a
motion
before
you
to
amend
the
agenda
to
include
the
order
of
resolutions,
a
resolution
honoring
the
40th
anniversary
of
Macedonia
Baptist
Church.
Is
there
any
discussion
on
that
motion
so
those
we.
A
A
A
Next,
we
will
have
the
minutes
from
both
the
adjourned
meeting

December
11
2000
19
and
the
regular
meeting
of
December
13,
2019
and
I'll
entertain
a
motion
to
accept
those
minutes
so
move
all
those
in
favor
say:
aye
any
opposed.
Ain't.
No,
and
that
item
carries
let
the
record
reflect
that
council
member
where
Sami
has
joined
us.
Finally,
I
will
entertain
a
motion
to

petitioners,
communications
and
reports
to

proper
committees

the
next
cycle.

with
conditions
item

the
MacPhail

arts
and
item
10
is
approving
some
appointments
to
the
upper
harbour
terminal.
Collaborative
planning
committee
item
number
eleven
was
a
walk-on
item.
H
President,
the
elections
and
Rules
Committee
has
one
item
to
bring
forward.
It
is
the
passage
of
a
resolution
approving
the
appointment
of

judges

March
3rd
2020
presidential
nomination,

and
authorizing

appoint
additional
election
judges
as
necessary,
and
I
also
note
that

is
the
first

entire

So
congratulations
us
with

C
B

and
development
committee
is
bringing
forward
four
items
for
approval
today.

sale
at
29:19,
Upton
Avenue.
North
second,
is
approving
Tessa
laginas,
the
for
a
reappointment
to
the
minneapolis

housing
authority,
a
council
appointee.
The
third
is
authorizing
an
amendment
to
our
cooperative
Undine

and
final

1.1
million

A
D
D
F
Thank
you,
madam
chair,
the
public
health
environment,
civil
rights
and
engagement
committee,
transport
for
items
for
approval
today.
The
first
is
approving
council
appointments
to
the
community
environmental
Advisory
Commission
item
number
two
is
approving
council
reappointments
to
the
public
health
advisory
committee.
Item
number
three
is
accepting
a
grant
from
the
Minnesota
Department
of
Human
Services
for
targeted
opioid
treatment
prevention
and
recovery
services
and
item
number
four
is
accepting
a
grant
from
the
Minnesota
Department
of
Health
for
Public
Health
Services
I
move
approval
of
all
four
items.
B
A
A
Carries
it
I
inadvertently
skipped
over
the
intergovernmental
relations
committee
report
and
I
was
chair
Johnson
to
provide
that
report
now.
E
A
B
A
I
A
I
I
just
want
to
take
this
opportunity
to
emphasize
how
concerned
and
upset
the
people
of
Minneapolis
are
with
the
recent
escalation
of
hostilities
in
the
Middle
East
I.
Think
the
people
of
Minneapolis
and
everybody
here
in
our
city
government
want
peaceful
resolutions
to
any
hostilities
that
are
going
on
over
there.
Well,
you
don't
want
to
see
a
increased
war.
We
have
critical
needs
right
here
in
Minneapolis,
as
was
disgust
out.
I
The
committee
and
in
the
resolution
federal
government
has
been
pulling
back
on
support
for
cities
and
its
commitment
to
the
people
of
this
country,
then
just
think
of
a
pulling
back
from
investing
in
public
housing.
As
an
example,
we
wasted
trillions
of
dollars
on
war
and
violence
and
have
only
made
problems
around
the
world
worse.
We
should
spend
those
dollars
making
people's
lives
better
right
here
in
the
United.
States
and
I
have
also
concerns
about
right
here
in
Minneapolis.
Our
city
I
also
wanted
to
know
it
and
thank
the
st.
I
Paul
council
member
Mitra
Jalali,
who
wrote
the
final
warez
Clause,
recognizing
the
experience
and
contributions
of
Iranian
Americans
right
here
at
home,
so
I
appreciate.
Everybody's
support.
I
also
want
to
give
a
special
tip
of
the
hat
to
my
aide,
Robin
Garwood,
who
got
on
this
right
away
and
moved
this
forward.
I
will
tell
you
they
don't
I've,
been
on
the
council
for
a
while,
and
we've
tried
to
come
forward
with
resolutions
opposing
war
when
our
federal
government
got
involved
and
it
isn't
never
been
easier.
I
A
D
Thank
you,
madam
chair.
The
public
safety
and
emergency
management
committee
has
one
item
to
bring
forward
today,
and
that
is
a
contract
amendment
with
the
Minnesota
Bureau
of
Criminal
Apprehension
for
DNA
analysis
of
police
department
case
evidence.
I
would
like
to
move
this
forward
and
will
stand
for
any
questions.

