Green
and
the
regular
meeting
of
minneapolis
civil
rights
commission
will
now
begin
good
evening.
Everyone,
my
name,
is
mackenzie.
May
I
am
the
chair
of
the
civil
rights
commission
and
I'm
going
to
call
this
meeting
for
november
15th
to
order.
I
want
to
welcome
everyone
for
joining
and
thank
everyone
for
joining
us
this
evening.
As
we
begin,
I
will
note
for
the
record
that
this
meeting
has
remote
participation
by
members
of
the
commission
and
city
staff
as
authorized
under
minnesota
statutes.
13
d
.021
due
to
the
declared
local
public
health
emergency.
C
D
E
C
A
Thank
you.
So
we
have
13.
let
the
record
reflect
that
we
have
a
quorum
in
commissioning
the
agenda
for
today's
meeting
is
before
us
before:
okay
yeah,
thank
you
for
a
second.
C
A
The
clerk
calls
the
role
I
do
have
an
item
to
discuss
for
an
amendment
to
the
agenda
for
the
presentation
for
this
evening
with
the
doj
they
did
confirm.
They
won't
be
able
to
make
it
tonight,
so
they
will
be
able
to
make
it
to
our
december
meeting
and
so
for
the
doj
commissioner
sunyani
and
I
had
planned
to
do
a
discussion
of
kind
of
what
we
talked
about
and
ways
that
we
could
work
together
with
them
or
collaborate.
A
Thank
you.
Is
there
any?
So
we
have
a
motion
to
amend
the
agenda
with
the
proposed
item
moved
from
the
presentation
to
discussion.
Is
there
any
other
discussion
or
do
we
have
a
second
for
the
motion.
E
A
Okay
thanks,
commissioner
staniani.
So
with
that
I'll
ask
the
clerk
to
call
the
role
on
the
motion.
C
G
D
E
C
B
A
H
A
With
that
the
motion
passes
and
the
agenda
is
adopted.
Next
is
the
acceptance
of
minutes
from
the
october
18th
2021
meeting.
May
I
please
have
a
motion
to
accept
the
minutes.
A
B
G
D
E
H
A
Do
that,
okay,
so
the
commission
highlights
see,
I
just
have
a
short
little
like
slideshow,
that
I
can
present
I'll
share
my
screen
really
quick.
A
If
I
miss
anything,
please
chairs
of
the
subcommittees,
please
I
want
after
I
go
through,
please
let
me
know
what
else
what
other
things
we
can
highlight
for
the
commission
for
this
year
and
then
also
things
that
I
can
add
in
our
still
to
come
for
next
year
that
are
not
still
to
come,
but
things
that
to
keep
on
the
table
for
next
year,
potentially
so
one
second.
A
Yes,
yes,
thank
you
all
okay,
so
these
are
just
our
some
of
our
highlights
from
2021
wanted
to
do
overview
and
then
again,
like
I
said,
please
share
if,
if
there's
other
things
that
that
we
missed
or
that
we
were
working
on
that
didn't
get
highlighted
so
to
start,
some
of
the
things
that
we
started
off
with
this
year
were
the
accountability
for
the
killing
of
george
floyd
task
force.
A
What
we
did
author
a
letter
to
help
educate
and
let
the
public
know
what
our
right,
what
their
rights
are
in
terms
of
protesting
and
really
wanting
to
to
motivate
our
our
council
and
and
those
that
are
in
the
public
eye
to
to
understand
what
our
protesting
or
our
city's
protesting
was
about,
and
so
we
started
off
the
commission
doing
creating
that
task
force
and
really
building
a
bomber.
We
were
able
to
work
together
on
that.
A
I
thought
that
was
pretty
great
way
to
start
the
commission
this
year,
and
we
also
got
to
have
a
great
presentation
regarding
the
african-american
family
preservation
act
that
we
had
a
great
speaker,
keyless
houston.
Who
was
able
to
do
that
presentation
for
us,
and
out
of
that
came
some
great
work
through
some
of
our
commissioners,
where
we
passed
a
resolution
to
support
the
african-american
preservation
family
preservation
act.
A
We
did
highlight
later
on
this
year
that
the
bill
was
not
supported
in
the
legislature,
but
that
hennepin-
and
I
believe
it
was
ramsey
I'll
just
for
sure,
speak
on
hennepin
county
was
supporting
that
in
their
child
protection
services
work
and
wanting
to
really
build
on
that,
regardless
of
the
the
legislation
passed,
and
so
some
great
things
have
come
out
of
that
because
they
have
had
new
positions,
come
out
of
that
and
really
targeted
focus
on
african-americans
families
and
the
cps
cases.
A
We
also
drafted.
I
led
by
commissioner
lord.
I
drafted
a
letter
to
the
united
nations
regarding
well
drafted
and
supported
a
letter
to
the
united
nations
regarding
our
support
for
many
of
their
systemic
racism
issues
that
they've
been
covering
worldwide,
and
so
it
was
really
great
to
be
able
to
highlight
some
of
those
topics
that
as
a
commission,
that
we
really
felt
stood
out
and
really
related
to
our
city.
And
we
did
pass
that
letter
on
to
the
united
nations
as
a
letter
of
support.
A
I
A
Right
now,
commissioner,
bird
quest,
I'm
sorry
yeah.
Thank
you
for
that,
commissioner
lauren.
My
apologies
and
my
apologies
to
commissioner
bergquist
and
then
additionally,
we
had
our
less
the
si.
The
city's
mayor's
office
passed
a
left,
less
legal
weapon
resolution
where
we
really
became
a
integral
part
of
what
that
work
could
look
like
and
in
seeking
data
and
making
connections
at
the
department
level
and
different
departments
within
the
city,
and
so
that's
something
that
we're
still
working
on
still
trying
to
gather
some
of
that
data.
