strategy
with

police
federation.

is
good

our

attorney
looking
for
resources
and
partnerships.

want

to

perceived
in
any
way

undermining
either
of
those
things,
but
I
also
want
to
acknowledge
that
especially
legal
work
often
does
happen
without
a
lot
of
transparency
under
the
shield
of
attorney-client
privilege
under
it's
it's
one
of
the
things
that
is
often
less
public
and
less
visible,
and
people
have
raised
concerns
about
this
form
and
I'm
not
naive
to
think
that
any
big
firm
that
has
the
resources
to
offer
us
pro
bono
work
will
have
worked
for
clients
that
we
might
not
agree
with
and
represented
positions
that
we
might
not
agree
with.

do
think
it's
very
hard
during
the
period
of
presidential
transition,
while
we're
waiting
for
president-elect
biden
to
be
sworn
in
to
enter
into
our
relationship
with
and
formalize
a
relationship
with
a
firm
that
was
involved
in
raising
litigation
around
election
procedures
in
pennsylvania,
and
there
has
been
an
alarming
effort
to
undermine
faith
in
our
democracy
in
this
country.

don't
think
jones
day
was
the
biggest
contributor
to
that
or
the
worst
contributor
to
that
in
their
work
for
the
pennsylvania
gop,
but
I
do
think
it
it
doesn't
feel
right.

doesn't
sit
right
with
me

I've
heard
from
some
constituents
who
it
doesn't
sit
right
with
to
vote
to
initiate
this
relationship
at
this
time.
I
just
I,
I
think
that
there
there
are.
There
should
be
reputational
consequences
for
participating
in
that
kind
of
action,
and
I
think
that
we,
you
know
we
should
take
that
seriously.

weighing

pros

cons

this
passes,
that
is
not

terrible

think
it's
good

resources,

supportive

bit
with
some
of
my
own
thoughts
before
we
hear
from

city
attorney

mayor's
office.

I
just
know
that
you
know
our
labor
agreement
with
the
police
federation
is
one
of
the
the
most
significant
barriers
to
real
reform
of
the
minneapolis
police
department,
and
I
know
that
everybody
on
this
council
and
many
many
many
of
our
residents
are
in
favor
of
such
reforms,
particularly
around
the
police
union
and
and
and
that's
what
I
understand
is
offered
to
be
primarily
focused
on,
and
I
also
know
that
our
city
attorney's
office
has
been
significantly
challenged,
as
has
almost
every
department
in
the
city
of
minneapolis,
with
you
know,
just
larger
than
life
case
loads
and
and
work
product
expectations
beyond
what
they
planned
for
at
the
beginning
of
2020.

Some
of
that
increased
workload
to
this
date,
as
well
as
the
the
really
pertinent
issue
of
trying
to
address
the
federation
union
contract.
So
with
that
stated,
I
will
invite
the
city
attorney
to
to
to
talk
about
how
we
got
to
this.
To
this
juncture,.

I'm
at
a
bit
of
a
disadvantage
as
to
the
origins
of
of
of
how
this
first
began,
because,
as
far
as
I
understand
it,
it
began
before
I
started
in
my
role
on
august
24th
and
about
I
would
just
say
about
two
weeks
into
my
role.

I
started
to
hear
about
the
the
general
offer
that
was
being
made
to
help
the
city
in
this
field
by
this
firm
and
certainly
by
the
local
office
of
this
firm
here
in
minneapolis,
once
I
was
able
to
fully,
or
at
least
enough
understand
what
was
being
considered
and
what
was
being
offered.

I
decided
that
I
thought
the
best
course
of
action
would
be
that
that
I
engage
with
the
partner
in
the
local
office
here
is,
is
andy
luber,
the
former
u.s
u.s
attorney
for
the
district
of
minnesota
and
somebody
that
certainly
was
very
integral,
and
I
think,
bringing
this
offer
of
support
from
from
the
national
firm
jones
day,
and
I
had
some
some
good
and
very
frank
direct
conversation
with
him
about
what
my
expectations
would
be
about,
how
the
arrangement
would
work
and
from
the
beginning
it
was
my
intent
that
this
should
be
no
different
than
any
other
piece
of
outside
legal
expertise
that
the
city
attorney's
office
would
utilize
in
the
in
the
in
the
work
that
we
do
for
the
city,
and
I
was
also
very
cognizant
of
the
fact
that,
in
my
estimation,
the
amount
of
resource
and
skill
set
that
we
have
to
address
just
broadly
even
the
the
area
of
labor
relations,
certainly
complex
labor
relations
issues
related
to
the
police
federation,
as
well
as
some
other
areas,
particularly
in
a
time
of
crisis.

Multiple
crises,
we
are
thinly
resourced.
I
feel
fortunate
that
I
come
to
my
job
with
a
long
experience
in
labor
and
employment
work
and
originally
having
been
an
attorney
for
the
national
labor
relations
board.
But
you
know
one
two,
or
maybe
three
people
within
the
city
structure,
trying
to
manage
what
is
on
our
plate
today
and
into
the
future.
Certainly
next
year
is
is,
is
not
going
to
put
the
city
in
the
strongest
position
that
I
would
like
to
see
it
be
in.

