district
advisory
board
will

My
name
is
mike
mclaughlin
and
I
will
be
facilitating
this
meeting
of
the
48th
and
chicago
special
service
district
advisory
board.
Before
we
begin
I'd
like
to
note
that
this
meeting
includes
remote
participation
of
members
as
authorized
under
minnesota
statute,
section
13d
.021,
due
to
the
due
to
the
declared
local
health
pandemic.
I
will
now
call
this
meeting
to
order
call
the
roll
so
that
we
may
verify
the
presence
of
a
quorum
advisory
board
members.

The
first
item
on
the
two
items
on
the
agenda
can
be
handled

the
adoption
of
the
proposed
agenda
and
the
draft
minutes
of
the
prior
meeting,
which
were
distributed

meeting
packet
and
posted
on
the
city's

This
follows
a
report
template
that
we
have
used
in
prior
years.

that
we
did
go
through
and
do
some
of
the
calculations
for
the
annual
report.
So,
for
example,
as
part
of
the
pain
and
broom
services
performed
seven
times
may
through
november,
we
did
remove
67
cubic
feet
of
trash.
We
removed
75
instances
of
graffiti
from
the
public
right
of
way.

filled
reservoir
water
bags
on
nine
boulevard,
trees
16
times
through
the
growing
season.
Those
were
those
were
younger
trees.
We
inspected
the
banners
monthly
and
we
maintain
this
the
district's
electrical
system
note
we
did
not
need
to
perform
any
sidewalk,
no
services
and
there
were
no
recommended
services
in
the
area
of
security
and
parking.
Regarding
trash
receptacle
services,
we
did
remove
just
under
five
thousand
cubic
feet
of
trash
from
the
district.

district
maintained
trash
receptacles
and
we
installed
the
seasonal
decor
on
the
19th
street
light
during
the
winter
months.

amended

2021
budget
includes
the

223
dollars,
which
is
a
lot
of
twos
to
stay
in
a
very
short
order,
so,
but
just
wanted
to
know
again
that
surplus
and
the
last
page

this

This
was
received
and
filed
by
the
city
council,
this
full
annual
report
and
was
posted
to
the
city's
website.

wanted

note
that
it
had
been
done,

This

city
council

budget

that
up
for
budget
allocation
purposes
between
snow
services
and
streetscape
maintenance,
but
I
think,
as
the
board
will
recall,
that
we
do
have
flexibility
of
spending
those
dollars
amongst
any
of
the
approved
line
items
so
putting
them
here
were
was
really
just
exercising
putting
it
putting
placeholders
in
the
budget
in
terms
of
so
your
amended
budget.

to
be
clear,
for
this
calendar
year
is
forty
two
thousand
seven
hundred
and
twenty
three
dollars
and
in
terms
of
so
I'll
shift
from
the
financials
to
the
scope
of
work,
we
are
following
sort
of
our
usual
work
plan
and
implementing
it
as
previously,
you
know
discussed
with
the
board,
as
we
have
in
past
years,
any
small
trees
reservoir
bags
have
been
deployed.

are
painting
booming
the
district
on
the
once
a
month
basis
per
the
original
budget
plan
and
we
are
servicing
the
trash
receptacles
on
the
frequency
that
we
had
previously
discussed.

this
is
where
we
usually
pause
and
ask
the
board
if
there
are
one,
if
there
are
any
adjustments
and
services
that
that
the
board
would
like
to
recommend
for
the
remainder
of
this
year,
and
then
it
all
related
to
that
if
there
are
any
maintenance
needs
and
third,
if
there
are
any
special
projects,
the
board
would
like
to
accomplish
between
now
and
the
end
of
this
year.

