this
regular
meeting
of
the
City
Council
for
May.
First
I'll
note
that
this
meeting
has
remote
participation
by
members
of
the
City
Council
and
city
staff
as
authorized
under
Minnesota
statute,
section
13
D
point
0
to
1
due
to
the
declared
local
public
health
emergency.
At
this
time,
I'll
ask
the
clerk
to
call
the
roll
so
that
we
can
verify
a
quorum
for
this
meeting
council.

the
continued
partnership.
Through
this
pandemic.
We
have
reached
yet
another
Friday.
This
past
week,
I
delivered
my
State
of
the
City
address
on
Wednesday
and,
as
you
may
have
noted,
the
tone
and
substance
were
a
very
significant
shift.
From
previous
years
we
were
planning
on
delivering
a
State
of
the
City
address
in
a
park
with
food
trucks
and
activity.
A
A
A
I
believe
this
was
news
as
of
last
week,
but
the
governor's
plan
to
work
with
both
the
University
of
Minnesota,
as
well
as
Mayo,
to
get
up
to
about
20,000
tests
per
day
will
be
critical,
as
we
figure
out
how
and
how
best
to
reopen
the
total
positive
cases
in
the
state
of
Minnesota
is
about
5,000
136
up
about
up
over
2,000
from
last
week.
The
patients
who
no
longer
need
to
be
isolated
are
2,170
to
343
deaths
in
the
state.
A
Hennepin
County
has
seen
a
thousand
seven
hundred
thirty
eight
positive
tests,
225
deaths
deaths
as
of
last
as
of
recently,
which
is
double
from
last
week,
a
new
statistic:
the
number
of
health
care
workers
that
have
contracted
kovat
19
is
923,
which
is
a
fairly
significant
number.
That's
almost
one-fifth
of
the
total,
and
just
my
deepest
thanks
to
them.
You
know
putting
their
lives
their
health
at
risk
for
the
sake
of
protecting
and
treating
others,
the
total
cases
requiring
hospitalization
or
a
thousand
forty-four.
There
were
three.

Sixty-Five
hospitalized,
as
of
today,
with
a
hundred
thirty
that
were
hospitalized
in
the
ICU
of
those
365,
so
Minneapolis
case
information.
We
were
up
to
456
positive
tests,
176
of
which
are
hospitalized.
There
have
been
152
that
have
recovered,
which
is
the
same
numbers
last
week,
and
the
total
deceased
is
58.
A
I
noted
last
week
that,
as
of
last
week,
about
91%
of
those
of
the
fatalities
were
taking
place
in
congregate,
healthcare
facilities,
the
percentage
is
down
that
the
number
is
up,
so
the
percentage
I
believe
is
somewhere
around
83
or
84
percent
of
total
fatalities
and
congregate
care
facilities.
Now
so
the
percentage.
A
Minneapolis
demographic
information,
the
minneapolis
public
dashboard,
is
now
up
and
it
shows
both
race
and
ethnicity,
information,
the
unknown
category,
which
will
exist,
so
it's
not
identified
as
either
is
white
or
black,
but
the
unknown
category
can
be
attributed
to
either
not
completing
an
interview
or
individuals
choosing
not
to
answer
the
demographic
questions.
So
I
want
to
highlight
that
this
data
is
not
completely
reliable,
given
that
there
are
a
significant
number
that
have
not
identified
or
have
either
forgotten,
where
I've
chosen
not
to
identify.

On
congregate,
care
facilities,
the
Health
Department
is
reaching
out
to
licensed
congregate,
healthcare
facilities
that
are
covered
by
that
most
recent
emergency
regulation
to
provide
guidance
to
support
that
education.
A
newsletter
was
also
sent
to
177
emails
of
staff
at
Minneapolis
licensed
congregate,
living
facilities
about
the
regulation.
In
addition,
city
comms
has
posted
the
guidelines
for
the
congregate
care
facilities
on
the
city's
corona
virus
print
resources.

Web
page
for
download
and
use
moving
on
to
contact
tracing
the
Health
Department
is
preparing
to
conduct
contact
tracing
under
the
direction
of
this
state,
and
this
week
Health
Department
staff
are
attending
that
state
training,
undercoated
resources,
the
council.
Thank
you
to
your
work
and
mayor's
office
worked
together
to
identify
funding
for
critical
kovat
resources
in
the
amount
of
sixty
three
thousand
dollars.

That
I
believe
you
all
will
be
voting
on
later
this
morning,
so
that'll
be
ten
thousand
from
mayor's
office
and
fifty
three
thousand
from
council
Ward
budgets
and
that
along
also
along
with
hand,
sanitizer
and
thermometers.
This
will
allow
the
purchases
of
fifteen
thousand
masks,
of
which
three
thousand
will
be
distributed
to
the
mPHA.
So
thank
you
to
the
council.
Members
that
have
been
working
on
this
one,
it's
greatly
appreciated
and
I
think
you
know
this
is
a
good
sign
that
you
know
we're
all
doing
our
part
here.
In
a
time
of
crisis.

