men
and
for
all
people
of
color,
we
have
witnessed
beautiful,
peaceful
protests
of
thousands
of
people
at
the
time.
There's
been
riots,
riots
and
acts
of
violence,
destruction
and
arson
throughout
our
communities,
destroying
businesses
that
serve
our
residents.

It
upsets
me
that
some
people
were
not
participating
here
for
George
Floyd
or
for
justice,
but
for
their
own
agenda
and
destruction
of
our
communities.
I
would
like
to
acknowledge
this
painful
time
tonight.
I
want
to
share
some
facts
about
what
transpired
around
the
incident
of
one
of
our
Park
Police
officers
and
the
involvement
I
would
like
to
state
that
this
is
really
an
active
and
ongoing
criminal
investigation
and
I
will
try
to
be
as
candid
and
as
transparent
as
possible
without
jeopardizing
the
investigation.

I
will
give
an
update
on
our
response
to
the
incident,
and
then
I
will
turn
over
to
chief
Ohio
for
an
update
on
the
steps
that
we've
taken
to
be
transparent
about
our
officer.
There
is
a
public
video
of
our
APD
officer
of
an
MPD
officer
killing
mr.
Floyd,
and
the
video
is
showing
that
there
were
three
other
officers
from
the
Minneapolis
two
people
of
Police
Department
at
the
scene.

He
was
monitoring
a
vehicle
and
two
individuals
being
detained
by
MPD,
as
can
be
seen
from
the
body.
Cam
footage
that
was
made
public
park
vehicles
and
moving
traffic
prevented
our
police
officer
from
directly
seeing
what
the
former
MPD
officers
were
doing
to
mr.
Floyd.
In
the
days
following
the
killing
of
mr.
Floyd,
there
was
civil
unrest
throughout
the
city
because
of
the
unpredictability
of
where
the
riots
and
the
destruction
would
occur.
We
took
several
actions
for
the
safety
and
well-being
willwill
being
of
our
employees
and
community
and
we'll
walk
through
a
few
of
those.

We
modified
the
hours
of
our
frontline
frontline
recreation
and
maintenance
employees,
so
they
can
finish
their
workday.
By
early
afternoon
we
turned
our
athletic
field
lights
on
for
almost
40
neighborhood
to
light
up
the
night
and
light
up
the
parks
and
the
neighborhoods
to
prevent
these
sites
from
being
used
as
staging
areas
for
groups
riding
or
planning
destruction
in
our
communities.

Our
Vegas
crews
worked
hard
to
remove
and
cover
up
graffiti,
particularly
our
particularly
offensive
graffiti,
aimed
at
our
own
communities
of
color,
and
we've
been
working
diligently
every
day
to
clean
up
litter
and
debris
at
our
parks
and
I
run
our
community.
Throughout
the
coming
day,
staff
will
be
identifying
ways
that
NPR
B
can
contribute
to
the
needs
of
the
community.
So
far
we
are
volunteering
at
food
distribution
sites
and
we've
been
supporting
nonprofit
organizations
by
providing
safe
storage
spaces
for
range
of
donated
foods,
essentials
and
household
supplies.

moving
forward,
the
Minneapolis,
Park
and
Recreation
Board
needs
to
continue
the
important
work
that
we've
done
in
advancing
racial
equity.
There
is
much
more
work
that
is
needed
locally
and
across
the
nation
to
confront
racism
and
human
oppression.

continue
to
work
with
staff
with
you,
our
commissioners
and
community
and
partners
to
advance
our
mission.

Watching
the
video
of
mr.
Floyd
begged
for
help
as
a
Minneapolis
police
officer
continued
to
apply
force
to
his
neck
is
sickening.
Police
brutality
fundamentally
undermines
public
trust
and
it
erodes
justice
on
May
25th.
A
park
police
officer
responded
to
the
MPD
call
in
which
now
former
MPD
officer
caused
George
Boyd's
death.
Our
officer
was
responding
to
a
request
for
backup,
while
the
MPD
officers
were
with
mr.
Floyd,
our
officer
was
guarding
an
involved
parked
vehicle
and
monitoring
to
people
with,
and
passengers
in
the
car.