A
Commissioner
signiani
has
very
much
taken
a
very
leader
role
in
that
project
and
has
been
working
a
lot
with
kayla
and
as
well
as
other
people
from
the
department
to
really
gather
that
data
and
see
what
we
can
do
with
that
and
how
we
can
use
that
to
pressure
our
cities
to
to
make
take
accountability
and
then
also,
additionally,
we
had
some
racial
equity
guidance
from
the
city
staff.
A
We
had
presentation
from
cassidy,
garnier
and
more
to
come
on
that
more
training,
hopefully
we'll
be
able
to
do
next
year,
as
our
second
series
of
or
the
trainings
that
we
had
planned,
weren't
all
able
to
happen,
but
with
that
along
came
the
implementation
and
understanding
of
the
racial
equity
analysis
tool
that
the
city
uses
and
our
really
mission
to
make
sure
we're
using
that
in
guiding
our
work,
guiding
our
resolutions
that
we
passed
and
a
part
of
that
is
also
presenting
to
the
city
council,
these
resolutions
and
these
very
important
things
that
we
are
working
on
as
a
commission
so
more
to
come
with
that
community
engagement
and
research
subcommittee
did
so
much
this
this
year,
really
focusing
on
again
the
community
engaging
with
them,
providing
you
know,
ways
to
really
uplift
our
community,
and
so
we,
you
know,
have
the
commissioner
demonis
really
led
that
if
you
see
something
say
something
do
something:
stopping
discrimination.
A
A
Where,
again,
we
use
that
tool
that
cassidy
went
over
with
us
and
it
helped
us
gather
more
data.
Ask
ask
more
questions
about
what
we
were
doing.
Who
was
involved
in
it?
You
know
where,
where
this
comes
from
and
and
how
we're
supporting
it
and
involving
the
community
and
that
and
that
allowed
us
to
also
have
a
opportunity
to
present
as
a
commission
commissioner
devenish,
commissioner
gold
and
myself
present
to
the
city
council,
I
think
it
was
the
city
council,
the
my
apologies
trying
to
remember
the.
A
Safety,
yep,
okay,
I
thought
it
was
a
safety
one,
so
that
was
that
was
a
great
opportunity
and
hoping
we
can.
You
know,
build
on
that
more
and
use
that
as
a
way
to
get
our
our
commission
out
there
as
well
and
to
foster
some
relationships
within
the
city
of
minneapolis
as
well.
We
have
the
community
community
recognition
awards
where
we
were
able
to
have.
I
think
it
was
around.
A
The
first
round
was
about
nine
people
were
nominated
for
this
award
and
we
got
to
read
a
little
bit
about
each
of
them
and
what
supported
their
work
and
how
they
really
you
know
were
community
members,
oh
okay,
how
can
how
they
really
supported?
You
know
advancing
civil
rights
in
the
community,
and
so
we
did
send
out
some.
We
were
able
to
use
some
of
our
new
commission
budget
to
send
out
some
community
awards
printed
and
framed,
and
so
that
was
a
great
opportunity
you
can
see.
A
Some
of
those
opportunities
were
shared.
I
think
there
was
one
that
was
shared
on
our
facebook
page,
one
member
with
their
with
their
award,
and
it
was
a
pretty
pretty
nice
to
just
see.
Somebody
being
celebrated
in
our
community
that
is
doing
some
good
work
and
then,
along
with
that,
we
have
work
towards.
This
is
a
little
bit
separate
than
the
community
engagement.
A
But
I
accidentally
put
in
this
area,
but
overall
there
was
a
strong,
a
strong
support
for
housing,
equity
house
housing,
civil
rights
in
looking
at
that
as
a
civil
rights
commission,
and
so
some
of
the
work
that
led
by
commissioner
lord
just
inviting
the
urban
institute
to
present
to
us
on
the
racialized
homeownership
in
minneapolis.
A
And
that
was
a
great
presentation.
And
you
know
out
of
that
came
a
lot
of
questions
from
our
commissioners
and
what
we
can
do
to
engage
and
so
where
we
did
where
we
went.
That
was
connecting
with
seaped
and
that
will
be
shared
in
a
little
bit.
But
I'm
hoping
that
we
can
collaborate
as
a
commission
to
move
forward
on
ways
that
we
can
educate
the
community
on
what
services
are
available.
A
What
home
ownership
programs
are
available
and
rent
renting
affordability,
what
the
the
standard
is
for,
minneapolis
and
and
how
we're
doing
country
along
the
country.
So
yeah
there's
some
more
work
that
we
were
able
to
engage
in
and
then
I
have
some
things
from
strangers
and
procedures
subcommittee.
We
did
pass
the
601
rule
and
really
focusing
on
unexcused
absences
and
how
we
our
absences
and
how
we
handle
the
absences
in
the
commission.
A
We
started
off
this
year
with
you
know
having
a
commissioner
that
did
have
some
absences
and
and
not
having
a
clear,
clear
guidelines
or
a
clear
process,
and
so
I'm
glad
that
as
the
commission,
we,
you
know,
really
streamline
that
process
made
sure
that
people
are
getting
notices
when
they're,
not
at
the
commission
meetings.
And
then
you
know
getting
those
notices
in
a
proper
time
so
that
they
can
make
sure
that
you
know
they're
not
getting
over
three
unexcused
absences
so
and
clarifying
that
unexcused
absence
rule.
A
I
think
it
was
huge
for
for
the
commission
and
just
moving
forward.
So
that's
that
was
kind
of
that
was
pretty
exciting
and
then
workforce
and
contract
compliance.
They
had
some
speakers.
I
was
looking
through
the
notes.
