avenue
reconstruction
project.
Today's
item
is
project
approval
assessment
and
areaway
abandonment.
Additional
information
is
going
to
be
presented
by
albel
mahari,
an
engineer
in
transportation,
engineering
and
design.

total
project
cost
is
four
million.
Five
hundred

thousand

total
street
reconstruction
assessment
is

dollars

based
on
the
2021,
uniform
assessment
rate
and
influence
area
method,
sixty-six
cents
square
foot
for
non-residential
and
eight

cents

square
foot
for
residential.

city
council,

not

forget
the
good
work
that
we're
doing
as
we

this
most
challenging
year
of
2020
and
to
as
we're
working
through
the
challenges
of
2020,
be
mindful
of
the
bright
points
in
our
work
and
be
mindful
that
we
should
bring
them
to
you
so
that
you
can
see
your
work
in
it
too.

very
pleased
to
share
with
you
that
one
of
our
projects
has
been
selected
by
the
american
public
works
association
as
the
project
of
the
year
for
2020
a
national
project
of
the
year
for
2020..
It's
really
just
a
handful
of
projects
around
the
country
that
are
awarded
this
broken
into
numerous
categories.

I
want
to
note
that
this
very
very
special
project,
the
north
loop
paving
project,
is
really
significant
and
something
that
we
wanted
to
just
highlight
as
we're
kind
of
closing
out
2020,
because
it
has
such
a
long
history
and
it
has
such
a
long
history
of
really
good
city
work
across
multiple
departments
and
together
with
the
council,
and
it
began
a
long
time
ago
with
in
2011,
when
cped
proposed
a
heritage
streets
plan
for
the
north
loop
neighborhood.

When
we
look
to
street
reconstruction
projects,
we
then
funded
the
northwood,
paving
reconstruction
through
our
20-year
streets
funding
plan,
which
was
adopted
by
by
the
council
approximately
four
years
ago,
five
years
ago,
four
years
ago,
I
am
losing
count
and
it's
all
of
this
cumulative
work
over
several
years.
That
leads
to
such
an
outstanding
project
and
this
project
is
outstanding.

Not
the
least
of
the
reasons
is
for
the
staff,
who
really
led
this
work
and
work
together
with
the
neighborhood
in
the
community.
For
a
very
successful
outcome,
so
I
know
it's
a
little
bit.
I
know
I
would
feel
a
little
bit
awkward
where
I
to
be
presenting
my
own
working
award,
but
I
have
asked
adam
hayo
a
project
engineer
with
transportation,
engineering
and
design
to
just
walk
through
a
couple
of
slides.

we

meeting
in
person,
we
would
have
brought
the
award
in
to
the
chambers
and
showed
it
to
you
and
celebrated
together
we're
going
to
do
our
best
digitally.

with
that

want
to
just
congratulate
the
whole
team

worked
on
this
project.

work
is
so
deserving
of
this
award
and
I
I
just
want
to
just
note
that
the
city
together,
including
transportation
and
public
works
and
multiple
actions
taken
over
multiple
years,
can
also
celebrate
with
us
in
this
success.

I'll
do
a
very
brief
project
overview
in
2019,
the
city
substantially
completed
reconstructing
five
streets
in
the
north
loop
neighborhood,
those
street
segments
were
3rd
street
north
5th
avenue,
north
7th
avenue
north
8th
avenue,
north
and
9th
avenue
north
a
total
of
0.9
miles
of
reconstruction
improvements,
included,
new
sidewalks
ada
compliant
ramps,
intersection,
bump
outs,
boulevards
with
planted
trees,
new
pavement,
new
curving
gutter,
pedestrian
lighting
and,
finally,
utility
improvements.

start
off
by
saying
we
had
a
team
of
talented
and
dedicated
folks
that
contribute
to
the
success
of
the
project,
which
led
us
to
being
recognized
on
the
national
stage.
These
team
members
include
forest
hardy
city,
minneapolis,
planner,
myself,
adam
hayo,
tyler
mcleat
from
santa
consulting.
He
was
our
chief
design,
engineer,
stephanie,
mullenberg
city,
minneapolis,
construction,
engineer,
john
benjamin
city
of
minneapolis,
chief
field
inspector
and
meyer
construction.

They
were
our
general
contractor
on
the
project
and
I'd
like
to
also
recognize
all
the
folks
that
work
behind
the
scenes
to
deliver
this
project
during
the
planning,
design
and
construction
stages.

great
work
to
you
next

I
want
to
highlight
several
unique
aspects
of
this
project:
the
project,
salvage
and
reuse
historic
papers,
as
well
as
original
granite.

