restating

opposition
to
this
resolution.

this
represents
a
historically
disparate
levy
between
the
city
of
minneapolis
and
the
minneapolis
park
board,
and
a
time
when
the
entire
city
is
hurting.
It
just
feels
like
a
lot
of
the
city's
budget.
Challenges
are
being
solved
on
the
back
of
the
park
board
and
I
don't
believe
that
that
is
what
voters
sent
us
here
to
do.
So
I
I
will
not
be
voting
to
support
this
historically
disparate
levy.

as
a
member
of
the
bet
this
year,
working
with
my
fellow
bet
members
and
at
the
direction
of
the
board
in
the
discussions
that
we've
had
over
the
full
year.
I
feel
as
though
the
levy
amount
that
we
asked
for,
and
then
the
levy
amount
we've
received
is
in
line
with
what
commissioners
were
asking
for,
and
in
fact
I
I
certainly
don't
think
that
there
is
a
disparity
here,
especially
looking
at
the
differences
between
the
budgets
and
sources
and
uses.

park
board
relies
far
more
heavily
on
property
tax,
whereas
the
city
has
gotten
hit
very
hard
on
sales
tax
and
so
looking
holistically.
I
think
we're
we're
all
hurting
and
working
together
in
collaboration
to
address
budget
shortfalls
that
in
fact
have
become
less
than
we
had
initially
feared.

series
of
budget
neutral
amendments
that
I
would
like
to
move
as
us

a
slate
to
increase
funding
in
towards
youth
violence,
prevention
in
north
minneapolis
and
south
central
minneapolis,
and
also
just
recognize
what
I
think
is
an
oversight
in
the
budget.

Hopefully
get
some
vehicles
off
the
road
and
give
people
some
more
access
to
snow
removal
on
bike
trails
and
and
help
bridge
some
barriers
that
people
might
be
having
accessing
some
of
our
fee
based
services
in
a
really
critical
time.
Slate

amendments
will
be
denying
six
fleet
vehicle
purchases
for
2000,
scheduled
for
2020
and
2021
for
the
park
police
department,
as
defined
in
the
staff
response
to
questions
received
today.

213
000
a
allocation
of
25
000
from
the
unspent
funds
that
were
not
used
when
staff
failed
to
do
the
development
study
that
was
funded
last
year
out
of
one-time
funds
and
setting
a
donations
and
revenue
goal
for

new
donations
and
revenue.

The
donation
and
grant
writer
position
of
131
950
in
revenue,
adding
to
the
budget
a
total
of
three
hundred
and
sixty
nine
thousand
nine
hundred
and
fifty
dollars
the
expense.
The
expense
is
offsetting,
that
is,
a
31
950
or
15
increase
in
police
vehicle
maintenance
budgets
to
offset
the
extended
life
of
the
vehicles.

are
things
that
should
be
vetted

won't

voting

it

this
time

this
issue
next

I'm
going
to
propose
that
we
change
our
rules
to
require
that
amendments
be
submitted
to
the
secretary
in
writing

big

remind
commissioners
that
a
big
portion
of
these
amendments
are
actually
to
replace
the
funding
that
was
removed
at
this
meeting
last
year
by

first
district
commissioner.
That
now
has
some
reservations
about
taking
amendments
to
the
budget
this
year.
So
I
I
just
find
that
inconsistency
very
selective
that
this
I
would
encourage.
Commissioner
support.
We
have
been
talking
week
after
week
and
month
after
month
of
ways
to
increase
resources
targeting
youth
violence
reduction.

This
budget
does
that
this
gets
vehicles
off
the
road.
The
cement.
This
set
of
amendment
set
of
amendments
does
that
and
reduces
our
carbon
footprint.
We
have
had
conversation
after
conversation
about
how
to
reduce
financial
barriers
for
people
that
for
essential
workers
that
are
looking
for
child
care
services
in
north
minneapolis.
This
amendment
does
that
and
the
the
most
alarming
oversight
is
we
amended
our
budget
to
include
a
grant
writer
position,
a
grant,
raider
and
donations
position,
and
there
was
no
revenue
associated
with
that.
So
I
I'm
certain
that
it
wasn't.

This
board
intense
this
board's
intent
to
spend
a
hundred
plus
thousand
dollars
on
a
fundraiser
and
not
have
and
have
it
raise
zero
dollars.
That
just
seems
like
a
real
oversight
in
budgeting
and,
furthermore,
we
receive
the
number
of
a
hundred
thousand
dollars.

The
other
25
000
that
makes
up
the
balance
was
from
one-time
funds
that
the
board
directed
staff
to
use
last
year
to
do
a
study
to
see
whether
or
not
we
should
a
development
officer
would
pay
for
itself.
Staff
did
not
do
that
study
and
instead
incorporated
a
full-time
position
into
the
budget
without
doing
the
background
and
then
didn't
put
a
revenue
goal
around
it.
So
I
I
think
that
this
budget
we
we
have
discussed
these
in
every
meeting.

have
discussed
intentions
to
bring
forward
amendments,
and
these
are
changes
that
were
some
of
these
changes
undo.
The
damage
done
last
year
at
this
exact
same
meeting
by
some
of
the
by
one
of
the
commissioners
that
now
seems
to
oppose
taking
an
amendment
at
this
meeting,
and
today
now
we
have
the
benefit
of
this
meeting
being
recorded
and
televised.
So
I
would
argue,
it's
actually
more
transparent
than
the
then
the
vote
to
gut
youth
development
funding
at
our
meeting
this
time
last
year.
So

support

environmentally
friendly

youth
development
friendly
budget
and
following
along
with
the
spirit
of
the
safety

all
and
people's
budget
funding,
a
lot

significant
portion
of
that

reductions

at
this
time
in
the
minneapolis
park
police
department.