So
I
was
very
motivated
to
make
sure
that
we
could
not
only
be
open
to
to
the
offer
that
was
put
before
us,
but
to
make
sure
that
it
worked
in
a
way
that
would
put
the
city
attorney's
office
not
only
in
in
direct
and
accountable
control
of
that
work,
but
more
simply
to
just
be
able
to
tap
into
this
as
a
as
a
resource
to
use
as
a
tool
as
much
or
as
little
that
we
need
to
at
times
as
we
go
through
the
foreseeable
challenges
in
this
particular
space
of
our
of
our
practice.

The
people
from
my
team
put
together
the
agreement
and,
while
I
could
say
it
was
negotiated
with
with
jones
day,
I
would
tell
you
jones
day
made
little
or
no
changes
to
what
we
proposed
as
a
working
agreement,
and
so
then,
here
we
are
today
trying
to
to
to
be
able
to
take
advantage
of
this
resource
and
and
really
get
to
the
work
that
I
think
a
lot
of
people
both
on
this
council
and
in
this
city
would
like
to
see
us
embark
upon
and
and
be
successful
and
give
us
the
confidence
that
we
can
put
our
best
foot
forward
and
and
get
the
outcomes
that
we,
I
think
we
would
all
like
to
see,
and
I
certainly
can
answer
any
more
specific
questions
along
those
lines.
I
I
don't
have
any
questions
for
the
city
attorney.
We've
had
a
lot
of
great
conversations
about
this
item.
I
did
like
my
previous
colleagues
just
want
to
say
that
you
know,
while
I'm
am
confident
in
the
city,
the
city
attorney's
work
on
this
proposal
and
in
this
and
in
shaping
the
agreement,
you
know.
I
think
that
there's
a
few
things
that
that
maybe
I
didn't
have
time
to
do
due
diligence
on
in
terms
of
seeing
what
other
options
we
could
have.
I
I
know
a
big
part
of
why
we
might
accept
some
help
from
a
more
mercenary
firm
is
because
they're
offering
this
help
pro
bono,
and
I
I
think
that
that's
not
lost
on
any
of
us,
but
I
think
that
there
are
firms,
maybe
who
have
a
proactive
interest
in
police
accountability,
that
I'd
love
to
maybe
a
little
bit
of
time
to
maybe
engage
with
before
making
sort
of
a
final
decision
here,
which
is
not
to
say
we
shouldn't
make
a
decision
today,
but
it's
just
to
say
that
that
I
don't
feel
ready
to
affirmatively
support
this
item
and
this
partnership
with
jones
day.

particular.
That
being
said,
should
we
move
forward
and
should
the
council
be
moving
forward?

I'm
perfectly
willing
to
engage
with
this
process.

think
that
my
constituents,
all

our
constituents,
expect
us
to

supporting

exclusivity

space

terms

the
pro
bono
work
being
offered,

we

look
at
opportunities
for
other
sources
of
of
pro
bono
help
in
this
space

I'm
certainly
very
open
to
that,
and
would
not
would
not
look
disfavorably
on
that
at
all.

help

available
to

would
be
no

other
way

work

direct

legal
work

work

budget
process
last
week

we

forward
all

committee's

week

adopted
the
budget
successfully.

efforts

for
your
time
and
involvement
in
that

won't

anything
to
my
knowledge
coming

to

correct

clerical
error

acted

property
tax
levies
collected
in
2021,
had
recorded
council
member
ellison
in
opposition
or
as
a
no
vote
in
consultation
with
councilmember
subsequent
to
that
evening
and
after
a
little
bit
of
rest,
we
realized
that
that
recording
of
his
vote
had
been
an
error.

order
to
correct
that
error,
we
need
to
bring
that
resolution
back
before
the
council
on
friday
to
reconsider
the
vote
so
that
council,
member
ellison
can
then
correct
his
recorded
vote
on
the
property
tax
levy's
resolution.
So
there

a
brief
revisit
to
that
one
resolution
related
to
the
2021
budget.

alert

amendment
that
clarifies
that
projects
led
by
the
minneapolis
public
housing
authority
can
qualify
for
the
affordability
premium
that
we
just
passed
out
of
committee.
I
also
want
to
thank
my
co-authors
on
that
to
go
with
councilmember,
gordon
and
councilman
reich.
I
know
a
lot
of
work
went
into
you
know,
making
sure
we
had
these
premiums
right,
that
it
really
reflected
the
goals
of
2040,
especially
around
affordability.

with
this
pretty
much
technical
amendment,
it
will
explicitly
state
that
mpha
and
his
affiliates,
which
will
may
include
limited
partnerships
for
tax
credit
purposes,
also
have
access
to
this
affordability
premium.

want

look

making
sure
this
affordability
policy
is
clear
as
it
can
be,
and
then
it
delivers
as
much
affordability
and
public
benefit
as
possible.

destinations

lifting

conversation
up

broader
level.

taking
seriously
as
a

as

know
that
that
other
entities,

african-american
descendants
of

highlight

whether
or
not
to

significant
decisions
about
staffing
being
made.

vacancies