K
Thank
you,
madam
vice
president,
the
zoning
Planning
Committee
will
be
bringing
is
bringing
forward
six
items
for
approval
today.
The
first
is
the
approval
of
an
interim
use
permit
at
22
2016
a
venire.
The
second
is
the
approval
of
an
rezoning
application
at
1701,
44th
Avenue
North.
The
third
is
the
approval
of
a
rezoning
at
255
61
to
67
Girard
Avenue
north,
as
well
as
to
32,
to
36,
to
38,
to
42,
to
44
and
to
50
Humboldt
Avenue.
K
North
number
four
is
the
approval
of
a
rezoning
at
909,
one-zero,
Oliver,
Avenue
North
number
five
is
the
approval
rezoning
at
35,
28,
Bloomington,
Avenue
North.
Excuse
me
Bloomington
Avenue,
and
the
six
is
the
passage
of
a
ordinance
regulation,
existing
off-premises
advertising
signs
and
billboards
near
regional
sports
facilities.
I
move
all
for
a
pool,
councilmember.
J
You,
madam
vice
president,
I,
want
to
talk
on
item
number
six,
and
this
is
an
ordinance
by
myself
with
regards
to
the
billboard
signage
and
it's
a
basically
a
very
simple
change
that
we
made
here
to
have
two
signs
to
be
upgraded
to
digital.
Both
signs
will
be
facing
north
or
they
will
be
facing
the
stadium
and
the
space
is
going
to
be
confined
just
to
an
area
in
Ward
six
around
the
stadium,
and
what
we've
made
is
a
couple
of
comments
here,
which
is
I.
J
Have
a
couple
of
comments
of
my
colleagues
here
in
support
to
support
this
item.
One
is
for
every
sign
that
every
one
square
foot
of
new
and
renovated
billboard
space
must
equate
to
two
square
feet
of
billboard
space
removed
elsewhere,
and
these
removal
of
signs
will
happen
in
non-conforming
areas,
especially
neighborhoods.
J
Second,
the
Elliot
Park
neighborhood,
which
these
signs
are
going
to
be
upgraded
on,
are
supportive
of
the
change
and
upgraded
upgrading
these
signs
of
digital.
They
actually
sent
another
email
yesterday,
reaffirming
their
support.
The
two
signs
being
upgraded
to
digital
will
be
facing
the
u.s.
bank,
so
they
won't
be
facing
any
residential
area
that
we
face
in
the
stadium
itself,
which
already
has
digital
signage
and
the
ordinance
that
that
item
number
six
is
gonna
pass
is
basically
confines
the
upgrades
specifically
to
that
block.
J
So
it's
not
gonna,
be
they're,
not
gonna,
be
able
to
upgrade
other
signs
or
expand
the
area
you'll
be
just
confined
to
that
space.
The
ordinance
can
fines,
billboard
square
feet
upgrade
size
to
remain
the
same
as
the
current
non
digital
signs.
Therefore,
the
upgrade
it
cannot
expand
the
sign
it
will
be
the
same
space
as
the
non
digital
sign.
So
basically
everything
stays
the
same,
but
we
can
get
rid
of
some
for
this
upgrades
or
any
future
upgrades
there.
J
We
think
of
other
science
that
we
don't
need
in
our
neighborhoods
and
I
would
like
my
colleagues
to
support
us,
and
this
has
been
going
on.
This
project
has
been
kinda
going
on
for
two
years
and
it's
been
a
bit
frustrated
and
a
bit
of
a
labor
on
what
sixes
office
is
part,
and
also
that
we
had
a
deal
in
the
past
to
move
these
billboards
from
where
they
were
in
order
for
us
to
get
this
development
project
in
in
any
apart
for
affordable
housing
development
project.
C
Thank
you,
my
mature
vice
president,
we're
discussing
this
item
six
now
correct
I
just
wanted
to
chime
in
on
this
issue.
I
voted
against
this
in
committee
and
I'm,
going
to
vote
for
it
in
the
full
council
today
and
I
want
to
be
a
little
bit
more
direct
about
why
this
happened
this
this
digital
billboard
agreement
was
put
together
because
first
covenant
Church
wanted
to
do
a
land
swap
with
the
owners
of
this
property
in
order
to
facilitate
a
very
large,
affordable
housing
project.
C
The
reason
this
did
not
pass
in
committee
is
because
the
Clear
Channel
guy
basically
got
up
and
said:
I,
don't
care
if
you
do
it
or
not.
Well,
of
course,
he
didn't,
because
it's
the
property
owner
who's
really
kind
of
at
risk
here,
not
the
Clear,
Channel
guy,
and
so
you
know
he
kind
of
baited
us
to
say
no
and
I
was
happy
to
do
so,
but
in
retrospect
this
was
a
deal
that
was
made
in
order
to
facilitate
an
affordable
housing
project
and
I.
C
Think
the
city
has
to
be
good
with
its
word,
and
so
for
that
reason,
even
though
I'm
not
thrilled
about
a
digital
billboard
upgrade
I
do
think
it's
important
to
to
when
we
will
give
some
certainty
in
order
to
make
something
happen.
That
was
one
of
our
main
top
goals
in
the
city
that
we
follow
through
it.
That
so
I
will
change
my
vote
in
order
to
vote
for
this
today,
but
I,
don't
the
mone.
Anyone
who
doesn't
I
just
feel
like
we
need
to
move
forward.
L
L
Border
the
two
neighbor
and
EMA
has
expressed
a
sort
of
tolerance
for
this
very,
very
limited
application,
but
they
really
wanted
to
watch
to
make
sure
that
the
language
is
very
restrictive
in
terms
of
not
expanding
anything
beyond
exactly
what
we're
doing
and
I'm
convinced
that
that
is
what's
happening.
So
I'll
I'll
go
ahead
and
support
this,
but
I
I
want
to
sort
of
signal
in
the
process
of
doing
that
that
this
it
is
not
open
season
for
billboards.
L
A
Any
other
discussion,
so
councilmember
Schrader,
has
moved
communities.
Report
and
I
will
now
ask
the
clerk
to
call
the
roll
council.