The
park
officer
was
about
120
feet
away
and
could
not
see
the
aggression
that
MPD
was
having
mr.
Floyd
our
officers.
Body
camera
was
activated
during
the
call.
The
publicly
available
cell
phone
video
never
depict
the
park
police
officer
again.
He
was
a
hundred
and
twenty
feet
from
the
scene
and
his
view
was
blocked
by
parked
cars
and
moving
traffic
in
response
to
harmful
rumors
and
inaccurate
conjecture.

The
criminal
investigation
into
the
homicide
of
George
Floyd
is
being
conducted
by
outside
agencies,
the
Minnesota
Bureau
of
Criminal
Apprehension
and
the
United
States
Department
of
Justice,
as
this
investigation
is
pending,
I
cannot
comment
further
or
in
detail.
Comma
date
by
me,
publicly
could
and
very
likely
would
hinder
or
undermine
the
successful
prosecution
of
any
criminal
case.
Publicly
commenting
or
opining
could
prevent
justice
for
George
Floyd.

Finally,
over
the
past
week,
I
have
been
in
constant
contact
with
superintendent
Fangoria
and
his
executive
team.
Our
police
officers
have
been
dedicated
to
ensuring
ongoing
response
to
emergency
situation
in
the
park
system,
protecting
the
park
board's,
critical
infrastructure
and
equipment
and
I
have
been
assisting
in
overall
system
coordination.

need

wage
freeze
conversation

seen

I'm
providing
the
chart
for
our
coded
financial
curve,
which
is
going
to
be
bringing
us
into
the
2021
budget
conversation
just
as
a
reminder.

This
board
adopted
a
2020
budget
framework
as
a
response
to
the
financial
impact
of
kovat
19,
all
of
stage
1
and
all
of
stage
2
have
been
considered
and
enacted
by
the
superintendent
or
the
board
and
or
this
board,
except
for
the
wage
freeze.
As
a
reminder,
our
financial
presentation
at
the
last
board
meeting
outlines
our
projected
year-end
balance
due
to
the
impacts
of
kovat
19
is
still
estimating
that
we
will
be
losing
approximately
3.3
million
dollars.

That's
an
improvement
over
the
5.1
million
dollars
with
all
of
their
items
that
we
have
been
able
to
put
in
place
to
to
reduce
expenses
or
start
to
reflect
additional
revenue.
So
again,
as
a
reminder,
we
had
four
point
three
million
dollars
of
an
audited
son
balance.
This
board
chose
to
return
an
additional
three
hundred
and
ninety
two
thousand
to
that
unbalanced,
which
means
that
our
current
estimate
is
reflecting
that
we
will
end
the
year
with
using
a
good
portion
of
our
fund
balance,
but
having
approximately
1.3
million
dollars
remaining
and
again.

As
a
reminder,
we
started
our
2021
budget
conversations
with
the
budget
retreat
on
May,
13th
and
14th
before
you,
you
have
a
resolution
to
adopt
the
budget
framework
for
2021,
and
these
first
five
bullets
really
set
forth
the
board
value
statements
of
committing
to
the
strategic
directions
committing
to
racial
equity,
considering
economic
equity
of
utilizing,
employee
engagement
in
the
process
and
remaining
committed
to
our
20-year
neighbors.
It's
part
plan.

The
next
bullet
is
around
the
structure
of
the
budget
and
how
we
would
come
to
reduction
and
the
first
form
bullet
is
to
limit
reactions
and
staff
needed
to
deliver
a
redefine
service
level
and
wages.
Wage
freezes
and
voluntary
budgetary
needs
are
on
that
list,
as
well
as
looking
to
define
our
service
delivery
and
realigning
our
staff
as
needed,
when
realignment
is
not
possible.