I
didn't
get
to
see
this
exact
speakers
that
we
had
so
I'd
love
for
someone
to
be
able
to
share
some
of
those
things
just
to
highlight
that,
but
you
know
the
focus
on
women
and
minority-owned
businesses
looking
at
the
data
of
the
city
where
what
contracts
we
have,
that
was
big.
A
So
I
know
there's
some
great
work,
that's
been
happening
and
and
more
to
come,
and
then
that
brings
me
to
this
still
to
come.
You
know
we,
we
did
talk
about
martin,
martin
luther
king
junior
essay
contest
early
on,
and
so
I
I
wanted
to
put
a
plug
out
there
for
considerations
of
what
that
could
look
like
commissioner
shoemake
brought
the
crown
act
to
the
commission
specifically
was
going
to
be
doing
that
work
with
the
community
engagement
and
research
subcommittee.
A
However,
I
think
there's
still
more
work
to
be
done
on
that
and
passing
a
resolution
to
support
you
know:
non-discrimination
based
off
of
hair,
hair
texture,
hair,
the
way
that
african
american
women
and
men
are
wearing
their
hair
and
in
that
protection,
and
so
we've
seen
that
happen
in
other
states
across
the
country
and
so
it'll
be
really
exciting
to
be
able
to
plug
into
that
and
and
create
something
of
our
own
and
then
again,
we
have
on
our
list
of
things
to
still
cover
were
the
doj
investigations,
and
so
happily
that
we'll
have
ethan
trum
to
present
on
you
know
the
investigation
I
mean.
A
I
can
talk
a
little
bit
more
about
that
later
when
mark-
and
I
commissioner
sunyani
and
I
speak,
but
yeah
so
and
then
we
also
have
potential
for
future
resolution
on
qualified
immunity.
A
That
was
something
that
you
know
was
pulled
out
of.
Pulled
out
of
our
agenda
is
something
that
had
been
talked
about
and
and
further
discussion.
I
think
to
be
happening,
and
commissioner
gold
did
lead
the
com.
The
conversations
on
that
and
some
of
her
personal
work
happening
outside
of
the
commission
and
the
connections
that
could
be
made
and
so
wondering
how
this
could
continue
to
be
supported
throughout
the
commission
but
yeah.
I
would
love
to
welcome
commissioners
to
touch
on
the
subcommittee.
Some
of
the
other
highlights.
Maybe
I
think
I'm
sure
I
missed
some
things.
F
Chairman
this
is
commissioner
devinish.
I
think
you
did
a
great
job
recapping.
I
know
there's
a
lot
of
information
to
cover
in
what
we
did
and
I'm
just
thankful
for
everyone
on
this
commission
and
their
hard
work.
I
I
was
wondering
if
we
could
put
in
there
the
the
latter
update
for
commissioner
rance's
work
with
the
letter
to
the
black
owned
bank.
If
I
have
that
correct.
E
The
watching
run
contracts,
so
we
you
know,
we
we
accomplished
two
things
through
data
requests
at
the
city
we
had
looked
at
both
the
underlying
data
that
is
captured
at
the
front
end
of
the
bidding
process
in
peoplesoft,
as
well
as
a
the
contracts
award.
E
Diversity
awards,
dashboard
that
the
city
has
that
were
captured
at
the
end
of
contracting
and
the
one
thing
that
we've
noted
and
we'd
like
to
certainly
push
the
city
towards
in
the
coming
year
is
to
engage
with
the
city
to
potentially
audit
this
process,
because
based
upon
the
data
that's
out
there
and
the
the
follow
through
on
on
finding
appropriate
contractors
in
the
first
place,
I
think
there's,
there's
there's
a
vast
area
for
improvement.
E
The
the
city
is
is
heavily
understaffed
in
this
area
and
I
think
budgetarily
they're
understand
under
under
budget
or
they
don't
have
nearly
enough
budget
in
any
event.
So
the
infrastructure
is
there
to
track
this,
but
there
is
not
a
a
very
good
way
forward
currently
in
in
how
those
are
awarded
from
a
data
standpoint,
so
I
just
want
to
add
a
little
color
to
what
we
we've
done
there.
So
you
know
the
subcommittee
did
accomplish
two.
E
Two
fairly
in-depth
looks
into
the
data
of
the
city
on
our
own
contracts.
H
D
H
A
D
I
can't
think
of
anything,
but
we
probably
it's
something.
We
take
a
look
at
in
january,
yeah.
H
A
Yeah,
absolutely,
I
think
one
thing
that
I
missed
that
commissioner
rants
had
did
brought
up
last
time
was
just
a
discussion
of
you
know.
How
do
we
change
you
know
with
the
way
that
we're
getting
cases
and
discrimination
and
and
with
our
code
for
minneapolis
any
changes
that
would
need
to
be
made
to
how
we
handle
cases
would
have
to
be
at
the
state
level,
and
so
that's
something
or
not.
A
That's
something
that
I
know
early
on
had
conversations
with
the
city
department
about
what
that
would
look
like
how
we
would
be
able
to
engage
the
legislature
to
make
changes
to
our
civil
rights
code
and
ordinance.
But
I
think
that's
something
that
was
brought
up
by
a
few
commissioners
still
having
concerns
about
you
know.
How
do
we
make
these
changes?
So
I
think
that's
still
something
that's
on
the
table.
A
That
would
be
exciting
to
maybe
plug
into
for
the
next
year
as
well,
and
like
commissioner
feinstein
we'll
discuss
that
in
january,
when
we
have
voted
for
new
executive
team
and
new
committees
and
everything
commissioner
definition.
F
Yes,
talking
about
the
new
commissioners,
have
we
started
voting
or
our
panel
iron
panel,
because
I
have
received
some
personal
emails
and
phone
calls
regarding
how
to
apply
and
some
barriers.
