I
am
chairing
this
committee
today,
as
we
gather
here
to
conduct
the
business
of
the
city.
We
do
so
in
the
shadow
of
the
killing
of
george
floyd
just
about
just
a
little
over
a
week
ago.
It
was
shocking.
It
was
devastating
and
clearly
unnecessary
and
the
chaos
and
pain
and
anger
that
has
followed
has
left
us
numb
it's
during
times
of
great
loss
that
we
realize
how
limiting
our
own
language
can
be.

Words
fail
to
capture
all
the
emotions
that
fill
us,
emotions
like
rage
and
grief
and
bitterness
and
occasionally
hope.
I
have
fragile
hope
that
remains,
I
see
hope
as
the
community
comes
together.
I
see
hope
in
circles
gathered
at
the
memorial
at
38th
and
chicago,
and
I
have
hope
that
maybe
this
time
things
will
be
different.

I
extend
my
deepest
sympathy
on
behalf
of
all
the
members
of
this

the
council
to
the
family
of
george
floyd.
No

could
ever

hope

justice

at

avenue
north

receive

off

distilled
spirits,
liquor
license
I'd,
invite
staff
to

that

consumer

I'm
presenting
an
application
from
tap
beverage
company
llc
doing
business
as
steelheart
stillheart
is
located
in
ward
3

124
3rd
avenue
north
and
has
been
operating
at
this
location.
Since
february
of
this
year.
The
applicant
currently
maintains
an
on
sale
liquor
with
sunday
sales,
limited
entertainment
cocktail,
room
license
in
good
standing.
Stillheart
requests
an
off
sale
of
distilled
spirits
license.
There
is
no
change
in
the
entertainment
offered
which
includes
pre-recorded
and
electronically
produced
music.

thursday,

p.m,
to
12
a.m,
friday
from

would

me

so
this

addition

existing
business
plan
with
the
city,
as
I
did
not
originally
intend
on
this
needing
this
license,
but
based
on
the
current
coven
19
situation,
I
would
like
to
pivot
my
business
plan.

whole
neighborhood

biking
past

boarded
up,

spot

very
tough
week

move
approval
of
this

slow

be

for

to

from
the
community
and

was
in

grabbing
gold,
which
is
food
items
such
as
hot
dogs,
brought
burgers.
What's
really
missing
right
now,
there's
a
nice
cold
beer
to
go
along
with

have
been
repeatedly
asking-

where's
the
beer
and
stuff

that,

it's
a
major

revenue
item
for
us
that
will

move
us

we
appreciate

Time
good

chair,

council
members,
I'm
andre
bosniak,
I'm
the
interagency
coordinator
for
regulatory
services,
and
I'm
here
today
to
present
to
the
renter
an
amendment
to
the
renter
relocation
assistance
ordinance
today,
we're
proposing
a
small
amendment
to
capture
situations
which
were
intended
to
be
covered
as
part
of
the
original
ordinance.
This
change
is
recommended
by
the
city
attorney's
office,
so
that
the
organs
language
clearly
includes
them.
The
amendment
has
two
components
that
will
provide
protection
for
renters
who
are
required
to
relocate.

The
first
is
situations
where
the
property
owner
allows
a
renter
to
occupy
a
unit
after
a
revocation
denial
or
cancellation
becomes
final
and
second
situations
where
the
property
owner
has
failed
to
obtain
or
qualify
for
a
rental
license.
These
are
both
situations
inspectors
encounter
and
which
put
the
safety
and
housing
stability
of
vulnerable
renters
at
risk.
This
ordinance
is
part
of
our
renter
first
work.
Strengthening
it
to
include
these
situations
allows
it
to
have
greater
impact
across
our
communities.
This

policy

here
renters
aren't
inherently
vulnerable,
but
but
a
lot
of
renters
are-
and
so
I
just
want

submitted

regarding
the
decision
of
the
heritage
preservation
commission
to
deny
the
demolition
of
a
historic
resource
for
the
property
at
2309
plymouth
avenue
north.
I
understand
that
council
member
ellison
has
request
respectfully
requested
a
delay
for
one
cycle
for
this
item,
which
would
bring
consideration
of
the
appeal
to
our
next
regular
meeting,
which
is
scheduled
for
june
16th.
