three
public
hearings
today
and
in
this
adjourned
meeting
we
understand
that
we
have
some
time
limitations
and
I've
asked
staff
to
be
brief
in
their
introductory
remarks
for
each
of
the
public
hearings,
the
first
of
three
public
hearings
is
presented
by
jeff
handlin
with
transportation,
engineering
and
design,
and
it
is
for
water
and
sewer
service
line,
repair
assessments,
and
I
will
turn
it
to
jeff.

there

My
obligation,
so
I
signed
it
against
my
better
judgment
and
my
charges
were
not
reduced
in
any
way
now.
This
disagreement
is
being
used
against
me
in
my
appeal
of
these
charges.
It's
beyond
frustrating
as
this
meeting
in
my
administrative
hearing
hearings,
but
my
first
official
opportunity
is
to
appeal
this
assessment
during
this
whole
process.
I
According
to
the
minnesota
department
of
health,
there
are
approximately
49
000
lead
service
lines
in
minneapolis,
so
this
isn't
just
a
problem
for
me,
but
a
city-wide
issue,
despite
having
no
easement
or
control
over
what
infrastructure
is
installed
over
this
water
line
within
the
right-of-way
minneapolis
are
required
to
cover
the
full
cost.
This
policy
results
in
individual
owners
having
to
pay
large
amounts
of
money
to
repair
city
and
perspectives.
I
Putting
the
owners
on
the
homeowner
to
fix
web
service
lines
on
the
city
street
is
also
the
least
cost
effective
way
to
replace
these
pipes
now
miss
fender.
I
was
actually
a
delegate
at
your
first
primary
election
at
jefferson
school
now
you
told
me-
or
you
said,
to
the
crowd
that
your
platform
consisted
of
your
business
documents.
I

A

I
Coordinating
the
replacement
of
lead
lines
during
road
construction
can
eliminate
the
cost
of
repaving
the
road
and
replacing
the
curb,
typically
a
significant
charge.
Savings
will
also
be
had
by
hiring
a
hot
contractor
to
replace
multiple
lines
at
one
time
or
bundling
a
bid
of
specified
number
of
repairs
per
year.
In
my
construction.
I
The
more
work
you
can
bundle
together,
the
better
pricing
you
will
get
from
contractors.
According
to
the
2019
minneapolis
budget,
an
increase
of
the
average
water
utility
fee
by
three
dollars
per
month
would
increase
revenue
by
approximately
6.8
million
dollars.
I
think
many
appletons
would
agree
to
a
small
rise
in
their
water
bill
to
get
the
letter
out
of
our
system,
but.

Socialize
the
toss
with
less
service
line
repairs.
However,
I've
been
sadly
disappointed.
Now
you
may
hear
this
leave
this
meeting
and
never
think
about
it
again.
But
I
ask
you
to
put
yourself
in
my
shoes,
because
if
I'm
going
to
be
charged
the
full
16
thousand
dollars
with
interest,
then
I
will
be
spending
the
next
five
years,
paying
over
three
hundred
dollars
a
month,
I'll
be
basically
paying
for
a
new
car
that
I
will
never
get
to
drive
with
forty
nine
thousand
less
service
lines
in
the
city.
This
won't
be
an
isolated
incident.

policy

implicated

the
testimony
by

presenter
that
we
just
had
the
staff
want
to
at
least
touch
on
how
we
approach

general
rationale
of
our
current
approach.

a
favorable
recommendation
in
the
past.
However,
I
do
think
this
is
a
an
ongoing
conversation
that
we
have
as
a
city
and
we
are
not
adverse
to
speaking
one-on-one
with
mr
wilkie
about
his
concerns
and
hearing
more
from
him.

that
is
the
response
I'll
give
to
you
today
is
that
the
current
structure
that
we're
working
under
they
are
private
service
lines.
It
is
the
responsibility
of
the
property
owner
to
maintain
their
private
service
lines
and
we
do
everything
we
can
to
help
that
process
by
offering
to
do
the
work
and
spreading
the
payments
out
over
time,
and
I
do
really
want
to
thank
mr
wilkie.
I
always
appreciate
hearing
that
kind
of
detail
and
seeing
when
a
resident
has
just
done
an
extensive
amount
of
research.
So

part
two
of
our
annual
special
service
districts.
These
are
the
non
428a
districts
proposed,
21
2021
proposed
service
services
and
service
charges
and
again
in
the
interest
of
time.
Mr
carlson
will
be
brief
in
his
introduction.

As
you
may
recall,
428
a
refers
to
minnesota
state
statute,
which
grants
municipalities
the
authority
to
establish
ssds
by
ordinance
all
the
special
service
districts
before
you
today
are
non-420
special
service
districts,
or
we
refer
to
as
legacy
districts
which
predate
the
428
a
statute,
but
regardless
of
a
district's
origins,
all
ssds
allow
property
owners
in
a
commercial
area
to
collectively
impose
service
charges
on
themselves
each
year
to
create
a
pool
of
funds.
These
funds
are
directed
back
to
the
district
in
the
form
of
enhanced
services
and
special
amenities.