With
the
current
service
level,
we
heard
some
support
for
zero
percent
property
tax
levy,
increase
and
and
support
for
three
percent
property
tax
levy
increase
and
anywhere
in
between
those
two
dollar
amounts.
So
we're
looking
at
walking
into
the
budget
process
with
a
potential
four
point,
one
to
six
point:

million
dollar
deficit.

So
looking
at
a
wage
freeze,
a
general
wage
freeze,
so
we
are
considering
or
what's
before
you
to
be
considered,
is
the
general
wage
freeze,
so
the
wage
increase
that
all
employees
receive.
As
you
know,
it's
subscribed
as
inflationary,
sometimes
so
for
our
most
of
our
unions.
Right
now,
they
are
staggered
at
a
one
and
a
half
percent
in
January
and
I
want
to
have
per
second
July
for
both
2020
and
2021.

we
are
not
successful
in
getting
the
wage
freeze
instituted
for
July
first,
if
we
are
successful
and
just
getting
the
wage
freeze
instituted

2021,

course,
in
2020
will
would
be
no
savings
and
we

still

estimating

deficit

three
point.
Three
million
and
the
amount
of
savings
for
the
2021
budget
would
be
reduced
from
the
1.7
million
to
the

understand
that
you
two

concerns
about
how
safety
will
be
impacted
in
the
Park
System
by
severing
relationships
in
the
Minneapolis
Police
Department
I
want
to
tell
you
about
the
experience
that
I
recently
had.

That
made
me
feel

most
unsafe
which
occurred
when
seven
heavily
armed
white
men
exited
a
vehicle
parked
outside
my
house
and
directly
in
the
direction
of
the
neighbors.
On
my
block
that
don't
look
like
me,
that
is
most
horrified
I
have
ever
felt
and
I
have
recounted
this
story
several
times
since
it
occurred
for
days
15
hours
in
approximately
ten
minutes
ago.
People
have
asked
me:
do
you
think
that
they
were
white,
supremacist
or
simply
undercover
police
agents?
And
when
I
don't
know
the
difference?

specifically
work
with
youth
of
color
and
other
perks,
organizing
agencies
that
currently
exist
and
pay
them
appropriately
and
accordingly,

fill
out
the
system
that
actually
works

protects
black

who
have
historically
supported

guard

area.

opportunity
regards
potentially

funds

encourage

to
approach
the
fund
of
the
Rose
Garden
Snead's
I
grew
up
in
st.
Paul
and
lived
there
most
of
my
adult
life

learned
of
the
Rose
Garden
at
high
school.
Ever
since
I've
ridden
my
bike
there
at
least
twice
a
month
to
walk
its
grounds.

moved
to

I
Louis
Park
in
2007,
and
now
the
ride
is
much
shorter,

for
the
best
since
I'm

late
60's

at
the
Rose
Garden
last
week
and
I
extend
my
compliments

you

others
for
its
vibrant
start
in

work

are
evident

for
a
healthy

the
requirement
for
MPD
off-duty
officers
for
event
permits
in
Minneapolis.

applies
to
events
that
are
on
city,
property

private
property
alike,
and
impacts
events
happening
Minneapolis
parks
that
require
city
permits.
As
you
review
your
own
requirements
for
park
board
events,
we
hope
that
you
will
join
us
in
support
of
moving
this
requirement
from
Minneapolis
permitting
Mayor
Jacob
fry
as
event
planners
community,
organizers
and
artists.
We
serve
the
best
interest
of
our
neighborhoods
and
commercial
districts.

is

job

ensure
the
safety
of
not
only
the
residents
of
the
neighbors
puts
where
we
operate,
but
also
the
business
owners
of
our
neighborhoods

musicians,

been

on
the

missed
the
widespread
of
people
in
response

the
murder
of
George
Floyd.
Your
organization
states
that
it
exists
to
provide
opportunities
for
all
people
to
gather,
celebrate,
contemplate
and
engage
in
activities
that
promote
health
well-being,
community
in
the
environment.

