Minneapolis Public Safety & Emergency Management Committee Meeting

welcome
to
our
regularly
scheduled
public
safety
and
emergency
management
committee.
Today
is
Wednesday
February,
5th,
2020
and
I
am
joined
by
counsel,
immers,
Jeremiah,
Ellison,
councilmember,
Steve,
Fletcher
and
council
member
lenay
Palmisano
I'm
councilmember,
Alondra,
Cano
and
I'm
the
chair
of
this
committee
and
together
we
are
a
quorum.
Therefore,
we
can
conduct
the
business
before
us
today.
We
have
six
items
coming
to
our
committee
item
number.
One
is
a
receiving
file
of
public
comment
relating
to
public
safety
issues.

have
items
two
three
and
four
five
and
six
on
the
consent
agenda
agenda.
So
this
will
be
a
very
short
meeting.
However,
item
number
two:
we
will
go
ahead
and
move
to
refer
to
staff,
so
they
can
continue
working
on
that
item
and
bring
it
back
to
us
when
it's
ready.

a
speech
every
day.
The
United
States
Senate
was
in
session,
urging
the
body
to
ratify
the
Genocide
Convention
I
assume
it

not
the
same
speech,

at
the
sentencing
of
Muhammad

killing

Justin

judge
Katherine,
Quentin's
related
the
questions
the
jurors
told
her
they
had.

Regarding
that
entire
situation,
I
sent
you
those
questions.
After
repeating
what
she
heard
from
the
jurors,
the
judge
said,
and
I
quote,
a
large
amount
of
taxpayer
dollars
will
go
to
Australia,
but
Minneapolis
residents
await
the
promised
transformation
and
the
questions
of
the
jurors
remain
unanswered.
What
has
changed?
What
will
change
so
this
has
not
happened
again.
How
does
the
department
address
officer
safety
without
jeopardizing
Public
Safety,
the
jurors
and
the
people
of
Minneapolis
need
to
deserve
answers?
Unquote.
That
was
eight
months
ago.

ago,
I
checked
with
someone
who
has
been
working
with
the
community
group
that
arose
in
most
mistrust
checks
neighborhood
after
the
shooting
and
I
asked
if
they
had
received
any
answers.
The
reply
was,
and
I
quote,
to
my
knowledge,
there
has
been
no
comprehensive
report
out
from
the
city
or
county
attorney's
office
on
the
policy
failures
from
this
incident.
We
frequently
reiterate
to
the
City
Council
and
the
police
department,
our
desire
for
such
a
report
to
be
generated
as
we
believe
this
is
the
only
way
to
achieve
the
transformational
change.

family
spoke
of
so
that
group
hasn't
heard
any
answers.

the
mutual
non-disclosure
agreement
with
the
University
of
Pennsylvania
Law
School,
the
Hennepin
County
Attorney's,
Office
and
Hennepin
emergency
medical
services
for
participation
in
the
Minneapolis
Sentinel
event
review
program.

go
ahead
and
approve
items,

and

which
are
on
consent
and
those
are
a
contract
with
logis
for
workforce
directors
systems,
a
contract
with
downtown
Improvement
District
for
the
Minneapolis
down
Improvement
Districts
summer
police
and
police
reserve
program
a
reappointment.
This
is
actually
setting
a
public
hearing
for
February
19th
2020
to
consider
the
reappointment
of
mr.
Barrett
lane
to
the
appointed
position
of
the
director
of
emergency
management
for
a
two-year
term,
beginning
January,
2nd
of
I
believe
2020,
2020,
okay
and
then.

last
item
is
a
passage
of
a
resolution
accepting
a
gift
from
the
Minneapolis
Police
k-9
foundation
for
equipment,
k9
training
and
travel
related
costs.