For
example,
I
kayla
and
I
recently
talked
about
people
with
felonies
and
how
they
are
able
to
apply
and
people
that
are
homeless
under
certain
circumstances
they
can
apply.
So
I
was
just
wondering
if
there's
any
updates
on
those
applications.
J
I
can
speak
to
this
if
you'd,
like
thanks,
commissioner
devenish.
Yes,
we
are
still
accepting
applications,
so
we
extended
the
deadline
again,
just
to
make
sure
we
have
a
good
amount
of
applicants
to
the
end
of
november.
So
if
you
have
anyone,
that's
still
you
know
asking
about
applying.
Please
do
encourage
them
to
do
so,
and
they're
very
welcome
to
do
so,
and
if
they
have
any
questions
you
know
along
the
process
or
have
any
trouble
with
the
application
itself.
J
They
can
always
reach
out
to
me
if
they
need
any
additional
assistance
or
to
the
clerk's
office
either
way.
But
yes,
we're
definitely
we're
still
hoping
for
some
more
applications,
so
we
haven't
dug
too
deep
into
reviewing
them
yet
just
because
we
don't
have
as
many
as
we'd
like,
but
hopefully
we
will
by
the
end
of
this
month
and
then
we'll
start
looking
through
the
applications
start
setting
up
interviews
and
things
like
that.
A
Great,
thank
you
kayla.
Thank
you
for
asking
commissioner
devenish
one
other
thing
that
I
didn't
know,
but
was
my
complete
intention,
was
the
number
of
review
panels
that
we
completed
for
this
year
and
so
caleb.
Please
correct
me
if
I
am
off
now
that
this
was
about
a
few
weeks
ago,
but
we
did
have
about
20
that
were
completed
last
that
I
heard
so.
A
We
just
had
about
five
more
to
do
for
the
year,
and
so
I
wanted
to
just
encourage
those
of
you
that
do
have
a
case
still
to
be
decided,
please
meet
and
get
that
done.
It
would
just
be
great
to
be
done
before
the
holidays.
I
know
everyone
would
appreciate
that
and
kayla
is
that
right.
It
was
a
20
review
panel
still
so
I.
J
A
About
five
or
six
to
be
completed-
and
I
know
matthew
did
send
out
a
few
emails
recently
just
reminders
and
again
if
it
sounds
like
there
might
be
some
issues
accessing
documents
and
you
guys
are
troubleshooting
that
so
that's
great
and,
like
I
said,
if
you
can
get
those
done
before
before
the
end
of
this
month,
that
would
just
be
great.
Just
the
holidays.
A
Coming
up,
it's
going
to
be
even
harder
for
for
those
to
meet
it,
probably
if
you
can
get
it
done
this
week
because
thanksgiving's
coming
up
so
I
know
people
who
have
time
off
from
work
and
time
with
family,
so
yeah
get
those
done.
If
you
can
thank
you,
everyone
and
I
will
ask
the
clerk
to
file
and
receive
that
report.
A
Item
which
was
item
four
on
the
agenda
now,
I'm
assuming
number
five,
the
department
of
justice
and
the
doj
investigation.
A
So
we
can
discuss
that
now.
Yeah,
commissioner
sunyani
and
I
got
to
have
a
great
phone
conversation
with
one
of
the
members
of
the
the
team.
I
his
name
is
ethan
and
then
we
also
had
a
follow.
I
was
not
able
to
be
present
at
the
follow-up
conversation,
but
commissioner
cinyani
did
have
a
follow-up
conversation
with
one
of
the
leading
attorneys
on
the
investigation
and
so
pretty
exciting
to
to
dig
in
and
think
of
ways
that
we
can
engage.
Commissioner
ceniani
I'll.
A
E
Well,
certainly,
I
mean
one
of
the
things
the
doj
cannot
really
do
for
us
is,
you
know,
just
divulge
any
details
that
are
under
investigation
as
part
of
the
investigation
right
now,
so
we
took
that
kind
of
off
the
table
right
at
the
onset
there,
and
so
both
with
the
first
outreach
from
the
investigator
plus,
with
the
the
senior
attorney
on
the
on
the
on
the
panel.
E
At
the
second
point,
so
I
spoke
with
cynthia
koh,
who
was
a
senior
attorney
on
the
on
the
doj
task
force
here,
and
so
I
reiterated
to
her
that
we
were
not
looking
for
anything
that
was
confidential
or
part
of
the
investigation.
That
was,
you
know
not
yet
in
public
life,
but
I
certainly
asked
for
a
procedural
overview
of
the
the
investigation
as
what
they've
already
you
know,
disclosed
in
a
number
of
different
locations.
There's
that
you
know
in
our
forum
first
and
allow
us
to
ask
questions
about
the
procedural
aspects
of
that.
E
I
also
did
mention
to
them
that
you
know
we
were
working
on
some
of
our
own
investigative
work
in
the
with
the
police
department
and
I'm
sure
we'll
have
sharing
on
that
later
at
some
at
some
later
point.
But
the
whole
point
there
being
is
is
that
there
they
seem
to
actually
surprisingly
willing
to
come
and
talk
with
us
and
be
part
of
our
forums.
So
I
found
it
a
very
positive
experience.
A
No,
I
was
gonna
just
share
some
of
the
things
that
ethan
shared
with
us
regarding
yeah.
They
said
this
is
a
civil
investigation,
it's
not
criminal
and
they
look
at
individual
incidents,
but
they
do
look
at
an
entire
system,
so
they're
looking
at
patterns
of
constitutional
allegations,
and
so
this
would
include
excessive
use
of
force
or
unnecessary,
discriminative
policies.
Policing
I
mean
on
race
and
disability.