The
third
item
is
the
also
a
politically
appointed
employee,
salary
schedule
being
referred
to
ways
and
means,
and
then
we
have
the
reappointments
of
the
director
of
regulatory
services,
the
health
commissioner,
director
and
the
director
of
civil
rights
that
are
being
referred
to
their
respective
committees
and
then
the
final
item
is
referral
the
ways
and
means
of
the
collective
bargaining
agreement
with
the
professional
employees
unit
I'll
go
ahead
and
move
the
committee's
report
and
stand
for
questions.
However,.
A
Will
add
myself
to
the
queue
and
just
note
that
in
committee
we
had
a
discussion,
we
opened
that
discussion
about
PTO
and
how
can
we
begin
to
really
incorporate
that
into
the
city's
benefits
packages
to
be
more
in
line
with
the
the
corporate
community
and
other
jurisdictions
that
do
honor
pay
time
off
as
opposed
to
vacation
and
sick
leave?
And
so
we
just
hope
that
that
conversation
continues
and
is
a
fairly
lively
discussion
in
executive
committee.
So
looking
forward
to
seeing
that
continue
to
move.
A
A
A
A
Seeing
none
those
notices
are
given
and
no
further
action
is
required.
Next
order
of
business
is
resolutions,
and
we
have
three
honorary
resolutions
today.
The
first
honoring
former
council
member
Paul
Zerby
and
the
second
one
is
recognizing
January
21st
2020
as
the
National
Day
of
racial
healing
in
the
city
of
Minneapolis,
and
the
third
resolution
is
honoring,
the
40th
anniversary
of
Macedonia
Baptist
Church.
Is
there
any
discussion
on
those
resolutions,
council,
member
Gordon?
Thank.
I
I
That
the
resolution
be
presented
at
the
memorial
service,
which
will
be
held
on
Saturday,
January,
25th
and
2:00
to
4:00
at
Walker
place,
but
I
thought
I
might
read
it
here
and
then
make
a
few
comments.
If
that's
all
right,
the
resolution
reads,
whereas
Paul's
are
be
a
longtime
resident
of
the
Prospect
Park
neighborhood
passed
away
on
Sunday,
January,
5th
2020,
following
many
years
of
extraordinary
leadership,
public
service
and
community
activism
and
whereas
Paul
sorry,
having
studied
and
graduated
from
the
University
of
Minnesota
in
1953,
went
on
to
serve
his
country.
I
Member
of
the
Prospect
Park
East
River
Road,
Improvement
Association
and
Prospect
Park
Association
and
whereas
Paul
surbhi
was
elected
to
the
City
Council
in
2001
and
represented
the
people
of
the
second
Ward
for
a
four-year
term,
from
2002
to
2005,
where
he
served
with
distinction.
As
a
member
of
several
committees
and
represented
the
City
Council
on
various
boards
and
commissions.
And
whereas
Paul
Zerby
served
as
an
appointee
to
the
Minneapolis
public
health
advisory
from
2006
to
2007,
including
serving
as
co-chair
in
2007.
I
He
was
proud
of
his
accomplishments
to
adopt
a
living
wage
ordinance
to
prohibit
indoor
smoking,
an
initiative
to
conduct
neighborhood
safety
sweeps
for
housing
violations
and
other
neighborhoods
new
in
neighborhoods,
near
the
University
of
Minnesota,
and
to
establish
and
improve
the
civilian
review
Authority
and
whereas
Paul
Zerby
is
survived
by
his
wife,
Elizabeth
sons,
Paul
Steven,
Matthew
and
daughter,
Anne,
brother
Michael
and
sister
Susan
and
grandchildren.
Mark
Sam,
Maria
and
Amy
and
Nikki
now,
therefore
be
resolved
that
the
mayor
and
the
City
Council
hereby
present.
I
I
Subsequently
he
didn't
run
again
and
I
ran,
and
so