These
enhanced
services
and
special
amenities
are
over
and
above
what
the
city
ordinarily
provides.
Each
special
service
district
is
guided
by
an
advisory
board
that
is
composed
of
property
owners
or
their
representative
within
a
district.
Each
advisory
board
recommends
the
services
service
frequencies,
estimated
budget
and
service
charge
methodology
for
their
district
ssd
service
charges
are
paid
via
the
regular
property
tax
statements
issued
by
hennepin
county.
The
funds
are
then
transferred
from
the
county
to
the
city,
which
uses
the
funds
to
procure
the
services
described
in
their
annual
work
plan
and
budget.

The
city
of
minneapolis
department
of
public
works
implements
the
recommended
services,
most
often
via
competitively
bid
contracts
with
third
party
private
vendors.
The
city
provides
all
advisory
board
administration
procurement
services,
contract
management
and
vendor
performance
monitoring
advisory
board
members
also
monitor
service
delivery
throughout
the
year
to
ensure
services
are
meeting
the
expectations
of
property
owners
in
each
district.

Wrapping
up
here
back
in
june,
public
works
staff
worked
with
each
district
advisory
board
to
recommend
the
services,
prepare
estimated
budgets
and
review
their
assessment
methodologies
for
the
coming
year.
These
service
charges
would
be
collected
on
their
2021
real
estate
taxes
in
the
same
manner
as
special
assessments.
Each
affected
property
owner
was
mailed.
The
notice
of
public
hearing
with
the
service
charge
amount
10
days
in
advance
of
the
public
hearing.
That
concludes
my
presentation,

am
more
than
happy
to

any

conversations
wondering

service
districts

potentially
a
hook
or
an
organizing
mechanism
for
some
of
the
public
safety
conversations
that
are
going
on.

don't
want
to
hold
anything
up
to
try
to
jam
solutions
into
this
year's
budget
proposals,
but
I
do
think
it's
a
worthwhile
conversation
as
we
move
forward.

I
just
wanted
to
kind
of
preview
that
and
note
that
I've
heard
from
some
of
the
sort
of
constituent
organizations
of
of
the
special
service
districts
that
that's
something
that
they're
interested
in
pursuing.

evolve,

ordinance
amending
an
ordinance
to
update
solid
waste
definitions
to
align
with
state
statute,
dave
herberholz,
the
director
of
solid
waste
from
recycling
and
kelly
kish.
The
recycling
coordinator
will
make
a
very
brief
presentation.

hate
to
cut
them
short
because
they
put
a
lot
of
time
and
effort
into
this,
so
I
will
turn
it
to
them.
For
a
few
minutes
of
background
on
this
ordinance
update.

these
changes.
We
will
be
very
quick
because
it
is
very
much
a
technical
ordinance
change.
It's
not
going
to
actually
change
the
way
that
haulers
are
currently
operating
in
the
city
right
now.

think

the
ability
to
change

a
quick
overview
of
why
we're
here
when
the
zero
waste
plan
was
being
developed,
we
realized
that
the
city's
hauling
license
is
a
little
bit
complicated
and
doesn't
give
us
the
option
to
really
identify
how
many
haulers
are
picking
up
what
material
types
so
we're
now
working
with
business,
licensing
to
get
the
hauler
license,
updated
and
felt
it
would
be
best
for
us
to
at
the
same
time
amend
some
of
the
definitions
so
that
they
match
what
is
in
state
statute
next
slide.

So
what
exactly
we're
doing?
We
are
amending
the
current
existing
definitions
for
recyclable
materials,
recycling
and
yard
waste.
We
are
adding
a
definition
for
source
separated,
compostable
materials
and
updating
some
of
the
terms
we
have
with
terms
that
are
in
state
statute
and
they
are
listed
below
and
I
will
not
go
through
them
for
time's
sake.

you

an

This
is
the
current
hauling
license
and
right
now
we
have
67
licensed
haulers
in
the
city
but,
as
I
mentioned
no
way
to
identify
which
ones
are
picking
up
just
dumpsters
or
picking
up
garbage
and
recycling
from
businesses
or
hazardous
waste.

does
provide
us
the
opportunity,
or
these
ordinance
amendments
and
updating
the
hauler
license
will
provide
us
the
opportunity
to
gain
that
data.

we
have
the
right
people
invited
for
those
conversations
and
get
a
better
understanding
of
which
types
of
or
how
many
haulers
are
collecting,
which
types
of
materials,
and
it
creates
consistency
with
the
state
and
with
that
I
and
david
herberholz,
our
director