A
They
they
stated
on
this
opened
at
the
end
of
april,
and
it
has
a
big
impact
on
the
community
and
they
don't
want
to
further
harm
and
they
want
to
make
sure
they
give
the
community
what
they
deserve,
and
so
they
want
to
make
sure
this
is
a
swift
and
thorough
investigation
and
so
yeah.
It
was
really
exciting
to
hear
some
of
those
things,
and
he
did
mention
give
me.
One
second
did
mention
that
some
of
the
things
that
he
would
like
to
share,
he
says
for
framing.
A
Usually
they
give
a
general
over
so
they'll,
give
a
general
overview
of
the
investigation
and
then
open
the
floor
for
questions
and
said
once
folks
ask
their
questions.
They
usually
ask
us
about
our
experience
with
the
minneapolis
police
department
and
trends
that
we
should
be
aware
of,
and
so
that
will
be
exciting
to
to
be
able
to
engage
in
that
conversation.
That
meeting
is
december,
20th
and
so
looking
forward
to
that
as
well.
A
Do
we
have
any
any
any
comments
or
questions
from
the
commission.
F
I
think,
like
the
work
you
guys
done
is
wonderful
work
and
I'm
just
excited
to
see
how
this
can
roll
into
the
year
2022
of
how
can
we
keep
this
momentum
going
now
that
it
can't?
You
know
it
started
it's
there,
but
we
are
in
in
november.
So
how
can
we
continue?
This
conversation
and
engagement
moving
forward.
E
Yeah,
a
number
of
us
are
continuing
on
to
the
next
year
as
commissioners,
so
hopefully
we
have
enough
of
a
a
core
group
that
we
won't
lose
the
memory
here
of
where
we
are,
but
it
certainly
you
know
now
is
the
time
to
try
to
bring
other
people
who
we've
lost
a
number
of
commissioners
over
the
last
months
here
so
it'd
be
nice
if
we
could
bring
other
fresh
energy
into
the
organization
to
to
help
us
carry
some
of
this.
So.
A
Yeah
absolutely
thank
you,
commissioner
sunyani.
I
think
another
idea
would
be
to
have
this
sit
within
one
of
our
subcommittees
as
well.
If
we
do
have
another
chair
that
you
know
it,
I
think
that
is
where
it's
dependent
on
as
far
as
agenda
setting
and
goal
setting,
but
it
sounds
like
there
is
a
little
bit
more
flexibility
within
the
commission
subcommittees.
So
just
thinking
of
just
thinking
of
those
things.
But
I
love
that
idea.
A
I
think
there
are
a
lot
of
a
lot
of
things
that
are
of
interest
to
the
commission
that
could
still
be
pursued
into
the
next
year,
and
so
just
I
appreciate
you
for
bringing
that
to
light
that
we
want
to
make
sure
that
that's
still
a
want
for
some
of
these
items,
and
you
know,
hopefully
we
can
have
a
chair
next
year
that
is
open
to
discussing
some
of
the
things
that
we've
discussed
this
year
and
work
towards
as
well.
So
to
keep
that
momentum.
H
And
then,
if
we
don't
have
any.
A
I
know
I
was
reading
the
one
of
the.
Let
me
see
just
give
me
one.
Second,
I
was
reading
when
we
were
talking
about
the
department
of
justice.
Commissioner
rantz,
you
had
a
few
ideas
about.
H
A
A
Well
I'll
skip
on
that.
If
nobody
has
any
other
comments,
we'll
leave
that
to
be
discussed
at
the
december
meeting.
If
anyone
has
any
ideas,
so
we
will
move
to
item
six
on
the
agenda,
which
is
a
report
out
of
our
meeting
with
cped
related
to
the
city's
homeownership
programs,
and
so
that
was
really
led
out
of
the
report
that
we
had
from
the
urban
institute
where
we
talked
about
the
racialized
homeownership
in
minnesota
and
our
very
concerning
racial
disparities
that
exist
in
our
home
ownership.
A
But
we
did
have
a
chance
to
talk
with
cped
related
to
some
of
their
programming
that
they
have
at
the
city
and
got
an
opportunity
to
just
kind
of
get
a
high
level
overview
of
their
pretty
detailed
overview
actually
of
their
away
home
report,
which
really
highlights
the
city's
efforts
and
kind
of
tackling
our
racial
disparities.
When
we
look
at
housing,
and
so
we
did
share
some
of
those
items
as
well
with
the
agenda.
I
Sure
there
were,
I
think,
a
couple
of
good
things
to
report
back.
One
is
that
we
did
get
an
overview
of
the
strategies
that
the
city
is
currently
employing
to
address,
that
disparity
and
there's
really
a
kind
of
a
three-part
strategy
that
they're
pursuing
right.
Now.
One
strategy
is
really
providing
essentially
financial
education
services
and
in
and
they
reported
to
us
that
in
2020
I
believe
they
had
provided
about
800
households.
I
You
know
some
specific
financial
education
assistance.
You
know.
Obviously
you
need
to
be.
You
know,
buying
a
home.
Is
it's
a
complicated
financial
thing
and
you
need
some
basic
financial
knowledge
in
order
to
successfully
complete
that
they
also
talked
about
providing
down
payment
assistance.
I
You
know
build
affordable
housing
and
that
produces
about
40,
affordable
home
units
a
year,
and
then
they
also
do
provide
some
loans
and
in
their
report
they
indicate
that
between
2018
and
2020
50
households
were
supported
with
some
of
these
loans
that
enable
homeowners
to
purchase
to
purchase
homes-
and
you
know
these
programs
are
just
mostly
serving
you
know,
people
of
color-
and
I
think
you
know
the
thing
that
struck
me
is
obviously
people
are
working
very
hard
and
these
programs
are,
you
know
some
of
them
no
doubt
complicated
to
administer.