then
I
got
serve
here
and
get
to
know
me
even
better
and
certainly
during
the
campaign
and
while
he
was
on
the
council,
I
got
to
know
him.
I
think
he
was
very
involved
and
engaged
I
actually
think
his
time
on
the
City
Council
was
one
of
the
favorite
parts
of
his
life,
so
I
understood
it
and
of
course
he
wanted
to
stay
involved.
So
he
got
involved
in
a
boarding
commission
and
and
followed
through
with
his
commitment.
So
he.
I
Great
life
and
I
know
that
councilmember
Goodman
also
served
with
him.
I,
don't
know
if
she
wants
to
say
say
anything
as
well,
but
I'd
like
to
give
her
some
time.
A
C
Thank
you
in
22
years
of
being
on
the
City
Council
I've
never
had
a
colleague
die,
so
this
is
the
first
time
and
all
of
these
years
that
anyone
that
I've
actually
served
with
has
passed
away.
So
it's
a
real
passing
to
me.
I
was
a
big
supporter
of
Paul
in
his
election
in
2001
as
council
member
Gordon
knows,
and
I
he
and
I
joke
about
whether
or
not
that
was
a
good
decision
for
me
or
not
in
the
end.
C
Paul
was
an
incredible
colleague
and
he
was
a
wonderful
council
member
and
it's
interesting
because
he
was
ahead
of
his
time
in
terms
of
progressive
ideology.
He
was
kind
of
the
Bernie
Sanders
of
the
City
Council
at
that
point
in
time,
when
everyone
thought
that
he
was
so
far
left
that
he
didn't
make
sense,
but
he
did
make
sense
because
he
was
representing
the
people
of
that
Ward
and
he
was
very
passionate
about
it
and
he
did
this
work
with
the
highest
level
of
integrity.
He
came
to
us
from
being
an
attorney.
C
He
could
have
probably
had
an
incredible
corporate
career.
Instead,
he
decided
to
go
into
public
interest
law
and
then
run
for
the
City
Council.
He
was
someone
who
cared
deeply
about
people
and
that's
why,
when
he
worked
on
the
living
wage
ordinance
well
before
a
minimum
wage
was
ever
a
thing
that
anyone
discussed.
He
described
that
as
his
crowning
achievement
and
I
believe
it
was.
C
He
cared
deeply
about
housing,
but
he
loved
his
Prospect
Park
neighborhood,
and
so
many
of
the
people
that
live
in
that
area-
and
he
was
just
an
incredible
colleague
in
later
years-
I
was
in
touch
with
him,
as
well
as
his
wife
and
his
son
who
lives
here,
and
he
went
on
to
do
incredible
things
like
write
a
book
and
serve
people
in
totally
different
ways.
I
know,
councilmember,
Gordon
and
I'll
have
the
opportunity
to
attend
his
memorial
service
together
and
I.
Just
you
know,
it
goes
without
saying.
C
A
Have
included
myself
on
speaker
management
and
I
sort
of
am
a
little
shy
to
say.
I
also
served
the
City
Council
as
a
policy
aide
during
councilmember
Derby's
time
on
the
council
and
I.
Would
echo
councilmember
Goodman
comments
that
he
was
very
progressive
in
his
ideologies
and
thinking
on
the
council?
A
He
likely
would
have
brought
forward
an
anti-war
resolution,
as
you
did
councilmember
Gordon,
because
and
I
know
that
to
be
true,
because
he
he
did
that
and
his
colleagues
at
the
time
did
not
necessarily
support
those
kinds
of
ideas,
but
but
he
consistently
and
persistently
brought
forward
progressive
ideals
that
I
think
have
translated
into
a
number
of
progressive
policies
that
we
now
enjoy
today
and
so
I
just
want
to
offer
my
condolences
to
the
family
and
again
honor
the
memory
of
councilmember
Zerby
as
well.
You
know
I
think
he
he
influenced
me
in
a
way.

