items

both

which
are
slated
for
public
hearings.
These
public
hearings
were
scheduled
and
noticed
in
late
july
prior
to
the
council's
restructure
in
late
august,
which
is
the
reason
that
we're
meeting
today
in
an
adjourned
meeting
the
first
hearing
is
related
to
the
2021
proposed
service
services
and
service
charges
for
the
downtown
business
improvement
special
service
district,
and
we
will
begin
with
a
staff
presentation
from
brett
jelly
from
public
works
department.

the
proposed
2021
service
charges
are
seven
million,
two
hundred
and
ninety
five
thousand
seven
hundred
and
sixty
four
dollars.
This
represents
an
essentially
flat
budget
when
compared
to
2020
and
with
the
use
of
reserves,
there
will
be
a
5.25
reduction
in
the
service
charge
assessments
to
properties
in
the
district,
and
with
that
I
would
like
to
introduce
steve
kramer.
The
president
and
ceo
of
the
minneapolis
downtown
council
and
the
minneapolis
downtown
improvement
district
to
give
some
highlights
of
their
2020
service.

We
have
provided
a
consistent
presence
downtown
even
after
the
initial
stay-at-home
order
was
issued
in
mid-march
service
levels
for
did
were
reduced
initially,
but
over
the
summer
came
back
up
to
near-normal
hours
of
operation
coverage.
Today,
all
functions
of
the
idea
are
being
performed,
although
some
street
activation
is
a
good
example,
have
been
modified
to
fit
the
public
health
conditions
that
we
all
face.
As
an
example,
live
street
show,
performances
at
iconic
locations
throughout
downtown
have
been
filmed
and
then
presented
virtually
and
another
example.

overall,
despite
covid
and
two
periods
of
unrest,
dt
did
has
maintained
a
steady
presence
and
offered
a
semblance
of
normalcy
during
a
decidedly
unnormal
time
along
the
way.
Given
the
impact
on
did
operations
of
these
two
major
influences,
we
have
saved
money
this
year
and
recognizing
the
economic
hardship.
This
period
of
time
is
causing
for
commercial
property
owners.

2020
compared
to
2021,
but
with
this
proposed
budget
did
will
continue
to
present
a
full
service
program
in
the
district
focused
on
our
mission
of
promoting
a
clean,
green,
safe
and
active
downtown.
We
firmly
believe
ddid
can

an
important
part
of
the
recovery
of
the
downtown
economy
starting
next
year,
which
in
turn
will
help
stabilize
overall
city
finances.

partnerships

many
departments

city
government

the
working
relationship

support
from
the
mayor
and
city

district

support

proposed
did
2021
operating
plan
and
budget.

organizations
and
businesses
that
I
represent
constitute
two
of
the
most
rapidly
growing
edges
of
downtown,
both
from
business
and
residential
perspectives
and
as
such,
and
with
several
hundred
businesses
and
property
owners
in
mind.
We're
very
concerned
about
remaining
intentional.
In
the
way
our
pedestrians
right-of-way
is
kept
clean,
safe
and
green,
framed
by
the
programming
that
did
provides
engaging
workforce
residents
and
visitors.

two
organizations
I
represent
today
have
submitted
letters
of
support
in
connection
with
the
hearing,
because
we
believe
the
did
provides
critical
services
for
business
vitality
and
a
clear-minded
strategy
on
a
number
of
matters
that
have
proven
indispensable
include
collaborating
with
multiple
organizations
on
annual
objectives,
innovative
activations,
tracking
property
conditions,
public
realm
key
safety
initiatives,
including
those
who
face
homelessness
and
then
coordinating
public
safety
concerns
with
law
enforcement.

close
basis

downtown

good

helping

solve

safety
communication
center
housed
out
of
here
working
with
the
safety
ambassadors,
helping
us
coordinate
with
all
sorts
of
different
outreach
to
include
mad
dads
ycb
different
homeless
outreach.