I
But
if
you
kind
of
like
add
up
all
of
the
numbers
that
I
just
spewed
out,
it's
still
a
pretty
low
total
number
of
people
that
are
being
served
in
our
discussion.
I
believe
that
the
individual
that
we
spoke
with
roxane
kimball
indicated
that
that
was
about
1200
people
in
total
served
in
in
a
year
and
that's
obviously,
you
know
we're
a
very
large
metropolitan
area,
a
very
large
city,
so
there's
clearly
some
opportunity
there.
I
So
that's
kind
of
like
the
lay
of
the
land
and
what
in?
What?
In
terms
of
what
the
city's
doing
and
a
chair
is
there
anything
you
would
add
to
to
that
to
the
before
I
kind
of
move
on
to
the
opportunities
to
for
the
commission.
A
Yeah,
I
think
one
thing
that
really
struck
out
to
me
and
I
cannot
recall
the
numbers
in
my
head,
but
just
like
the
huge
gap
in
where
we're
providing
services
and
then,
where
there's
a
need,
and
so
they
did
mention
there
was.
Oh,
my
goodness,
do
you
remember
the
number
of
families
that
they
said
are
in
need
of
these
services
or
it
was
over.
It
was
well
over
ten
thousand.
A
And
so
it
just
made
me
think
of
ways
that
you
know
a
we
don't
have
enough
funding
to
serve
all
the
families
is
what
a
concern.
G
A
Additionally,
if,
if
more
families
knew
about
this
service
and
were
accessing
it,
I
feel
like
there
would
be
a
push,
also
for
more
funding
to
put
into
that.
So
a
lot
of
people
aren't
accessing
these
services
and
even
the
people
that
are
coming
through
their
door
aren't
a
lot
of
them
are
not
able
to
utilize
the
service,
and
so,
if
you
did
have
a
chance
to
view
the
way
home
report,
they
do
have
numbers
where
a
few
graphs
where
they
show
us
who
is
coming
through
their
door
who's
receiving
the
services.
A
You
know
there
is
a
mixed
population,
but
I
think
there's
a
big
missed
opportunity
for
getting
that
advocacy
out
there
for
their
own
programs
and
funding
of
you
know
we
have
this
many
people
coming
through
our
doors
that
are
in
need,
and
that
are
eligible,
and
how
do
we
do
this?
So
I
think
that
really
gets
into
what
commissioner
laura
is
going
to
touch
on
next.
But
if
you
didn't
have
a
chance
to
review
that
report,
please
please
review
it.
A
Hopefully,
maybe
next
year
we
can
get
cped
to
come
talk
to
us,
but
yeah.
They
did
leave
us
with
some
ways
that
we
could
be
engaging
in
the
city's
home
home
ownership
and
housing
efforts.
I
Yeah
there
were
a
couple
of
opportunities
that
they
identified
that
I
think
are
kind
of
in
our
really
in
our
wheelhouse.
One
is
that
there
is
going
to
be
a
there's
currently
right
now,
a
piece
of
legislation
in
the
works
called
the
tenant
opportunity
to
purchase
act.
So
that's
a
piece
of
legislation.
That's
going
to
provide
some
support
to
you
know,
helping
tenants,
purchase
the
properties
that
they're
they're
renting
that
bill
is
currently
being
drafted
and
once
it
is
published
it
has
not
yet
been
published.
I
You
know
what
I
think
we
want
to
do
is
to
review
it,
and
you
know,
assuming
that
it
fulfills
the
promise
of
the
title
support
it
through.
You
know
writing
a
letter
to
legislators
supporting
the
passage
of
that
bill.
So
that
is
one
opportunity
in
front
of
us
and
again
it
has
not.
The
draft
hasn't
yet
yet
been
published.
So
we
do.
It
literally
is
supposed
to
be
any
day.
So
we
kind
of
need
to
see
it
first,
but
that's
one
opportunity
in
front
of
us.
I
The
other
is
that
there
is
a
opportunity
for
us
to
support
a
change
to
minnesota
realtor
forms.
I
You
know
right
now:
those
forms
do
identify
individuals
who
it
looks
like
they
identify
individuals
who
may
be
using
down
payment
assistance
programs
which
you
know
could
which
people
could
be
using
that
information
in
a
discriminatory
way.
So
you
know,
I
think
we
have
an
opportunity
to
support
the
stripping
of
that
language
or
those
requirements
out
of
that
out
of
that
agreement.
So
you
know,
as
a
next
step,
we
can
take
a
look
at
that
and
provide
a
recommendation
for
our
commission
to
potentially
support
that.
I
think
you
know.
I
Read
it
yet,
so
I
I'm
not
going
to
recommend
doing
anything
until
obviously
we
read
it,
but
that's
something
we're
going
to
be
looking
at
and
then
we're
going
to
be
having
a
follow-up
meeting
with
the
organization.
That's
providing
some
of
the
financial
education
as
well
to
better
understand
that.
So
those
are
the
three.
I
think
the
three
that
we're
looking
at
right
now.
I
I
would
also
say
that
you
know,
based
on
what
we
learned,
I
think
there's
also
continues
to
be
an
opportunity
to
ask
for
more
accountability
from
outside
investors
in
our
community
and
sought
no
conflict
with
us
pursuing
that
angle
as
well.
So
I
think
all
of
those
things
are
on
the
table
and
I
look
forward
to
kind
of
digging
into
those
things
in
the
next
month
and
you
know
would
welcome
any
other
commissioner,
who
would
like
to
partner
in
working
with
me
on
that
commission.
A
Yeah
well
again,
as
noted
the
the
year's
ending,
but
there
are
a
lot
of
opportunities
to
be
able
to
engage
and
cpad
was
really
opening
to
having
conversations
and
and
looping
in
other
people
into
our
conversation.
