agenda
for
today's
meeting
is
before
us.
We
have
one
item
which
relates
to
a
wage
freeze
for
appointed
non-represented
and
politically
appointed
employee
groups
and
I'll
invite
Brenda
Miller
from
the
human
resources
department
to
give
that
presentation.

the
committee
I'm
Brenda
Miller,
the
HR
compensation
and
classification
manager
for
the
city
of
Minneapolis
I'm,
requesting
approval
to
forward
an
action
to
City
Council
that
would
freeze
salaries
between
April,
29,
2020
and
December
31st
of
2021
for
appointed
non-represented
and
politically
appointed
employees.
This
would
increase
include
increases
due
to
step
movement,
longevity
pay,
promotions,
transfers,
reclassifications
and
across-the-board
increases,
sometimes
known
as
Cola.
The
cost
savings
for
the
year
2020
would
be
about
a
hundred
and
seventy
one
hundred
and
seventy
two
thousand
dollars
for
2021.

more

a
procedural

Perhaps,
but
maybe
miss
Miller
can
answer
this.
If
we
approve
this
item
today
and
our
financial
trajectory
changes
in
some
way,
let's
say
we
rebound
with
our
financials
or
something
like
that.
This
action
we're
taking
today
says
that
it
would
be
through
December,
31st
2021,
but
could
this
committee,
and
could
the
council
take
action
before
then
to
reinstate
if
our
financials
indicate
and
if
we
decide
that
that's
the
right
thing
to
do
it.

go
ahead
and
move
this
item
forward.
It'll
be
the
approval
of
item
number
one.

there's
that
there's
a
reason
in
doing
this.
Obviously,
at
this
point
this
is
this
is
one
of
those
issues
where
it's
a
perhaps
a
painful
decision,
but
not
a
very
difficult
one.

is
one
of
the
the
steps
along
with
ceasing
of
an
additional
non
covin
related
contracting.
We've
stopped
larger
purchases,
we've
stopped
travel
and
food
purchases,
and
so
this
was
really
the
next
item
on
the
docket,
allowing
us
to
have
significant
cost
savings
and
and
it's
necessary
and
although
I
think
worth
the
first
city
to
go
down
this
route.

think
we'll
look
back
at
this
time
and
and
understand
it
to
be
the
right,
though,
council,
member
Johnson,

appreciate
you
bringing
us
forward.
This
is
obviously
something
none
of
us
wants
to
do,
but
it
is
something
being
done
in
order
to
prevent
job
losses
later
and
so
appreciate
it.
It's
a
difficult
move
and
I
know
it's
gonna
disappoint,
folks,
who
were
looking
forward
to
a
step
increase
and
such,
but
we
hopefully
can
get
them
back
on
a
path
sooner
than
later
by
taking
measures
now.

I,
agree
and
I
think
that
this
is
a
very
prudent
step
to
take
as
we
work
to
try
to
save
jobs
in
the
long
run
and
I
hope
that,
as
we
approach
our
bargaining
units
that
we
can
do
that,
you
know
in
that
collaborative
spirit
of
understanding
the
economic
realities
that
are
facing
our
city,
not
just
in
the
short-term
but
likely
in
the
you
know
a
little
bit
longer
term
here
and
plan
together
for
that
goal
of
job
retention
and
supporting
all
of
our
employees
through
this
as
much
as
we
can.

you
know
within
that
framework
of
of
a
very
changed
budget
from
the
last
time
that
each
of
these
contracts
was
negotiated
so
appreciate
this
move
here
today
and
I'm
hopeful
that
we
will
be
able
to
come
to
an
agreement
with
each
of
our
bargaining
units.
That's
fair
to
all
of
the
employees.
That
also
sets
us
up
for
that
success,
of
retaining
as
much
of
our
workforce
as
we
can
to
what's
likely
to
be
a
time
frame,
an
unknown
timeframe
of
economic
hardship,
correct.

A
council
vice-president,
we
have
had
significant
philanthropic
contributions
to
the
Cova
19
related
effort
as
to
whether
there
have
been
specific
contributions
to
the
city.
I,
don't
believe
so.
Outside
of
grants
received
that
the
council
has
obviously
seen
we
are
in
actually
the
very
short
term
getting
set
up
with
an
ability
to
contribute
to
the
gap
funding
package
and
that
actually
should
be
up
in
the
next
couple
of
days.
If
not
today
and.
G
It
will
be
important
for
us
to
look
at
also
what
additional
savings
we
might
be
getting
by
not
hiring
new
folks,
but
one
thing
that
occurred
to
me
is:
maybe
we
as
an
Executive
Committee
need
to
get
together
and
get
a
better
look
at
what
contracts
are
open
right
now
and
what
direction
we
can
give
our
staff
on
those,
because
I
know
that
we
have
some
things
that
are
in
negotiations
presently
and
we
at
least
as
an
Executive
Committee,
could
give
some
clear
direction
there
I
think
everybody's
gonna
be
picking
up.

direction
is
not
to
give
raises,
but
we'll
see
and
then
I
understand
there.
It
would
also
be
helpful
to
me
to
look
at
what
argument
labor
groups
were
going
back
in
and
trying
to
renegotiate
some
temporary
terms
with
the
current
existing
contracts.
If
that
makes
sense,
so
hopefully
we
can
get
that
plan
for
the
future,
maybe
at
a
closed
meeting.