that
shane
has
been
instrumental.
It's
been
a
very
very
rough
year
in
coordinating
our
virtual
safety
meetings
that
we're
holding
bi-weekly
we've
had
as
many
as
300
folks
from
downtown
business
owners
leaders
involved
in
those
meetings.
So
it's
it's
nice
to
get
feedback
and
also
be
able
to
help
problem
solve
and
and
let
them
know
where
we're
at
with
issues.
So
it
helps
us
with
accurate,
timely
information
sharing
and
we're
able
to
problem
solve
together.

whole
host

other
resources
that
they
help
bring
to
bear

help
us
with
all
sorts
of
public
safety
issues,

support
the
did's
2021
operating
plan

When
I
testified
last
year,
I
posed
the
question
before
all
of
you.

it
be
like
if
we
didn't
have
a
did

all

services
that
they
provide
and
quickly
everyone
realized
that
we
would
be
in
a
different
type
of
environment
with
not
as
clean
downtown,
not
as
safe
in
many
regards,

services

they
provide?

are
many
cities
that
are
looking
to
have
a
downtown
improvement
districts.

a
role

certainly

they
have
helped
in
all
of
our
property
managers
and
owners
that
they
know
that
there

people
on
the
street
taking
care
of

lot
of
services
who
were
the
first
ones
that
were
on
the
street
after
we've.

recent
rise

the
ambassadors
and
the

crew
to
help
clean
up

get
business
back

a

district
allows
property
owners

a
commercial
area
to
collectively
impose
service
charges
on
themselves
each
year
to
create
a
pool
of
funds.

the
50th
in
france,
54th
and
lindale
bloomington
lake
chicago
lake,
east
lake,
lindell
lake

west
broadway
improvement.
Special
service
districts
are
all
seeking
approval
of
their
2021
proposed
services
and
service
charges.
These
districts
are
referred
to
as
428
a
districts.
The
428-a
refers
to
the
minnesota
statute,
which
grants
municipalities
the
authority
to
establish
special
service
districts
by
local
ordinance.

All
the
special
service
districts
before
you
today
were
established
under
state
statute
for
28a,
and
just
a
quick
note
at
the
october
7th
transportation
and
public
works
committee
will
be
before
you
again
to
present
the
2021
budgets
for
our
refer
to
our
what
we
refer
to
as
our
legacy
districts
and
those
all
predate
the
428
a
statute
all
right
back
to
the
task
at
hand.
Over
this
summer,
public
works
staff
worked
with
each
district's
advisory
board
to
recommend
the
services,
prepare
estimated
budgets
and
review
their
assessment
methodologies
for
the
coming
year.

Staff
therefore
recommends
passage
of
the
resolution
approving
the
2021
operating
plan
and
budgets,
special
services
cost
estimates,
service
charges
and
the
list
of
service
charges
for
the
coming
year
for
the
50th

france,

east
lake,
lindell
lake
and
west
broadway
improvement
special
service
districts
and
directing
the
department

public
work

the

the
combined
budget

estimate

these
districts
accounts
for
over
seven
hundred
thousand
dollars
in
private
investment
within
the
minneapolis
public
right-of-way.

problem

properties
are
changing
all
of
the
time.

development
and

lot

purchasing
of
properties
that
occurs
all
the
time.
If
a
non-profit
purchases
a
for-profit,
a
parcel
for

a
pro
for-profit
entity,
they
frequently
pay,
they
will
pay
taxes
for
one
year
on
that
and
on
that
parcel
because
of
the
delay
in
the
the
reading
of
the
assessors,
it's
just
a
gap
that
appears
in
in
the
time
frame
in
updating
the
records,
and
this
has
been
codified
in
state
statute
and
codified
in
ordinances.

Similarly,
if
a
for
profit
purchases
a
parcel
from
a
nonprofit,
they
get
a
tax
break
for
a
year
and
it
it's
kind
of
something
that,
unfortunately,
these
things
happen
from
time
to
time.

time
they
change

development,

how

we
do
those
calculations?

do
we

the?

have

certainty

how

districts

certainty

difficulties

would
impact
the
special
service
districts
than
I

can

legal
mechanisms,
but
I'm
not
as
capable

how
this
would
impact
the
special
service
districts
themselves
as
some
of
our
more
capable
staff.

on
the
the
letters
of
objection,
there
was
a
legal
component
too,
so
we
appreciate
you
addressing
that,
based
on
the
council's
line
of
questioning
now
with
the
calculation
of
the
service
charges.

think
we
can.