And
so
I
just
really
saw
a
huge
opportunity
for
continued
collaboration
with
them.
They
were
very
open
and
disgusting
and
had
a
lot
of
answers
to
questions
and
had
a
lot
of
non-answers
too.
So
that's
huge,
because
we
need
to
be
asking
questions
that
don't
always
have
answers,
and
you
know
finding
the
answers
in
that.
A
So
I
think
there's
a
lot
of
opportunity
for
us
to
be
able
to
continue
to
engage
with
cped
and
figure
out
how
how
are
they
doing.
But
how
do
we
also
provide
the
different
expertises
that
we
have
in
in
the
room
and
really
brainstorm?
So
I
felt
like
the
collaborative
effort
was
was
pretty
exciting
when
we
met
with
them-
and
I
mean
there
was
just
so
much
going
on
that
was
happening,
but
so
much
out
of
that.
A
It's
like
how
can
we
do
this
better
as
a
city
and
so
there's
a
lot
of
opportunity.
So
I'd
love
for
those
of
you
that
like
to
engage
in
this
in
the
me
through
the
next
month,
like
please
cindy-
and
I
would
commissioner
lord-
and
I
would
love
to
to
work
on
that
with
you
all,
but
additionally
hoping
to
carry
this
into
next
year,
because
this
is
a
huge,
huge
topic
that
I
think
we
could
really
have
a
lot
of
input
into
and
a
lot
of
community
education.
A
And
so
how
do
we
kind
of
one
thing
I
think
of
is
how
to
utilize
some
of
that
strategy
that
we
talked
about
previously
regarding
like
having
series
of
educational
talks
for
our
community
and
how
do
we
really
next
year,
I
think
of
focus
on
how
to
get
more
people
to
be
engaged
in
those
conversations
and
and
being
able
to
highlight
homeownership
and
housing
in
minneapolis
and
sharing
that
with
our
with
our
residents
so
yeah.
I
appreciate
your
presentation.
H
A
There
any
questions
for
any
other
commissioners.
A
Well.
Thank
you,
commissioner.
Lord,
seeing
no
further
questions.
I
will
direct
the
clerk
to
file
receive
and
file
that
report.
The
the
next
item
on
the
agenda
is
not
supposed
to
be
an
item
on
the
agenda.
It
is
the
attachments
for
this
discussion,
and
so,
if
we
can
move
on
to
the
unfit,
anyone
has
any
unfinished
business.
A
All
right
seeing
none,
I
will
move
to
the
next
order
of
business,
which
is
the
acceptance
of
public
comments.
I
will
open
the
floor
and
invite
comments
from
the
community.
Each
speaker
will
be
allowed
to
speak
for
two
minutes
with
that.
Are
there
any
community
members
on
the
line
who
would
wish
to
address
the
commission.
H
A
Seeing
none
I
will
move
to
the
final
item
on
or
not
the
final
item
on
our
agenda,
which
is
the
reports
from
our
standing
committees
and
task
forces.
We
have
the
community
engagement
and
research
subcommittee.
A
I
will
say
I
there's
not
a
place
on
the
agenda
for
this,
but
again,
as
those
of
you
might
have
heard
earlier,
commissioner,
gold
is
no
longer
with
our
commission
anymore.
She
did
get
a
position
with
the
civil
rights
department,
and
so
I
was
not
able
to
participate
in
commission
business
anymore
from
a
commission
member
standpoint.
A
So
with
that
we
have
the
community
engagement
and
research
subcommittee,
where
we
have
vice
chair
folk.
Would
you
like
to
do
a
share
out
for
that.
K
Yeah,
I
didn't
have
anything
planned
specifically
for
a
share
out
in
our
last
meeting
was
canceled,
so
I'm
not
sure
if
there
was
anything
specific
the
team
wanted
to
share
out.
Commissioner
devinish,
is
there
any
updates?
You
wanted
to
provide
no
ma'am,
okay,
yeah.
I
don't
think
we
have
anything
to
update.
K
I
believe
it
should
be
like
two
weeks
from
now
I
from
what
I
from
what
I
understand:
okay,.
H
L
We
mark
kind
of
summed
it
up
in
regards
to
the
data,
and
so
that's
what
we
discussed
in
our
last
meeting.
L
H
Thank
you
for
that
and
then
updates
from.
A
Face
chair
shoemake
will
be
out
until
the
beginning
of
the
the
year,
so
we'll
expect
her
back
in
in
january
and
excited
for
that
and
then,
as
far
as
updates
from
myself,
I
don't
quite
have
that
many
updates
I've
already.
A
Additionally,
I
think
the
only
other
thing
I
would
have
is
kind
of
leading
into
our
civil
rights
department
and
kayla's
updates,
just
wondering
if,
if
commissioners
should
let
you
know
if
they
want
to
be
involved
in
interviewing
future
candidates,
or
you
know
how
we
go
about
that
where
I
think
a
lot
of
us
are
really
excited
for
for
some
of
that,
and
you
know
wondering
if
you'd
like
to
get
an
idea
of
who's
interested
in
doing
the
interviews
so
that
you
could
reach
out
or
what
the
plan
is
for
that.
J
Sure
yeah
happy
to
address
that
so
yeah
at
this
point,
like
I
said,
we're
still
waiting
for
more
applications
to
come
in.
J
So
we
haven't
started
scheduling
anything
that
being
said,
if
you're
particularly
interested
in
being
involved
in
the
panel
you're,
more
than
welcome
to
send
me
an
email,
my
plan
was
to
get
all
the
applications
and
kind
of
look
at
when
we
could
start
interviewing,
and
then
I
was
just
going
to
send
out
an
email
asking
for
interest,
but
I'm
happy
to
accept
any
interest
ahead
of
time
and
we're
always
happy
to
have
people
that
are
enthusiastic
about
the
process.