the

Having
recently
celebrated
his
second
year
anniversary
with
his
wife
first

Juanita

and
whereas

both

and

Once

a

held
every

where

is
that
members
and
ministries
will

under
the
grace
and
mercy
of
God.
A
A
Is
there
any
discussion
on
these
resolutions
all
in
favor,
say
aye,
those
opposed,
say,
nay,
and
that
carries
on
those
resolutions
adopted?
We
next
have
unfinished
business
and
the
next
order
of
business.
We
do
have
a
consideration
of
several
rezoning
applications
and
an
alley
vacation
application
submitted
by
the
family
partnership.
A
A
D
A
B
A
Do
want
to
take
a
moment
to
acknowledge
the
passing
of
tommy
Thompson
on
January,
2nd
2020.
We
all
know
how
much
council
members
have
come
to
rely
on
our
city
coordinator
and
tommy
was
the
very
first
city
corner
coordinator
appointed
by
the
City
Council
prior
to
his
appointment.
The
coordinator
was
a
civil
service
position,
Tommy
served
as
city
coordinator
from
1967
to
1977
and
his
legacy
lives
on
a
many
of
downtown's,
most
well-known
spaces,
including
Orchestra
Hall
and
Nicollet
Mall
prior
to
serving
as
the
city
coordinator,
tommy
worked
in
the
public
works
department.
A
As
a
junior
engineer
in
the
water
department
and
assistant
traffic
engineer
and
eventually
city
engineer,
he
also
served
in
the
Navy
during
World
War
two
and
our
condolences
go
out
to
Tommy's.
Family
I
would
also
know
that
January
15th
was
the
actual
birthday
of
the
Reverend
dr.
Martin
Luther
King,
and
we
will
celebrate
that
birthday.
This
coming
Monday
and
just
want
to
acknowledge
his
contributions
to
the
United
States
of
America
and
to
the
world
through
his
visionary
leadership.
A
B
Vice
president
I'm,
sorry
I'm
so
sorry
to
interrupt.
Apologies
I
failed
to
script
this
up,
but
the
resolution
declaring
the
day
of
racial
healing.
We
were
hoping
to
read
that,
even
though
there
wasn't
a
formal
presentation
per
se,
we
were
hoping
to
bring
that
forward
and
have
that
resolution
read
and
I'm
happy
to
get
a
copy
of
that
for
you.
If,
if
need
be,
I
do
not
have
a
copy,
so
I
will.
A
A
A
A
And
whereas
children
have
the
right
to
be
provided
every
opportunity
to
learn,
grow
and
thrive
in
nurturing
environments
that
don't
violate
their
safety,
dignity
and
humanity.
And
whereas
every
single
person
has
the
capability
to
make
a
simple
change
within
themselves.
That
can
have
a
profound
effect
on
the
entire
society.
A
Now,
therefore,
be
resolved
by
the
City
Council
of
the
city
of
Minneapolis
that
the
mayor
and
city
council
do
hereby
honor
and
recognize
January
21st
2020
as
the
National
Day
of
racial
healing.
And
to
that
end,
we
will
have
events
here
at
City,
Hall
on
Tuesday
January
24th,
as
well
as
an
event
in
the
community
I
believe
at
jetson,
Memorial
Church
that
that
evening
or
that
afternoon,
at
4:00
p.m.
and
we
invite
the
public
to
join
in
in
honoring
and
acknowledging
and
celebrating
the
National
Day
of
racial
healing.
Thank
you,
mr.