You

succinctly
spell
this
out
for
members,
and
I
do
have
some
talking
points
with
regards
to
the
to
the
three
properties
and
then
well
can
also
defer
to
our
consultant
michael
mclaughlin,
too,
to
provide
further
context
who
we
work
very
closely
with
with
service
districts.
So
again
in
anticipation
in
working
with
mr
min,
with
his
line
of
questioning
I'll
address
the
two
lindell
lake
parcels
first.
So
this
is
with
regards
to
the
510
west
lake
street
parcel
for
the
purposes
of
the
2021
tax
year.

It
is
understood
that
this
parcel
is
in
the
process
of
being
redeveloped
and
will
eventually
transition
to
a
different
use.
As
as
jocelyn
had
stated,
special
service
district
service
charges
in
future
years
will
reflect
reflect
any
changes
in
use
once
those
charges
have
been
certified
by
the
city
assessor's
office.
So
I
hope
that
provides
some
clarity
for
that
particular
property
for
the
414
west
lake
street
parcel
similar.
But
there
are
some
nuances.

This
parcel
is
a
mixed-use
property
with
both
commercial
and
residential
uses.
The
commercial
portion
of
the
parcel
is
chargeable
for
ssd
purposes.
Ssd
is
short
for
special
service
districts.
Nothing
in
minnesota
statute.
428-A
requires
that
the
city
utilize
building
square
footage
when
prorating
special
service
district
service
charges
among
commercial
and
non-commercial
uses
in
a
mixed-use
property.
That's
an
important
statement.

So
with
that
succinctly,
I
think
gets
to
why
we
are
confident
with
the
charges
brought
forth
for
these
properties
at
this
time.
We
can
dig
into
that
further
if
that's
not
deemed
satisfactory,
but
I'll
pause
there
to
see.
If
the
council
has
any
further
questions.

is
residential
and
commercial.
We
don't
charge
them
in
the
did
special
service
district.

was
just
passed
right
before
us,
so
apparently
we

a
different
standard.

concern

one
where
I'm
more
concerned
about
treating
them
differently
than
other
properties.
The
affordable
one
is
where
I
really
have
an
objection,
because
again
we're
paying
for
that.

thought
we
had
a
public
hearing,
so
people
could
come
and
object,
so
we
could
address
their
objections
and
instead
it's
like.
We
have
a
public
hearing,
so
people
can
come
and
object
and
we'll
be
really
defensive
about
why
they're
objecting
and
then
we'll
just
pass
it
anyway.
That's
what
it
feels
like,
but
again
I
haven't
served
on
this
committee,
so
maybe
this
is
always
how
it
works
and
I
you
got
lucky.
I
was

today.

What
we're
saying
in
this
setting
today
is
that,
because
of
the
annual
cycle
of
the
special
service
district
program,
which
means
working
with
the
special
service
district
on
the
charges
that
they
would
like
to
approve
the
board,
approves
it,
we
get
it
ready
for
this
public
hearing.
It
comes
to
the
public
hearing
and
eventually,
after
about
a
year's
worth
of
work
in
late
fall,
we
gather
up
all
this
information
for
all
the
assessments
across
the
city,
including
the
special
service
districts
for
submittal
to
the
county's
tax
roll.

It
takes
all
year
to
go
through
that
single
process.
What
our
attorney
has
advised
us
and
has
tried
to
explain
and
has
also
reinforced
by
andy
carlson,
is
that
we
don't
have
the
capacity.
Nor
do
we
have
confidence
that
if
we
begin
making
mid-year
adjustments
to
the
hundreds
of
properties
that
we
assess
that
we
will
be
able
to
do
it
accurately
and
correctly.

rigor

how
we
address
this

of
the
legal
shortcomings
and
how
we
apply

program

our