So
I
definitely
encourage
that.
J
A
F
J
Sure
yeah,
so
every
person
who
submits
an
application
should
get
a
confirmation
email
from
the
clerk's
office
that
you
know
thanks
them
for
submitting
the
application
and
then
says
that
it's
forwarded
to
the
department
that
supports
the
commission,
and
so
I
know
I've
seen
those
I've
been
copied
on
those
emails
quite
a
few
times.
But
if
someone
didn't
get
any
sort
of
email
like
that
from
the
clerk's
office,
then
let
them
know
where
they
can
reach
out
to
me
and
we
can
just
make
sure
that
their
application
went
through.
J
I
suppose
there
could
be.
You
know
some
sort
of
technical
issue
where
for
some
reason
not
received,
but
we
will
be
reaching
out
to
folks.
You
know,
hopefully
here
early
december,
once
we
have
all
the
candidates
we
haven't
started
reviewing
applications
yet
because
the
application
period
is
still
open.
A
Curious
if
there
was
I
know,
I
gave
a
brief
update
on
commissioner
gold's
departure,
but
I
don't
know
if
you
had
any
news
or
if
there
was
anything
to
share
on
that
end,
because
I
know
she'll
be
working
with
you.
J
Yeah
thanks
yeah,
that's
that
was
on
my
list,
so
that
was
a
great
segue.
Yes,
we
are
thrilled
at
the
department
to
welcome
ashley
gold
she's,
going
to
be
working
with
the
complaint
investigations.
Division.
J
We
are
very
excited
to
have
her
today
was
her
first
day,
which
is
thrilling
so
she's
going
to
be
supporting
matthew
and
a
lot
of
the
work
that
he
does
so
focusing
on
intakes
and
then
on
some
of
the
administrative
work
that
we
do
in
the
division
and
I'm
very
confident,
she's
gonna
be
great
at
it,
and
that
being
said,
I
also
wanted
to
note
that
you
can
expect
to
be
hearing
from
her
about
a
couple
different
things.
J
She's
going
to
be
managing
all
of
the
payment
forms
for
the
commission
here
coming
to
the
end
of
the
year,
so
she'll
be
reaching
out
about
those
reminding
folks
to
get
those
in,
so
we
can
get
them
processed
sooner
rather
than
later.
It
can
be
tough
when
we
get
all
of
them
right
at
the
end
of
the
year.
J
So
we're
hoping
that
we
can
stagger
that
and
start
getting
those
payment
forms
in
as
soon
as
possible,
so
she'll
be
reaching
out
about
that,
and
then
she'll
also
manage
any
of
the
logistics
around
our
review
panels
through
the
end
of
the
year
as
well.
So
any
you
know
reminder
emails
that
still
need
to
go
out
will
be
coming
from
her
and
she'll
be
tracking.
You
know
to
make
sure
that
we're
able
to
get
those
done
so
we're
very
excited
to
have
her.
J
The
only
other
things
that
I
was
going
to
mention
in
my
update
is
we're
also
very
excited
because
we
have
two
new
investigators
starting
tomorrow.
So
it's
a
busy
week
here
at
the
department
a
lot
of
new
folks
coming
on,
but
we're
really
excited
about
that
and
to
feel
like
we're.
You
know
fairly
fully
staffed
and
like
we
can
hit
the
ground
running
especially
into
the
new
year,
so
very
excited
about
that.
J
I'm
sure
they
will
be
jumping
on
our
meetings
from
time
to
time,
so
you
all
can
meet
them
as
well,
and
then
my
last
thing
that
I
was
gonna
mention
which
we've
already
talked
about
is
just
please
encourage
folks
to
apply
for
the
commission.
If
you
know
folks
that
are
interested
and
as
usual,
my
door
is
always
open.
If
you
have
any
questions
or
concerns
feel
free
to
shoot
me
an
email,
give
me
a
call,
you
know.
As
always,
we
appreciate
working
collaboratively
with
the
commission.
H
Wait,
let's
see
mark's
our
commissioner
sunyani
sorry,
I'm.
J
I
will
check
into
that
commissioner
stingyani.
Yes,
she
started
about
a
week
ago
now
and
she's
going
to
jump
on.
M
Asking
you
shall
receive
hello,
I
am
alberto
gillespie
and
I
am
just
excited
to
work
with
you.
I
it's.
This
makes
me
even
more
excited
hearing
the
highlights
and
all
of
the
great
things
that
you've
already
done.
I
asked
kayla,
I
said,
don't
introduce
me
I
just
want
to.
I
want
to
listen
and
learn
so
I'm
in
the
listening
learning
mode.
I
think
I'm
on
day
9
right
now,
but
I'm
looking
forward
to
having
more
of
a
conversation
at
your
next
meeting.
Thank
you
for
all
the
work
that
you're
doing.
It's
awesome.
H
A
Well,
thank
you
to
the
commissioners
and
city
department
staff
for
the
updates.
With
that
we
have
concluded
our
all
of
our
agenda.
H
A
And
I'll
see
everyone
back
here
next
month
for
a
december
2021
meeting,
so
it
will
be
on
december
20th
and
seeing
no
further
business
to
come
before
us
and
without
objection.
I
will
declare
this
meeting
adjourned.
Thank
you,
everyone
and
good
night
and
see
you
next
month.
Hopefully,
people
can
find
time
to
make
that
last
meeting
before
the
end
of
the
year
and
get
a
nice
presentation
from
the
doj
as
well.
I'm
really
looking
forward
to
that.
A
J
Everybody
do
you
think
people
are
sticking
on
for
the
executive
meeting.