The
presence
of
the
Minneapolis
Police
in
our
outdoor
space
is
not
only
as
an
effective
and
ensuring
safety,
but
it
makes
our
parks
actively
unsafe
for
many
black
indigenous
and
people
of
color
residents
and
visitors.

urge
you
to
cut
ties
with
the
Minneapolis
Police
Department
and
redistribute
the
money
towards
restoring
trust
and
providing
the
services
our

community

MPD

has
been
reopened
to

are

able
to
open
club
houses
to

public

less
than
ten
people,
and

also

offer

can

food
that
people
can
take
outside
or
eat.
In
the
golf
cart,
beer
and
wine
can
be
sold
again

consumed
on
the
courses

about
is
what
we're
calling
fun
on
the
run,
and
it
is
a
bit

a
portable
or
mobile
program.

going
to
be
coupled

the
ambassador
work

parks

day
ambassadors
will
do
kind
of
a
drop
program
and
you
don't
need
to
register
it
kind
of
show
up
and
participate
what's
interesting
about.
This
is
it's
kind
of
a
throwback
to
some
of
the
old
school
things
that
we
played
a
long
time
ago.

that
didn't
require
a
lot
of
equipment
and
devices,
and
all
of
that
is,
you
know,
kind
of
old
school
lawn
bowling
and
a
Joey
challenge,
and
all
that
and
most
importantly,
it's
going
back
to
getting

physical
access,
and
so
there
are
no
age
requirements.

just
youth
they'll
come
out
and
feel
free
to
run
around
and
do
some
jump,
rope,
hop,
pass
and
kick,
and
some
of
those
local
things
that
some
of
them,
maybe
they
give.

sixty
minute
sessions
and
will
ensure
social
distancing
next

people
who
have
been
closely
watching
how
we

going

manage
Ice,
Arena
and
so
parade.

Arena

open
with
daily
figure
skating
or

pros
ice,
which
is
really

coaches

more
of
the
serious
skaters.
These
do
need
to
register
for
it's
in
60-minute
sessions,
and
then
we
will
also
have
open
skate.

regardless
of
what
your
skill
level
is,
you
can
come
and
do
all
those
open
skate,
but
we
will
have
requirements
about
what
that
looks
like
you
won't
get
to
do
a
bunch
of
super
high-tech
stuff,
because
we
want

show

people
aren't
running
into
each
other.
So
there's
no
freestyle,
you
can't
do
jumps
and
spins
and
all
of
that-
and
we
will
only
allow
60
meters
and
we'll
continue
to
offer
hockey
instruction.

really
want

manage
how
people
move
through
the
facility,
and
so
what
we're
asking
people
to
do
is

come

already
dressed,
so
that
people

or

we

urging
people

not

to

police

that
on
day
shift
we
typically
have
three

four
officers
available
and
then
later
in
the
day,

have
four

four
to
six
officers
available
plus
supervisors.
It
is
very
easy
for
our
resources
to
become
overwhelmed

large-scale
incidents
occurring
in
multiple
areas
of
the
city.
At
the
same
time,
which
frequently
happens
in
the
summertime,
we
have
always
relied
on
the
Minneapolis
Police
Department
to
help
back
fill
in
those
emergency
circumstances.

noteworthy
that
MPD
also
provides
response
coverage
to
the
park
in
the
hours
that
were
not
on
duty,
so
we
are
not
on
duty
from
1:00
a.m.
until
7
a.m.
and
during
that
time,
if
there's
an
emergency
in
the
parks,
the
Minneapolis
Police
Department
has
historically
respondent
the
reason
why
the
Park
Police
don't
cover
those
hours
he'll
be
spend
a
budget
and
resource
consideration,
but
that
is
something
that
certainly
will
need
to
be
addressed.

owned

guns

Service
does
have
different
classifications
of
Rangers,

enforcement

again
these

working

what
Minnesota
conservation
officers
do
rather
than
urban
park

concern

to

important
for
police
right
now.

have
a
major
problem
where
a
lot
of
people
feel
like
our
police
are
more
of
an
occupying
force

more

officers

live
in
the
city.

can
reduce
that
right