The
enhanced
pedestrian
round
includes
all
ada
accessible
crossings,
as
well
as
sidewalk
widths
that
exceed
10
feet.
We
added
an
on-street
bike
lane
on
the
west
side
of
5th
avenue,
north
and
finally
tree
planting
areas
were
installed.
These
planting
areas
included
over
120
new
trees
to
provide
green
infrastructure
storm
water
management
facilities.

past
summer,
the
norfolk
paving
reconstruction
project
was
selected
as
one
of
american
public
works
association's
projects
of
the
year
for
2020..
As
robert
mentioned,
this
particular
national
award
was
selected
under
the
historic
restoration,
slash
preservation
under
25
million
category
in
a
normal
year.
You
know,
selected
members
of
the
project
team
would
attend
the
national
conference
to
accept
this
prestigious
award,
but
with
the
curtin
copa
19
health
crisis.
The
conference
was
cancelled,
so
we're
here
today
to
recognize
this
great
achievement.

This
award
highlights
the
success
of
the
north
loop
reconstruction,
project's,
careful
planning,
thoughtful
involvement
of
all
stakeholders
and
a
truly
dedicated
vision
of
preserving
historic
elements
while
enhancing
multi-modal
safety
and
adding
modern
amenities.
This
project
was
also
completed
on
time
and
on
budget,
and
with
that
I'll
conclude
my
presentation
with
some
nice
photos

you

ceremony
last
year
at
the
end

project

we
have
a
lot
of
happy
faces
and
with

thank

This
is
so
cool
to
see
this
work
being
recognized,
because
I
think
it's
certainly
recognized
by
all
of
the
stakeholders
in
this
neighborhood
and
it's
invalidating
to
see
national
organizations
sharing
our
real
admiration
for
this
project.
I
I
think
this
is
this
is
so
special
and
it's
such
a
success,
because
this
is
a
an
area
that
has
gone
through
a
real
transformation
and
has
done
some
very
intentional
place,
making
work
to
create
a
sense
of
place
for
itself
and
the
way
public
works
came
in
and
designed
in
alignment
with
and
in
in
in
sync,
with
that
sense
of
place
and
place
making
to
really
enhance
the
public
realm.
All
throughout
this
space
I
mean
these
were
roads
that
were
designed
for
an
incredibly
different
purpose.
I
At
a
time
when
this
was
an
industrial
area
that
was
not
envisioned
to
be
a
place
for
pedestrians,
it
was
not
envisioned
to
be
a
place
for
anything
really
except
large
trucks,
doing
the
industrial
work
of
the
city,
and
so
I
I
think,
the
the
ability
to
just
really
look
around
at
what
people
were
working
on
to
recognize.
I
All
of
the
really
terrific
work
that
folks
in
the
neighborhood
had
done
to
to
assert
that
trees
should
be
part
of
the
design
and
should
be
part
of
the
neighborhood
that
all
of
all
of
the
various
greening
efforts
and
and
pedestrian
friendly
efforts
that
went
into
this
and
to
design
something
that
that's
just
so
supportive
of
that
and
adds
to
it
and
adds
up
to
from
than
some
of
the
parts.
And
it's
this
really
is.
If
you
haven't
been
over
there,
it
it's
transformative
to
the
neighborhood
it.
I
It
feels
so
good
to
walk
around
that
area.
And
you
know
people
really
appreciate
the
work
so
to
adam
hayo
and
stephanie
momberg
and
director
hutcheson
and
everybody
who's
been
involved
in
this.
I
remember
forrest
hardy
being
at
neighborhood
meetings.
When
I
first
came
on
the
council,
this
is
something
we've
been
working
on
the
whole
term,
and
even
before
that,
it's
it's
been
really
exciting
to
see
this
come
to
fruition,
and
I
I'm
glad
to
see
you
getting
well
learned
recognition.

echo

really
appreciate
public
works
coming
in-

share
this
great
news

us

also
a
little
bit

the
history

happened

really

us,

public
investment
to
help
leverage
a
really
major
transformation
in
that
part

the
city
really
significant,

it

long
time

get

planned

remember

those
conversations

of
the
discussions

the
goal
setting

we

was
really
important

make

investment,
and

I'd

a
north
prospect
park
and
ward
two
over
in
tower
side
and
replicate
this
great
work
and
we
can
see
another
award.

truly
impressive

the
team
that
worked
on
it
all
the
thanksgiving
and
recognition
for
that
work
is,
is
quite

just

ability

policymakers
and

something
different
and
do
it
well
and
to
create
the
whole
framework
that
would
allow
for
that
to
happen
in
addition
to
the
work
that
subsequently
took
place

accomplished

implemented

done

it

does
show
the
whole

whole
life
of
policy
creation
to
project
implementation
really
is
captured
in

this