would
encourage
my
colleagues
to
support
this.

fact

commissioner
bourne
has
brought
forth
all
these
amendments,
yet
he
voted
against
the
overall
budget.

this

me

all.

thing
is:
it
is
close
to
10
o'clock
tonight.
I've
spent
the
last
maybe
four
hours
on
the
city
council
meeting
listening
to
folks
from
all
around
our
city
weigh
in
on
the
city's
budget.

idea
of
us
making
decisions
about
our
budget
at
10
p.m,
without
the
public
having
the
opportunity
to
weigh
in
on
it.

I
recall
last
year,
and
maybe

year
before,
when

type

actions

referred
to.

referred
to
as
back
door
decisions,
and
you
know
I
mean
it's

p.m.

had
a
meeting
just
a
week
ago.

this

going

help
folks

have

struggling

live

the
northern
part

six

weber
park.

spoke
with
a
few
families
who

been
struggling
to
make
payments.
Therefore,
the
kids
have
not
been
able
to
attend
replus
at
weber,
so
I
I
would
ask
my
colleagues
this
evening
to
support
this.

think
it's
necessarily
perfect,
but
I
think
this
is
a
very
good
direction
for
us
to
go,
and
this
is
a
great
opportunity
for
us
to
address
some
of
the
youth
violence
in
north
minneapolis
on
a
small
scale,

start

help
parents
on
the
north
side
with
rec
plus.

issue

place

resources

folks
didn't
get
input

have
support

our
initiative

bodies

working

play

research

our
youth
and
see

website

right

pandemic

happening

activities,
I'm
sure
you'll
help.

know
our
superintendent
to
reach
out
to
those
communities
and
find
activities.

now
that
they
don't
have
schools.
Schools
are
closed.
There's
nothing
for
them
to
do.

sure
there's
creative
activities
that
that
they
can,
you
know,
plan
and
bring
them
out
and
do
some
activities
instead
of
just
staying
home.
If
I
mean
if
we're
gonna
serve
the
register,
you
know
the
kids
across
the
city.

think
syrup
said
youth
has
the
highest
popular
youth
in
minneapolis,
congested
with
a
little
park.

That's
under
construction
right
now
that
they
haven't
been
using
for
a
year,
and
I
think
it's
not
a
big
portion
to
ask
and
alone
that
can
be
divided
into
north
minneapolis
youth,
and
I
mean
I
don't
know
what
I
don't
know
why
it's
hard.

some
of
my
colleagues
to
understand
the
need
for
resources
instead
of
just
coming
up
with
process
and
finding
barriers
and
way
to
block
the
best
way
to
help
our
kids
in
our
city.
So
I
will
be
supporting
this
motion.

good

echo
the
concerns,
partly
because
again
I
don't,

moment

written
language
of
everything
that
commissioner
bourne
provided.

echo
certainly
the
concerns
that
we
need
to
invest
in
in
youth,
and
I
think
that
the
superintendent's
budget
has
done
that
in
in
a
solid
way.
These
additions
are
are
welcome.

need
to
invest
in
youth
was
also
still
something
that
we
knew
was
critical.
Last
week,
two
weeks
ago,
a
month
ago,
when
the
superintendent
put
forward
his
budget-
and
I
I'm
excited
to
see
the
vehemence
and
interest
that
commissioners
are
bringing
forward
right
now
about
the
need
to
and
the
urgency
around
this
issue,
but
the
fact
is,
we
haven't
had
that
discussion
previously.

would
say
right
now
at
the
moment,
I'm
very
supportive
of
the
reduction
of
six
future
fleet
numbers,
as
well
as
the
expansion
of
wreck
at
weber
and
the
increase
to
the
dietzic
youth
innovation
fund
and
would
very
much
be
supportive
of
passing
those
in
the
light
of
day
that's
sort
of
where
I'm
at
at
the
moment,
and
to
be
honest,
I
I
I'm
just
it's
unfortunate-
that
these
items
weren't
brought
forward
at
the
last
committee
of
the
last
administration
and
finance
committee,
to
which
every
commissioner
was
appointed.

streets

car

that

will

only

to
work
with
certain
members
of
the
board.

admitted

violating
open
meeting
laws
and
holding
a
secret
meeting
on
the
budget
that
members
of
the
public
and
other
board
members
were
not
privy

one
less
conversation
on
this
other
than
the
commissioners
that
have
violated,
admittedly,
violated
open
meeting
laws.
So
I
appreciate
everybody's
understanding.
I'll
also
just
speak
to
the
background
a
little
bit
on
this
too
again
the
same
commissioners
that
seem
to
be
opposed
to
this
are
the
same
commissioners.

last
year,

less
public
notice
had
gutted
some
of
these
same
youth
funds.
President
coghill,
you
were
the
deciding
vote
to
cut
to
cut
some
of
the
funds
from
the
born.

the
most
at-risk
members

our

have
happened

forward

vehicles

hybrid
vehicles,

sure

that's

not
buying
our
goal

never

buy

fully
gasoline

at
hybrid
vehicles.

were

was
maintained

budget
for

only

staffing

full-time

and

thousand

consistent

work

hard
to
make
sure
our
investment
in
youth

work

we're
doing

innovation

our

vulnerable

the
city
of