There
was
also
a
facemask
drive
this
last
week
with
the
recent
with
which
we
got
up
to
six
thousand
eight
hundred.
Ninety
four
masks
that
were
donated
to
the
public
six
thousand
one
hundred,
forty
four
of
which
were
cloth,
masks
seven
hundred
fifty
paper
ones.
These
masks
will
be
distributed
to
lawn
care,
long-term
care
facilities
and
other
congregate
care
organizations.

Moving
on
to
Office
of
Emergency,
Management
and
workforce,
the
city's
workforce
continues
to
maintain
normal
work
for
strength
and
essential
functions
of
government.

remain
focused
on
the
situational
awareness
of
trends
impacts
and
offering
guidance
and
support
across
the
enterprise
procurement
and
council
president
feel
free
to
interrupt
me
at
any
time.

Next,
under
human
resources,
I
want
to
talk
a
little
bit
about
staff
reassignment,
which
is
something
that
we've
been
very
much
pushing
for
to
ensure
that
our
enterprise
is
poised
to
deliver
services
at
a
excellent
level,
but
also
where
there
are
services
that
are
perhaps
more
needed
than
before.
We
can
transition
staff
to
accommodate
them.

my
understanding
is
that
there
continued
to
continuing
to
be
paid
through
the
same
payroll
system,
which
would
be
through
their
home
department,
but
let
me
ask
perhaps
mark
ruff
or
even
patients
if
they
can
give
us
a
an
explanation.
There.

Public
Safety
the
MPD.
This
is
their
enforcement
of
the
stay-at-home
order
and
to
date
there
are
no
reports
of
citations
or
arrests
that
have
been
made
as
I
believe
I
mentioned
last
week.
Traffic
control
agents
for
rec
services
continue
to
do
out.
Education
and
outreach
related
to
the
governor's
orders,
and
the
number
of
parks
with
multiple
complaints
has
reduced
from
42
to
11.
A
So
I
will
say:
that's
a
good
thing:
I
guess
that
the
complaints
are
being
reduced,
but
I
don't
want
it
to
I,
don't
want
that
reduction
to
be
caused
by
people
simply
becoming
accustomed
to
others,
not
following
the
order.
This
order
needs
to
be
followed.
It's
it's
in
all
of
our
our
interests
or
for
health
and
welfare
of
our
city,
on
April
6,
small
parks
and
school
green
spaces
at
25
complaints
and
on
April
28th.
There
were
only
two
complaints
reported
throughout
the
city.

park
board
now
has
parking
bass,
udders
at
40
to
70
sites
daily,
addressing
social
distancing
issues.
Traffic
control
will
continue
to
provide
visual
presence
driving
through
with
yellow
flashers
around
small
parks
and
school
playgrounds
and
social
distancing
education
to
groups
will
be
done
on
the
perimeter
of
parks
with
discretion.

We've
been
in
in
a
very
constant
contact
with
the
park
board
and
appreciate
all
of
their
work
on
this
front.
This
next
on
fire.
This
past
Saturday
night
crews
responded
to
a
fire
at
a
commercial
recycling
facility
located
at
179
evan
Avenue
north
upon
arrival,
crews
found
a
large
stack
of
wooden
pallets
and
plastic
bags
containing
recyclable
paper
burning
outside
of
the
building.
The
crews
were
able
to
get
the
fire
under
control
in
about
two
hours.
A
Three
one
one
remains
100%
virtual
and
fully
staffed
six
weeks
into
the
Cova
native
virus.
In
addition,
they
have
managed
to
finish
installing
a
new
reporting
package
and,
as
of
Monday
completed
the
first
part
of
a
really
significant
upgrade
without
any
disruption
to
service.
That's
thanks
in
part
due
to
a
amazing
collaboration
from
IT
who,
as
you
can
imagine,
are
working
their
tails
off
right
now.

complaints,
these
are
people
having
backyard
gatherings
or
just
gatherings
and
crowds
and
not
following
the
6-foot
physical
distancing
rule
I
mean
it.
This
is
an
issue,
and
this
is
an
issue
that
we

need
to
continue
to
address,
and
you
know
yes,
of
course,
those
first
steps
are
education
and
outreach,
but
but
these
larger
scale
gatherings
need
they
need
to
cease.

intake
that
the
3-1-1
does
every
day
is
really
essential
to
learning
about
where
things
are
going
and
well,
and
maybe
not
so
well,
and
so
we
really
appreciate
that
continued
feedback,
a
state
and
federal
activity,
as
reported
last
week,
there's
a
housing
file
that
passed
out
of
the
House
committee.
That
would
provide
a
hundred
million
in
rental
assistance
to
qualified
households.

