
I
do
think.
That's
appropriate
and
I
think
that
I
think
we
should,
but
I
also
think
that
we
have
to
do
so
with
good
information
and
and
not
not
bad
information,
so
I'll
support
the
delay
and
and
but
also
wanted
to
speak
a
little
bit
on
the
content
of
the
coming
resolution.
So
that's

lot
of
arguing
and
what
is
the
reality
of
it
and
I
think
there
are
some
legitimate
concerns,
and
so
that's
what
I'm
trying
to
parse
out
too.