to
parking
issues,
yeah
we're
we're
hoping
with
the
new
bus
coming
in
the
d-line
that
there
are
no
issues.
But
if
we
read
correctly,
the
council's
parking
park
and
ride
program
estimates
that
somewhere
around
95
people
might
want
us
to
park
nearby
and
get
on
the
bus
in
our
neighborhood
and
that,
but
that's
just
it's
just
there's
nothing.
That's
too
research
we're
wondering
with
the
other
lines
you've
already
put
in
the
what
is
it
a
and
then
they're
all
done
is
not
what
are
the
lines
the
out
the
fat,
the
fast
lines.

there's
a
line
that
goes
from
south
minneapolis
through
to
saint
paul
and
I
think
the
roseville
and
look
at
the
other
lines
we're
working
on
the
one
down
lake
street.

losing
quite

parking
spots,

way
they'll
be
doing
the
sidewalks,
so
this
is
also
a
concern.

this
year's
back
with
park
and
riders

hour

two
hour
parking
or

it
wasn't
all

what's
interesting
is
we

think
memory
serves.
Your
district
would
be
the
first
just
service
district
that
would
have
one
of
these
high
frequency
bus
lines
operating
within
it
other
than
outside
of
downtown
so
which
it
so
kind
of
separate
that
the
other
lines
that
are
being
envisioned
like
along
lake
street
and
hennepin
avenue
and
a
couple
other
corridors
are
still
in
the
planning
phase.

From
a
service
district
management
perspective,
I
can't
say
that
I
can
think
of
any
first-hand
experience
we
have
with
the
high-frequency
transit
service
and
what
the
impacts
on
parking
would
be,
but
certainly
is
a
part
of
a
follow-up
discussion.
There
are
folks
within
the
traffic
and
parking
services
division
within
public
works.

know,
especially
those
are,
that
would
be
the
sort
of
the
the
division
within
public
works
that
helps
manage
the
on-street
parking
and
if
there
are
changes
to
you,
know,
sort
of
time,
limited
parking
or
parking
meters
or
any
of
those
kinds
of
things
that
that
falls
under
you
know,
sir,
under
there
or
within
their
wheelhouse,
that
we
would.
We
could
certainly
invite
some
of
those
folks
out,
and
I
can
think
of
one
in
particular.

here's
what
they
did
if
there
were
impacts
from
commuter
parkers.

those

works
has
in
other
capital
letter
lines
that
have

think

goes

paul
is
already
totally

that
my
colleague
of
mine
has
a
practice
on
the
corner
of
snailing
in
sinclair
and
they
put
a
stop
right
in
front
of
hers
and
it's
been
really
really
difficult
for
them.
It
took
a
lot
of
parking
spaces
and
in
the
winter
it
blocks
off
when
they
do
snow
plowing
they
plow
and
block
off
two
more
spots
so,
and
you
know
just
trying
to
park
to
get
on
light
rail.
We
know
it's
going
to
be
a
problem,
so
you
know,

you
have
suggestions
just
posting

we

street
station

analog

in

there

stops

stops
within
minneapolis

that
a
line
but
right
at
that
46th
and
hiawatha
station.
There's
a
commercial
node
there
as
well.

why
don't
we
reach

the

person

thinking
about
ask

they
have
information
about
what,
if
any,
on-street
management
tools
were
needed
or
implemented
as
part
of
the
implementation
of
services
for
the
a-line,
because
it
sounds

that's
the
sort
of
the
experience
information
you
guys
are
looking
for.

bike
racks,
the
one
on
the
south
side
of
turtle,
bread,
the
bolts
are
almost
pulled
out.

know
if
somebody
would

would

incorporated
into

opera
draft
operating
plan

would

hearing
notices

budget

charge

snow
services

needed,

have
the
resources
to

able
to
implement

year

easy

on

amend
your
budget,
your
20,

your

existing
surplus
has
already
been
from

amended

2021

making
up
numbers
but
take
ten
thousand
dollars
out
of
your
current
amended
budget
and
apply
those
dollars
to
reduce
next
year's
service
charges.

we
could
use
ten
thousand
dollars
from
last
year's
surplus,

the
total
service
charges
would
only

to
be

budget
again,

that
is
something
we
could
do.