That's
a
hundred
million
from
their
plan.
The
Senate's
rental
assistance
proposal
is
less
of
30
million
dollars
is
being
considered
by
the
Senate
committee.
It's
for
bonding
the
Speaker
of
the
House,
the
Senate
Majority,
Leader
and
governor
have
all
publicly
stated
that
a
bonding
bill
will
be
a
top
priority
before
the
end
of
session
on
May
18th.
The
size
of
the
bill
are
up
to
go
up
for
lots
of
negotiations
right
now,
the
Senate.

Looking
at
a
bill
around
750
million
the
house
wants
3.5
million.
The
governor's
is
somewhat
in
between
a
two
I'm,
sorry
I
said
3.5
billion
and
then
two
billion
is
where
the
governor's
is
not
sure.
If
I
mixed
up
my

in
my
M's,
we
have
a
really
good
team
lobbying
right
now
and
thank
you
for
their
work,
because
I
know
they're
quite
busy.

House
file
$34.99
is
also
a
bipartisan
agreement
which
allocates
the
federal
help.
America
Vote
Act
dollars,
as
well
as
policy
provisions
to
assist
elections,
administrators
with
expected
challenges
associated
with
kovat
19
and
by
the
way,
thank
you
to
our
clerk's
office
and
our
election
department
for
working
vigorously
to
figure
out
the
next
plan
and
see
my
lights
just
went
off.

You
moving
on
to
the
housing
gap
funding
package,
the
city
received
nearly
8,000
applications
for
the
Minneapolis
gap,
funds
for
housing
about
five
times
greater
than
we
have
the
funding
available
to
support,
which
really
puts
some
emphasis
on
how
great
the
need
is
right.
Now
this
at
this.
At
this
time,
we've
got
staff
are
working
on
a
timeline
when
payments
will
be
made
on
behalf
of
the
approved
applicants.
The
first
payments
are
expected
expected
to
be
made
in
early
May
and
payments
will
continue.
A
Next,
small
businesses
staff
have
duplicated
in
reconciled
applications.
They
have
also
conducted
the
random
selection
process
and
are
running
the
regulatory
checks
on
those
businesses
right
now,
and
we
expect
a
first
batch
of
money
to
go
out
very
early
next
week,
cost-containment
the
wage
threes
for
appointed
politically
appointed
and
non
represented
staff
went
into
effect
this
week.
We
are
still
in
the
process
of
working
to
get
that
wage
freeze
in
place
for
represented
staff
as
well.

First
I
wanted
to
highlight
all
of
the
work.
That's
been
happening
around
housing,
stability
and
assistance
from
your
staff
in
the
mayor's
office
council
staff
and
our
team,
led
by
Andrea,
Brennan
and
others.

They've
been
engaged
in
hours
of
conversations
with
folks
from
the
state
on
every
and
the
county,
on
everything
from
sheltering
folks
experiencing
homelessness,
to
preparing
a
systematic
plan
to
help
people
stay
in
their
homes
and
all
the
while
administering
those
that
grant
emergency
assistance.
Funds
that
the
mayor
highlighted
earlier
so
I
know
that
many
staff
had
shifted
to
answer
calls
for
families
who
are
struggling
in
a
need
and
talking
with
hundreds
and
hundreds
of
families
who
are
trying
to
stay
in
their
homes
and
I
know.

on

the
first
item
from
the
committee
report
is
the
proposed
amendment
to
the
city
charter
related
to
the
timing
of
special
elections,

city
clerk
explained
at
the
committee
meeting

Wednesday.
That
this
item
requires
the
unanimous
affirmative
vote
of
the
entire
fixed
membership.
That
means
we
would
need
to
have
13
affirmative
votes
for
passage
with
the
current
fantasy
in
Ward.
Six,
that
vote
destro
is
not
possible,
so
councilmember
Ellison,
who
chairs
our
Elections
Committee,
has
a
substitute
motion
for
us,
and
I
would
like
to
recognize
him
for
that
substitute
motion.

The

great
job
of
sending
this
out,
make
sure
everybody
had
it,
but
I'm
gonna
read
through
the
substitute
motion,
so
I
moved
to
refer
the
subject
matter
of
the
proposed
charter,
amendment
related
to
the
timing
of
special
municipal
elections
back
to
the
Charter
Commission,
to
be
combined
with
the
related
proposal
tied
to
the
conduct
of
municipal
elections
following
redistricting,
which
will
be
referred
to
voters
as
a
ballot
question
as
part
of
the
November
3rd
presidential
election.
